the serious bipartisan negotiations that have been going on for months now to resolve our unfinished business, military spending, disaster relief, health care, immigration , and border security will continue. it would be my intention to resolve these issues as quickly as possible so that we can move on to other business that's important to our country. however, should these issues not be resolved by the time the funding bill before us expires on february 8, 2018, assuming that the government remains open, it would be my intention to proceed to legislation that would address daca, border security, and

out of the loop. >> he had the gall to look at the president and say i'm giving you everything asked for the wall and when pressed admitted he wasn't doing it. that is the type of negotiation he is engaging in with the president. he will have to up his game and be a little more hon heest with the president of the united states. >> you offered $1.6 billion in funding. >> he was not in the room. he does not know the truth. of. >> how much did you offer the president? >> i'm not giving you a number. he put a number on the table, and we took it. >> it is appropriating the the money. that's the difference. no one has pressed mr. schumer on. he wants to authorize it but doesn't want to spend the money to get it built. >> the president demanded for months that a deal on daca include the wall. because the president campaigned on the wall, even though he said it be paid for by mexico, and

demands the wall for the sake of compromise. for the sake of coming together. i offered it. despite what some people are saying on tv, and mind you these are folks not in the room during discussion, that is exactly what happened. the president picked a number for the wall. i accepted it. it wasn't my number. it wasn't the number in the bills here. he he picked it. now, it would be hard to imagine such a more reasonable compromise. all along the president saying i'll do daca and d.r.e.a.m.ers in return for the wall. he's got it. can't take yes for an answer. that's why we're here. >> we are hearing all of this sound how divisive washington has been this entire weekend. that is for sure. joining us now from capitol hill nick vaquero reporting. let's talk about this latest proposal for mitch mcconnell

getting this c.r. to get us to february 8th. then if immigration and dak a qaa is not figured out by then to make the promise of debating and figuring out immigration and daca with that. how is it being received in d.c. and what do you think the chances are that this vote when it comes at noon today could actually crease this government shutdown and everybody gets back to work? >> it's hard to see what the point of all the drama and the disruption. and we are so deep in the senate weeds right now, it is hard to see what the point of all of that was. if democrats will go along with a wink and nod and promise, to put the immigration bill on the floor and open it for debate. he made that promise in the past. a lot of democrats pointed out overnight on twitter and elsewhere that it really isn't anything more they have gotten after voting against the government funding bill. to top it all off, we could come to february 8th three weeks

hence and go through this procedure and all of this all over again. yes, mitch mcconnell promised to bring it to the senate floor. what about here in the house of representatives where i'm standing? remember it was five years ago that the senate did pass a comprehensive reform plan. it came to the house. it was buried. so it does appear that at noon they may cobble together the 60 votes to move forward, reopen the government after two and a half days. it's unclear what the future may hold and whether or not we will go through this exercise again in a few weeks. >> let me pick up on the last point you were talking about. even if a deal is reached to reopen the government later today or tomorrow, where does the actual debate on immigration policy stand? has there been a softening on either side. have you seen a willingness that

>> interesting. mike pence's words not necessarily being received well here, especially by the democrats in the u.s., saying the republicans are actually holding the military hostage while republicans are saying that the democrats are holding the military hostage. so we can really see, as i said earlier, how divisive this argument going on in washington is happening, how divisive it is. how is the vice president's presence in jerusalem being received as he arrives there? >> right now from the israeli side, he has been given the red carpet treatment. banners and flags have been put up at the hotel where he is staying saying vice president pence, welcome to jerusalem, welcome to israel. the israeli president will be speaking as well and to the israeli parliament. we will have a chance to hear more about what has happened following the decision to move

this weekend, one year after millions rallied to highlight women's issues and challenge the presidency of donald trump. thousands attended the anniversary rally in las vegas. the event dubbed power to the polls. aimed at galvanizing voters to elect more women and progressive candidates. it was preceded by hundreds of thousands of activists clouded in pink and carrying signs from los angeles. there were about 600,000 attendees to new york city where mayor de blasio said 200,000 took to the streets. the turnout in washington, d.c. was smaller than last year's 500,000. lawmakers, including nancy pelosi, took a break from the stalemate on capitol hill to address the crowd. >> so while we have this president celebrating his one year anniversary, let's give him an "f" for his performance.

welcome back. time for sports. championship sunday is and the nfl has decided this year's super bowl contenders, start with the nfc where eagles fans worrying about nick foles under center in the postseason can breathe a sigh of relief, as least for now after the blowout against the vikings. foals racked up 352 yards through the area, including three touchdown passes in the game. the eagles defense did their part, allowing one early minnesota score before shutting them out for the are phaoeurpd of the contest. it earns philadelphia its third trip to the super bowl the road to the big game would not be as easy for tom brady who shook off a thumb injury to play against the jaguars. the daunting jacksonville defense held new england offense to just ten points in the first half. brady would have one less target in the second half after

tightened rob gronkowski did not return after a head injury late in the second. jaguars would only muster two field goals building a 10-point lead before he letting it all slip away in the fourth quarter. brady's nine yard strike to danny amendola cuts the lead to three. six minutes later, he finds amendola once again for a four yard score to put new england ahead with a little under three minutes to play. blake bortles unable to lead on a game winning drive, instead turning the ball over on downs and allowing the pats to run out the clock and secure the 24-20 comeback victory. you can never count out tom brady. with those games completed, the matchup for super bowl lii is set. patriots will square off against the philadelphia eagles.

guys are working on on up here? >> they are certainly very much aware of our meeting and efforts. there will be members who will be going to talk to them to discuss possible options. we recognize that ultimately it is the decision of mcconnell and schumer as to how to proceed. we are not trying to preempt that but we are showing them there is a path forward and a substantial number of senators from both parties are eager to find that path. >> all right. so white house social media director and assistant to the president posted a photo on saturday of the president taking a phone call in the office oval, quote, receiving the latest updates from capitol hill. it paints a president who is uninformed, abruptly shifting

and being led by his staff. earlier this month, home land security kirjsten nielsen outlined his muff-haves for the bill. according to an unnamed lawmaker the president objected and said that the document did not represent all of his positions and instructed the group to disregard it. it was a similar feeling of whiplash when two days into the negotiation trump signaled he was ready to do a deal inviting dick durbin and lindsey graham to the white house to present their ideas for a compromise to stave off a shutdown. when durbin and graham arrived, they found an angry president surrounded by hawkish immigration owe phone skpepbts no longer open to the deal he praised in phone calls just hours earlier. on friday, president trump summoned chuck schumer to talk over cheeseburger at the white house. and schumer left hopeful. a senior administration official

tells nbc news they went back to their hardline stance on immigration. they both spoke about their frustrations. >> the president and republican leaders in congress are like a abbott and costello. the congressional leaders tell me to negotiate with president trump. president trump tells me to figure it out with republican leaders. negotiating with this white house is like negotiating with jello. you can see he really wants to do it. but then a few hours later because of right wing pressure, he backs off. what i would like to know is who in the white house is a sort of moderating force who says this is a good thing for you and the country and your party.

go for it. >> his heart is right on this issue. i think he has a good understanding of what will sell. every time we have a proposal, it is only yanked back by staff members. as long as steven miller is in charge of negotiating immigration, we're going nowhere. >> the reason we yanked these things back is because mr. miller, i have known him for a long time. i know he's passionate. i'll just tell you his view of immigration has never been in the mainstream of the senate. and i think we're never going to get there as long as we embrace concepts that cannot possibly get 60 votes. the tuesday trump, if he comes back, then we'll get a deal. if they keep pulling him back, it will be hard to get this issue over. >> a lot of blame game. it seems like a tired lindsey graham. mike, good to talk to you once again. i want to talk about the

movement with this. the vote was to be presented at 1:00 a.m. we would have government workers wake up monday morning and be able to go back to work and get paid, which is the most important part of all of this. that didn't happen. the 10:00 p.m. vote was shut down by schumer. now it has moved to noon. do you know why all the shifting and why they weren't able to vote at 1:00 a.m.? >> because of senate procedure clocks and delays built into the process. if it had taken place, it would have been a sure sign of failure and no reason for optimism on the part of federal workers and everyone else relying on the federal government, park, or whatever the case may be. the fact that they talked behind closed doors. susan collins led that group of 22 moderate senators. they came up with this proposal. there really isn't that much there for democrats. that's the tough sell chuck schumer is going to have to make.

remember, they have to move to 60 votes in order to reopen the government. it appears the momentum is moving in that direction on the promise from mitch mcconnell that they will take up immigration later, probably after february 8th when the next spending billion comes up, yasm yasmin. >> let me ask you about the politics and the blame in this situation. there's a lot of finger pointing going o. even mike pence saying it's the democrats who are responsible for the shutdown. is anyone emerging as a winner from this blame game? >> i've been walking these halls for a while now. i have never seen a time when senators are so disgusted with themselves really. the acrimony is such that the government had to be shut down over some of these points. the polarization has taken its

grip, on the senate itself. what's really remarkable about this is this latest deal that emerged yesterday and we saw play out last night, the president is not involved. specifically not involved. you heard lindsey graham criticizing steven miller, who has turned out to be the boogeyman in all of this and chuck schumer saying negotiating with president trump is like negotiating with jello. that's great in the short-term in order to get things moving and reopen the government. in the long term in the house of representatives, if there's going to be any immigration reform whatsoever, president trump is going to have to get behind it and bring a significant number of republicans on board. >> the blame game seems to be continuing. mike, thank you. despite demonizing politics,

government shutdown began, an army helicopter crashed in california killing two soldiers on a training mission, a stark reminder they continue to train, fight, and even face danger even if congress fails to provide immediate funding, as i just mentioned there. han is s has more for us. >> reporter: the apache helicopter crashed around 1:00 a.m. saturday morning at the national training center at fort irwin, california, killing two pilots on board. >> they were among the troops from the fourth infantry training in the mojave desert this month. the general said said our heartfelt prayers and con dolens go out to their families and friends during this painful and difficult time. but they won't receive the $100,000 death benefit in 36 hours until the shutdown ends. >> the family is now not only

lost their loved one but now having to wait on the government. >> less than 24 hours before the accident, defense secretary jim mattis took aim at congress, warning the shutdown would force a furlough of half the pentagon's 740,000 civilians, affect intelligence operations overseas, and training for reserve forces. >> for too long we have asked our military to stoically carry success at any cost attitude as they work tirelessly to accomplish the mission with in adequate and missile lined resources. >> reporter: during the shutdown, troops will continue to earn their paychecks but won't receive them until a spending bill that includes back pay is issued. it's a year into his president is scy and president' approval has fallen to a new low. he sits at 36%, down one point from november.

it is the lowest among the past 12 presidents with gerald ford coming the closest with 45% approval rating after his first year in office. meanwhile, the democrats lead on the generic congressional ballot has narrowed. cnn/ssrs poll shows 49% of voters would choose the democratic party's candidate, down 7 from december. this comes as democrats are the most enthusiastic about voting in this year's midterms. 54% democrats said they are extremely or very invited to vote in november. >> interesting to see where the numbers go after the shutdown. we will hear more from senator lindsey graham and the lack of leadership from the white house. plus, the trump administration trying to distance itself from a controversial ad about eupl

announced in late september, you may recall. the latest order keeps or updates restrictions on five of the six including in his original order. iran, syria, yemen, somalia, while lifting sudan. and suspends all immigrants vis visas. back in december you may recall the court implied they would likely hear the case after allowing the administration to enforce the latest version on the ban while some of those challenges were still playing out in lower courts. the court will likely hear this case in april. >> all right. president trump's reelection campaign released a new online campaign ad accusing democrats of being, quote, complicit in murders committed by undocumented immigrants. watch this.
