thank you soery much for being here. good night from nbc news headquarters in new york. in minnesota, the president held a rally just hours after signing an executive order to keep families together at the border, but spent only a small portion of the event talking about immigration. plus new questions this morning about the impact of the president's executive order and what it means for children who have already been separated from their families and amid legal troubles, michael cohen resigns from his post from the rnc and takes a shot at trump's separation policy in the process. >> good morning.

it is thursday, june 21st. i'm yasmin vossoughian alongside louis burgdorf. mentioning the executive order to halt his policy of family separations almost though as an afterthought. take a listen. >> so the democrats want open borders, let everybody come in. let everybody pour in, we don't care, let them come in from the middle east, let them come in from all over the place, we don't care. we're not going to let it happen. and by the way, today i signed an executive order we're going to keep families together, but the border is going to be just as tough as it's been. >> so reporters at president trump's rally, they spoke with some of his supporters about the controversy at the border, the daily beast ben jacobs wrote he had gotten a range of responses

about child separations from trump supporters. some say it's terrible. some say it's fake news. all agree though it isn trump's ult. the new york times wrote common theme here, a trump supporter in duluth one of many waiting outside a long line, just told me a long line she has compassion for separated family but ultimately believes the videos are fake and that they are photo shopped. the president himself suggesting that attention on the government separating migrant children from their families is intended to distract from the justice department's probe on the hillary clinton e-mail probe. >> have you seen this whole scam? do you believe what you're seeing? no matter how many crimes she committed, which were numerous, they wanted her to be innocent.

with me, nothing, no collusion, no nothing, and they just wanted to take all of us, they wanted to put us in trouble. and it's not working too well. i'll tell you. disd d d disgusting. the phony witch hunt. but you look at the corruption, did you ever see anything like it really? today, more things, that's why they're building up immigration so you can't see what's going on in congress. they're building up immigration. they don't want to show what's happening in congress where this whole scam has been revealed. so they want to stay on immigration where obama had bigger problems than anybody where bush had problems, where other -- they want to stay on immigration because they don't want to go into the halls of congress, which has totally revealed the russian scam that's going on.

what a group. >> all right. so the crisis is far from over for migrant families at the border, especially those separated over the last month and a half due to a lack of planning by the administration. president trump made it clear that his zero tolerance policy of arrest and detention at the border is going to continue. yesterday's executive order directs the justice department to appeal the flores settlement, a 1997 court order which actually prohibits immigration authorities from keeping children in detention even if they are with their parents for more than 20 days. doj officials said it is not clear whether the practice of separating families could resume after 20 days if the federal judge in los angeles who oversees the order denies the appeal. a department of health and human services person said last night they have received no orders or plans to reunite the more than 2,300 kids already separated from their parents awaiting

immigration court hearings. hours later a different hhs person said that spokes person misspoke and that the agency is awading further guidance on the matter. and during a meeting with congressional republicans yesterday president trump praised himself for having the political courage to reverse a policy in crisis that he actually created. >> the dilemma is that if you're weak, if you're weak, which some people would like you to be, if you're really, really pathetically weak, the country is going to be overrun with millions of people and if you're strong, then you don't have any heart. that's a tough dilemma. perhaps i'd rather be strong, but that's a tough dilemma. >> meanwhile the administration's trend of spelling errors continues. this time misspelling separation here. as you can see on the screen the error was quickly corrected.

the executive order yesterday was a jarring reversal from what both he and his administration had been falsely stating for days. that only congress could actually fix the problem. >> you can't do it through an executive order. >> until these loopholes are closed by congress it is not possible as a matter of law to detain and remove whole family units who arrive illegally in the united states. congress and the courts created this problem and congress alone can fix it. congress is the one that needs to fix this. it's a law passed by the united states congress. >> there's only one body here that gets to createlati legisla and it's congress. we would like to see congress fix it. it's congress's job to change the law. >> that's not what happened yesterday. so the president also routinely blamed the democrats for a policy that his administration created.

listen to this. >> i hate the children being taken away. the democrats have to change their law. that's their law. the democrats forced that law upon our nation. i hate it. that gave us the laws. >> and that's a democrat bill. that's democrats wanting to do that and they could solve it very easily by getting together, but they think it's a good election point. that's the law and that's what the democrats gave us. i say it's very strongly the democrats' fault. their obstruction, they're really obstructionists and they are obstructing. >> we're having a lot of problems with democrats they don't want to vote for anything. this has been going on for 50 years, longer. this has been going on under president obama and president bush. this has been going on for many years. we're going to see if we can solve it. this is not something that's happening just now. you look at the images from 2014. they were showing images from 2014. they blow away what we're looking at today and that was

not doing this. that was during the obama administration. i saw images that were horrible. >> and in all these tweet from just the past six days the president blames the democrats for his administration's child separation policy. in addition the president's executive order came three days after the secretary of homeland security falsely claimed that the policy did not exist interestingly enough. joining us now live on the ground in tornillo, texas, good morning. >> good morning. >> talk to us about the about face from which executive order from the president yesterday. >> reporter: interestingly enough, the initial reaction was obvious. people were happen piz to hear that there was an order being signed that was going to reunite families but that's not the executive order that was signed and once we read the order and we realized that in the tent city behind me where hundreds of young kids are, they're in

limbo. they're between the old new policy of separating families and this executive order that says in the future families will be kept together so it's completely unclear what's going to happen to the few hundred unaccompanied minors who are in the camp behind me. there's going to be a group of mayors that will come through this spot here. they can't get into the camp either. one of their spokes people told me they applied for access to the camp behind me and were told it's going to take two weeks, so the u.s. government is interested in keeping out elected officials which is a little bit crazy. >> what were you seeing throughout the day yesterday especially after that order was signed? i was watching your twitder feed and i would see buses streaming in to the tent city. talk to me about the amount of people you saw going in and out. >> i saw two buses full. i would say, you know, 75 to 100 kids on the bus.

there were vans going in that were empty. also big buses going in that were empty. lots of supplies coming into the camp but this was after the executive order was signed. i mean, once you have the sort of wheels of bureaucracy in motion that's what's going to happen and the camp is probably going to fill up. joining us now white house reporter for the associated press. let's talk first about congressional leaders and their reaction to president trump's executive order. >> reporter: yeah, so it was sort of the way that i think they were describing the reaction where it first it seemed like there was going to be a major decision reversal here made especially concerning the kids currently in these detention facilities and as the details came out it might not actually affect or not immediately affect the children in detention centers and wouldn't get rid of the policy.

it would change the way these children are housed. that said, there has been a very fraught debate on capitol hill over immigration with these different versions of bills, the compromise bill is supposed to be coming to the floor today along with a more conservative version which is not expected to pass. there has been a lot of momentum going into today. the president had gone to the hill to try to lobby members. speaker ryan brought people who were on the fence to try to get the president to convince them but the president as he does again and again really kind of sent a bomb into this whole negotiation by signing this executive order that took so many people by surprise. it's unclear whether it's going to help at all move it past the finish line. >> that's my big question here is this continuous fight over immigration that we've been having the last week or so and seeing these horrendous images that are real news coming from these areas, is it going to add

sort of -- is it going to put these congress person's feet to the fire? is it going to push more momentum to make sure they get something done. >> reporter: they're concerned that the president's action yesterday kind of pulled back the pressure a little bit because children now coming into the system will not be separated. kind of lessens the pressure for them a little bit and what a lot of people are thinking is that what this might wind up doing is increasing the likelihood of having a more narrowed bill. so a more narrowly tailored bill that would address the separation issue. >> and we just heard from cal saying there doesn't seem like there's a plan and a lot of these children will be falling through the cracks. is this going to be made an issue on the hill hopefully in d.c. to get a lot of these kids reunified with their parents? do you have any idea? >> reporter: absolutely. this came together very quickly. there were members of the

administration who were thrown offguard. multiple members of congress, leadership on the hill who were very surprised as we were to see this executive order came through and it became very clear, very quickly that there was not a worked out plan to try to figure out how to reunite these children with their parents and i wouldn't be surprised if that's something that ends up being addressed as these different pieces of legislation go through the process. >> thank you, jill. still ahead, president trump held a summit with kim jong un this month. it did happen. could vladimir putin be next? we have a potential meeting there. plus, where was ivanka? a senior white house advisor weighs in after staying silent for days on the issue of family separation. those stories and a check on your weather when we come back. ♪

welcome back. former trump fixer michael cohen resigning from his post on the rnc finance committee and reportedly took a parting shot at the president on the way out. abc news says it reviewed cohen's resignation letter he reportedly said both the ongoing investigation into his own conduct makes it impossible to do the job. according to abc news cohen also criticized trump's separation policy writing as the son of a polish holocaust survivor the images and sounds of this separation policy is heart wrenching while i strongly support measures that will support our borders children should never be used as bargaining chips. it's been reported that he's also considering whether to give prosecutors information on the president. cohen is also reportedly frus tratded that the president has not offered to pay his legal bills.

meanwhile, the wall street journal reports that the publisher of the national enquirer has been subpoenaed in the cohen investigation. people familiar with the matter tell the journal that prosecutors want to know if americ media coordinated with michael cohen to suppress the story about an allege affair with donald trump. the companpaid for the right to her story in the months to the election. but never published it. a practice known as catch and kill. the ceo of american media is a close friend of the president. prosecutors are looking into whether the unsupported payment could violate campaign laws. >> and president trump could meet with russia's vladimir putin as early as next month. that's according to two sources who spoke with bloomberg. the two world leaders are looking into meeting the july

visit. the sources logistics for two dates are being discussed. one option is july 11 before the nato meeting. the other is july 15th after trump's meeting to britain. let's switch gears and get a check on your weather with michelle grossman. in just a few moments it's going to be officially summer and it certainly feels like that outside. >> i hope you packed those shorts today. it will feel very hot all across the country. it arrives at 6:07. we'll have flooding rains and also temperatures above 100 degrees in some spots so places like las vegas, is 112 today. otherwise we're looking at soaking rains in parts of the midwest. also parts of the plains into the mid-atlantic so if you're out and about you want to keep an eye to the sky. if you hear thunder, you see lightning you want to get

indoors. we're seeing that sit and spin where that rain is sort of sitting and spinning over corpus christie. flooding rain may see over a foot of rain in some spots and further to the north in parts of louisiana, arkansas also seeing the potential for flooding rains. that will subside by the weekend but we could see an additional two to three inches of rain an top of that foot that they've already gotten. it will stay put today and move out over the next several days. otherwise the stories about the heat in the south and we're looking at temperatures in 90s in most of the south. >> with 121 degrees out there i have to say summer is here for sure. >> all the highlights from the world cup. i actually watched a couple of games. and flying frankfurters. we'll explain that next.

louis burgdorf. the house is expected to vote today on a pair of republican bills to try and fix the immigration system but the legislation may not make it very far as gop members appear in disarray on the matter. both the republicans compromise bill and the more conservative plan are expected to fail and it's coming after interparty tensions rolled over on the house floor. chairman of the conservative house freedom caucus confronted paul ryan during a vote. meadows could be heard telling ryan i'm done during their heated exchange and later todld reporters that he was putting a wrong version of a conservative bill up for a vote. there were two other bills left out of the compromise, legislation that he'd helped negotiate with more moderate republicans. republican leadership says that

meadow's claim was a miscommunication and actually pushed back on the suggestion that the freedom caucus was moving the goal post at the 11th hour as some moderates may have suggested. president trump's daughter ivanka trump was silent. she commented for the very first time on the topic just yesterday tweeting this. thank you, potus for taking critical action ending separation of families at our order. congress must act and find a lasting solution that is consistent with our shared values. ivanka trump who once built herself as a quote source for good was publicly silent on the issue prior to that tweet. white house spokesman said ivanka trump had made calls advocating for a fix and president trump stressed yesterday that he had heard from

it certainly looked like a very deliberate convoy taking i would assume the -- some of the unaccompanied minors out of the camp. it's not clear how many are in this camp and again, all of this is semiconjecture. i mean, we saw this con deliberately leaving but the officials are not telling us what is going on. that's the cloud that's hung over this the entire time. they are deliberately keeping the information from the media. we don't know how many kids are in this camp. we heard on friday it was a couple hundred. but again, we are sort of guessing the numbers here, but it did again look like there was somebody leaving the camp. >> yeah, they're not giving us a lot of access to these tent cities to these camps to many places to detention centers and the only thing we're seeing is stock footage, photos taken by the government so they're able to control what it is that the public is seeing as you said

because they don't want us to see any more than they want us to see. talk to us -- yesterday we talked about how these camps are being built. we know the temperatures are high there and they rise throughout the day. i think at one point you had said in the shade it was 100 degrees or so or nearing 100. >> yeah. >> do we know what type of care they have for these kids inside these camps so as -- so that there's no overheating or anything like that? >> we don't. we're told that the camps, the tents themselves and we saw an aerial shot of about 18 of them are those thick obviously outdoor emergency management style military tents that have full air conditioning but as you've said, the key here is that these camps and the one behind me specially is being built very quickly in the middle of the night. it's being put up and then it's being filled to maximum capacity. that seems to be why when you

read that executive order it indicates that they're going to move the kids potentially to military bases where they do have existing facilities. >> all right. thanks, cal. >> all right. president trump's personal attorney rudy giuliani is saying the president's decision about whether to meet with spe counsel bob mueller could be delayed until mid to late july. seems like just to be getting pushed back more and more. giuliani said last week he expected president trump and his legal team to decide about an interview by the end of this month but while speaking to the washington post yesterday giuliani said the inspector general report during the 2016 hillary clinton e-mail investigation has upended that plan. he told post he's advising trump to stay put, to hold our horses just a little. he added i'd like to get it done, our part over to them by july 4th but developments could lead him to advise the president to keep holding off.

and president trump held a campaign rally in northern minnesota last night in which he attacked familiar targets like imgrants at the border and a news outlet appeared to join in on the president's criticism as the rale ily wly was going on. trump rally live and only on fox news. other networks ignore presidential rally. others aired portions of his speech. >> i think we are now at the most successful level that the country has ever seen. that's how we're doing. and let me just tell you, because i hear a couple of the fakers the other day said, well, i think it's obama's economy. obama's economy? you ever notice they always call the other side and they do this, the elite. the elite. why are they elite?

i have a much better apartment than they do. i'm smarter than they are. i'm richer than they are. i became president and they didn't. >> okay. joining us, white house reporter for the associated press, jill, good to talk to you. talk to me about this rally, jill. what do you think are some of the biggest moments, some of which we just saw with regards to the president's apartment and how smart and rich he may be? >> i mean, what you saw last night was the president sort of at his rawest and his most honest. that is the kind of railing against the media, railing against the elites that we hear from folks we talked to relayed to us. the president was there just hours after signing this executive order that was framed by so many as a reversal of his policies. it was. and he was there in front of

this very rabid base of supporters, people who are his true supporter es and he was there to show them he remains strong. he wanted to talk to them about how he's still a hard liner on immigration really casting the democrats as being pro illegal amnesty and claiming they care more about immigrants than they do about american citizens. spent a long time railing against the media. there was also a portion where he really showed up against the conclusions of the inspector general report when it deals with hillary clinton's e-mail server saying all they were doing is try to find ways for her not to get in trouble and how there's a double standard here. this was aggrieved trump on stage. >> it seemed like this was a true reflection as to where the president felt like he was at earlier in the day when he was signing that executive order being pushed to the brink and having to really switch gears here and then coming out in that rally and wanting to seem quite strong and wanting to rebound

from what he felt like was a week or so where his administration was being trampled trying to be as raw as possible. >> exactly. and you know, we've heard that the president was especially frustrated by the way the media was portraying the migrant crisis, that there were no cherry picking images trying to make him look bad. he even talked about how reporters he thought were making a big deal of the migrant crisis as a way to distract from the questions surrounding hillary clinton and the russia investigation. but what was also i thought really interesting here was just the fact that we continued to relitigate the 2016 election again and again and again. the president actually quoted himself from that first eech he made at trump tower when he was announcing his candidacy talking about how mexico was sending the bad ones across the border. he sort of quoted himself there saying look, i was right, harkening back to those days. this was the president again trying to prove that he's strong, trying to rally that

swan. talk to us about axios' one big thing today. >> we take you inside the biggest blunder of trump's presidency, the family separation policy. and then the head-spinning way in which he reversed himself yesterday. i came on this very show yesterday morning and said that there was no indication that he was going to unilaterally change his policy. and let me tell you, senior staff at the communications meeting in the morning at the white house were also under that impression. their impression was they were going to let congress act. wait and see if they were going to fail or not. and then maybe after that introduce some sort of executive action. trump changed course late in the morning and moved very rapidly. there was still uncertainty as about noon, 1:00 p.m., 2:00 p.m. what form this was going to take. there was legal consternation. and so it was a complete

meeting of the day usually around 11:00 in the oval office, he's been watching tv until then. then he spends most of the day, a lot of the day when he doesn't have meetings in the dining room adjoining the oval office, watching cable tv. so it's the images, and absorbing this that was the tipping point rather than any adviser. >> is there any reporting to indicate that his daughter had anything though do with this, the conversation she had with him? >> she did advocate to him behind the scenes and even more significantly, melania trump did. she never really, very rarely does melania weigh in on policy. she weighed in on this one. i don't know if you're going to do an hierarchy of influence. i don't know and i don't think really anyone does. >> how is the white house now viewing how, how this has all been dealt with publicly? >> well the more honest aides, the more candid aides describe it as a cluster. and fully admitted to me, this
