2018. that you so very much for being here with us. good night from nbc news headquarters here in new york. ♪ bracing for impact, hurricane florence churning towards the east coast. millions of americans are being told to evacuate wait before the powerful and potentially deadly storm makes landfall. plus, former white house aide omarosa reveals new recordings of president trump. this as the white house confirms it has changed its phone policy in the wake of her secret tapings. this morning the nation will pause once again to remember those who lost their lives in the september 11th terror attacks. somber tributes will take place across the nation today, 17 years later. ♪

good morning, everyone. it is tuesday, september 11th. i'm ayman mohyeldin. this morning it is a state of emergency from maryland to the carolinas as hurricane florence barrels toward the united states as a powerful category 4 storm. governors in south carolina, north carolina and virginia have issued mandatory evacuation orders impacting at least 1 million people ahead of the storm's landfall. >> florence is intensifying steadily. this storm is strong and it's getting stronger. >> florence rapidly intensified between sunday and monday with winds jumping from 75 miles an hour to about 130 miles per hour. president trump has already approved emergency declarations in the carolinas, tweeting that the federal government has begun mobilizing assets to be able to respond to the storm quickly. president trump's campaign has also called off a rally scheduled for this friday,

citing safety concerns from hurricane florence. the 5:00 a.m. advisory from the hurricane center, the two new things is a storm surge watch is in effect from south carolina all the way up to the north carolina/virginia border. we knew that was pretty much coming. that's the target zone for the most part of greatest concern. let me go through the new 5:00 a.m. advisory, show you what has changed and what we're locking in for our greatest concerns. 140 miles per hour winds. the rapid intensification has stopped. it's still about 1,000 miles away from eastern north carolina. the path takes it up to 145. this is friday at 2:00 a.m., still not at landfall. the cone goes from myrtle beach to cape hatteras. here's the scary part.

then we go from friday 2:00 a.m. with landfall, this is saturday 2:00 a.m., this is sunday 2:00 a.m. we're talking about a major hurricane sitting, spinning for two to three days over areas of north carolina. we'll talk more about all the computer models coming up, but there are huge concerns not just for the storm surge and the wind with that devastating impact at the coast. with the inland flooding, this could be a harvey situation all over again. omarosa released a new recording from inside the west wing where president trump can be heard discussing hillary clinton and the russia investigation with white house press secretary sarah huckabee sanders and hope hicks. >> i think hillary's getting killed now with russia. the real russia story is hillary and collusion. somebody told me, hope, you told me it was $9 million they spent. >> yeah, someone just said she's

far worse. >> did you see? nobody know who is spent it. no. i heard it was 5.7, but now they say it was 9. it was to a law firm where they can't trace it, but they traced it. i can't believe it. the reason the law firm is because this way you don't have to give any papers. they found out it's definitely illegal. so the whole russia thing, i think, seems to have turned around. what do you think sarah? >> absolutely. >> manigault newman said the meeting was to talk about a dossier alleging collusion between his campaign and russia compiled by british intelligence officer christopher steel. she said after the 15-minute exchange trump made staffers gather around the oval office to listen to him rant on various

topics. manigault newman released a previous tape where trump can be heard discussing the deadly niger ambush. >> what happens is we're decimated. it's a rough business. they're rough. they want to kill us. we've let the military do what they have to do. whether you call it rules of engagement -- in the middle east there's very few left. we really -- we've done a very good job. we've done more in seven months because really it's seven months we've started -- we've done more in seven months than they've done in eight years. >> manigault newman said the recording is from an october 27th, 2017 meeting of the white house communications team that trump joined. she went to describe trump's

comments as mocking the deaths of soldiers and also alleged that none of the attendees had security clearance to discuss the topic of niger. >> manigault newman said someone in mike pence's office may be behind the "new york times" op ed. >> any thoughts on who it is? >> i've been very vocal about the fact that i believe it is a senior staffer in pence's office. >> in pence's office? >> i went through every e-mail that came out of pence's office, because the tone of the op ed sounded very much like his chief of staff. sure enough, there's consistency in the writing style, the language chosen as well as how they positioned -- >> how high up, though? >> high. >> over the weekend pence strongly denied that anyone in his office was responsible for writing that op ed. >> i asked you earlier if anyone on your staff wrote this op ed. have you asked your staff?

>> well, i thought you were speaking about the administration staff. let me be very clear. i'm 100% confident that no one on the vice president's staff was involved in this anonymous editorial. >> and you asked them? >> you know, honestly, i don't have to ask them, because i know them. >> manigault newman has also alleged that the vice president has been courting donors and building a team to run for president. now to attorney general jeff sessions defending the trump administration's zero tolerance policy on immigration. >> it is perfectly legitimate, moral and decent for a nation to have a legal system of immigration and to enforce the system that it lawfully adopts. no great and prosperous nation can have a welfare system and open borders. such a policy is dangerous.

it's never been adopted here or in any other major nation that i am aware of. so it must be rejected out of hand and the american people have do so. >> sessions remarked yesterday to a new class of immigration judges come on the heels of a major pushback to the nation's zero tolerance immigration policy, which included separating children from their parents at the border. sessions defended his recent move to disqualify asylum applicants saying his decision was a correct interpretation of the law and that the obama era incentives encourage migrants to abuse the system. the trump administration is reportedly weighing new economic sanctions against officials and companies in china over the treatment of muslims in this country. according to the "new york times" citing current and former american officials the move would be in response to the detention of hundreds of

thousands of uyghurs. in addition to the economic sanctions, the white house also weighing whether to limit the sale of u.s. surveillance technology used by the chinese government to monitor muslims. the paper says that the administration began mulling the moves after lawmakers sent a letter late last month to secretary of state mike pompeo and treasury secretary steve mnuchin urging sanctions on chinese officials. a united nations panel said that it had credible reports that as many as 2 million uyghurs westbound being detained by the chinese government in re-education camps, according to the government, which a senior chinese official has refuted. the potential move by the trump administration would mark one of the first times it would take action against china over any of its human rights violations. >> as president trump touts a positive relationship with kim jong-un on the road to denuclearization, officials are warning otherwise. three senior u.s. officials tell nbc news that kim's regime has

escalated efforts to conceal its nuclear activity and has also built structures to obscure the entrance to at least one warhead storage facility. the report comes amid john bolton's explanation that north korea's leader planned to denuclearize in two years but was swayed otherwise. >> kim jong-un had committed in april to south korean president moon jae-in that he would denuclearize. he committed to do it quickly. moon jae-in said why don't we do it in one year. kim jong-un said we'll do it in one year. i thought they could do it even more quickly, but one year is not bad. we're still waiting for them. >> during the white house press briefing, sarah huckabee sanders described a recent warm very positive letter that president trump received from kim jong-un and the reason behind it. >> the primary purpose of the letter was to request and look

to schedule another meeting with the president, which we are open to and are already in the process of coordinating that. >> sanders also left open the door for the possibility of kim traveling to washington for the two leaders' next meeting. joining us is daniel litman of politico. obviously there's been intelligence reports suggesting that north korea still continues with all of its nuclear missile programs, nothing to say that they're beginning to deter that. if in fact it is established that north korea is still going ahead with its nuclear weapons program, is -- are we likely to see members of congress support kim jong-un meeting with the president here on american soil? >> i think they were very concerned that you'd be inviting someone who continues violating international norms while we're rewarding a leader who is from a

rogue nation who starves his own people and puts his own people in prison death camps with the prestige of an oval office meeting. kim basically wants to persuade trump to say that the korean war is no longer happening, kind of come to a peace on that and basically convince trump that he is doing everything he can to denuclearize when in fact that's not going on. >> interesting the words used as far as touting that letter as a warm letter the president. >> at least trump has a supporter in north korea. >> turning now to what we reported on earlier with attorney general jeff sessions and the immigration and his touting that zero tolerance policy, is that pretty much that overture aimed at the president or do you see this taking off anywhere in congress? >> jeff sessions has always been a real tough critic of

immigration and having a flexible policy even though our nation's asylum laws are designed to be flexible where we take into consideration sympathy for immigrants and what situations they've been in. but sessions has long been very fierce on that and he doesn't have a good relationship with trump, so he wants to compensate, even though whatever he does, he will still have a scarlet letter because he recused himself. he wants to get his policy done. >> something tells me president trump would rather see jeff sessions tough on the russia investigation rather than immigration at this point. still ahead on the eve of 9/11, national security advisor john bolton issued some harsh words to the international criminal court. we're going to have that sound for you. the white house is doubling down on president trump's call for the justice department to investigate the anonymous "new york times" op ed writer. those stories and a check of our

and two-hour appointment windows. click, call or visit a store today. welcome back. let's get another check of that dangerous storm forecast along the atlantic coast. >> not much has changed overnight. we're still targeting the carolinas. we don't know if we're going to get landfall in south carolina or north carolina. here's the visual on the hurricane watch that goes from the north carolina/virginia border all the way down past myrtle beach and georgetown and charleston. that's a huge area. that's why we've got the evacuations taking place in a lot of these locations and even areas around virginia beach and norfolk too. so we're going to start tracking as we get closer. we know where we get the center of the eye making landfall that's where the most wind damage will be done. then to the right of that is where the worst storm surge will

be. we're about 60-72 hours from landfall. now we're going to start tracking our spaghetti lines. each of these is a different model. most of them are still pointing at north carolina. here's south carolina here. this is at 2:00 a.m. friday. the other thing that we're going to notice is how slowly the storm moves. until 8:00 a.m. friday it's still right along the coast. a stalling major hurricane is a disaster in the making for numerous high tide cycles with the storm surge, also the problem with the strong winds in the same locations over time does more damage and then the rainfall concerns are astronomical with a stalled out tropical system. a lot of our models are pinpointing an area from about jacksonville out to the outer banks. but the european model which is typically the most accurate is much further south down to wilmington and myrtle beach. there's big differences between

the two models. our american model rainfall is 15-20 inches on the coast if it does a track like this. and then the european model, this is 20 inches of rain in a huge section. so we still have a lot to figure out who's going to get nailed the worst. we'll pinpoint that in the next two days. north carolina, south carolina and southern virginia you're not out of the woods. it's going to be a multibillion dollar weather disaster without a doubt. >> hopefully folks along the coast are heeding the mandatory evacuation order. national security advisor john bolton is taking a hard line against the international criminal court. speaking to a conservative audience on monday, bolton warned of possibly and serious repercussions if the courts attempt to prosecute americans or u.s. allies over alleged war crimes in afghanistan. bolton said that the trump administration would retaliate

financially and even sanction the court's judges and prosecutors. he went onto denounce the u.s. affiliation with the icc going forward. >> the united states will use any means necessary to protect our citizens and those of our allies from unjust prosecution by this illegitimate court. we will not cooperate with the icc. we will provide no assistance to the icc. and we certainly will not join the icc. we will let the icc die on its own. after all, for all intents and purposes, the icc is already dead to us. >> now to republican congressman ron desantis who has resigned from congress to focus on his campaign for governor of florida. he had represented florida's sixth district since 2013. in his resignation he wrote it would be inappropriate to

that means let's get started with this morning's top stories. a trump administration official confirms to nbc news in the wake of omarosa secretly taping chief of staff john kelly in the situation room, the white house changed its phone policy. the change will require staffers to leave their phones in their offices or in lockers near the west wing entrance before they can enter the situation room. the officials said the move was not made out of widespread paranoia but instead was a direct response to manigault newman secretly taping conversations. new polling shows president trump's approval rating continues to hover in the 30s, a new cnn poll shows only 36% of americans approve of the job president trump is doing. a quinnipiac university poll puts his approval rating two points higher at 38%. when asked whether they felt the president was honest, just 32%

of voters said yes. the quinnipiac university poll also asked respondents to weigh in on the op-ed published. they were asked whether they believed allegations in the op-ed that senior advisors to the president work behind his back to stop him from making bad decisions. 55% said they believe the allegations are true. 28% believe they are false. 17% were not sure. about half of all voters also said that the op-ed writer did the wrong thing by publishing anonymo anonymously. the white house is defending president trump's call to have the white house investigate who wrote that "new york times" op-ed. press secretary sarah huckabee sanders echoed the president's demand for a probe. >> certainly if there's an individual, we don't know who they are. if that individual is in

meetings where national security is being discussed or other important topics and they are attempting to undermine the executive branch, that would certainly be problematic and something that the department of justice should look into. >> do you know if the president believes the denials coming in from top advisors or does he believe it's coming from within? >> no lie detectors are being used or talked about or looked at as a foeblt. frankly the white house and the staff here are focused on doing their jobs, not dealing with cowards who refuse to put their names in an anonymous letter. >> joining us is daniel litman of politico.

let's talk about this whether it's lie detector tests or a justice department probe. what does that do when it comes to freedom of speech? >> i think it's interesting how much trump uses freedom of speech to get his message across on his twitter feed with his occasional interviews with fox news and others. and yet if it's not positive to him, then he wants to crack down on it. the ironic thing is he says the woodward book is completely false, yet he attacks his own x ex-aides for leaking some of that stuff. you can't have it two ways. either it's completely false or why is he attacking his former people. >> fair enough. >> with the release of that book today, now we're even talking about the probe in the "new york times" op-ed. >> it gets under his skin easily.

>> what's interesting is that the twitter ceo jack dorsey told politico last week that if trump went completely off the rails on twitter, they would review whether they would keep him on that platform. >> let me ask you about this impending hurricane that's about to hit north carolina, south carolina, virginia. obviously this president has been criticized for the way they handled the disaster in puerto rico. a lack of sensitivity, if you will. the president went down there afterward throwing paper towels at the crowd. is there anything to suggest this administration has learned from the mistakes of puerto rico and has begun implementing them ahead of what we're going to see in the carolinas and virginia? >> every administration learns lessons about how to handle disasters. the bush administration really messed up with hurricane katrina. it's not a new thing. a lot of americans frankly, they don't pay proper attention to

what's going on in puerto rico. they kind of see it as separate from the u.s. so i think the trump administration, a lot of their voters came from those states that are going to get hit soon with this latest hurricane. and so far they've kept fema from getting sucked into the dhs in terms of being professional. the people who show up to fema every day, that's their main job. >> i think people are hoping the president is mindful for not being tone deaf for some of the language he uses like he did after puerto rico. i think some of the people found the comments he made and the throwing of paper towels very disheartening. >> his own aides were saying, you know, you have to focus, can you tweet telling people to follow those evacuation warnings. trump sometimes gets off topic. >> now focusing again on trying to find out who the author of that op-ed is.

>> jeh johnson will be on "morning joe." >> his birthday is today. >> happy birthday. in a significant foreign policy decision, the trump administration is ordering the closure of the palestinian liberation organization's office in washington, d.c. no later than october 10th. the state department said yesterday that the plo has not taken steps to advance the start of direct and meaningful negotiations with israel. the department also noted that its decision aligns with congressional and administration concerns over palestinian attempts to have the international criminal court investigate israel. neither the united states nor israel recognizes the icc. john bolton outlined threats of sanctions and a ban on travel to the u.s. for anyone who cooperates with the icc. the speech comes two weeks before president trump attends the u.n. general assembly. trump will reportedly focus on u.s. claims about the threat posed by iran and will voice his

opposition to the nuclear deal with tehran. a gag order has been imposed in the trial for maria buttina. filings made last week reveal new information about buttina's communications to russia about the hacked dnc server. the filing shows she expressed regret about the hack because her efforts to befriend politicians would probably be misinterpreted. her access to sergey kislyak was more extensive than previously thought. they cite photos of the two together. prosecutors has noted that moscow has issued more diplomatic notes on buttina's behalf than any other russian

nightmare with any storm, let alone a category 4. it's roughly about a thousand miles away from wilmington, north carolina. here's the latest from the hurricane center. category 4, thursday at 2:00 a.m., 145 miles per hour winds. it could bump up a little bit. then as it nears the coast, the wind shear will increase a little bit so we'll get a slight weakening. hopefully a lot of weakening because it looks like it will be close enough to the coast for damage. the lower the winds, the less the wind damage would be and also the lower the storm surge. the cone of uncertainty goes from cape hatteras down to about myrtle beach. somewhere between wilmington wrightsville beach of greatest concern. hurricane watches from virginia bord border. those are the areas that are going to possibly be hit the

worst. we're going to watch all of our spaghetti lines, we call them. these are all the different hurricane models predicting where it's going to go. that's of great concern. look how showi lslowly it moves that. most of the computer models are to the not rth of wilmington. that's of great concern. that's typically the most accurate computer model that we have for forecasting these storms. we'll continue to update that. we still haven't ruled out south carolina or north carolina for a direct landfall. >> the evacuations really crucial. >> in this storm, this story will last well through the weekend into next week. the flooding is going to be horrendous. >> bill, thank you. now nasa as they celebrate its 60 anniversary this year, the agency is looking to boost its brand by selling the naming rights to its rockets.

according to the "washington post" the agency has also floated allowing astronauts to have sponsorship deals similar to those celebrity athletes. nothing has been decided. the idea could mark a cultural shift as nasa considers a private sector heavy future. the white house has pushed congress to curb the agency's budget by privatizing the international space station. those efforts have largely faced opposition due to the billions already invested into nasa's programs. a privately run space station could bring in $1.2 billion a year through those commercial activities. >> i have some mixed feelings about that. more so the issue of sponsorship. i think some of the astronauts are role models to young kids all around. and to think of them walking around with a nike deal or a budweiser deal i think kind of off putting for young kids.

welcome back. the white house is clarifying a tweet by president trump on the state of the economy, saying a portion of the facts the president put out were wrong. the president tweeted yesterday the gdp rate 4.2% is higher than the unemployment rate 3.9% for the first time in over a hundred years. the 100 years part is not correct. in fact n that time frame, the gdp rate has topped the jobless rate more than 60 times, the most recent being in early 2006. the administration was forced to correct the error with the chairman of the white house counsel of economic advisors telling reporters yesterday the mistake was likely the result of incorrect information being passed along to the president. >> you don't think he may have accidentally hit another number. most stocked edged higher

monday. however, gains were kept in check by apple which dipped in the wake of another tariff spat between the company and president trump. what more can you tell us about this and why it caused the dip in apple stock? a bank of america analyst has analyzed the negative impact it would be for apple for them to move production fully on shore so that is everything being fully assembled in the u.s. rather than on china. and they came to the conclusion that it was at 20% to the overall price. while this is the first company in the united states to break that $1 trillion valuation, there are some concerns about what it means for their profitability going forward. generally speaking, what we're seeing is asian markets continue to come earn pressure.

the shanghai composite is down more than 20% and even the kospi was a little weaker overnight. this of course despite the news that the u.s. and north korea are thinking about a potential second summit after the white house said it received a very warm and a very positive letter from kim jong-un. >> i have to ask you about something close to my heart. subway saying good-bye to the $5 footlong. and its infamous jingle after a nationwide revolt from its franchises. what happened? what is next for the chain? why are they doing away with this? >> sounds like it's going to be a tough day for you and for sandwich lovers out there. but going forward, they'll be ruling out this $5 suband they're going to the leave it to the discretion of each individual franchise. they have the choice whether or not they want to run with it.

so one of trump's big rules is create a crisis and exploit it. so the old expression never let a crisis go to waste, trump flips that around and says go ahead and create the crisis yourself. another trump rule, your brand should tick some people off and tick wasn't the word we used but that's the word i'll use on msnbc. but the word there is some people should have a visceral reaction to use. and that will make your people like you more. a couple more quick ones, trump says you can create your own truth. just keep repeating it. he says that loyalty, trump's friendship, he wants people to fear him. and another rule that loyalty, trump's talent and exhibit a there is michael cohen, nobody's idea of a great lawyer. >> sounds very machiavellian.
