this morning a shooting suspect on the run. police in tennessee say four people were killed when a man carrying an ar-15 opened fire at a waffle house. plus, the white house signals cautious optimism after north korea announced it was suspending its nuclear testing. president trump spent the weekend tweeting about it. the duchess of cambridge has been admitted to the hospital in the early stages of labor. this will be the third child for prince william and kate. good morning, everyone. it's monday, april 23rd.

we begin with the massive manhunt that is now under way for the man accused of shooting and killing four people at a tennessee waffle house. police say 29-year-old travis reinking pulled up to the restaurant just after 3:00 a.m. sunday, sat in his pickup truck three or four minutes, then got out with an ar-15 assault rifle and immediately began firing. officials say he hit two people outside and then shot out the front glass of the restaurant, entered and continued shooting. a patron confronted the shooter and managed to wrestle the gun away from him. police say reinking, wearing only a jacket with two magazine clips inside, ran from the restaurant and at some point tossed the jacket nearby. officials believe he then went to his apartment to dress himself before taking off again. here's the account from two patrons who had been credited with saving lives. >> at the time that he was either reloading or the gun

jammed or whatever happened is when i ran through the swivel door. i hit him with the civil door and the gun was kind of jammed up and it was pushed down, so we were scuffling. i managed to get him with one hand on the gun and i grabbed it from him and threw it over the counter top. i chose to react because i didn't see any other way of me, you know, living. and that's all i wanted to do. i just wanted to live. >> the alleged shooter is no stranger to federal officials. he was arrested last fall after breaching a barrier at the white house. among the four guns seized at the time was the same ar-15 used in yesterday's shooting, believe it or not. the guns were later returned to the suspect's father who acknowledges giving them back to his son but, again, the man hunt for the suspect is still under way this hour. police say he still may be armed. an ar-15. growing worries kim jong-un may be playing a con game with the

president. let's rewind to this week's historic summit. north korean state media announced kim was halting his nuclear and long-range missile testing programs in addition to shutting down a nuclear testing ground, saying the dprk has completed its nuclear weaponization and does not need more tests. now trump responded on twitter writing, quote, this is very good news for north korea and the world. big progress. look forward to our summit. he followed that up adding, quote, progress being made for all, but not everyone is so sure of this progress. "the new york times" writing kim has seized the diplomatic high ground by making symbolic but modest conciliatory gestures leaving officials unsettled and believing kim is simply posturing and has no real intention of denuclearizing. former white house press secretary ari fleischer adds, quote, call me a cynic but based

on history they'll suspend today and begin again tomorrow. two, they have alternative ways to carry out their mission. and, three, they're lying now or will lie tomorrow this is how north korea behaves. nbc's chuck todd also explains the skepticism. >> he seems to be giving very little but making it seem he's giving a lot. there are not many preconditions the united states is asking for so far in this potential summit north koreans have gotten a lot out of it. what has the united states gotten yet? we don't have a release of any of those americans they held captive. we don't have any -- a pledge of denuclearization. there are a lot of things they are not promising. >> the president fired back via a series of tweets, of course. yesterday he wrote, sleepy eyes chuck todd of fake news nbc just stated that we have given up so much in our negotiations with north korea, and they have given up nothing. wow, we haven't even given up anything and they have agreed to

denuclearization. so great for world. site closure and no more testing. we're a long way from conclusion on north korea. maybe things will work out. maybe they won't. only time will tell. but the work i am doing now should have been done a long time ago. funny how all of the pundits that couldn't come close to making a deal on north korea are now all over the place telling me how to make a deal. >> good twitter read. >> how was my trumtrump? >> really good. a story about relationship with personal attorney michael cohen whose dealings with under scrutiny. for years mr. trump treated mr. cohen poorly with gratuitous insults, dismissive statements, and at least twice threats of being fired. according to interviews with half a dozen people familiar with their relationship. in a tweet trump singled out one of three reporters on the story, quote, "the new york times" and a third-rate reporter named maggie haberman known as crooked h i don't speak to, are going

out of their way to destroy michael cohen and his relationship with me in the hope that he will flip. trump later reposted the tweet to correctly spell the name of maggie haberman. trump has known her for years and posed with an oval office photograph where she has conducted one of several on the record interviews with the president. trump went on to claim that "the times" used nonexistent sources and a drunk, drugged up loser who hates michael. a fine person with a wonderful family. michael is a businessman for his own account, a lawyer i've always like and respected. most people will flip if the government lets them out of trouble even if, quote, it means lying or making up stories. sorry, i don't see michael doing that despite the horrible witch-hunt and the dishonest media. so yesterday cohen was spotted outside of a manhattan restaurant where cnbc's brian shorts asked him how everything is going. cohen said it's a lot. and the lawyer who once

represented two women paid to keep quiet about alleged affairs with donald trump is now cooperating in the case against michael cohen. he has worked to broker hush money deals with stormy daniels, karen mcdougal and also a playboy model who became pregnant by a top republican fund-raiser who is close to the president. now a spokesperson for davison says his client was asked to provide electronic information. he adds, quote, he has done so and will continue to cooperate to the fullest extent possible under the law. cnn reports during that raid on cohen earlier this month the fbi seized audio conversations cohen recorded with davidson. he is under investigation for bank and wire fraud and campaign finance violations. he denies any wrongdoing. after ten months of the president hounding for an investigation and even jail for james comey, the justice department is looking into

classification issues surrounding the memos of the former fbi director. at least two of the memos comey gave to a friend outside of government contain information officials now consider to be classified. of those two memos comey himself redacted elements of one that he knew to be classified to protect secrets before he handed those documents over to his friend who shared the contents with a reporter. although they were not classified at the time when he shared them, the parts were later declared confidential which has prompted the doj inspector general to review the matter. president trump continued on twitter saying, quote, james comey's memos are classified. i did not declassify them. they belong to our government, therefore, he broke the law. comey had the legal authority to determine what bureau information was classified and what wasn't and there are no laws prohibiting comey from sharing conversations he had with trump in an unclassified manner. joining us now from washington, d.c., senior reporter at "roll

call." busy twitter weekend, if you will, for the president. let's start with the justice department because it is looking into two of those memos, those comey memos, which he gave to a friend outside of the fbi. could we see comey actually charged with the mishandling of classified information? could it go that far? >> well, what i think we're going to see is at least conservative republicans both on capitol hill and outside the government. this will be the next thing they are pushing attorney general jeff sessions, rosenstein, and company to consider. it'll probably wait until after the justice department inspector general reviews the matter, but i bet the likelihood comey is charged here seems fairly remote considering things weren't apparently classified at the time, but it's just another one of these things that conservative allies of trump can

use to try and get it to the attorney general. >> so alongside of the release of these memos, president trump questioning the validity of bob mueller's investigation, the russia investigation. he tweeted this week along with his many tweets, kim strassel of "the wall street journal" just said after reviewing the dumb comey memos, you got to ask, what was the purpose of this special counsel? there's no there there. don henninger of "the wall street journal" said this would be one of the weakest cases ever brought. to you think we could actually see trump use these cohen memos as a basis for firing bob mueller? >> well, that would be the other extreme possibility. the folks i talk to regularly still don't think that mueller is going to be fired, but this scenario under which the deputy attorney general, rosenstein,

wing where so many others from the royal family have been before her. now the way this works once she delivers kensington palace will announce that the baby has been born most likely this will come by tweet. the town cryer will make the announcement outside the wing and the official declaration of the birth is put out on an easel outside of buckingham palace. now this baby will be fifth in line to the throne displacing uncle harry once again following prince charles, prince william, big brother george, and sister charlotte. now one thing to note regardless of the baby's gender, charlotte is going to keep her place in line for the throne. and this is under something called the succession to the crown act which essentially means that princes no longer take precedence over their sisters, and that's something that had been in place since 1701. louis, back to you. >> really, really interesting, tammy. tammy, give us a little sense of the atmosphere over there.

missile testing. president trump weighed in a number of times on twitter over the weekend. nbc's kelly o'donnell has the latest on this. >> reporter: leaving palm beach, president trump posed with officers from the sheriff's department. and over the din of air force one's engines responded to shouted questions about north korea. this week north korea's kim jong-un and the president of south korea are scheduled to meet. after kim, seen here inside his private train, announced friday the north's nuclear program is complete and, therefore, would stop its missile testing. a move seen with both caution and optimism for potential negotiations. >> there's every reason to think he will not agree to give up his nuclear weapons so the question becomes, are we willing to live with some kind of compromised solution? >> reporter: president trump oversold on twitter declaring inaccurately they have agreed to denuclearization.

there are no such people and don't know these characters. more fake and disgusting news to create illwill. asking sessions to investigate comey and clinton. good luck with that request. the democratic national committee has filed a multimillion dollar lawsuit over what it says is a far-reaching conspiracy to meddle in the 2016 presidential election in the favor of donald trump. the dnc filed the civil complaint friday against president trump's campaign, the russian government, and wikileaks. it claims the top trump campaign officials worked with the russian government and its military spy agency to hurt hillary clinton and help trump by hacking the dnc's computer network. with wikileaks then publishing the information with the encouragement of then candidate trump and his campaign. the complaint is unrelated to bob mueller's criminal investigation as well as congressional investigations

into russian meddling. the dnc's lawsuit could force the trump campaign and wikileaks to reveal internal communications about the hack through the legal discovery process. a reporter citing claire mccaskill says the senator considers the lawsuit a silly distraction. congresswoman jackie speir says it's not in their interests. in the decision to include some but not all key players in the trump campaign in the suit. take a listen. >> we brought a case against the people we feel there's sufficient evidence to move forward in a civil case. that doesn't preclude us from moving to amend the case as we discover more evidence. i'm a big believer in making sure i have confidence in every aspect of my case. in the watergate case, that complaint was amended over time.

neal, good to talk to you once again. talking about mike pompeo as louis was facing his first roadblock in the confirmation process obviously. do you foresee him getting the votes he needs in the senate foreign relations endorsement before moving forward to the senate? >> no, i think that director pompeo is, in fact, going to come out of the foreign relations committee unfavorably, but, again, this isn't going to preincluded confirmation particularly with senator heidkamp having announced. i would expect other senators come out in support of pompeo to be secretary of state in the next 24-48 hours and we're probably looking forward to seeing him confirmed probably thursday afternoon regardless of what goes on at the committee today. >> so let me switch gears quickly and ask you about this

welcome back, everyone. the man at the center of facebook's privacy scandal is speaking out on his app that harvested the data of tens of millions of the social media giant's users. in an interview with "60 minutes" he disputed facebook's claim that it was unaware of his practices. >> it seems crazy now but this was a core feature for years. this is not a special permission you had to get. this was something available to anybody who wanted it who was a developer. >> how many apps do you think there are, how many developers who did what you did? >> tens of thousands. >> tens of thousands?

welcome back. let's turn to business. federal regulators have slapped wells fargo with a $1 billion fine for charging customers for unnecessary services making it the most aggressive penalty since president trump took office. wells fargo shareholders are set to meet tomorrow. what can we expect from the meeting? this brings into focus the power of president trump's tweets as well. >> reporter: it does. what's interesting that fine is noggin expected for those following events at the bank. employees were getting bonuses for opening accounts for customers who didn't know anything about it. they face this fine after making a settlement with two federal regulators. you have the cfpb as well as the office of the control of the currency. now "the wall street journal" is reporting that not only have they faced that challenge they may fail to make a deadline for

correct identification of a corporate account. this really underlines the problems they're having with compliance and it happened in a part of the bank that was run by the now ceo tim sloan that's going to pak his life even more difficult when he some of these shareholders in des moines tomorrow. there are demonstrations planned outside that event, i should say. >> police are also investigating a hidden camera found in the bathroom of an atlanta starbucks. this just comes weeks after the controversy around the two black men arrested at philadelphia, pennsylvania, store. what more can you tell us about what the company is facing? >> so, this was in a store just north of central atlanta. it was a unisex restroom. she handed the camera into store manager. she called the police. the police said the camera recorded two dozen videos showing eight to ten men and women with an hour's worth of recording. obviously another damaging episode for the company.

♪ welcome back, everybody. joining us from washington with a look at axios, jonathan swan. a lot of news to break for us this morning, jonathan. what is axios's one-big thing. >> a tale of two leaders. we take you inside president trump's personal relationships with the two foreign leaders visiting the white house this week. president emmanuel macron of france and german chancellor angela merkel. these two european leaders both internationalists or globalists in trump's lexicon, but they have a strikingly different relationships with the president. >> jonathan, i wanted to follow up with the president and mr. macron really two very different leaders, as you said, but axios sources point to the fact that they get along really well. what has led to these two men having such a strong bond early on in their terms in office?

>> a source who watched them in the room very close had a very memorable description of what he saw. and he said that it was like watching an investment banker sweet talk a prized client. and remember -- >> can we ask which one is the investment banker? >> macron was an investment banker, so he's the guy. look, he understands trump's psychology. he talks to him in a casual way, which is what trump likes. he doesn't like the formal go by the talking points, deal with the issues in logical order, which is howdy plo diplomacy is traditionally done on a telephone when you have limited time. he dolls out the pageantry. >> inspired him to have one here in the u.s. at some point. >> yeah. we'll see when and if that

happens. so on the one side you have macron but on the other side you have angela merkel said to visit the white house this coming friday. the relationship with merkel, jonathan shall we say quite different than the relationship that trump has with macron. explain sort of their relationship. >> well, it's sometimes overstated, sometimes you read stories to suggest that they hate each other. it's not quite that. it's more of a distance or a coldness. look, by disposition, culturally, merkel is not as warm as macron, but there's also substance to it. trump feels that germany is ripping off america and there was this memorable conversation, which we report in axios am this morning, trump had lunch with her last year and lit into her about german cars. he said, everywhere i look i see german cars flying up and down the streets. and he went on this whole riff about it.

he said, do you have a chevrolets and fords flying up and down german streets. so he's had some sort of odd conversations with her there. and another anecdote that illustrates that, when she did that joint press conference, trump made a joke about the fact that they both had something in common, they both been surveilled by barack obama. he told staff afterwards he thought that was a very funny joke and was surprised she didn't laugh at the joke. >> he was quite upset that angela merkel didn't respond. he thought it was the best line of the day. >> he did. >> seemed like angela merkel thought so. >> let me ask you quickly about another nice nugget of reporting you have at axios about a rather frank conversation i should say between president trump and israeli prime minister benjamin netanyahu. >> so this conversation happened in the spring or summer of last year, it was a telephone conversation. and it was, look, it might
