is what we have here, the weaponization of unsubstantiated smears smears. good afternoon. i'm andrea mitchell in new york, and before we get to the president's big speech at the u.n. today, a split screen domestic and powerful threats of scandal and confirmation battles alternating with the u.n. policy. and geoff bennett is our correspondent over there, and president trump making comments that one of brett kavanaugh's accusers, and we are joined by geoff bennett. >> yes, and he was in a bite lau -- bilateral meeting, and then he was asked about charges of ms. ford and ms. ramirez.

and he said that ms. ramirez was e inebriate and might be him or not be him, and so i believe that we have sound of that. >> and so, geoff -- >> and she comes up, and she says it may not be him, and there were gaps, and totally inebriated and she was all messed up. and she doesn't know if it is him, but it might have been him, and oh, gee, let's not make him a supreme court judge because of this. and this is a congame being played by the democrats. >> wow. i mean, geoff, the president has been for four days very careful to not go after the first accuser,, dr. ford, and now it is escalating as the accuser s a accusers are coming forward with the stories from back then that sometimes are confusing and still have to be corroborated in some case, but going into a confirmation battle like this,

this is an unusual stance to take, and especially on a world stage and say, i am here at the united nation, and i don't have to answer that. >> andrea, you are exactly ri t right, and it is articulate and choreographed strategy best telegraphed by the senate majority leader mitch mcconnell who spoke on the senate floor, and he attack ed the process an the democrats and not to a accuser, but president trump is taking a page out of his own playbook and he has discredited the women who have brought allegations against him when he was running for office and taking that page and deploying it against the women against brett kavanaugh, and so he is digging in, and discrediting them. and what accounts for that? the republicans believe if he acquits him quite well, they could actually still confirm him, and as we know, the supreme court is an existential choice of donald trump. and those who have had

successes with north korea and saying that kim jong-un has shown courage and thanking him n for the signs of progress being made, there and he said that there have not been my more missile missiles or rockets fired, but the bottom line is that we know that based on all of the intelligence information that they are continuing with the nuclear program. and so on iran, that is the focus this time around, and saying that the world community needs to isolate iran right now, and effectively saying that this is a priority that the world needs to revolve around and using the same tact that he thought would succeed a year ago, and rouhani said that he would not meet with the president, and the president said that he would not meet with rouha rouhani. >> and he is not going to meet with justin trudeau, because he and europe have a gulf between them as well as canada and the trade, and also, the p.m. of

canada is up set about the land deal, because they are not going to be able to trade with iran and take the oil. >> right. if you are taking all of the issues and the confrontations that the president has with the allies, and the speech was outlining the america first policy. and you know, taking aim at all kinds of things that america a traditionally engaged in, whether it is, you know, going to review the foreign aid, and not only that, but he said that they will tie it to whether or not countries respect and like us. and so he is looking at that, and a lot of talk of ounfairness, and whether it is the opec or trade and the icc and peacekeeping. >> and international criminal cou court. and now, tying aid to countries that are friends is a complete misunderstanding of what the whole purpose of foreign aid is, because it is the aid for countries that are in the midst

of migration and survival. >> it is nott for the aid of its own interests, and insecurity, and not whether or not somebody is nice to us, and you know, what we have seen is that this president is willing to the tie that to aid, and particularly with the palestinians for instance. >> and to that point, you have spent so much time in that part of the world. cutting off all of to u.n. palestinian refugee aids and the new caps that are being propose and the deepest since the program was started in 1980 against the advice of secretary mattis and reigning u.n. ambassador nikki haley, because they don't believe it is in our security interests. and this is an aggressive speech, and parn thett cli he had -- parenthetically, he wanted to have a throw theaway line where he talked about venezuela,

and the coupe? >> well, he goes item by item how other countries should do and other countries should lower their oil prices, and a regime change in venezuela and how you should like the united states if you like our money, and it is ironic, because he makes a big deal about the sovereignty and the state's rights and then go to lecture the other countries about how they should go about their the own internal affair, but you are right about the refugee issue, and what is missing is the theme of human right rights that so many people are expecting at the the world stage, and speaking to the the secretary general at amnesty international, and one of the controversial issues of withdrawing from the human rights council has, itself, created a breakdown on the international organizational level in a place like human rights. so people look at american leadership on the world stage on

direction of the extreme nationalism. >> and the other point here is also what he said at a meeting with the colombian leader where he talked about iran. they have a policy, and idea which they have been trying to talk about it to the state department of having new negotiations with iran on the missiles and the support of the hezbollah and hamas, and propping up the assad are regime. and talking about the possibility of future discussions with iran. >> at some point they want to negotiate, and i have said no so far. at some point we will have the discussions, and probably do a deal. i don't see how it works otherwi otherwise. because, otherwise, they are going to be in the worst economic trouble of any country anywhere in the world. >> but this is what president rouhani said to lester holt yesterday in his exclusive interview. >> translator: there is no such

program for a meeting. mr. trump did not create conditions necessarily to bring about the atmosphere conducive to a meeting. >> so where do we stand at this hour on this day in a speech which is not interrupted by applause except for one, and it was laughter when he was boasting about america's achievements under him. >> and in the large stance we are juxtaposed against the world. america first is a narrow approach to the internationalism, and what we can expect is for others to take matters into their own hand, and when it comes to iran, essentially the united states is going to introduce in early november, another wave of sanction, and what we are hoping is that we bludgeon the iranians into accepting limits on among m missile programs that they have opt ed into but now they won't. i am skeptical it is going to

want to come forward, she should be allowed to testify, and that is really the standard of the undecided senators have set for their own leadership. right now, mitch mcconnell does not have the votes. he has 48 republican senators who are more confused about this which is coming with ms. ramirez which many believe are thinner than those brought by dr. ford, and not strongly corroborated, but he still does not know where jeff flake, and susan murkowski and susan collins is going to do. that is the key, and as you know, these hearings can take unpredictable outcomes, and turns. but when you go into the big public hearing you will know what is going to happen on the

other side of it, but that is obviously not the case here. there are some questions about how the republicans felt about how brett kavanaugh presented himself in the fox news interview which is a little bit viewed as a trial run, and the question questions of why there is no investigation additional investigation are also kind of bubbling up here, and lisa murkowski was asked about that earlier in the day, and she said, well, the fbi, and the reporter said to her, would the fbi investigating help this, and she said it would certainly clear up some questions, now, wouldn't it? the tone is sarcastic, but it is fluid and unpredictable situation up here, and we won't are have the answer until we actually have the hearing unfold thursday. >> and kristen welker, the escalation of the president's rhetoric not just against the democrats, but to go after debra ramirez at the u.n. bilateral

where he could have ducked the question, and he is ready to boil over on this. >> his tone, andrea, it has been stunning today, and he was asked by our own monica al ba who is serving as a pool reporter to all of the network reporters today asked if the second accuser debra ramirez should testify, and president trump said, she has nothing a. and this is a stunning statement for him to make, particularly ahead of all of the facts being known, and particularly given that his own press secretary earlier in the day said she would be open to having her testify on capitol hill. and so not only mixed message ing coming from the administration, but you are seeing the president really ramp up and dig in, and we started to see this last week when he took direct aim and dr. ford he indicated that she was not tell ing the truth which is

continuing into the week, and putting it into the broader frame wok that it is all political and i expect it to continue, and by the way, andrea, it is not just the president, because there is a similar tone from the advisers including kellyanne conway and she said it is important to hear from dr. ford and now she is saying that it is increasingly beginning to feel like a right wing conspiracy. >> and so, the accuser is going to be questioned not by the republican senators, but by someone who her lawyer is complaining they don't know who this woman is and the prosecutor, and supposedly a experienced sex crimes' attorney, and is that is going to make it look more like a trial? and last night, brett kavanaugh was denying that he was a heavy drinker in high school. >> i never did any such thing.

never did any such thing. the other people alleged to be there don't recall any such thing. if such a thing had happened, it would have been the talk of the campus, and yes, there were parties, and yes, the drinking age was 18, and yes, there were beer there, and yes, people had too many beers on occasion, and in high school, i am sure that many of us have done things in high school that we look back and cringe a little bit, but that is not what we are talking about. >> that is in sharp contrast from his roommate at yale who wrote that although brett was normally reserved, he is a notable heavy drinker even by the standards of the time, and he was aggressive and belligerent when he was drunk. did not witness this event in question, but i do remember brett drinking excessively and becoming incoherently drunk.

and so i have lit it up a lot there, margaret. haven't i? >> well, the interview did not help kavanaugh even though it was on the official white house tv station. what he paints about his high school years is not just about the roommate, but anybody who was at his school at this time, and going to the parties. so he may have gone too far in describing those years. i had a flashback to the clinton interview of "60 minutes" and seeing ms. kavanaugh, and sitting by her man. >> yes, so did i. >> and kavanaugh answering questions that are not asked and saying that he was a virgin, and it is essentially was asked, but he offered it. it is like clinton offering

something that was not germain and i did not have sex with that moment. and that is not what is at issue, but it is the sexual conduct with a woman. and another point which is lost in all of this is that kavanaugh was at the center of the starr investigation, and he asked of monica and not just clinton, but the most intimate and intrusive question, and he said it would have been abhorrent to do otherwise and his duty and then published it all. i am thinking of the hearing thursday where the senators should man-up. they should do the interview and it is highly unusual to bring in an outside lawyer to conduct their part of the hearing, and with what we are getting without an fbi interview which should have been asked for by the white house, and which kavanaugh should want if he is so innocent is that we will get he said' she said without any movement beyond, that and he is the powerful person prepped by the

not quitting. and joining us is a msnbc political analyst, and he says it is extraordinary that today i am doing other thing, and he goes into the bilateral with the colombian leader, and goes into questions about debbie ramirez, and he can do multiple things? >> well, the president can do multiple things at many time, and no question that he is thinking of rod rosenstein and preparing for the meeting on thursd thursday, and the question is whether he is going to plan to fire hum or force him to resign and accept the political backlash, because it is not that he is just the deputy attorney general, but also running the russian investigation, and key to what may happen. >> and he can be compromised and pointed out by a couple of

lawyers where if he gets into a meeting where he is forcing him to be a witness in a potential obstruction case by demanding loyalty, then rod rosenstein cannot remain in the investigation, because he is compromised. >> yes, and many are saying that he is already compromised because of a memo that he was criticizing comey for the handling of the hillary clinton e-mail case in the election context, and some people said that rod rosenstein already has been part of the obstruction case, and witness to the obstruction case. he has not seen it that way. he says that he can fairly run the russian investigation despite his involvement with that memo, but you are right, if the president were to bring him in thursday and the conversation were to take a turn where it is about personal loyalty to him, and if his condition on the continuing the job is such that it makes rosenstein's position

brett kavanaugh's accuser, dr. ford's attorney is criticizing the judiciary committee's decision to appoint unnamed woman, a sex crimes prosecutor in place to question his accuser which is something that has never been done. and writing to chuck grassley monday night, this is not a criminal trial of which a sex crimes prosecutor would be appropriate. for more on, this i want to bring in legal expert danny se val lows. and they have refused to

identify the person, to soo see what the background is and have a meeting. >> when the senators are question i questioning the witnesses, they have a duty to search for the truth and conduct a inquiry, and beholden to the constituents ultimately, and the lawyers whether they are defense attorneys ort not, they have no such mission. their mission is to win, kill, period. and so that means the if you are my witness on direct, my plan is not to bring out the truth, but to bolster you. if it is on cross-examination and you are not my witness, then it is to destroy you and make you look dumb as a witness. so in that sense, a sex crimes prosecutor is going to be very good at asking the questions, but without the additional mission. and both kavanaugh and the accuser have concerns can about any attorney questioning them, because they are going to be much more destructive than a senator in any case. >> and usually asex crimes
