to hit the region with another round of heavy snow. good morning, everybody. it is wednesday march 7, i'm yasmin vossoughian alongside louis burgdorf. president trump spoke favorably about a trade war yesterday, but its first casualty appears to be one of his top advisers. gary cohn, chief economic adviser to the president, has resigned. cohn's decision was in reaction to the abrupt rollout of tariffs. a source says that he feels president trump circumvented the staff process. cohn had reportedly considered resigning in the wake of the president's reaction to the torch lit protests in charlottesville, a weekend that ended with a counterprotest tore killed. he stood beside the president though as trump blamed both sides and said there were very

fine people marching alongside neo nazis. cohn's major achievement came four months later with the passage of $1.5 trillion in tax cuts. last night trump tweeted will be making a decision soon on the appointment of new chief economic adviser. many people wanting the job. will choose wisely. it was a sentiment that the president expressed just two hours before cohn's announcement. watch this. >> yeah, there will be people, i'm not going to be specific, but there will be people that change. they always change. sometimes they want to go out and do something else. but they all want to be in the white house. so many people want to come in. i have a choice of anybody. i could take any position in the white house and i'll have a choice of the ten top people having to do with that position. everybody wants to be there. >> joining me now, kate rogers. good to talk to you. very much appreciate it. how are markets reacting this

morning to the news ever coof c departure? >> could be a rocky day. futures are indicating the dow could open more than 350 points down. that is as investors react to gary cohn's exit from the white house. european markets are also in the red. you are seeing move in the u.s. dollar as it slumps against other major currencies. that all on worries that now that the trump administration's biggest supporter of free trade is out, the president will move ahead with protectionist tariffs and risk sparking a global trade war. gary cohn comes from wall street, a former top executive at goldman sachs, so he was always viewed as very pro business and supportive of the stock market. the canadian dollar and mexican pay s peso are also retreating as it is seen that washington could walk away from nafta talks. it is unclear whether president

trump is using the threat of steep tariffs as a negotiating tool or whether he really means it, but they say the markets can't ignore the risk of protectionism. many strategists view that as a potential threat to the growth of the u.s. economy, but they also say any neglect taf market reaction could be short term. so we'll have to see how it shakes out, but it could be a wild day on wall street. >> kate rogers for us, thank you. turning now to what appears to be a major breakthrough in resolving the tensions on the korean peninsula. during his first ever sitdown with south korean official, kim jong-un raised the possibility ever talks wi of talks with the u.s. and denuclearization. andrea mitchell has more. >> reporter: good morning. this could be a turning point. north korea's kim jong-un meeting with south korean officials face-to-face for the first time. and holding up the prospects of meeting with the u.s. as well. a stunning meeting perhaps a breakthrough. kim jong-un's first face-to-face

talks with south korean officials. a meeting including kim's sister. that powerful cabinet minister who sat just behind vice president pence at the olympics. and then canceled their meeting at the last minute. now kim dangling possible talks with the u.s. offering to halt missile and nuclear tests. even give up his nuclear weapons if there is no military threat. after months of taunting, kim jong-un as rocket man, president trump calling this positive. >> i think that they are sincere. but i think that they are sincere also because the sanctions and what we're doing with respect to north korea. >> reporter: earlier the president crediting his hard line against north korea for conditions that led to the successful olympics. >> we had a lot to do with that if not everything. so i thought north korea was terrific, they came out, they went into the olympics, they went in with good spirit. they did well.

let's see if we can carry it over. >> reporter: but defense intelligence officials are more cautious warning that kim now has three long range missiles, two of which can hit the u.s. and north korea has already cheated on deals with bill clinton, george w. bush and barack obama. >> all efforts in the past have failed and simply bought north korea time to achieve what they want to achieve. maybe this is a breakthrough. i seriously doubt it. >> reporter: south korean officials are already briefing the white house on what they say took place. but who could negotiate? who could conduct what would be the toughest nuclear talks since the cold war for the u.s.? the top u.s. north korea dip will he matt just quit. there is no u.s. ambassador in south korea. and president trump has taunted rex tillerson to not waste his time on diplomacy with kim jong-un. so it is almost home alone at the state department. >> andrea mitchell, thank you.

and meanwhile also yesterday the treasury department unveiled another round of sanctions on north korea, it comes after the state department announced that the u.s. has determined that north korea used a banned chemical weapon to assassinate kim jong-un's half brother last year at an international public airport. and during that news conference with sweden's prime minister at the white house yesterday, president trump pushed a plan to possibly overhaul the way americans vote as a way of countering outside interference. while saying he agrees with the assessment made by u.s. intel agencies that russia meddled in the 2016 election. however, the president is still maintaining that others were involved as well. >> the russians had no impact on our votes whatsoever. but certainly there was meddling and probably there was meddling there other countries and maybe other individuals. and i think you have to be

really watching very closely. you don't want your system of votes to be compromised in any way. and we won't allow that to happen. >> the president was also asked if he was worried about russian interference in the upcoming midterms. >> no, because we'll counteract whatever they do, we'll counteract it very strongly and we having strong backup systems and we've been work actually -- we haven't been given credit for this, but we've been working hard on the '18 election and the '20 election coming up. thank you very much. >> and several top u.s. officials recently testified before congress that the u.s. is not doing enough to counter russian interference and that efforts will continue. mike rogers also said that the white house has not given any orders to counter russian meddli meddling. and new reporting shows the state department has spent none of the $120 million allocated to counter russian interference.

and the white house claims that the threat of new sanctions is acting as a determent. joining us now from washington is white house reporter for the washington examiner sarah westwood. good to talk to you. let's begin with the late either departu departure, gary cohn. the president addressing the high turnover rate in the white house saying that he likes conflict, he likes different points of view. what do you make of cohn's departure from the white house, what are you hearing? >> i'm hearing from some of trump's populist allies the type of people who were potentially on the campaign didn't make it into the white house or continue to advise the president from the outside who are cheering cohn's departure, they always considered him a globalist, part of the group of aides who were not necessarily committed to the trump agenda. but if you are a free trader, if you are associated with the wing of the republican party that is resisting president trump's

proposed tariffs, then you really are worried about gary cohn's departure because he was the strongest sbrern intern aalf the policy. his push back is why we're seeing this more than a year into the trump administration. so i think this creates a lot of uncertainty. >> so let's talk tariffs here. what do you think the likelihood is that congressional republicans are going to be able to persuade the president towards sort of a more surgical plan instead of what he has prents presented? >> i think they have to be careful about how they approach the president on this issue. if president trump feels like the establishment, the so-called elites are trying to drag him away from a position that he has held whether you agree with it or not for decades, then that may not be an effective approach. one thing gary cohn was doing this week before he announced his departure was convening a group of executives from companies that use steel and

allegedly had an affair with donald trump years ago is suing the president. a civil suit has been filed by stormy daniels and a copy was obtained by nbc news. in it, clifford alleges that her agreement not disclose her in intimate relationship is not valid because while she and trump's attorney signed the document, mr. trump never did. the so-called hush agreement directed 130 240$130,000 to be into the trust account and in return clifford was not to disclose any confidential information about trump or his sexual partners. the suit also alleges that michael kohn has tried to keep cliff arrested from talking about the relationship as recently as last week on february 27th. he has said rumors of a sexual encounter have been vehemently denied by president trump and ms. clifford.

an outside lawyer for mr. trump also declined to comment. let's go to texas. they held their first primary yesterday. democrats continue their surge to the polls having one of their largest midterm primary election turnouts in the state. in more than 16 years, far more republican voters showed up across the state. incumbent ted cruz who easily won his primary fight will face off against democrat o'rourke. cruz has already released a radio ad against him as polls closed. and son of former florida governor jeb bush george p. bush also won his competitive primary avoiding a runoff against his predecessor. a number of races will now head to a runoff election on may 22, including the highly competitive race in houston's 7th district where fletcher and moser will compete. and coming up, senator ted cruz

will join "morning joe" with more on his win. it is snowy and rainy in new york, but let's get a check of your weather with bill kirns. everybody is talking about the i-95 corridor, whether or not there will be rain in new york or if it will be heavy wet snow. what can you tell us about what you are seeing right now? >> that is the battleground. there will be a zone of about 30 to 40 miles wide where it will go from 2 to 3 inches of snow to 12 inches of snow and it just happens to be the philadelphia and new york city are right in that narrow zone of the possibility of the to 03 or maybe 12 to 18. so let's get into it. winter storm warnings, these are the final advisories. it goes from maine back down to just north of baltimore. 42 million people are under winter storm warning. that is a lot of kid, a lot of people out of school and work today. overnight we had light snow move there. we actually got a coating of snow down around d.c. and now would e're watching snom

baltimore northwards towards wilmington. this is kind of the beginning of the nor'easter. temperatures are borderline down there, so be careful secondary roads and bridges. so here is the snowfall prediction map. you still notice philadelphia, new york city southwards to the coast, not much. 1 to 4 inches. south of philly, 0 around atlantic city. eastern long island, nothing. and then you jump on i-95 and head north and west and the totals significantly begin to jump higher. and that is where we'll be watching some of the higher snowfall totals. and some of the biggest problems too. the thing with this storm is that when it comes in, it will come in fast. and it will be snowfall rates of two to three inches an hour, numerous people reporting thundersnow. so this storm will get intense. there will be a thunderstorm producing snow. you may see flashes of lightning, definitely hear the thunder. and that will happening philadelphia to new york city as we go throughout the afternoon and right toward the evening rush hour. and then that whole mess heads

north. so this reddish color, that is a foot. some of the mountains could get higher than that. official forecast for philadelphia was increased overnight to 8 to 12 inches. new york city is at 8 to 12, boston, because of that warmer easterly wind, you are in the 1 to 3 inch mark. albany also in that 8 to 12 inches. so don't expect a problem with your morning commute in many places. it is this afternoon and this evening, that is the main show. that is when the intensity of the snow will be able to accumulate. so takes difficult forecast. but i think this evening ride home will be very problematic, probably people that will get caught on the roads, plows will not be able to keep up. >> thundersnow quick and powerful, so just stay home if they can? >> if you can get away with it. unfortunately not everyone can't. people will get to work just fine and then they will wonder how they are getting home. >> we'll check back with you later on. but one more story for you here. it's been an exciting couple weeks for 2-year-old parker

let's start with the top stories. after much speculation in the wake of president trump's tariff announcement last week, his top economic adviser gary cohn has announced he is resigning. he's expressed severe opposition to the move by the president and his exit marks the latest by top officials in the administration. kristen welker has more from the white house. >> reporter: good morning. with the president threatening new tariffs and a potential trade war, his top economic adviser who was sharply opposed to the move announcing his resignation tuesday night. he wrote in a statement, quote, it has been an honor to serve my country. i'm grateful to the president for giving me this opportunity. the president saying he did a superb job in driving our agenda, helping to deliver historic tax cuts and reforms. cohn was noticeably absent from today's press conference where the president was asked if he wants to see more staff changes. and while there may be multiple factors, the president's threat of new tariffs proved a tipping

point for cohn. this isn't the first time that he has clashed with mr. trump. he was infuriated, even drafted a letter of resignation after the president seemed to equate white supremacists with count iter procecounter protesters. but he helped to ultimately deliver tax cuts. cohn becomes the latest in a long line of high profile departures. just last week hope hicks announced her resignation. but cohn's exit could have ripple effects from the white house to wall street and they will be watching the markets very closely tomorrow to see if there is a sharp reaction to this very big news here at the white house. back to you. >> thanks. and as you heard kristen welker mention, the markets here in the u.s. are set to face heavy losses today. for a look at how the markets around the rest of the world are reacting, we go to london.

what are you seeing around the globe? we know when the u.s. has a downtu downturn, it usually affects other markets pretty rapidly. >> yeah, there is a knock-on effect. and it really depends on just how much further the trump administration proceeds with the trade policy. gary cohn was seen largely by the markets as the last man standing if you will from a free trade point of view. so that is why the markets have reacted negatively. and the markets are worried now that the trump administration effectively has carte blanche to move ahead with a hawkish trade policy. that may mean more import tariffs, that could even mean section 301 under the trade act which turns up the heat on china in terms of the perception of intellectual profit theft. so another point to bear in mind

in terms of knock-on effect. so effectively what we're left now is with the ross navarro combination which looks as though it will be a powerful one in terms of being the architect of the hawkish trade policy and i think the markets are left with the hope that cohn's succe succe successor may be someone who can soften his message. but now his circle seems to be allowing trump to be trump. and that arguably means more economic nationalism, and that is not the best of looks for stock markets across the globe. >> sri, thanks so much. it looks like gary cohn is not the only one from the trump administration opposed to the president's proposed tariffs. according to the "washington post," jim mattis and rex

tillerson privately warned senior trade officials yesterday that the president's move on steel and aluminum could endanger the u.s. national security relationship with allies. according to five people familiar with the meeting. and the fallout over the president's decision with our european allies is already escalating. juncker announced that the bloc would respond with tariffs on harley-davidson, bourbon and levi. the list because expanded yesterday with a second batch of items quort just more than $1 billion. that includes shirts, textiles, footwear, cosmetics, and recreational boats. speaking yesterday with sweden's prime minister, president trump discussed who stands to lose the most in what is shaping up to be a trade war. >> whr r. whwhen we're behind o every single country, trade wars aren't so bad. do you understand what i mean by that? when we are down by $30 billion,

$40 billion, $60 billion, $100 billion, the trade war hurts them, it doesn't hurt us. so we'll see what happens. >> and republican leaders in congress are increasingly speaking out against president trump's proposed tariffs. the rare public disagreement between gop members and the president is being fueled by lawmakers' concerns that retaliatory efforts could raise consumer prices and slow the economy. thus hurting the chances of republican lawmakers running in the midterm. mitch mcconnell who has so far remained silent stressed that point just yesterday. >> there is a high level of concern about interfering with what appears to be an economy that is taking off in every respect. we are urging caution that this develop into something much more dramatic that could send the xhik economy t economy the wrong direction. >> and it follows remarks by paul ryan who said his members

share the majority leader's concerns and called for a more focused approach to the matter. >> clearly there is overcapacity dumping and trans slipping of steel and aluminum by some country, but i think the smarter way to go is to make it more targeted. we just want to make sure that it is done in a prunts way thde. >> he did not elaborate on what he would consider a more surgical approach by the white house. he says that chairman of the house ways and means committee congressman kevin brady is overseeing negotiations on this issue. the "washington post" reporting that special counsel bob mueller has requested documents and interviewed witnesses about incidents involving michael cohen, the personal attorney who long served as an executive in the trump organization with a wide ranging portfolio. cohen was involved in discussions of a trump tower project in moscow during the first months of trump's

candidacy and brought trump a letter of intent to sign in october of 2015. cohen later reached out for vladimir putin's personal spokesman for help with the deal in january of 2016. and during the first weeks of the trump administration, cohen delivered a sealed proposal to the white house outlining a way to lift sanctions against russia which cohen described as a peace plan for the ukraine. there is no indication that cohen is the subject or target of the investigation and cohen's attorney rejected the notion that he is under particular scrutiny. and said in a statement, quote, unsourced innuendo succeeds only because the leakers know the special counsel will not respond to set the record straight. >> there are calls from republican leaders for new special counsel one to investigate allegations of bias and conflicts of interest at the justice department as it investigated russia meddling. question from the chairman of

the house oversight and judiciary committees builds off of a memo from devin nunes which okay accused the doj of abusing the fisa process to spy on carter page. oversight chairman trey gowdy said a special counsel is needed because congress could not be trusted to investigate, quote, we like like the gossip girls. executive branch investigations are more publicly confidence inspiring than current congressional investigations. the office of the special counsel announced yesterday that top white house aid kellyanne conway had violated thatch act twice. it is a federal law that prohibits government officials from using their authority to influence elections. the government watch dog said that conway violated the law during two tv appearances in november and december when she expressed support for republican roy moore. the office also said that president trump should consider appropriate disciplinary action.

press secretary says that conway did not advocate for or electag of any candidate. elijah cummings ranking member issued a statement yesterday recommending that trump discipline conway. he wrote in part, quote, this is not the first time that an independent government agency has recommended that the white house discipline kellyanne conway for breaking the law. ms. conway has received multiple trainings and warnings, yet she still refuses to follow basic ethics rules. the president must take swift and serious disciplinary action against ms. conway. anything else sets a terrible example. back with us from washington, sarah westwood. good to see you again. how big of a problem is this report of kellyanne conway violating the hatch act and do you think the white house is going to continue to push back on it? >> serial hatch act violations

are the kind of sloppy about mistakes that you expect in somebody who lack a background in government about that is this not kellyanne conway's first brush with an ethics violation. last spring she got in trouble for advocating that consumers go buy products from ivanka trump's fashion line. she is also not the only administration officials to get in trouble with the hatch act violation. we saw nikki haley has gotten in trouble for a hatch act violation. top social media adviser to the president has gotten in trouble. clearly this is not an issue that the white house takes particularly seriously. they are challenging validity of the violation ruling. so i don't think that you will see any distrinany strict punis against her. >> another thing that will fall by the wayside. all right. let's turn to the russia investigation here. is there support for the new call for trey gowdy to appoint a special counsel to investigate

welcome book. west virginia statewide teacher walkout has come to an end. governor jim justice and the teachers union announced they had reached a deal to increase public schoolteacher he is and schooling service personnel -- increasing their pay by 5%.measure which was extended to include all state employees was passed unanimously and quickly signed into law amid cheers of strirk strikers. west virginia ranks 48th in the country for average teacher pay. the 5% pay increase takes effect on july 1 and will add some $2,000 to their annual salaries. the nine day walkout affected an estimated 277,000 students and 35,000 school employees across the entire state. schools in multiple countries and counties, excuse me, are expected to reopen as early as today.
