this morning fallout after president trump pulls the plug on his summit with kim jong un, officials tell nbc news trump wanted to be the one to cancel first before north korea beat him to the punch. plus, two sets of lawmakers attend separate classified briefings on the russia probe and the white house creates controversy by sending their own officials to the meetings. and disgraced movie mogul harvey weinstein is expected to surrender to authorities to face criminal charges in connection with sexual misconduct allegations. good morning, everybody.

it is friday, may 259. i'm yasmin vossoughian alongside louis burgdorf. we'll begin with the big news regarding the korean peninsula and we're learning more about the circumstances behind president trump's sudden and surprise cancellation of his june 12th summit with kim jong un. multiple officials now telling nbc news among the reasons the president was worried that kim would beat him to punch and cancel the meeting first. a senior white house official also saying that north korea's threat this week, that it was ready to meet the u.s. in a nuclear showdown and quote, make the u.s. taste an appalling tragedy also had a big impact. the summit would have never been able to work under these circumstances. the north koreans also stood up a u.s. prep team for a planning meeting in singapore last week and less than 12 hours after the president trump and his top advisors began contemplating cancelling meeting trump personally dictated the three

paragraph leader to kim. involved in those discussions was vice president pence, mike pompeo, chief of staff john kelly and john bolton. multiple administration officials say that pompeo, the lead negotiator is blaming bolton for blowing up the recent progress. multiple officials also say that it was bolton who primarily pushed the president to pull the plug adding that trump told pompeo only after his morning consultations with bolton and that pompeo felt blind sided by all of this. not involved in the deliberations, jim mattis although trump said he spoke with mattis about it thursday morning. the president adds that the military quote, is ready if necessary. >> and president trump's decision was such a surprise that at 8:20 yesterday morning only an hour and 23 minutes before trump's announcement the state department sent reporters a note touting the positive

discussions pompeo was having in his asian counter parts in preparation for the now cancelled summit. witnessing the demolition of the dprk's nuclear test site in a remote region. also japan and south korea, both integral allies were not consulted before the decision nor given advance notice it was coming according to some reports. in fact, south korean president moon jae-in who trump just hosted at the white house on wednesday was forced to hold an emergency midnight meeting of his national security council to try to figure out of trump's intentions. >> the in a statement a top north korean official says it is quote, willing to sit down at any time in any way to solve the problem adding that it is willing to quote, give the united states time and on otunety to reconsider. the official says that it was the quote, excessive words and actions from the u.s. side that

forced their hand in saying they are ready to meet the u.s. in negotiations there or in a nuclear showdown. in his letter to kim president trump also wrote that if kim changes his mind, quote, please do not hesitate to call me or to write. joining me now live from south korea, a huge day yesterday, so happy to have you with us this morning. let's first talk about the atmosphere on the ground in south korea and also i know that you do spend a lot of time in beijing. talk to me about china's role in all of this. >> reporter: let's first talk about south korea because they were taken totally by surprise. moon jae-in has been a lead pronoent in engaging the north and there was zero communication with seoul ahead of that letter dropping. he had that emergency meeting, issued a statement, talked about the importance of having direct communication between the united

states and north korea. his top security officials met again today and they reiterated that same message. they also said that they're going to continue efforts to build ties with north korea. and this is very key because we're getting the same message from chinese officials that they want to harness the momentum that's been established by direct talks with the north in order to boost relations. independent of the united states, independent of president trump and what has been obviously a very bumpy process so far. and there is no doubt that that china is a factor in this, and at least for president trump. you'll recall those comments that he made earlier in the week where he felt there had been a change in attitude for north korea after that second meeting that kim jong unhad with xi jinping and it's no secret china has clout and perhaps it's been reasserting its position. so china now again holds that leverage over north korea and we shouldn't be surprised to see it

emerge in trade negotiations with the united states. >> yeah, not surprising to see that at all. it sounds as if south korea is going to go at it alone in the near future which is interesting. and also interesting to note, somewhat of a tempers reaction to say the least from north korea after that letter and the cancellation from president trump. all right. so yesterday the justice department held two briefings. on an fbi informant's role, but the meetings stirred more controversy when the president's in-house counsel showed up. john kelly was added to the participants' list on wednesday. arrived with white house special counsel emmitt flood who was representing the president in the russia probe. the vice chair democrat mike warner tweeted this. for the record, the president's chief of staff and his attorney in an ongoing criminal investigation into the president's campaign have no business showing up to a classified intelligence briefing. now, in the hallways of the

capitol, warner said this while the president's chief of staff john kelly kept walking. >> it was inappropriate that kelly and flood were there. >> there's never been a gang of eight meeting with that kind of white house presence. >> and obviously no comment there from john kelly. so even some republicans were taken aback by that. lindsey graham told pbs that's a bit odd if the president's lawyer is there. in a statement the white house said neither chef kelly nor mr. flood attended the meetings. they also conveyed the president's understanding of the need to protect human intelligence services and the importance of communication

between the branches of government. now, after making their brief comments, they departed before the meetings officially started. meanwhile, trump's outside counsel rudy giuliani told abc news quote, the president personally wanted emmitt there today. >> and giuliani had more to say about what the white house hoped to gain from that briefing that the president himself demanded in a tweet on sunday. asked about how it could affect an interview with the special counsel robert mueller, giuliani told politico quote, we want to see how the briefing went and how much we learned from it. if we learned a good deal from it it will shorten the whole process considerably. earlier giuliani told politico president trump wants the justice department to turn over the information that exists about the informant and the house and senate committees, all the memos they have that will indicate what the informant found. then those should be made available to us on a confidential basis. the question is, what are the justifications for it, did the justifications continue? did they pick up anything valuable? we think they didn't.

as for the content of the meeting congress adam schiff, the ranking member of the intelligence committee read a statement on behalf of the democrats who attended the meeting. >> today's gang of eight briefing was conducted to ensure protection of sources and methods, nothing we heard today has changed our view that there is no evidence to support any allegation that the fbi or any intelligence agency placed a spy in the trump campaign or other wise filed to follow appropriate procedures and protocols. so the wall street journal is reporting that long time trump confidant, the journal cites an e-mail it viewed from september 18th of 2016 in which stone urged an intermediary quote, please ask assange for any state or hrc e-mail from august 10th to august 30th, particularly on august 20th of

2011. he had reportedly interviewed assange several weeks earlier. this actually contradicts stone's testimony over the house intel committee that he merely wanted confirmation from him that assange had information on clinton. the general reports that stone was seeking e-mails related to the former secretary of state's alleged role in disrupting a purported libyan peace deal. he told the paper that he got tired of stone quote, bothering him and told that he -- told them that he had passed the message along to assange when he actually had not. now, both men deny ever having special access to wikileaks material. let's get into some of these things that we've been talking about. reporter for the hill, molly hooper. good to talk to you. it's been a while. >> reporter: it has been a while but it's been so dizzying this past week, we have so much to talk about. >> let's talk first about the justice department briefing lawmakers on both sides, both

democrats antd republicans abou the charges that an informant was placed inside of donald trump's campaign. what were some of the biggest takeaways from your perspective from yesterday's briefings? we actually heard from adam schiff who says no evidence was presented of any wrong doing was done. not really necessarily hearing from republicans on anything. >> reporter: exactly. and that's the key, because did the republicans see the documents that they intended to see and that they wanted to see? and originally that meeting -- i mean, the first meeting is the one that -- where nunes, and the oversight committee chairman, that meeting, that's really the very important meeting because they actually went to the doj to see classified documents. it's unclear if those same documents were taken to capitol hill. i think that the gang of eight was -- they were briefed on it but again, it's whether trey goud di and nunes were satisfied

by what they saw in those documents and whether they will call for additional access. because keep in mind, a lot of this started when nunes threatened to hold, you know, attorney generals jeff sessions in contempt for not sharing this information with the key leaders on capitol hill. going to your roger stone point, it's interesting because i talked to a former prosecutor yesterday in the house, a republican who said you know, people like roger stone could be the ones who would be facing some problems with special counsel robert mueller because he has been a political operative for so long and he would know better than to reach out to a foreign power for information on another -- on the other person's campaign. >> i need you to clarify one thing for me. we don't necessarily know that nunes and gowdy saw the same documents. >> reporter: it's not necessarily they saw the same documents it's whether they had access to go through and read them and ask questions on them. they were asking for specific

document, very specific information. it wasn't just the name of the so-called informant. and so that's why holding that first meeting at the doj was so important because a lot of times what will happen is the fbi doj will make quote unquote these documents available to members of congress, but the members have to actually go to the doj to see them. they can't take them with them. you know, they can't even see them in a so-called skiff, you know, like a classified briefing room. so that's a question i want to know is were the documents the same and were, you know, where nunes and gowdy, are they satisfied? they haven't said anything about that yet and we didn't get much for the gop members following that meeting. >> i'm going to talk to you again at the bottom of the hour. thanks, molly. harvey weinstein is expected to turn himself in to authorities today. what we know this morning about the charges that he could face, plus details on bob mueller's new effort to keep his russia investigation under wraps.

welcome back, everybody. disgraced movie mogul harvey weinstein is expected to surrender to authorities this morning new york in connection with sexual misconduct allegations. the charges stem from an investigation of sexual abuse conduct by police and the manhattan d.a.'s office. three sources familiar with the investigation said the charge would include allegations made by two separate women, two sources familiar with the case said that weinstein is expected to surrender to authorities at about 7:00 a.m. this morning at the new york police department's first precinct in southern manhattan. there weinstein will be fingerprinted and photographed and transported to new york county criminal court. two sources said he is expected to be released on $1 million bail and required to wear an ankle monitor.

weinstein's attorney declined to comment. and weinstein has denied all wrong doing. all right. let's get a check on your weather now with nbc meteorologist bill karins. what's the weekend going to look like? i know you're tracking some bad weather in the southeast. >> this is going to linger. it's going to be a big huge flood threat. some areas could get ten inches of rain in the next 7 days. let me show you where we're at and how it's going to impact this weekend. 90% chance it develops in the next five days. feel bad for anyone that's been in cancun over the last couple of days and more heavy rain on and off today. there's the development zone. hasn't really changed. central or eastern gulf. this is our european computer model, typically one of the more reliable ones. it's not set? stone but gives you an idea of the timing. 8:00 p.m. on saturday. this would be some of the rainfall in areas of south florida up through the west coast of florida. the really heavy stuff over the open waters. as we go into sunday notice it

first responders were recognized. the rockets wore a patch on their jerseys in honor of the victims. with the conference finals tied at two games apiece both the rockets and the warriors were vying for an edge in the series and it was close throughout the contest. while james harden struggled in the field shooting 0 for 11 from 3. it was gordon coming off the bench who led the rockets in scoring with 24. chris paul's veteran leadership contributed but he left the game early with a hamstring injury. the rockets take the series lead and putting the defending champs on the brink of elimination. and in the nfl it turns out the so-called you nunanimous vote w exactly official. after initial reports by espn a league's spokes person confirmed yesterday that the nfl did not take a formal roll call vote instead asking for a show of hands in support of the new

policy. after no apparent opposition the spokes person said quote, that was considered a vote. i think there will be much more on that. tum turning now to baseball, the rangers help celebrate his 45th birthday by smashing his face into a cake. he's looking pretty good there. happy birthday to him. all right. but the celebration would be cut short for the rangers after a loss to the royals last night where in the second inning a ground ball hit up the middle, goes up the legs of deshields giving kansas city's ramon torres enough time to circle the diamond turning his base hit into a little league home run. you don't see that every day. and finally major league baseball has seen an up tick in the amount of home runs in the last couple seasons. with last year's total record set in 2000. the league was so concerned about this that they commissioned a study to be conducted by a 10-member committee and in the findings

welcome back, everybody. i'm yasmin vossoughian alongside louis burgdorf. it is the bottom of the hour. let's start with the top stories. a fallout after president trump cancelled the summit with kim jong un. last night north korea issued a statement leaving the door open for future face to face talks just as president trump did yesterday. nbc news white house correspondent kristen welker has more on this. >> the president made the announcement in a letter directly to kim jong un. one reason he was worried north korea would pull the plug first but late last night the state

media saying the world wants this summit and they're willing to resolve any issues. the historic summit with kim jong un had been on shaky ground. >> i believe that this is a tremendous setback for north korea and indeed a setback for the world. >> a senior administration official says the president made the decision to cancel the summit after north korean statements threatening the u.s. with a nuclear to nuclear showdown and referring to vice president pence as a political dummy. the president dictating a three paragraph response to the north korean dictator blasting kim's tremendous anger and open hostility displayed in your most recent statement. >> hopefully positive things will be taking place with respect to the future of north korea. but if they don't, we are more ready than we have ever been before. >> reporter: a senior administration official calling north korea's actions a trail of broken promises including last week standing up u.s. diplomats

who are prepping for the summit. >> we had received no response to our inquiries from them. >> reporter: and kim backtracking on vow to discuss do knee clearizatinuclearizatioh korea's president at the dmz and claiming it destroyed a nuclear test site but refefusing to let inspectors verify that. >> there's a very substantial chance that fit won't work out and that's okay. >> reporter: the cancellation comes after three american detainees had been released even discussion of a nobel prize. >> i just want to get the job done. >> reporter: but the president still leaving the door open writing to kim, if you change your mind, please do not hesitate to call me or write. a diplomatic drama waiting for its next act. kristen welker, nbc news, the white house. >> all right. thanks for that report. joining us now on the phone

professor at georgetown university and korean affairs analyst. thanks so much for joining us this morning. i know you're also the author of the book "the impossible state." first off, i want to start with your reaction to the news yesterday and did you expect this meeting not to play out the way it was supposed to and go forward? >> no, i think everybody expected that president trump was so enthusiastic about the meeting that despite some small bumps in the road that he would go forward with it. in the end it sounded like very practical things like the north koreans just not showing up for preparatory meetings, you know, required preparatory meetings to get ready for the summit may have been the straw that broke the camel's back in terms of trump deciding not to go through with it. >> give me your assessment on the white house's decision to pull out of this meeting with regards to what you know about

how kim jong un negotiates things and do you think it was a good move on president trump's part to do this? >> well, i mean, i think it was -- it was probably a bit too quick for him to agree in march to meet with the north korean leader without much being done in terms of serious policy work. that is i guess his nature to do things spontaneously, so in many ways this unfortunate outcome was in good part his own making, but there's blame to go around everywhere including the north koreans for this thing falling through. >> were you surprised to hear such a tempered reaction from north korea last night that was issued on the state media there? >> no, it's classic sort of north korean behavior. on the one hand being very petulant and very combative and then on the other hand coming back and saying whoa, you mean us? it wasn't us. it wasn't our fault. >> right. >> i mean, this is very typical and we should not be surprised

by it. but you know, both of them have left the door open. both the north koreans and the president have left the door open for possibly getting together in the future. >> we heard talking about south korea saying they're going to go at it alone considering their proximity to north korea and how much their sort of safety is relying on these negotiations. do you think that's a smart move on the part of south korea? >> well, i think it -- i think it is potentially dangerous. i mean, you know, when we are -- we are so varied in what we do. agreeing to meet and all of a sudden saying we're not going to meet. making this decision 48 hours after the south korean president was in the oval office with president trump, the south koreans may be going on their own and try to work out a peace with the north koreans. the thing to remember though is when the north koreans started blasting the united states last

week they were not just blasting the united states. they were also blasting south korea saying that the south koreans were not living up to their word. so it may not be as easy as south koreans think. >> what would it take, dr. cha, to get the north koreans to give up their weapons? is there anything they would take in order to give up their nuclear weapons? >> i think the only thing that would be possible is if we the united states somehow attenuated our alliance and security commitment to our allies in asia. that is south korea and japan and pulled u.s. forces off the peninsula. it might be only under those circumstances that north korea would say oh, the u.s. no longer has a hostile policy towards us and we might think about giving up our weapons, but that is a back loaded formula for denuclearization that makes neither political sense nor national security sense for the united states. >> when kim jong un at that point feels like nothing is

threatening his leadership of north korea. thank you. we're going to see you also coming up on "morning joe." and despite the trump legal team's assertion that robert mueller is beginning to wrap up -- or the mueller investigation is beginning to wrap up excuse me, a new court filing depicts an investigation that is very active and very secret in federal court late this week mueller's prosecutors requested a judge denied media request to unseal their filings for searches and surveillance. the special counsel's investigation is not a closed matter, but an ongoing criminal investigation with multiple lines of nonpublic inquiry. as of this date, the government has brought criminal charges against 22 individuals and entities arising from the investigation. the fact that certain charges have been brought does not imply that the special counsel's investigation into the assigned matter is closed adding that disclosure of materials could reveal sources, methods and lines of investigation extending

beyond the charged conduct. it is one of the few messages from inside the special counsel's office saying that there is more to the investigation than those who have already pleaded guilty or been indicted. now, ahead of yesterday's separate classified briefings on the russia probe, house speaker paul ryan downplayed president trump's recent attacks on the fbi and justice department. take a listen. >> i don't know the answer to that question. >> do you think that the president has done any lasting damage to the fbi and doj? >> no, i don't think -- i do not believe that that is the case. i do believe every institution here will ultimately be healed and made better when the application of oversight and trarns parn transparency and accounting occur. we have strong institutions in this country. they're going to endure any kind of test. >> mitch mcconnell spoke with npr right after yesterday's gang of eight intel briefing when asked if there was anything from the meeting that changed his

mind or lessened his confidence in the mueller investigation mcconnell says he supports both the inspector general and the mueller probe. hae had nothing to add on the subject of the gang of eight meeting since it was in fact, classified. joining us now once again from the hill, molly hill. you just heard us talk about this. really walking a tight rope yesterday of supporting both the house investigation while mcconnell went on to say that he still supports the mueller investigation as well. do you think that they both can continue to walk such a fine line here with trump being so furious at the doj? >> well, there's a few things that are going on here. i believe that a lot of members of congress do and republicans do still support what mueller is doing and how he's conducting it. you know, there is a small group of freedom caucus members who are trying to disparage the investigation, but that's -- but

that's more of a minority. they're vocal but it's more of minority of opinion on capitol hill. the other thing is that when devin nunes, the house committee chairman is demanding access to documents that are classified by the doj, that's an institutional issue and that has to do with congress versus the executive branch. and that has to do with congress being able to do their own oversight and it's not necessarily so much, you know, leaders can separate the issue of, you know, how mueller's investigation is fairing and whether it's conducted fairly as, you know, in addition to -- excuse me, as opposed to whether the doj is giving congress access to the documents they rightly need. and so there's the -- there's sort of a difference in what's going on up on capitol hill and where the leaders fall on that. >> i also want to touch on north korea here. how are lawmakers -- how is

from washington, with a look at axios a.m. political reporter for axios alexi mccammen. good morning and talk to us about axios' one big thing today. >> last summer the united states was closer to war with north korea than was previously known according to sources close to the white house who spoke with axios. last summer was a time in which north korea was testing missiles and kim jong un and president trump were exchanging aggressive rhetoric. president trump referring to kim jong un as rocket man and saying he would be met with fire and fury and now as the summit has collapsed we're seeing that dangerous uncertainty return in a way we saw last summer. >> the summit being canceled, not knowing what's going to happen between the u.s., north korea, south korea, china, japan. all the countries that should be involved in the negotiations what are experts saying to axios with regards to the way in which the president is handling the situation with north korea?

>> jeff prescott, a former national security council adviser under president obama told axios that the president is sort of operating in a way that is focused on political wins and not necessarily with our national interests in mind. and ian bremer of the eurasia group told axios that this looks embarrassing for the president, it's collapsed in a way that no one was necessarily predicting and the letter that the president wrote yesterday and submitted yesterday had harsh rhetoric in a way that is again bringing back this threat of maybe military preemption with north korea. >> are they saying he should have gone forward with the meeting despite the rhetoric coming out of noik noik and not showing up for the meeting a week or so ago when they should have? >> they didn't say whether or not he should have moved forward, but they're saying the way in which it's been handled is not necessarily productive given the fact that last summer we were close to military or a war with north korea. and now this is bringing back that threat. so they're thinking whether or not to move forward with it this

is not the way to handle it with our best interests in mind. >> what are we hearing from the white house with regards to the summit being canceled? >> the white house is very skeptical of kim jong un's intentions and they're increasingly distrustful of him. in order for them to reengage with north korea and kim jong un they would need groveling from pyongyang and the other thing is that the white house thinks that trump you know got these u.s. folks returned from north korea, these detainees returned by basically giving north korea nothing. in a way, sort of unsurprisingly the white house used this as a win for president trump who they say gave nothing and got something. >> i know you have new reporting on the first daughter shall we say, ivanka trump's security clearance, talk to me about that. >> i reported for axios yesterday that ivanka trump was given full top-secret security clearance before she was acting on interim top secret security clearance at the same time that jared kushner, her husband and the president's son-in-law was
