this morning, markets on edge after president trump proposes new tariffs. top republicans are calling on him to reconsider and critics argue americans are the ones who may pay the price. plus, is another white house shake-up on the way? there is new reporting that national security adviser, hr mcmaster may soon be ousted from the west wing. and in the russia probe, special counsel bob mueller is reportedly eyeing charges against russia who carried out the hacking attack designed to hurt democrats in the 2016 election. ♪

good morning, everybody. it is friday, march 2nd. what a week with it's been. i'm yasmin vossoughian alongside louis burgdorf. president trump said he will impose steep new tariffs on steel and aluminum imported into the united states. the white house gathered executives from american steel and aluminum can company companies, a meeting that had had not been on his public schedule the night before. aides described it as a listening session, but the president did much of the talking and made big news. take a listen. >> we're going to be instituting tariffs. next week we'll be signing. we'll see you next week. thank you, everybody. thank you very much. >> unlimbed period. unlimited. >> 25%, sir? >> it will be 25% for steel. it will be 10% for aluminum.

it will be for a long period of time. >> so trump reportedly stupped many inside of the west wing and stock markets, as well, quickly dropping the s&p 500 by nearly 2% and wiping out the dow's year-to-date gains. senior officials told "the washington post" that staff secretary rob porter who left after allegations of spousal abuse became public had worked with chief of staff john kelly to keep those advocating for tariffs from beganing access to the president. washington post reporter jeff dossiey said white house personnel just texted me to say things were wild, changing by seemingly the minute and that no one knows what trump is going to announce on a number of issues. later, the white house publicly denied that anyone was caught off guard. watch this. >> this is something, again, that the president has been talking about for a long time. it's not a surprise.

and we're going to continue doing what we can to protect american workers. that was something the president committed to during the campaign. this is something he feels is vitally important. that part is new and he's announcing his intent to make those things happen next week and we'll have more details on that. did he make that decision today? again, this is something the president has wanted to do for quite some time. . so republicans' reaction on capitol hill to the president's tariff announcement was one of shock and dismay. as as of yesterday evening, nbc news couldn't confirm that neither paul ryan or mitch mcconnell had been warned and ways and means committee had been answered. in a statement, paul ryan's said this, the speaker is hoping the president will consider the unintended consequences of this idea and look at other approaches before moving forward. pat toomey said in part, quote,

imposing new hare huge tariffs on all kinds of imported steel is a big mistake that will increase costs on american consumers, cost our country jobs and invite retaliation from other countries. and senators orrin hatch and ben sass flat out rejethed tcted th proposal. >> i love the president. i think he's done a terrific job up to now. this could turn him the other way. whoever advised him on this ought to be reprimanded. it's not going to help america. it's going to cause higher prices around here and make us less competitive. >> if you own a steel mill, today was great for you. if you consume steel and every american family that bought something at the store that had metal in it, today is a bad day for you. there will be retaliatory tariffs against the farmers and ranchers and producers and the workers of america. this is lefty economic policy and we've tried it a whole bunch of times and every time american

families have suffered. and this morning, it appears another key members of trump administration may be leaving. h.r. mcmaster, the president's national security adviser is the latest news that comes out of the white house that finds itself on the defensive. kristen welker has the details. with the white house already in turmoil, five people familiar with the discussions tell nbc news national security adviser hr mcmaster may be on his way out as early as this month. the ouster is being orchestrated by chief of staff john kelly and defense secretary james mattis. white house spokesman michael antawn dismissing the story writing, i was just with president trump and h.r. mcmaster in the oval office. president trump said the nbc news story is fake news and told mcmaster that he is doing a great job. >> he is a man of tremendous talent. >> mcmaster was brought into the administration from the pentagon a year ago to replace michael flynn who has since pleaded

guilty in the russia investigation to lying to the the fbi. it all comes as the president's inner circle is getting increasingly smaller. hope hicks afounnounced her resignation. jared kushner's top security clearance revoked last week. kushner's family business received loans after bank executives had meetings at the white house. >> jared is still a valued peb of the administration and he's going to continue to focus on the work he's been doing and we're going to continue pushing forward on that front, as well. >> chief of staff john kelly poked fun at his -- >> i miss every one of you every day. the last thing i wanted to do was walk away from one of the great honors of my life, being the secretary of homeland security. but i did something wrong and god punished me, i guess. >> that was kristen welker

reporting. special counsel robert mueller is building a case for criminal charges against russians who carried out the hacking and leaking of private information during the 2016 election. the nra is disputing the suggestion that president trump is behind imposing new gun laws following his surprising embrace of implementing new measures in that stunning meeting with congressional leaders earlier this week. the top lobbyist for the group, chris cox, revealed in a tweet that he met with the president and vice president pence last night. cox added this, we all want safe schools, mental health reform and to keep guns away from dangerous people. president and vice president support the second amendment, support strong due process and they don't want gun control. an hour after cox's tweet the president tweeted, good, great meeting in the oval office tonight with the nra. so this skomg just one day after the president stunned many republicans by embracing ideas pushed by democrats in a

bipartisan meeting to limit access to some guns, even mocking some in his own party for their unwillingness to stand up to "the washington post." trump has been telling people that he wants to do more than his advisers can be done on guns. >> bob mueller is assembling information against the russians who alleged ily stole and leaked e-mails to undermine the democrats in the 2016 presidential election. multiple officials familiar with the matter tell nbc that the possible new charges are expected to rely heavily on secret information gathered across the intel community. and like the charges mueller unveiled two weeks ago, the new indictment would reveal the russian intelligence operation and the people behind it with new and very vivid details. a spokes mapp for the special counsel declined to comment on this story. paul manafort is set to

appear in court in alexandria, virginia, this afternoon. man that ford is expected to enter a second plea related to lying on tax returns and failing to report foreign bank accounts. manafort could face a prison sentence of about 15 to 20 years. manafort's trial in washington, d.c. is slated to begin on monday, september 17th, just seven weeks before the midterm elections. let's go to washington now. daniel lipman is joining us. good to see you. >> happy friday. >> very happy friday. very much appreciate you joining us this early on a friday morning. of course. >> i want to talk to you first about hr mcmaster, the report that he's going to be replaced. what are you hearing? >> so mcmaster feels like he's been short changed by jim mattis. so he will bring proposals to defense secretary mattis and mattis won't give him the resources he needs or won't agree with him. and remember mcmaster was

undermined by president trump on twitter saying mcmaster had forgotten something about the incontrovertible evidence of russian meddling. so clearly, he might be going back into the army and he's been talking to stanford's hoover institution for a new job there. so let's move to the russian investigation now. we have mueller preparing charges against the russians on the washington side of things. do we have a sense now that mueller is closing in on the administration? >> so i think he's been closing in administration for a while. the issue is he hasn't gotten that interview with trump yet. one senior democrat i talked to said the thing that you have to washing is trump digging into the -- or is mueller digging

into the financials of donald trump. are they looking at did trump have to rely on russian banks because american banks had basically cut him off for funding because he had all of those multiple bankruptcies. so that is what i would watch out for. we have not seen evidence that mueller has gotten from deutsche bank records, for example. >> i want to talk about the morale in the white house with the hope hicks departure and all the departures that happened before her. is there some sort of sinking morale in the white house as we see donald trump's inner circle that stuck by him from the get-go essentially gone, besides his family members, and do you think john kelly can turn it around at this point? >> i think it's a lost cause for morale right now. and it could get worse. jared and ivanka could be going back to new york and that would the deprive trump of his family. who is he going to rely on now that hope is leaving? she's almost like a surrogate

troops and equipment would mobilize and strike if they're ordered. commanders who participated reportedly were told if war broke out to expect roughly 10,000 american soldier combat deaths in the opening days alone and that the number of civilian casualties would likely be in the hundreds of thousands. officials stressed the planning does not mean the decision has been made to go to war and conduct strikes on north korea. on the latest example of turmoil in the state department, the united states ambassador to mexico is resigning. roberta jacobson who served the u.s. for more than three decades says she's stepping down, quote, in search of other opportunities, adding she's leaving, quote, with mexico in my soul and in my heart. jacobson was reportedly viewed highly among both mexican officials and the public even as relations between the u.s. and mexico have drastically evolved

under president trump. jacobson's resignation will take effect on may 5th. and among reports of a hue priced overhaul to his office, ben carson has asked to scrap the the order for the costly furniture. the white house and hud announced that the $31,000 new dining room that had been ordered for carson late last year has been canceled. however, carson's business manager said stating the order might not be possible stating that the person contracted has already spent $14,000 to make the new table. and it is unlikely the government will recoup all its money even if the dining room set is never ordered. hud officials say this order was made without carson's knowledge. the two the put out a statement wednesday night on their twitter account amid those reports

welcome back, everybody. it is the bottom of the hour. let's start with the morning's top stories. national security adviser hr mcmaster could soon be leaving his position in the white house. five people familiar with the discussions tell nbc news the white house is preparing to replace mcmaster as early as next month. the move is reportedly being orchestrated by chief of staff john kelly and defense secretary james mattis. now, according to officials, one leading candidate to replace mcmaster is auto industry executive steven begin. mcmaster was brought into the administration a year ago to replace michael flynn. mcmaster's ouster would be the

latest in the long string of shake-ups at the white house. michael anton responding to the report saying yesterday, quote, i was just with president trump and hr mcmaster in the oval office. president trump set the nbc news story is, quote, fake news and told mcmaster he is doing a great job. now, white house principal press secretary rob shaw reported saying in part, quote, we frequently face rumor and innuendo about officials. there are no personnel announcements at this time. but the potential departure of hr mcmaster caps a week the at the white house of shake-ups where the the president's aides have been left rattled and demoralized according to many reports. jared kushner lost access to high level intelligence and faced a report about white house meetings and business loans and

now krn reporti now cnn has been looking at an international deal by ivanka trump. they're looking at negotiations surrounding trump international hotel and tower innen vancouver. a spokesman for the trump organization said the company's role in the project is limited. this as politico reports the the president's tearin decision is driving out chief economic adviser gary cohn who some saw as a future chief of staff. he warned john kelly that he may resign if trump went ahead with his plan. the recent instability drew criticism from anthony ski mutually who is talking about who said if does the president want the to lose everyone because of general jack --. kelly acknowledged the turmoil with some humor.

podesta and disseminate that information. it was very damaging to hillary clinton. it seems mueller has a lot of information. we've known for some time that there were russian fingerprints on this hacking. why hasn't he come out with these criminal charges already? it seems he may be waiting until the opportune moment in order to get coconspirators that may have been involved to cooperate. he would want to show as much information as possible to pressure them, to say this is what we have and you need to come forward and incorporate now. it also is the case that it is very unlikely that mueller would be able to extradite any of these hackers from russia. but there has been president in the past, so be watching for this, yasmin, and we'll see when and if mueller decides to put

out these criminal charges and if he decides to unseal it and make these charges public. it will be very telling and try to get closer to this question of what the president knew and when. back to you. >> thanks, julia ainsley for that report. this morning, canada and the eu are among the first to threaten countermeasures in response to president trump's announcement to discuss tariffs on steel and aluminum. the announcement did did a number on the markets. nbc news chief white house correspondent hallie jackson has more. >> it will be 25% for steel. it will be 10% for aluminum. and it will be for a long period of time. >> the move, meant to target china -- >> dow going out with a decline of 430 points on the bell. >> moved markets fast with discussions of an international trade war. but the president, in protectionist mode, argues this will ultimately help key jobs at

hole. >> yeah, they want to protect manufacturing in the united states, which is great. but i think there's other ramifications. >> but for consumers -- >> the winners here are steel companies in the united states who sell steel. the losers are any company that buy steel. >> how much more could you pay for, say, a car or a washing machine? it's still not clear. with few details after a seemingly off-the-cuff announcement. the president's decision is no surprise. he campaign on it with tough talk on tariffs even as far back as 2011 specifically challenging china. but timing caught even some staffers off guard along with key allies on capitol hill. >> this is just going to be a huge tax on american citizens. >> house speaker paul ryan says he hopes the president will consider the unintended consequences. more businesses in the u.s. use steel than make it, meaning they might be less competitive under the new policy. as for how this is playing out

internationally with allies around the world, canada, remember, sls tells the most st to the united states. there is a catch, though. president trump is not expected to formally sign this into action until next week. yasmin, back to you. back with us from washington, politico's daniel lippman. good to talk to you once again. >> thank you. >> so for the second time this week, we have seen the president's surprising members of his own party, not necessarily in a good way. first it was gun control and now it's tariffs. what's your read on all of this? >> you know, i would say that the the gun control thing was, you know, semi surprising. but with tariffs, we've been

expecting this anoinsment for months. >> and, you know, i don't think that gary cohn expected he would fully win over his argument that tariffs hurt millions of americans. so i think trump was looking for a win for his voters and, you know, he's had had such a tough run of press coverage in the last few days with aides leaving that he wanted to do this even though many of his own advisers, everyone on the hill, they oppose it. >> so does gary cohn jump ship after this, too? >> someone said he's going to jump ship after this, maybe, instead of charlottesville when he was originally rumored. i think he's exhausted by the job. so there's a multitude of factors that would lead to him exiting. we don't have any certainty on that yet. >> seems like that has been an excuse for many people at the white house that they are exhausted by the job. i wonder what the underlying reason is. let's talk about the issue of gun laws and the president shifting stance there.

do you think that this is sort of led congress to also really not get anything done, even on the very basic measures? we had the penalresident coming in that meeting where he seemed to soften on gun laws, where he seemed like he wanted to make some changes there. but then you had a matter with the nra and the nra saying he was softening his stance that we saw publicly. >> and it changes every day. i wouldn't blame trump for the lack of action on capitol hill. regardless of who is president, if republicans are in the control of the hill and even if democrats are sometimes, there is tough to get gun laws to stop these massacres. so you might see some small edges, you know, small laws at the edges, but it seems like until, you know, members of congress, you know, have to face anger constituents every day,

let's turn to meteorologist bill karins now who has been tracking this storm for us. >> this storm is going to track huge implications for travel and schools and work and a lot of people struggling this morning already. just got a report from the finger lakes region. and power is out because it's a heavy, wet snow. that's western new york. that's all the blue here is the mod t moderate to heavy snow. al ban f albany, new york, 12 inches of snow. further to the south, it's a rain east. and the winds are starting to pick up up for coastal areas and even in the interior. d.c. at 40. earlier you were at 52. so the winds are picking up. they'll peak this morning, mid-atlantic to d.c. winds will be the highest on cape cod and boston as we go

throughout this evening. winter storm warnings are in the pinkish reddish color here. much of western new york and northern pennsylvania. this is the additional snowfall. one of the big questions is how far to the south can the snow make it today? will it make it down to the i-95 corridor. that's one of the hardest parts to forecast. you head to higher elevations. how about those winds. still about 75 million people, actually, 76 million people under high wind warnings or advisories. how many hundreds of thousands or millions of people will lose power. now we're hearing reports of about 2,000 in massachusetts. >> and all the travel delays, too, bill. >> so many people have string break plans. you name it, a lot of people have to wait until saturday. >> bill, i have one more story for you here. i'm sure you've regretted taking a late night uber before. but one new jersey native recently took the uber ride of a lifetime. after a night of partying with

ammunition to anyone under the age of 21. it joins retail giants walmart, kroger are and tic's sporting goods in tightening their policies after the deadly mass school shooting just two weeks ago. although members are known gop members, they reached out to them asking them to reconsider their policies. they responded to twitter saying in the wake of this shooting we've reviewed our policy on firearm sales and we will no longer be selling guns or ammunition to anyone under the age of 21. >> and we're seeing steep losses following in the footsteps of president trump's announcement he will implement tariffs on steel. how bad, the markets overseas and what are traders and officials in the regions saying about this move by president trump? >> the moves in the markets are pretty bad this morning as well in asia some of the indexes, including the nikkei, the jab

japanese index was down by 2% and we're seeing that move into europe as well. german blue chip is down 2% at well. it's all being dragged down by any sectors that has connections to steel. and some of the steel producers are down as much as 4%. the reaction for the international community has been firm so far. we've heard from european commissioner says this is a blatant attempt to protect u.s. dusty. a german minister has added that terrorists with this global trade, canada's trade mincer is said it would defend its industries as well. and moodies who knew a thing or two about trade said this could single a mark deterioration in global trade relations and could be followed by further responses. >> president trump's words having a large impact in the global markets.
