reassured donald trump about his status as the special counsel seeks an interview, but some president advisers are worried it is a trap. three people tell the "washington post" that mueller informed trump's legal team last month that he does not consider the president a criminal target at this point. in private negotiations in early march about a possible interview, mueller described trump as a subject of his investigation into russia's interference in the 2016 election. prosecutors view someone as a subject when that person has engaged in conduct that is under investigation but there is not sufficient evidence to bring charges. two sources tell the "post" that mueller also told trump's lawyers he is preparing a report about the president's actions while in office and potential obstruction of justice. the sources say mueller's investigati

investigators have kindicated that they will write on their findings in stages with the first focused on obstruction of justice issues. mueller is required to report his conclusions confidentially to rod rosenstein who can then decide whether to release it publicly. >> so neither the president nor the special counsel's teams would comment on the report which claims that the president and some of his allies seized on the special counsel's words as an assurance that trump's risk of criminal jeopardy is low. however other advisers noted that subjects could easily become indicted targets and expressed concerns that the special counsel was baiting trump into annual ent interview could lead to legal peril. last month john dowd resigned amid dismute putes that the pret ignored his advice. >> this as a judge handed down jail time to alex van der zwann

1300 goods like flat screen tvs, medical devices, aircraft parts and batteries in response to what america claims is theft of u.s. technologies. now, acting seskts state john sullivan is scheduled to meet with the chinese ambassador at the department of state this afternoon. meanwhile data analyzed by the brookings institution finds that among the tariffs china announced on monday the majority of the industry's jobs are in counties that president trump won back in 2016. the jobs are mostly farming and secondary metal manufacturing. only wineries do clinton counties have the most jobs. and switching gear, in a working lunch with the leaders of lat vee, a lit wayne gentleman and estonia, president trump floated a new idea for the border after pointing blame to his predecessor. >> our laws are so weak, you would not understand this because i know how strong your laws are at the border, it's like we have no border because we had obama make changes.

united states. watch this. >> i told mexico yesterday that because of the fact that their laws are so strong, they can do things about it that hard to believe the united states can't. i said i hope that you will tell that caravan not to get up to the border. and i think that they are doing that because as of 12 minutes ago, it was all being broken up. we'll see what happens. >> while speaking alongside leaders from three baltic nations that voiced concern over russian aggression, president trump argued that no one has been tougher on russia than him. >> getting along with russia is a good thing, not a bad thing. maybe we will, maybe we won't. nobody has been tougher on russia, but getting along with russia would be a good thing. not a bad thing. and just about everybody agrees to that except very stupid

mueller has told president trump's lawyers that he is not currently being considered a criminal target in the russia probe. what do you make of this latest revelation and do you think we use see trump push pretty hard to sit down for an interview with bob mueller now that he knows sort of where he stands? >> this report that broke last night is a significant piece of new reporting suggesting that the president has been saying -- telling allies that he is not under investigation, that there was no collusion, veried a today manhattan in his innocence. but this is the first indication from mueller's team. however for a sitting president of the united states, it is not good even if people are telling you you are not a target of an investigation, it is still not good to be a subject of an investigation. especially one looking into collusion with russian meddling in the 2016 election. so while the president and his aides can put and we expect them to put a positive spin on this, i don't think that we can ignore that larger picture. that said, the president remains very confident in himself and his ability to answer questions

from mueller. his team and mueller's team have now been working for months at this point to try to figure out exactly what the scope of questioning might be. and we will see over the next coming days or week whether the president ultimately decides to answers questions and whether it will be an enter swru interview questions. >> yeah, his lawyers didn't want to sit down but he certainly does. let's switch gears and talk about immigration. and particularly this new twist that president trump floated yesterday that he wants to send troop to the border to secure that southern border with mexico until his wall is built. what is the probability of something like that happen something are there any legal considerations that might neighboring a challenge for the military being deployed on that southern border sf what details are you learning about how the white house is actually planning to carry this out? >> this landed with a bit of a shock. the president was doing this impromptu lunch with the baltic leaders and suddenly he told

everyone that he has been discussing this idea of sending the military to the border with general mattis. obviously we started asking questions throughout the day, folks at the pentagon really didn't know any of the details. couldn't share any of them. the white house later clarified that what he is envisioning is sending the national guard down to the border. now, there are very specific laws that ban the use of active duty forces at the border, bullpen it is actually not unprecedented to send the national guard down to the border to come assistance work, helping border patrol agents. this is something that actually obama did, something that the bush administration did too. and it looks like the trump administration is actually looking to something similar to what the bush strairadministratd back in 2006. >> okay. we'll talk to you again at the bottom of the hour. police in california have identified the woman who opened fire on the sprawling youtube campus. officials say 39-year-old nasim najafi aghdam of san diego

that first republic bank flagged the payment as suspicious and reported it to the treasury department. now daniels' lawyer michael avenatti has written a letter to the treasury secretary that says in part, quote, the suspicious activity report could not have been filed by the bank unless the bank conducted a thorough internal investigation of the transaction and the source of the funds and had a good faith basis to determine that the $130,000 transaction was suspicious. we tracked the money based on public reports, records shoe th show that on october 17, 2016, michael cohen created a company used to make the payment. and an e-mail shows that nine days later on october 26, first republic bank e-mailed cohen at his trump organization e-mail address alerting him that the funds have been deposited into your checking account. the very next day, the wau"wall street journal" reports that first republic wired $130,000

federal regulators have found the postal service's contracts to deliver some amazon orders has actually been profitable. meanwhile shares of amazon ended their week long drop yesterday following a bloomberg report that the white house is not actually considering any action against the online retailer. and the u.s. chamber of commerce criticizes the president saying that it is inappropriate for government officials to use their position to attack an american company. embattled epa chief scott pruitt is speaking out over the ethics questions surrounding his tenure. in an interview, he pushed back against the mounting criticisms he's faced over his use of a condo that he reblted at reportedly below market rates. he claims questions are just the latest attempt by his and the president's attackers to resort to anything to stop their agenda. calling the environment in washington toxic. at an event on fuel emissions,

pruitt made no mention of the nim number of scandals surrounding him. and sam stein is reporting that the woman who rented the condo to pruitt citing campaign finance records that steven and vicky hart began donating to pruitt's campaigns for oklahoma attorney general back in 2010 and his re-election effort. amid pru it's defiance, two house republicans are calling for him to resign tweeting that the corruption sdanl is an embarrassment to the administration and his conduct is disrespectful to american taxpayers. now, ros-lehtinen tweeted that dsz tracti distractions have taken over and another person should fill the role. and a white house official says that the president called the epa chief telling him that

fire. and you have seen this pattern where even though the president sometimes publicly praises these figure although the comments from yesterday wasn't exact any growing praise, emdo that while at the same time plotting the way forward in replacing that person. interviewing people behind the scenes. the president is quite averse to personal confrontation. also sources say that although the president did that i can that call on monday evening, the president's kind words was more directed at the type of work that pruitt has been doing at epa. the president has been really pleased with the efforts to roll back the environmental regulations, but the call from general kelly we're told was actually far less congratulatory and was actually telling him that the white house is not pleased with this pattern of behavior, and what is seen in the white house as a feel being that pruitt has not been completely truthful to them about what allegations are going to be dropping next. >> and it also follows a pattern

we've seen that the white house says they have a good work relationship -- >> and then it starts to wain. if we were to take off everything that pru its hitt ha, it seems like he has been one of the more effective energy heads within the trurmp administratio if you support what he has done. obviously president trump very much all about loyalty. all right. trump says that he wants to pull u.s. troops from syria. which is in direct conflict with some of his top military advisers. what do you make of this mixed messaging? >> this is quite extra ordinary. you have the president of the united states saying we want to pull troops out of syria and pretty of the president's entire national security team telling him that that is not a good idea. you had this really interesting split screen yesterday of the president making these comments and then a whole number of his officials, political takmilitar also speaking in washington

it's list of tariffs. and it seems like this is spiraling towards a full blown trade war here. >> how are markets reacting? >> exactly. and markets are not reacting well at all. the news came out an hour ago and we saw a 400 point drop in dow futures. so pointing to an opening of 2% lower. and of course china responded tit for tat, $50 billion worth of tariffs on chinese chinese as well. and that includes soybeans, car, beef and aircraft. and all of those sectors in plea market trading are down 4%. soy futures down 4%, autos down 4%. and one thing i should say is that it is merely a proposal. these have not been applied yet. chinese just held a press

d.c., the cofounder of axios, mike allen. good morning to you. what's the one big thing? >> yeah, our one big thing is peak volatility in both markets and our politics, so this is part of an axios future trends issue that looks ahead to the next quarter and what we've found was that president trump is threatening war with the economy, with the national defense, and with law enforcement establishment with robert mueller. so we've been hearing this morning about china escalating the trade war, responding faster than people might have thought which is rattling the markets even more. you have the president continuing to talk aggressively about north korea and if that summit that he's been talking about with kim jong-un doesn't work out, very few ongptions le and the president has continued to talk privately whether or not

he's willing for mueller to go deep into the family finances. >> why do you think it's peak volatility now and does that mean it can't get worse? >> well, we're at the high so far and what we're seeing both in the markets and politics is a little bit of a delayed reaction. i think you and i a year, a couple months ago around the inauguration would have predicted that if you had all this volatility in public life, all this uncertainty coming out of pennsylvania avenue, that you would have had the markets react and you would have had less stability in the president's approval rating. in fact, the markets kept on their bull run and president trump's approval rating which is at a historic low but has stayed stable with his people. now we're suddenly starting to see cracks and changes in that and all the market forecasts are that this big optimism may be

evaporating quickly. >> let me ask you quickly about the dynamics inside the white house. trump feels he actually doesn't need anyone else to get the job done. what is your team hearing about this? >> yeah, the president has increasing self certainty and what we hear in listening to those outside advisors that you and i have talked about, listening less and les s to experts inside. so a completely improve president, he wakes up in the morning, watches tv and decides what he's going to do makes it so hard to forecast and makes people who have been sort of worried, but hopeful, it makes them more worried than hopeful. >> no other example than what we saw yesterday right before the president says that he wants to withdraw u.s. troops from syria,

you had brett saying the exact opposite. >> of all the threats facing the president and his administration right now, which do you think should be the most concerning to the white house? >> well, people are most concerned about the idea that the president is acting on his own, that the checks and balances that you traditionally have on a president aren't applying and the president has discovered what i think generations of aides probably wished that they -- their bosses didn't know and that was, when you're president you can kind of do what you want. you don't have to follow recommendations. you don't have to follow processes and we have a long history of that happening, but president trump in ways that are only beginning to appreciate is saying no. like, i won and i'm going to do what i feel like at this moment. >> all right. mike allen for us live in washington, d.c. this morning. of course we'll be reading axios
