2018 shutdown number two. you were here. good morning, everybody. it's friday, february 9th. i'm yasman vossoughian. along with louis burgdorf. around 1:30 this morning, senators voted 71-28 to pass a bill to reopen the government, sending it to the house. lawmakers there are expected to vote on the measure shortly, at any moment, really. the long-term budget would raise federal spending by about $300 billion over the next two years. it calls for raising the debt ceiling until march of 2019 and that includes nearly $90 billion in disaster aid. the drama began last night when

republican senator rand paul used a procedural tactic to block the senate from speeding up the vote so that congress could meet the midnight debt line to approve the bill. paul wanted senators to keep him on a vote. he protested the large price tag of the deal. senate majority dealer mitch mcconnell and majority leader chuck schumer pleaded with paul objecting to the plan to allow the procedural vote to happen so they could finalize the deal. but paul did not waiver, beginning an hours long filibuster. take a listen. >> speaker of the house supports the bill, is waiting for it to pass the senate. the president of the united states supports the bill. and is waiting to sign it into law. now, i understand my friend and colleague from kentucky does not join the president in supporting the bill. and it's his right, of course, to vote against the bill. but i would argue that it's time to vote. >> i very much appreciate my

good friend, the junior senator from kentucky, his fidelity to spending, something we don't agree with, his fidelity to trying to get his amendments on the floor debated, something we do agree with. frankly, there are lots of amendments on my side and it's hard to make an argument that if one person gets an amendment that everybody else won't want an amendment and then we'll be here for a very long time. so i would plead with my colleagues, giving the exengicies that if maybe a budget point of order which would make the same point, that is he believes the spending is too high might work and we could move forward and get a bill done and we might risk a government shutdown. >> i can't in all good honesty and good faith look the other way because my party is now

complicit in the deficit. but really, who is to blame? both parties. we have a 700-page bill that no one has read that was printed at midnight. no one will read this bill. nothing will be reformed. the waste will continue. and government will keep taking your money, irresponsibly and adding to a $20 trillion debt. >> certainly some drama there on the senate floor from rand paul. as we await the house vote as soon as we get it, there is concern about how democrats will cast their ballots. following a caucus meeting yesterday, most appeared undecided because they said they haven't received a sdrong enough guarantee on daca. but house speaker paul ryan insisted that daca legislation will be the next big priority, telling reporters, quote, we are committed to getting this done. let's talk a little bit about this. joining us over the phone, senior writer at politico jake sherman. jake, thanks so much for joining us so early. >> thank you. >> you have been following this budget vote all night, jake. we just saw a lot of drama from

rand paul there. how is rand paul's delaying of the vote being received in washington and walk us through exactly what's happened overnight and where we're at right now. >> so rand paul's opposition to the bill and his filibuster launched a procedural delay. it really mattered very little. it did put the government into a shutdown, perhaps temporarily, but there was never a question of whether it was going to pass or fail. it was going to pass and pass with a healthy margin, 70 plus votes. the real question is in the house of representatives. i'm standing right off the house floor right now right in the press gallery where they've begun debate on this bill. they're trying to shorten debate so they can get it to a vote. republicans feel confident at the moment. that confidence might be fleeting, but it's all up to democrats. republicans probably have around 160 votes, which would leave about 60 democrats needed to pass this bill. if i were a gambling man, i

wouldn't put any money on this because this is a very tight vote, tighter than anything we've seen in a long time. >> i can imagine the anxiety and the stress in that room right now. i also imagine the point here is for federal workers when they're wake up, they know whether or not they're going to be going to work. as of now, 5:00 in the morning, the government is currently shut down until the house decides whether or not they're going to pass this bill or not. jake sherman, thanks for the update. we'll see you a little later on "morning joe." this morning, the white house is ruling from another staffer leaving. "the washington post" reporting that white house counsel don mcgahn knew about the accusations against press secretary rob porter a year ago, but let him remain in his post.

mcgahn did not change his findings, nor did he act in september when he learned that the domestic violence claims were delaying porter's security clearance or in november when porter's former girlfriend, who works for the administration, contacted him about these allegations. one former white house official tells nbc news that chief of staff john kelly also reportedly knew about the allegations of domestic abuse for months. kelly also reportedly knew porter would be denied a full security clearance by the fbi, but allowed porter to remain in his role. kelly initially defended porter in a statement on tuesday, but after photos were published, kelly released another statement wednesday night saying he was, quote, shocked by the new allegations but stood by his previous comments. rob shaw was asked about kelly's changing statements. >> i know there's been some reports about the chief of staff. he became fully aware about

these allegations yesterday. >> the statement changed from john kelly yesterday morning to the statement yesterday evening. he said based on new allegations. but what changed yesterday, absent a photograph, in terms of new allegations? >> well, i think what i just referenced, the reports had additional allegations. they had more information. >> so to be clear, what was so shocking that had changed? you said it was shocking. >> yeah. it's the full nature of the allegations, particularly the images. >> so in the wake of the allegations last night, kelly sent an internal e-mail to white house staff condemning domestic violence. porters has denied the allegations. writing in his statement, quote, these outrageous allegations are simply false. i will not further engage publicly with a coordinated smear campaign. porter resigned from the white house on wednesday. now, reaction has been swift on capitol hill in regards to the abuse allegations against rob porter. republican senator orrin hatch made two different statements concerning porter who is the senator's rm toer chief of staff. when approached by "the daily

mail "i ", hatch said tuesday shame on any publication that would print this and shame on the politically motivated morally bankrupt character assassins that would attempt to sully a man's good name. he later issued a statement, quote, i was heart broken by today's allegations. in every interaction i've had with rob, he has been courteous, professional, respectful and my staff loved him. he was a trusted adviser. yesterday, senator hatch weighed in on the news on camera. >> did you, when he was on your staff, did you get any indication whatsoever about some of these issues of his past? >> no, we didn't. and it's a matter of great concern to me. >> the fact that this man operated a year without a security clearance, i didn't understand that and still don't. what general kelly knew and when he knew it is important. >> if you want to serve the

public, and you want to lead by example, particularly if you want to be on the staff of the president of the united states, you cannot beat the hell out of your spouse. it is unlegal. and it is immoral. and stepping aside, in my judgment was the right decision by mr. porter. >> let's talk about this. joining us now from washington, capitol hill reporter molly.hooper. i have to say, i think you're probably as surprised as i am. so astounding to find out who knew what when as this story is unfolding from don mcgahn to john kelly specifically and then john kelly standing business hi statement still, even though we're finding out that he's known for a couple of months about this story. what do you think, if anything, is going to be the fallout from this? >> well, that's the question up on capitol hill that we are asking, obviously. yesterday as you saw in those

sound bites. and i think that the reason that this is particularly difficult for members up on capitol hill is that rob porter was backed by a number of prestigious, long-serving republican senators who said that they never saw this behavior in him, which, you know, if you talk to domestic abuse survivors, they'll say, you know, there's two personas when it comes to the individual. so it was hard for a lot of republicans up on capitol hill to swallow. and, you know, sean patrick maloney, actually, a democrat from new york, once served as the staff secretary. so he's served in a similar position for rob porter for then president bill clinton. and he actually wrote a letter to trey gowdy asking for an investigation into this. who knew what when. and if you read that story from "the washington post," don

mcgahn says that -- or there's -- there's a -- okay. there's reporting that don mcgahn knew of, you know, discrepancies with the ex-wives between porter, but he didn't know the full extent of that. so it would be interesting to find out how much people did know in the white house and when they found it out. >> and as you mentioned, as is often the case with domestic abusers, there are two personas. there's the person at home and then there's the person and the face that they present to the world. obviously, rob porter was able to present a different face to the world than he had at home. i want to turn to the shutdown now. i'm hearing the house speaker is currently on the floor and we are waiting forrer that vote to come through at any moment so this government can open up and people can go to work and go about their business this morning. what do you think is going to be the fallout from all this? >> well, that's a unique point that you make there because rand paul was on the floor on -- you know, last night, this morning, basically ranting about the fact

that republicans have very short memories, given, you know, that it was excess spending back in the early 2000s that really caused them a lot of problems and in 2006, they lost their majority in the house and the senate. now they're moving forward with this bill that adds $500 million to the deficit. that's a lot on top of the bills that the president just signed into law. >> molly, we will talk to you again in about a half hour. thanks, molly. >> exactly. see ya. and another massive meltdown in the stock markets yesterday with the dow shedding more than 4%. the more than 1,000 point loss is the second largest drop in history and the second plus loss in only a week. analysts say we may be

witnessing a long expected market correction. jolean kent has more. >> reporter: turmoil on wall street. >> you had a lot of genuine fear in the market. they were selling the winners and the stuff they loved. >> reporter: the dow's 1,000 point plunge was the second steepest lost on wall street. >> it was not a day analysts want to think about at this point. >> reporter: the fall coming after the american jobs report. that drove interest rates up and fanned fears that the federal reserve will raise rates more quickly than expected, making borrowing more expensive. the wall street woes driving americans to remember to make a move with their retirement savings. >> there is absolutely no reason for panic right now. this is indicative of stock prices that a lot of people thought were too high. as long as you can keep your

>> let's get a check on your weather now with nbc meteorologist bill karins. bill, chicago is in for snow today. >> biggest snowstorm of the season. chicago, detroit, the snow is beginning to pick up and a pretty good sized storm is going to linger there over the weekend. here is a look at the radar. this is all snow. we're not dealing with any rain or anything else. at least it's one type of precipitation. chicago has been in moderate to heavy snow now. that's going to continue for the next couple of hours. now the snow is picking up in detroit. here is how much additional know is going to fall. we still have chicago getting another 6 inches. they've got a couple of inches on the ground now. detroit from ft. wayne, this area along the border between michigan, indiana and ohio, that's 9 inches of snow with someone getting a foot of snow. easily the biggest snowstorm of the season. cleveland 2 to 4 inches of snow

for you. pittsburgh, columbus, indianapolis, none. it's a very narrow band of heavy snow. here is a wider view. this is through sunday. so a good deal of snow, montana through nebraska, colorado thankfully getting some snow. you've struggled this winter to get snow, especially in the mountains. kansas city, 1 to 2 inches this weekend. the white and the green mountains are going to pick up a decent amount of snow. there's a lot of active weather out there. that was the snow portion of this. but there's going to be a lot of rain. bitter cold, northern plains, we're pretty good through the southern half of the country. rain begins to break out late today. we did this last weekend, too, with a soaking rain through the southeast. heavy rain, mississippi, alabama, maybe the possibility of flooding in areas of tennessee. we have flood watches that are up. this entire mess comes up the east coast. very heavy rain early in the day, d.c., philly, new york,

the steps of the philadelphia museum of art that was made famous in the rocky balboa films. for some fans, this was a lifetime in the making as they celebrated the team they love and the players and team that made that possible. turning to the nba, the cleveland cavaliers have almost an entirely new roster after yesterday's trade deadline. one day after isaiah thomas said he did not want to be traded again, he was traded, but he was not alone. the cavaliers send thomas, channing, frye to the lakers for jordan clarkson and larry nance jr. with that, the cavs created space to lure two superstars during free agency including lebron james and paul george. at part of the deal, the cavs traded derrick rose and jae crowder to the cavs and received

it is the bottom of the hour. let's start with the morning's top stories. for the second time in about a month, the federal government has shut down after congress failed to pass a funding bill before the midnight deadline. around 1:30 this morning, senators voted 71-28 to pass a bill to reopen the government, sending it to the house. lawmakers there are voting on the measure right now. a long-term budget would raise federal spending by about $300 billion over the next two years. it calls for raising the debt ceiling until march of 2018. that includes nearly $90 billion in disaster aid. last night republican senator rand paul used a procedural tactic to block the senate from speeding up the vote so congress could meet the midnight deadline to vote on the bill. and the fallout continuing at the white house this morning over thes aring nation of staff secretary rob porter.

john kelly e-mailed white house employees last night assuring them that the administration takes matters of domestic violence very seriously, but there are lingering questions over what kelly knew and when concerning the allegations against porter. meanwhile, one of rob porter's ex-wives is speaking out to nbc news. white house correspondent kristen welker has the story. take a listen. >> referee: the white house calling talgzs of abuse against top aid rob porter serious, disturbing and upsetting. now the focus here, defending the embattled chief of staff, john kelly. despite a former white house official telling nbc news kelly was alarmed months ago about some of the allegations of domestic abuse, the white house insisting kelly only learned the whole truth after these pictures surface of porter's first wife. and pressed on why porter only

had an interim security clearance with access to some of the most sensitive materials to cross the president's desk. >> the background investigation was not completed. there was not a thumbs up or thumbs down. >> one of porter's ex-wives is speaking out to nbc news. jennifer willoughby says porter w was physically and emotionally abusive to her, concerns she says she shared with the fbi last year when they were conduct his security check. >> i shared with them the details in the articles that have come out. >> one of the questions was could he potentially be blackmailed? >> i believe the people who had the power to blackmail him would be the women who had been in personal relationships with him. so in short, the answer could be maybe. >> porter has called the allegations false and part of an organized smear campaign. >> i'm not surprised that that's his reaction.

i think it's really unfortunate and i hope that in light of everything that is coming out, he will be aifblble to face som the issues that he deals with. >> the white house says the president learned about the matter tuesday night. meanwhile, hope hicks, who was reportedly dating porter, helped crash the initial statements in his defense. the white house says at times hicks recused herself, but didn't disclose any details about how or when, yasmin. >> thank you for that report. i want to go to a live picture of the house floor right now. it's looking as if the budget bill has passed, that it has been adopted, i.e., the government is reopened having been closed overnight when rand paul used that procedural tactic to press the vote. now here we have the house passing the budget bill. here we go, the government reopened. we just spoke to jake shurmur earlier in the hour and he tweeted that the house passed the bill. molly, it's been quite a night.

a lot of drama on capitol hill, shall we say. >> yes. >> who gets the blame for all of this? >> well, you know, actually, it depends on what the followout of this big, huge budget deal is. because, really, i mean, if you look back at the last government shutdown, i mean, we've moved on to talking about new things. and i think that when you -- in a few months when we look back on this, it will be, what, a five-hour shutdown. the real question is what's going to happen to republicans who agreed to spend so much money and increase the deficit by, again, approximately $500 billion over two years, what's going to happen with them. so that will be the question going forward. you know, do voters want to spend this much money and increase our deficit, especially after the tax cut that was just passed in the house and senate. >> you bring up a really good point. from what i've been hearing, the house freedom caucus was not necessarily a proponent of this bill increasing, getting rid of

the debt ceiling, to say the least, and increasing the budget this much. how are the republicans going to deal with the fallout from all this? a lot of people will be pointing the fingers at them. >> yes, they will. that's why you saw, about 67, 66 republican votes against it. that's why there is such a question mark in terms of whether the house was going to be able to pass this because the spending is so great. there's pretty much something for anyone in this bill. if you're a democrat, republican, california who inflicted or hurt by the wildfires, there's money for that. hurricane victims, money for that. they've put so many sweeteners in this deal that it -- it made it very difficult for democrats to vote against. so i was skeptical last night when the house democrats were leaving their caucus saying, you know, i just don't see democrats supporting this. well, when you look at the tally, about 60 of them did. that says a lot about the bipartisan nature of this bill.

now it's off to the president. he can sign it quickly. keep in mind, this bill extends funding levels until march 23rd. it sets up the parameters for the budget caps in the next two years. now appropriators get to work with those budget caps and basically write the checks to these various departments. but congress is going to have to be back on march 23rd to approve what we call an omnibus funding bill that actually does cut the checks. so we'll see that come march 23rd. >> we know, molly, that democrats wanted assurances on daca here, nancy pelosi looking to paul ryan for assurances that they're going to debate daca. what more are we hearing on that. what assurances do we have that this will be dealt with before the deadline. >> it doesn't -- he didn't say what kind of bill that would entail.

and, in fact, the bill that the house conservatives and republicans are push thing is one offered by gop judiciaries. very much in line with what the president is thinking. something that the democrats are not a fan of at all. and so with the house rules and debate which is one thing that nancy pelosi was looking for to get rid of that and let anybody who has immigration in the daca recipient bill have a voice on the floor, that won't happen moving forward. so the house will take up a daca measure, but it would be one that the president would sign. as paul ryan said on thursday, he doesn't want to bring up a bill that the president is going to veto. that process will look very different in the senate, which is, again, what nancy pelosi was pushing for where the senate is going to take up a bunch of different bills and whichever one essentially gets the most votes wins, moves on. >> for those just joining us, the government is now reopen and

just to tell people what they're seeing on those screens read now, it's the live shot on one side of your screen on the house floor and you're seeing lawmakers leaving the building after a very long night. but, of course, this bill has to go to the white house to fully get passed and hoping that help us happens, as well. i want to talk quickly, molly, while i have you. just 30 seconds or so. the reaction to rand paul's procedural tactic that he used. how are republicans reacting to that, that he pushed the vote and that the government did go into shutdown mode for about five hours or so. did they understand why he was doing what he was doing? >> how about a two-word response. eye roll. they just rolled their eyes. >> eye roll. >> eye roll. this is something that rand paul likes to do. if you saw tom tillis on the senate floor, he said, listen, rap, you can come one all these points, but points don't go down in history. you have to build coalitions. you have to build a majority for

that and you don't have it. so simply, you're just delaying this and creating uncertainty for government workers. and, again, it was pretty much an eye roll. >> molly hooper, eye roll. thank you. defense secretary jim mattis speaking out about daca recipients. secretary mattis said anyone in the delayed enlistment program enrolled and weight to enter boot camp on active duty or active reserve or with an honorable discharge will be the be subject to any kind of deportation. mattis adds anyone with a serious felony will still be subject to deportation. about 900 daca recipients are awaiting boot camp.

concerns of inflation and interest rate hikes. the international markets seem to be following suit. jomana, what else can you tell us about the international markets and what the outlook is? >> absolutely, louis. let's take a step back. let's put it into context, though. this is a market that hasn't seen a construction in multiple years, a correction by definition is a 10% drawdown in stock markets. so things are beginning to look frothy. if you remember, the third week of january, if you had annualized s&p returns, you were looking like a return of 100% for the stock market by the end of 2018. it had to correct. many analysts are saying this is somewhat of a technical correction. add to the fact that the volatility is picking up, there are lots of entinterday moves a products out there that sold that volatility. that is not a winning strategy

>> just the handing of it is a little easier. let's talk about this bad weekend forecast for a lot of areas. snow to deal with, a heavy rain event, maybe the possibility of flooding. chicago, detroit, ft. wayne, cleveland, this area has broken out in snow overnight. a lot of cancellations. it will be a rough morning commute here from chicago to detroit and cleveland picking up a little bit of snow. this is all the way through sunday. there's going to be a couple of rounds today, one saturday and another one sunday for the southern great lakes. in all, somewhere between detroit and chicago, we'll end up with close to a foot of snow on the ground by the time we get to sunday night. about 6 to 12 inches possible from buffalo, the adirondacks, northern new england, not quite as bad. we're going to get you some snow this weekend in kansas city and denver will pick up a little bit of snow. now let's talk about the rainy portion of this forecast. the blue on this map is the snow. watch the green blossom as we go throughout the day today. the rain begins to move
