this morning, it is day two of the nato summit and president trump continues to hammer nato allies over their defense spending. he was up early and tweeting. plus the white house offering up an explanation for why chief of staff john kelly looked uncomfortable during nato talks yesterday, and it is not what you might think. a federal judge orders that former trump campaign chair paul manafort be transferred from a jail where he has reportedly been treated like a vip. ♪ good morning, everybody. it is thursday, july 12th. i'm yasmin vossoughian alongside david gurro. we are going to start with

president trump in brussels for day two of the nato summit. it has been a highly contentious affair for trump so far as he continues to attack nato allies while using terms usually associated with the protection racquet to describe the united states involvement in the nato alliance. earlier this morning trump tweeted, quote, presidents have been trying unsuccessfully for years to get germany and other rich nato nations to pay more toward their positive text from russia. they pay only a fraction of their cost. the u.s. pays tens of billions of dollars, too much to subsidize europe and loses big on trade. then in a follow-up tweeting that germany wants protection from russia. during yesterday's closed-door working session, attendees said that trump repeated his lines that germany needed to pay more for nato protection. although during the same meeting and on twitter trump upped the ante. the white house confirmed during that working session

trump allies they must increase the amount of gdp towards defense to 4%, which trump also tweeted this morning. that would double the 2% target set for 2024 and not 2025 as the president tweeted. the president is now demanding that allies meet the 2% goal, quote, immediately. but the u.s. does not even meet trump's 4% figure. currently the u.s. contributes 3.3% of its gdp toward defense per the pentagon, not the 4% figure trump inaccurately stated during his breakfast with nato secretary general. while the president continues to question the importance of nato, his seth of stacretary of stateg the opposite approach, tweeting this. nato is the most successful alliance in history. all nato allies have committed to extending this success. weakness provokes strength and cohesion protects. this remains our bed rock belief. joining us live from london

nbc news white house correspondent kristen walker. also with us, cal perry. chri kris, i'm going to start with you on this one. the president sat down with german chancellor angela merkel. how did it go? >> by all accounts, yasmin, it went fine. both leaders sort of struck a note of unity, vowing to work together on a range of different issues. so you really have the disparity between the bluster, the language, the sharp rhetoric of president trump versus sort of sitting down, trying to get to the nitty-gritty of working through some of these differences that they have. but it was remarkable, yasmin. there's no way to overstate it. it was remarkable that president trump would lash out at germany in the way that he did during that breakfast with the nato secretary general, and it did spark a sharp rebuke from the german chancellor while she was talking to reporters.

she said, look, i grew up in east germany. i know what it's like to be under russian rule. that's not what is happening here. germany is independent. she also said that she is prepared to have controversial discussions, so sort of brushing some of the president's criticism aside. but the reality is the broader picture here, president trump not afraid to take on some of america's oldest and closest allies, and that's raising some real concerns ahead of his high-stakes face-to-face with russia's president vladimir putin, concerns that he's not going to be tough enough with putin and that he's not going to stand united enough with the united states allies. guys. >> kristin, walk us through the rest of the president's day. i gather he is going to trade that gleaming billion dollar plus nato quarters for the modest childhood home of winston churchill. what does the rest of the day look like for president trump. >> that's right. it will be a day of pomp here. he will be greeted by teresa

may. it it will be at the birth play of winston churchill. he will have a dinner with her and other political leaders as well. tomorrow he will have a bilateral meeting with the prime minister, and then he will be having tea with the queen of england along with the first allied. all of that really aimed at showcasing what has been referred to as the special relationship between the u.s. and the uk, but the reality is right few it is a relationship that's being tested because of tensions, because of deep differences on policy issues like trade. the prime minister recently criticizing the president sharply for imposing new tariffs on european allies, but there's another part of this political reality which is that she is in crisis here over brexit. so right now she needs president trump. she wants to get a deal with him on trade. is that going to happen? that's what we'll be watching for, guys. >> our colleague kristin welker in london. thank you very much. cal perry, i want to turn to you very much.

the president set to arrive in london a little later today. kristin talking about the crisis theresa may faces domestically. just explain how it is influencing how the summit will unfold. of course, boris johnson, now former secretary would have been there, greeting president trump upon his arrival in london. how are things different take from what they were a few days ago? >> well, look, normally the british prime minister would welcome the american president with open arms because it would help bolster their political position here within the government. what we know, of course, is that the prime minister is klining to h -- clinging to her position and she is being undermined by people like boris johnson who resigned on monday, did so very publicly, made a photo opportunity out of it and has taken criticism in the unite it kingdom for doing so. he is friends with president trump. this is the man who went to the united states and appeared on fox news to try to get the president to reverse his decision on iran. so if the united states

president, president trump meets with boris johnson, it will completely undermine the position that the prime minister is in, especially as she continues to try to find a way for the united kingdom to separate itself from europe through brexit, something that has proved an uphill challenge and has claimed any number of politicians on its way. >> cal, we just heard kristin say that prime minister theresa may really needs president trump right now to basically strike a trade deal because of sort of upping the ante with the trade war with regards to a lot of european countries there. the thing is the president is not a popular guy there, so there's definitely a fine line to be walked for theresa may right now. >> reporter: right. he's toxic for her. i mean the mayor of london hates him. the people of london by and large hate him. he has said racist things about the unite d kingdom. he has criticized the national health service here.

at the same time he has proposed a 25% tariff on steel, a 10% tariff on aluminum. this is an industry in the united kingdom that employs over 30,000 people. she is balancing a toxic relationship on one hand, and on the other hand she has to negotiate her way out of europe with these new trade deals and .starts with a new trailed agreement with the united states. unfortunately for her, the current leader of the united states, his thing is trade and his thing is america first and he's not looking to give, certainly when he knows his base is watching these trips. >> cal, quickly, do you think if she were to strike a trade deal with president trump in an ideal world, because it doesn't seem like it would necessarily happen in 24 hours or so, that would actually up her popularity? >> reporter: absolutely. it would show people in this country that she can handle these tough negotiations with the european union. she is handling them with president trump. the question is, is he willing to give her that political victory knowing his relationship with boris johnson, knowing that he sees her for what she is,

which is very vulnerable. look, the government here in the united kingdom is not vulnerable. her leadership is vulnerable. he sees that. does he want boris johnson to be in charge? if he does, he's not going to give her that victory. >> okay. we will talk to you again. some of trump's criticism is being met with pushback. yesterday the house passed a resolution expressing support for nato. the senate passed a similar resolution the day before with only senators rand paul and mike lee voting against it. meanwhile, there was mixed reaction in the gop to trump's criticism of nato. some republicans are rallying behind him though. >> he wants to make sure that they get to the full percentage, whether it is 2% or something that they need to be spending. in other words put your money where your mouth is. >> look, we value our alliance. we value our allies, but you got

the pay your own way. the american taxpayer has carried 'em on their backs. >> but some members of the party are rebuking the president, but much of it is coming from republicans who are not running for reelection. listen to this. >> i subscribe to the view we should not be criticizing our president while he's overseas but let me say a couple of things. nato is indispensable. it is as important take as it ever has been. >> it just seems like the tone of what we're doing is -- is something that's not good for the alliance. >> i think sometimes you can be a little too critical of other counterparts and i don't think we should be critical. >> the white house is offering up an explanation for why chief of staff john kelly looked displeased at the start of the nato summit yesterday. during a breakfast meeting president trump suggested that

germany was totally controlled by russia. news outlets note it kelly looked uncomfortable during those comments. according to sarah huckabee sanders, he looked displeased because he was hoping for a full breakfast and they only had pastries and cheese the table there. >> i have to say every time i hear it, it gets better here. we have to have a thought bubble over john kelly's head. where's my sunny side eggs. >> it was not over easy. lawyers in the chamber voted overwhelming yesterday to call on the president to get congressional approval before using national security as a reason for imposing tariffs on other nations. the vote comes after the trump administration announced a new round of tariffs on china this week, but the president's trade war against beijing and u.s. allies may signal a boost to the u.s. economy, albeit only temporarily. "the new york times" reports economists are predicting that the gross domestic product for the second quarter could reach

5% when the preliminary numbers are released in just about two weeks time, but that boost would likely be because china stocked up on american soybeans, crude oil and other exports before the president's initial tariffs kicked in earlier this month. all right. a federal judge has refused former trump campaign chair paul manafort's request to keep him at a rural virginia jail where prosecutors say he bragged about receiving, quote, vip treatment last week. manafort's attorneys requested a delay in the trial, expected to begin in less than two weeks, claiming that being jailed in rural virginia made it difficult for manafort to assist in his own defense. but according to prosecutors, prison logs show manafort has had more than 100 phone calms with his attorneys over the last three weeks, speaking with him every single day. he also has a personal laptop that unlike other inmates he is allowed to use in his unit. according to court documents, manafort was recorded in a jail house phone conversation saying that he is able to visit with

his lawyers every day and he has, quote, all of my files like i would at home. judge t.s. ellis, the same judge who the president and conservatives one cheered for questioning the scope of the mueller probe, also seemed annoyed at manafort's legal team after it requested to be moved closer to washington only to fight the decision that the judge granted in its favor, the judge writing, quote, it is surprising and confusing when counsel identifies a problem and then opposes the most logical solution to that problem. manafort is awaiting trial in jail after his bail was revoked on allegations of witness tampering. prosecutors say some of the other perks he received while behind bars in rural virginia, his own bathroom, shower and no jail uniform. it is unclear if those same privileges will follow him to the alexandria jail where the judge ordered he be moved. still ahead, everybody, the president overseas, but he's lashing out on twitter at former fbi lawyer lisa page. plus adult film star stormy

president for defamation. trump denies the allegations of the affair. and charged with misdemeanor sex offense according to the local station. peter strzok, who was reassigned after personal text with negative opinions about president trump, will go before the house judicial and oversight committees where he will strike back at republican suggestion of political bias according to prepared remarks obtained by the associated press. strzok plans to acknowledge his texts were blunt and that he also criticized hillary clinton, bernie sanders and others. he also intends to say he was one of the only people who knew the details of russian election interference during the 2016 campaign and though it could have derailed trump's election chances, quote, the thought of exposing that information never crossed my mind. let me be clear, he says, unequivocally and under oath, not once in my 26 years of defending my nation did my

personal opinions impact any official action i took. i have the utmost respect for congress's oversight role, but i truly believe that today's hearing is just another victory notch in putin's belt and another milestone in our enemies' campaign to tear america apart. as we've been talking about president trump in europe, but his head very much in the russia scandal, tweeting about house republicans' demand that former fbi lawyer lisa page testify by tomorrow morning about investigations involving hillary clinton and donald trump. yesterday page's lawyer said she had not received access to justice department documents to prepare for wednesday morning testimony until after 11:00 p.m. on tuesday night. page's attorney accused the house judiciary and oversight panels of using unnecessary, quote, bullying tactics to push page into an interview immediately when she has offered to voluntarily appear before the committees later this month. but chairman trey gowdy and bob

welcome back, everybody. i'm yasmin vossoughian alongside david gurra. let's start with the morning's top stories. president trump currently in meetings in brussels during day two of the nato summit. it has so far been a highly contentious affair for the president who spent much of the day levying criticism against germany. after haranguing germany trump met with angela merkel and here is how he described their relationship. >> we're having a great meeting. we're discussing military spending. we are talking about trade. we have a very, very good relationship with the chancellor. we have a tremendous relationship with germany. they've made tremendous -- you've had tremendous success and i congratulate you. tremendous success. >> trump later had a bilateral

with france's emmanuel macron and he was asked to comment on trump's assertion from earlier in the day that germany is, quote, a captive of russia. here is his response? >> to you agree that angela merkel is beholden to the russians? >> i'm glad they're asking you that question. thank you. thank you very much. >> no, i think -- we just -- we will for give that. >> joining us live from london nbc news white house correspondent kristin welker. from london always nbc international correspondent cal perry. kristin, let me start with you. there's some stark relief there, a real contrast from what we heard when he was in the private-ish setting with angela merkel compared to what he said at breakfast. help us understand that. you've been to a few of the

summits. you have seen the president on that stage and from the one we expect to have on monday. how is it different? >> i think it is the president sort of navigating this line between bluster, tough rhetoric, and then really getting down to business and try to hammer out some of the detapils of the policies he's trying to enact at that breakfast, which was remarkable by the way. we rarely see those types of tensions bubble to the surface in these types of summits. the president unleashed on germany, unleashed on nato allies, effectively accusing them of not paying their fair share, but really targeted germany specifically, as you all know, but then dialed it back significantly during that bilateral meeting that he had with the german chancellor. the bottom line is i think in these private conversations he's still pushing for the same outcome, but doing it in a different way. what did he actually come away with at the nato summit?

of course the united states joined the other nato members in this joint statement, effectively saying we commit to fighting terrorism together, increasing defense spending and a range of other commitments, but not securing what he said he wanted, which was to see nato members increase their spending to 4% of their gdp, that up from 2%. that suggestion was really met with a lukewarm response. again, i think you're seeing the disparity between the president's very tough rhetoric and then the reality of carrying it out. >> all right. kristin, thank you so much. cal, i'm going to turn to you on this one. president trump as we know arriving later this morning in london before traveling this weekend to his golf resort in scotland, a highly-anticipated visit, the first visit he will be making to the uk as president of the united states. what's expected here, cal? >> reporter: well, we're certainly going to see protests. what we're not going to see is what was originally planned, which was a full day in london tomorrow, friday, to open the

new u.s. embassy. the reason for that is that donald trump is despised by and large here in london due to racist comments he has made about the united kingdom, comments about the national health service, attacks in the past he has made on prime minister may. for all of those reasons, in visit is designed by and large geographically to keep him out of the city. the meeting that he will be having tonight with the prime minister is three, four hours drive from london. tomorrow he will be meeting the queen out in windsor. of course, that's not in london either. so he's really only here for a few hours today, and a lot of this, of course, is for domestic consumption. the comments yesterday made to the secretary general of nato was for domestic consumption in those states in the u.s. where oil and natural gas is important. so for president trump and his purposes, really the visit to the united kingdom not as important as it is for the prime minister may, who continues, of course, to struggle to hold together her leadership, yasmin.

>> cal, i want to ask you how the president is preparing for what we've been told to expect here for the summit on monday when the president meets with president putin in helsinki. as yasmin mentioned, he is going to scotland for the weekend. he said he thinks that one-on-one meeting with russia's president may be the easiest conversation he has over the course of the seven-day trip to europe. what do we know what we can expect in terms of deliverables, what the two leaders will be talking about? >> well, we know vladimir putin is a master in these meetings, that he is a man who comes from a world of espionage, that he's very talented in getting what he wants out of these meetings. we know that president trump talks big about how he is in these meetings, but we know for example that he got virtually nothing from the north korean leader. so, you know, as he heads into this meeting he needs to have a list in front of him of what he wants from the russian leader because the russian leader is certainly going to have his own list. the reality is the leader of russia is interested in a weaker

nato. the leader of russia is interested in a weaker european union. both of those things seem to be in concert with what president trump wants, so it is very possible that these two leaders could see eye-to-eye on a great number of issues that are seen incredibly distressful to the leaders of europe. >> thank you, cal. >> you know, you -- sorry. >> go ahead. >> you hear about the reporting that took place over the weekend when they talked about the late night phone calls between president putin and president trump, and you couldn't help but think when president trump was walking into the nato meetings and the way in which he conversed with some of the leaders and the things which he has communicated, that possibly putin what in his ear, in his mind when speaking the way in which he did. >> yeah, interesting conversations which, among other things, he says they both are being targeted by the fake news. >> exactly. thanks, cal. >> guys, you heard cal mention north korea there. senator mark warner is questioning whether president trump's upbeat statements about north korea's willingness to give up its nuclear weapons are consistent with the findings of

the u.s. intelligence agencies. according to the letter obtained by nbc news, warner, the ranking democrat on the senate intel committee, is asking trump's director of national intelligence to deliver to congress a detailed assessment of whether kim jong-un is willing to take concrete measures to significantly reduce his country's nuclear weapons stockpile or accept intrusive international inspections. secret facilities have been detected in north korea where it has increased production of nuclear fuel. they also believe kim is working on plans to deceive the international community about nuclear facilities, the number of weapons it possesses and the state of the ballistic missile program. the trump administration has not commented on that report. a spokesperson told nbc, quote, we have received the letter and will respond to the senator directly. all right. a trump administration official says they anticipate by early this morning they will have r

reunified all of the eligible children under the age of five separated from parents at the southern border, but the ha administration said not all of the young children in their custody are able to be reunited. the "wall street journal" reporting that the administration plans to ask a judge to consider giving asylum-seeking parents arrested at the border a choice, agreeing the remain in custody with the children during immigration proceedings or release the children with authorities to be placed with a sponsor. quite a choice there. after president trump addressed the migrant in families in crisis by declaring, don't come to our country illegally, "vice news" relays the story of a 27-year-old man named jose who requested asylum and did not cross the border illegally but was still separated from his three-year-old son in mid may. he was told the child was being taken to the bathroom. they were reunited this week.
