it's thursday, april 5th. with signs on of uncertainty as president trump heads into a trade war with china, the white house with insisted it's just a bargaining chip. the president once again exaggerating the u.s. trade deficit with china by $163 billion, despite numerous fact checks. "the wall street journal" reports that president trump who initiated the tensions over chinese trade practices has put himself in position to face mounting pressure from lawmakers and navigating cumbersome new trade rules all of which was feeding tremendous volatility into the stock and commodities market. "the washington post" reports the president is finally expediting the policies that got

him elected and is more comfortable without a number of aides around him who are tempering his instincts. and he cites poll number necessary recent weeks as a reason he should do it his own way. >> there is concern as china's move to match america's 50 billion in tariffs goes after a key crop for u.s. farmers. china purchases 61% of total u.s. soybean exports and more than 30% of overall u.s. soybean production. the headline in the des moines register this morning reads tariffs may help to sink farmers. iowa's republican senators are respond to go that. senator jonis ernst said yesterday there is a real danger that increased tariffs on u.s. exports will harm iowa producers and undermine the rural economy. the administration's action could hurt global supply chain. and senator chuck grassley

said had this, the united states should take action to defend its interests when any foreign nation isn't playing by the rules or refuses to police itself. but farmers and ranchers should not be expected to bear the brunt of retaliation for the entire country. it is not fair. it is important to to remember the big picture. >> so what is the administration message to, for example, the farmer he, the soybean farmer or the hog farmer in the state of iowa? >> we are trying to put in place measures which will have the backs of our farmers and our ranchers and everybody else in this country. >> let's keep in mind the bigger picture here. is china trying to pit portions of america against other portions of america with its strategic avenues on these tariffs? is that the case? again, i get back to this issue. china is engaged in these

massive practices that harm this country. all we're asking them to do is stop doing it. >> so here is the thing. national economic director larry kudlow expressed caution about whether the full effects of these tariffs will actually ever be felt. is it possible that these stiff new tariffs against china are, in fact, a negotiating tactic and won't go into effect? >> yes, it's possible. it's part of the process. i mean, i would take the president seriously on this tariff issue. you know, there are carrots and sticks, but he is ultimately a free trader. he said that to me. he said it publicly. so he wants to solve this with the least amount of pain. meanwhile in beijing, it's confirmed there is no winner in a trade war. the chinese ambassador to the united states met with officials

at the state department, particularly with acting secretary of state john sullivan. after that meeting, he spoke with reporters. here is ambassador kai. >> what about the negotiations? >> of course the negotiation will still be our preference, but it takes two to tango. we'll see. >> switching gears here, president trump has reluktly agreed to keep u.s. troops in syria. but as pressuring military commanders to end american involvement in the war-torn country as soon as possible. president trump wants air regard allies to take over and pay for stabilizing and reconstructing areas liberated from isis. according to nbc news, the president met with his national security team on tuesday. a senior administration official

described trump as frustrated and exasperated with the answers he was getting. the president's team could not put a time frame on how long it would take to train local forces to maintain their gains after the u.s. leaves the region. but the president agreed to give the effort more time when advisers reminded him that he was criticized. he has criticized setting arbitrary deadlines particularly withdraw in the past. president trump has signed a declaration to send national guard troops to the southern border. it calls for the departments of defense and homeland security to fight with boarders on illegal immigration. the move is being activated under title 32 which gives governors command and control over their troops while the federal government foot's the bill. the troops will not make contact with any immigrants. yesterday, kiersten nielsen will

coming up on "morning joe," homeland security secretary will be joining us on set. >> joining us on set, daniel lippman. good to see you this morning. >> thanks for having me. >> let's talk about syria this year. president trump telling military leaders he wanted them to prepare to withdraw troops from syria as soon as possible. what are you making now of president trump's most recent push to pulp troops out of syria? basically against the advice, really, of his top military leaders. >> you're seeing his isolation come out. he has long been against foreign interventions, but he's brought people like mike pompeo and jan bolton into his administration and they disagree on when to pull troops out. remember when the u.s. stopped

intervening in afghanistan after the soviets left, you had the taliban rise up. for the u.s. to ignore what happens in syria as long as isis is technically defeed, that's just not good news long-term for the u.s. >> let's talk about the decision to send national guard troops to the southern border. was trump's decision you think somewhat or at all prizing? he's been talking about immigration for a couple of days. he had mentioned the military, but followed through with decision yesterday. talk to us about how it was rolled out. was that in itself surprising? >> yeah. as you mentioned, the number of illegal immigrants coming into the u.s. is the lowest level since 1971. so it's not this huge crisis. you always see a stream of immigrants from central america

making their way through new mexico to get to the u.s. around this time of year. it's not clear that the national guard will actually do much to stem that tide. and it seems like he has lashed out after watching something on fox news and that's a regular occurrence for this administration. the prosecution and defense teams in bill cosby's sexual trial have selected their jury. the jury will consistent of seven men and 5 women. widespread impact of the "me too" movement have made the selection process pretty difficult for cosby's defense team. there were concerns of racial bias after with one of the

defense attorneys accused prosecutors of rejecting potential jurors solely on on the basis of their race and their gender. cosby is accused of drugging and molesting andrea constan back in 2004. he maintains the encounter was consensual. prosecutors plan to call as many as five additional accusers in an effort to portray cosby as a serial predator. he has denied all accusations of sexual misconduct. the new trial is set to begin april 9th. still ahead, potential ethics issues for incoming security adviser john bolton while white house lawyers are questioning him about. and a check on your weather when we come back.

presidential election, president trump tweeted this, general mcmaster forgot to say that the results of the 2016 election were not impacted or changed by the russians. incoming national security adviser john boltons has reportedly been meeting with white house attorneys about possible conflicts of interest. the john bolton pac and super pac are not officially shutting down when he gets his office. as long as bolton's pac wasn't raising or spending any money while he worked in the white house, it could still keep its name and would not be in violation. bolton agreed. bolton and the white house did not return repeated questions for comment on the story. bolton is slated to take over as national security adviser on

cambridge analytica, with almost doubling their initial estimate from 30 to 80 million. with mark zuckerberg set to testify on the hill next week, what do we expect to hear from lawmakers about this? >> i think from zuckerberg, you're expecting to hear a lot of contrition saying we're sorry. from senators and congressmen, you're going to hear a lot of hemming and hawing about criticizing zuckerberg and saying why do these numbers just keep getting worse? and our constituents, are they protected from future election interfering from places like russia or is this social media network going to keep allowing this? >> with one is the new announcement that they're going to keep privacy standards for u.s. compared to what european policies are so that the u.s. is not going to be on par with european privacy policies. and i wonder why our own

lawmakers did not implement that earlier on on facebook and why did facebook also not do that earlier. why are they not applies it across the board. >> and we're going to talk about this later in the show, but one of the theories out there, it seems, is that they're sort of setting up these new privacy policies so that when mark zuckerberg walks in he has that defense there. >> we've also seen them promise to do things in the past. they signed this consent to create with the ftc several years ago and the ftc is looking at that right now to see if they lived up to those promises. >> let's talk quickly, daniel, about scott pruitt. he's basically saying there's a back and forth. do you think it's too little too late for him in his defense? >> i still think he has a good chance of happening on to his job. he's on the same page as trump in terms of policy.

indiceses rebounded from massive early losses to close sharply. a higher and news of u.s. tariff negotiations caused a 471-point swing over the course of the day. jomana jones us live from london. is this level of market volatility of investors the new normal, do you think or are we going to reach something that will stabilize the market? >> this is the third time this year that the dow has erased a 2% down date and positive hasn't done that for a full five years. so it did make that rebound of 741 points from the lows of the session and this as both sides in u.s. have indicated a willingness to actually start some discussions and come to the table and i think people are going to be on their toes waiting to see how those discussions, one if the discussions do happen and two, if they'll have any results.

polarized that it's not giving it the attention it deserves. >> i know you guys are reporting that some of the president's closest allies are raising concerns about what trump may do next. how is his current state any different from what we've seen over the past year or so in his time in office? >> well, it has been a crazy year, but they're saying this moment is different because president trump is spending a lot of his time watching fox news, which speaks to his world view and surrounding himself with people and friends who, you know, fuel his egoand also his conspiracy theories like don king. he just had dinner with him. and the one time i met don king, our entire five minute conversation was filled with conspiracy theories but i think the most recent example of that was on easter sunday when trump was tweeting about immigration sending tweet over tweet in which he suggested he didn't know how daca worked and he was taking this hard line stance and that is largely because he was next to and with steven miller,

one of his senior policy aides who takes a hard line stance on immigration and that's showing how his thinking is increasingly surrounded by the people he's around. >> it shows how much he's isolated in his policy decisions. let's talk about the discussion you had with bremer who spoke with axios. you guys discussed what he called trump's foreign policy wins. what does he see as accomplishments? >> three things he considered accomplishments and that was the trade deal he struck the south korea, the air strikes he sent to syria after its president used chemical weapons and the pressure he's applied on north korea and these are accomplishments because trump has this unique sort of formula that he applies, being risk

averse to challenge and also been spontaneous in these decisions. >> also focusing on scott pruitt and how he still has a job. a lot of people wondering that same question. how is pruitt in his position, you think? >> he's got a host of allies that's back channelling this communication to the president to try to convince him that scott pruitt should stick around. they're saying it's fuelled by ideology and liberals are unhappy and they're the ones fuelling this fire and don't let the left take him down and they think it would add to the general chaos, but obviously if there are more bad reporting or bad facts about scot pruitt to come out there are serious questions that donald trump will have to answer for himself about whether or not that is someone who should be in his cabinet. >> we talked about this a little bit earlier in the show. mark zuckerberg set to make his

debut before congress to discuss cambridge analytica and everything that went on with that. what are you guys seeing that facebook is doing specifically to prepare zuckerberg ahead of these hearings? >> so mark zuckerberg is media shy and not the most charismatic person that we know and yesterday he held an hour long conference call with reporters talking about ways forward and that's signaling to us that he's preparing to testify in front of congress next week. they also announced yesterday the increased number of people affected by cambridge analytica and i think that's signaling also that they are trying to allow mark zuckerberg to get ahead of these things and make sure there are no secrets when he sits down to testify, to make sure he's as prepared as possible. and the coo is going on tv, they're sort of being apologetic. they're doing a media tour before testifying to sort of put themselves out there ahead of time and say we're sorry, look, we're trying so then lawmakers
