late last night mitch mcconnell scheduled a vote for noon today on a three-week extension tied to consideration of an immigration bill. here he is, followed by democratic minority leader chuc spending bill. >> when the democrat filibuster of the funding bill ends, when it comes to an end, the serious bipartisan negotiations that have been going on for months now to resolve our unfinished business, military spending, disaster relief, health care, immigration, and border security security will continue. it would be my intention to resolve these issues as quickly as possible so we can move on to other business that's important to our country. however, should these issues not be resolved by the time the

funding bill before us expires on february 8th, 2018, assuming that the government remains open, it would be my intention to proceed to legislation that would address daca, border security and related issues. >> i am happy to continue my discussion with the majority leader about reopening the government. we've had several conversations. talks about continue. but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> meanwhile, two other republicans who sided with nearly all the senate democrats in opposing funding say they will accept mcconnell's overture last night. senator lindsey graham tweeted, quote, i'm very pleased to hear mcconnell commit to the senate that if we do not make a break through on immigration by february 8th, the senate will

take the issue up under regular order. this is a more than reasonable proposal. i'm hopeful my democrat colleagues will find a way to reopen the government so we can find a solution on immigration, defense spending and many other important issues. i am convinced that to continue the government shutdown, after this proposal, does more harm than good to our effort to find common ground. senator jeff flake said he is lobbying democrats to join him. >> i will add my vote for this agreement as the majority leader has simply outlined that we have a cr that runs through february 8th. we seek to have an agreement on immigration by that time. but if an agreement has not been reached by february 8th, that we move to immigration and that the senate deals with it as the senate should, without relying on the white house or other

bodies, other chambers to dictate what we do here. >> all right. so the weekend has been jammed with negotiations and failed attempts to bridge a gap in trust. who you say budget director nick mulvaney accused chuck schumer of not agreeing to the president's request for wall funding on friday and he said mulvaney was out of the loop. >> chuck schumer had the gall to say to the president, i'm giving you everything you asked for and when pressed admitted that was not the case. at what point does it become profitable to work with something like that? mr. schumer is going to have to up his game and be a little more honest with the president of the united states. >> nick mulvaney was not in the room. he does not know the truth. i do. >> how much did you offer the president? >> i'm not giving you a number. he put a number on the table and we took it. >> it's appropriating the money

that makes a difference and that's one of the things no one has pressed mr. schumer on. he wants to authorize the wall to be built, but doesn't want to authorize the money to get it built. >> the president campaigned on the wall, even though he said it would be paid for by mexico. and demands the. for the sake of compromise, for the sake of coming together, i offered it, despite what some people are saying on tv. and mind you, these are folks not in the room during discussion. that is exactly what happened. the president the picked a number for a wall. i accepted it. it wasn't my number. it wasn't the number in the bills here. he picked it. now it would be hard to imagine such a more reasonable compromise. all along, the president saying, well, i'll do daca and d.r.e.a.m.ers in return for the wall. he's got it. can't take yes for an answer.

that's why we're here. >> so who is telling the truth here? nobody really knows. kind of frustrating, isn't it? joining us now from capitol hill, mike viqueira. good to talk to you once again. how is this legislatest proposal by mcconnell being received, if they don't get immigration figured out by the february 8th deadline, then they will debate it, making that promise last night. >> it's being greated with some set simple, as you might imagine, from democrats. but the senate cut president trump out of these negotiations, the frustration was so great, senators were almost disgusted with themselves is what i was hearing, people walking the halls just shaking their heads that it had come to this. we hear a lot of straw men, we hear a lot of sucker bunches rhetorically over the weekend. it does appear now, bottom line, that there is hope when the senate comes in at noon and they do have this procedural vote

that the logjam may be broken. democrats, you have to say, have not gotten much out of this. they insisted on a provision to help the d.r.e.a.m.ers, those young individuals who were brought here involuntarily when they were young and they were allowed to stay by president obama. president trump is ending that program. democrats insist if they were going to vote for a spending bill, it had to include a provision to address this. that's not in there. what they have is a promise to talk about it on the senate floor. >> mike, let me ask you really quickly, even if a deal is reached to reopen the government, where does the actual debate on immigration stand? has there been, on either side, do you think, a softening of positions? you think of daca, you think of the big issues that triggered this shutdown, are you seeing any willingness to compromise that could lead to -- >> if you're an advocate on

immigration reform, five years ago, the senate did pass something. no one doubts the senate will again pass immigration reform. here in the house of representatives, a much different story. no one is making any promises whatsoever. if, in that case, the house is going to pass something, if there's going to be progress made on this issue towards getting a final vote on legislation and sending it to the president's desk, then the president is going to have to get involved and back something that house republicans and provide that political cover for house republicans, if it's going to happen. >> we'll talk to you again at the bottom of the hour. thanks, mike. and president trump is focusing largely on the military during this shutdown on saturday tweeting, quotes, democrats are holding our military hostage over their sdief to have unchecked illegal immigration. can't let that happen. that touched a nerve with lieutenant colonel tammy duckworth who lost both of her legs when a helicopter was shot

down. >> does he even know that there are service members in harm's way right now watching him, looking for the commander in chief to show leadership rather than to try to deflect blame? i spent my entire adult life looking out for the well being, the training, the equipping of the troops for whom i was responsible. sadly, this is something the current occupant of the oval office does not seem to care to do. and i will not be lectured about what our military needs by a five deferment draft dodger. and i have a message for cadet bone spurs. if you cared about our military, you'd stop baiting kim jong un into a war that could put 85,000 american troops and millions of innocent civilians in danger. >> duckworth also introduced a bill yesterday that would ensure military pay and benefits during the shutdown, but it never was put up for a vote after the

senate majority whip. republican senator john cornyn objected. and vice president pence is playing the military card during the shutdown. pence talked politics, he also demonized democrats for the shutdown. >> despite bipartisan support for a budget resolution, a majority in the senate has decided to play politics with military pay. but you deserve president. your president, your vice president, and the american people are not going to put up with it. we're going to demand that they reopen the government. in fact, we're not going to reopen negotiations until they reopen the government and give you and the soldiers and give you and your family the benefits and wages you've earned. >> those remarks last night pretty contentious, not being received well by the democrats here. the vice president it seems is making news this morning at a

photo-op in prime minister netanyahu's office. and it has to do with the united states decision to move its embassy to jerusalem. what are you hearing about this? >> that's right. it took place at this impromptu photo where andrea mitchell asked the two leaders about the embassy. the embassy has become a controversial issue after the united states made the announce many that it was going to move or relocate the physical embassy from tel aviv to jerusalem. the question was how long would that take. we've heard in the past second secretary of state rex tillerson saying it could be a couple of years. but this morning, andrea mitchell posed a question to the two leaders about that and ben na minute netanyabenjamin netan said it could happen as early as next week.

he then walked that back and said no, but we will do it as soon as possible. it is going to be very interesting to see how quickly this white house tries to move on that promise to relocate the embassy from tel aviv to jerusalem. next week. wondering if netanyahu feels like he can throw that out there right now because the government is shut down. >> exactly. i'm not sure what the government shutdown they're going to get the funds for it that quickly. >> exactly. that might be priority number ten right now. joining us now so talk about what's going on, daniel litman. president trump tweeted yesterday that the rules should be changed to get the simple majority vote. from what i understand, mcconnell, he's not a fan of going nuclear. >> yeah.

mcconnell is a long time upholder of senate traditions. he doesn't want to just wipe them away because donald trump is in office. and last time i checked, president trump is not a former senator so he doesn't really know the importance of this rule. this is a frustrating vote to clear, but republicans don't want to change et because they know they will eventually be in the minority and they want to have some power. they don't want to make the senate into the house where the minority really has nothing to do. >> daniel, let me just in here real quick and ask you about the president's first year. his approval ratings have fallen to a historic low. you have the government shutdown right now. is this going to impact his ability to get things done as miss party face smes very tough midterm races in a couple of months from now? >> i think you're exactly right. we haven't seen trump focus much on helping his own approval rating. if he had focused on something

like infrastructure, spending this year, you would probably see some democrats and independents, you know, add to that approval rating. but this has happened real world consequences because look at all those republican retirements, you know, dozens of them basically, and they see the writing on the wall, which is that trump will drag down republicans in november and it's very hard for a party to stay in control of congress when the president's approval rating is in the mid to high 30s. it's just not mathematically possible. >> daniel, i played this out a little earlier, president trump's re-election campaign, releasing this ad, calling democrats, quote, complicit in murders committed by undocumented immigrants. house speaker paul ryan saying he didn't know if the ad was necessarily productive. i would go so far as to say maybe not. give me a read on this. do you think this could feasibly hurt the negotiations? they're trying to reach a bipartisan deal here and then

you're accusing democrats of having to blown their had hand on immigration. doesn't seem necessarily productive to me. >> you're right. i don't think it's going to be that much of a hindrance to negotiations. democrats have long gotten used to tough rhetoric from trump and is his campaign. but it definitely doesn't help the trust issues. i think the bigger problem is trump doesn't know what he wants in this negotiation. if it was up to him, he would cut a deal with schumer and leave the revens out of the lpue loop on this. immigrants commit fewer crimes that immigrants. >> daniel lipman, we'll talk to you again a little bit later on in the show. still ahead, millions of women take to the streets in cities and towns across the u.s.

welcome back, everybody. demonstrators gathered for back to back days of marches this weekend one year after millions rallied worldwide to high women's issues and challenge the presidency of donald trump. thousands attended the women's march rally in las vegas. the event dubbed power to the polls aimed at galvanizing women and progressive candidates. it was preceded the day before by hundreds of thousands of activists gathered in pink and authorities said there were about 600,000 attendees to new

let's take a look at the weather now. >> that's how it works, we get a january thaw on the east coast, stormy weather was in the west and that's moved into the central u.s. even a possible tornado overmight. st. louis, it looks like you are done just about, rain only lasting another ten minutes or so. memphis, you are still in the middle of it. you are going to be probably another hour or so with the heavy rain. no problems with tornados, but you will probably hear some claps of thunder. minneapolis to rochester, winter storm warnings and northern wisconsin and northern michigan also winter storm warnings. someone could get a foot of snow. this will be the biggest snowstorm of the season in the northern plains. minneapolis, we have you somewhere around 4 to 6 inches. most of the heavy snow will be south of town. sioux city, 9 to 12.

some will remain reluctant. >> joining us now again, mike viqueira. part of the idea of this 1:00 a.m. vote that was proposed by mcconnell was that workers could wake up this morning and get back to work and make sure they're getting paid for this work. that was proposed at 10:00 p.m. last night, it was shut down by schumer and then it was moved to 12:00 noon today. the hope is that they can get this thing passed and that the government will reopen and everybody can get back to work. if we don't necessarily see that happen, there will be a huge impact on government workers. talk to us about that. >> right. as the workweek begins and the sun is about to rise in washington, hundreds of thousands of federal workers and people really across the country who interact or go to national parks or some administrative function of the federal government, wherever they may live, are going to have shuttered doors today. than it really does hit home.

all the drama and disruption we've seen over the last 48 hours, let's bottom line this thing. it appears that the democratic unity, their insistence on including something on immigration for the so-called d.r.e.a.m.ers, those who have been brought here for many years and have been allowed to stay in the country, president trump has stopped that program. democrats insisted if they were going to vote to reopen the government, that that had to be included. it is not going to be included. but they have a promise from mitch mcconnell to take up that debate sometime later, probably february 8th. >> we've heard senator chuck schumer place the blame on the

white house. who is going to come out of this as the winner given the way everyone is finger pointing? >> in one sense, serve a loser. but it is extraordinary. senators over the last couple of days privately and publicly say they're disgusted with themselves that it's coming to this, this polarzation in the senate that things don't work the way they used to. president trump was cut out of these negotiations over the course of yesterday in the capital. but if immigration is going to move forward, then president trump issi going to have to get involved. if the senate passes something and it comes to this side here in the house, he's going to have to give that political cover for republicans for anything to reach his desk for his signature. >> mike viqueira for us, thank you. appreciate it. white house social media director and assistant to the president dan skevino posted a photo on saturday of the president taking a phone call in

the oval office, receiving the latest updates from capitol hill. but reports paint a president who is uninformed, abruptly being shifted into positions and being led around by his staff. homeland security secretary kierstin nielsen outlined the president's must-haves. but the president objected and said that the document did not represent all of his positions and instructed the group to disregard it. it was a similar feeling of whiplash when two days into the negotiations trump signaleded he was ready to do a deal inviting lindsey graham and dick durbin to the white house, but when they arrived, they found an angry president who was no longer open to the deal he'd praised in phone calls just hours earlier.

and on friday, schumer left hopeful after talking over cheeseburgers, but chief of staff john kelly and aide steven miller pushed trump away from a compromise and back towards their hard line stance of immigration. both schumer and senator graham talked about their frustrations. >> the president and republican leaders in congress are like abbott and costello. the congressional leaders tell me to negotiate with president trump. president trump tells me to figure it out with republican leaders. negotiating with this white house is like negotiating with jello. when you sit with the president, this is the second or third time i've done this on an issue, you can see he really wants to do it. but then a few hours later, because of the right wing pressure, he backs off. and what i'd like to know is who in the white house is a sort of moderating force who says, this is a good thing for you and the

country and your party. go for it. >> i talked with the president. his heart is right on this issue. every time we have a proposal, it is yanked back by staff members. as long as steven miller is in charge of negotiating immigration, we're going nowhere. >> the reason we yank these things back is because mr. miller -- i've known him for a long time -- but i'll tell you, his view of immigration has never been in the mainstream of the senate and the i think we're never going to get there as long as we embrace concepts that cannot possibly get 60 votes. the tuesday trump, if he comes back, then we'll get a deal. if they keep pulling him back, it's going to be hard to get this issue over. >> the trump administration appears set on following the president's lead, putting the

focus on how the military is impacted by the government shutdown. despite demonizing democrats for playing politics, vice president mike pence appeared to do just that overseas while speak, andrea mitchell and later with troops stationed in jordan. >> i think the american people know who is to blame for this government shutdown. and it's the democrats in the united states senate who decided to play politics with military pay. and to literally shut the government down over a debate over illegal immigration. >> you and your families shouldn't have to worry for one minute about whether you're going to get paid as you serve in the uniform in the united states. so know this, your president, your vice president, and the american people are not going to put up with it. we're going to demand that they reopen the government. in fact, we're not going to reopen negotiations on illegal immigration until they reopen the government and give you, our soldiers and your families, the benefits and wages you've earned.

check on your weather with meteorologist bill karins. what have you got? >> the january thaw continues up the east coast. these temperatures, this is a big break. we're 40s across the board, 58n. new york city is at a spring-like storm. we had a few tornadoes, one in missouri, one in northeast, texas. did minor damage to 20 buildings. that's going to march through the tennessee valley and southeast and arrive on the east coast on tuesday. not severe but just a line of rain and behind it is the snow. the worst of it minneapolis south wards down into northern iowa. someone will end up with 6 to 12 inches of snow. the winds could gust 30 to 40 miles per hour, maybe even as high as 50 in some cases. that snow will be blowing all

welcome back, everyone. at least 18 people are dead after gunmen stormed a hotel in kabul, afghanistan, over the weekend according to afghan authorities. officials say at least 14 of those killed were foreigners and at least 10 more people were wounded. the afghan taliban has claimed responsibility, although the terror group has offered no evidence. joining us live from london, kelly. takes through the dramatic events as they unfolded. we've seen these horrific pictures. >> yeah. this was a terrifying 13 hours for guests at the intercontinental hotel in kabul.

it's a government-owned hotel and known to host foreigners and government officials. this attack a lot playing out on live tv in afghanistan. there were scenes of guests tying bed sheets together, using them as ropes to climb down from fourth and fifth story windows. fires and gunfights inside that hotel for hours with guests hiding in bathrooms and under beds. afghan forces were trying to hunt down those militants. one witness told nbc news that two gunmen came into his friends room and asked him where he was from, sparing him because he was an afghan. he said the militants were targeting foreigners and government workers. among the dead, south africans, ukrainians and venezuelans. 11 were pilots and crew working for cam air, an afghan airline. all five of the militants were killed. the taliban attacked this same hotel in 2011. this morning, they are once again claiming responsibility, as you mentioned.

they said is that they sent five suicide bombers with hand grenades and ak-47 assault rifles to the hotel to kill u.s. and nato troops. nbc news is not able to verify their claim. a nato spokesperson this morning said that no american troops were killed or injured in the attack. so far, no reports of any american civilians killed in this either. there were hints that something like this might happen. last week the state department putting out a warning saying that extremist groups may be planning an attack against hotels in kabul. this hotel was supposed to be very heavily guarded. as i mentioned, foreigners and government officials are regulars there. afghan officials this morning say they're still looking into how these militants were able to breech security. >> yeah. a lot of disturbing questions there about how they managed to penetrate that perimeter. >> not easy to be optimistic
