with us. good night from nbc news headquarters in new york. ♪ good morning. it's wednesday, october 31st. long side frances rivera. president trump pays his respects in pittsburgh. he and the first lady along with several white house officials visited the site of a mass shooting that left 11 people dead. plus president trump says he wants to end birth right citizenship with with an executive order. but there's push back from law makers and legal scholars alike. and facing criticism over his rhetoric in the wake of the synagogue shooting. ♪

good morning everyone. along side frances rivera. we begin with the funeral services of the pittsburgh synagogue shooting on the heel tofz president trump's visit to pay his respects to the 11 people killed. while the president, son in law, ivanka visited the synagogue. they spent just under 20 minutes inside. trrs the president also met with victims are recovering at an area hospital as well as first responders. trump's visit was marked by protests as well as push back by local officials. he offered to vizwit the family of daniel stein but his nephew says the family actually declined, in part because of the president's comments in the immediate aftermath of the shooting suggesting that the

synagogue should have had an armed guard. peter alexander yesterday. >> donald trump should have just said our hearts and prayers go out for the people in pittsburgh and everybody involved and kept his mouth shut. >> reporter: you felt like he was blaming this community. >> exactly what it felt like. and the president's plan to end birthright citizenship despite it bieng enshrined in the 14th amendment. >> we all chairnish the language of the 14th amendment but the supreme court of the united states has never ruled on whether the language, subject to the jurisdiction thereof applied specifically to people in the country illegally and i think the president's looking at executive action. >> many constitutional scholars say it's been misused in this way. there's no question there have been news reports about birth

foreign enemies and hostile occupation and diplomats. neither of those narrow exceptions supports what tru proposes to do. the co author of that piece bill join "morning joe." and watch this. >> you cannot end birthright citizenship with an executive order. we didn't like it when obama tried changing immigration laws via executive action. and obviously as conservatives we believe in the constitution. i think in this case the 14th amendment is pretty clear. and tweeting in part a president cannot amend the constitution or laws via executive order. meanwhile trump ally says he plans to introduce legislation along the same lines as the president's executive order.

and in enin says he's open to it as long as it is constitutional. the original caravan that left honduras has arrived in southern mexico. and another group of 3,000 migrants has arrived on the guatemala/mexican border. and meanwhile the u.s. military's announcement it would send 5200 troops to the southern border marks the quick deployment since the earthquake in haiti when thousands of troops arrived within days. this is a major escalation of response with 2,000 national guard members already at the boarder. their response will exceed the

combined military foot print in iraq and syria. they had approximately 5200 u.s. troops to take on 15 to 17,000 isis fighters and 2,000 troops in syria for an estimated 14,000 ror isis fighters. and the caravan that left is still far from reach thing u.s./mexican border. that amounts to over 280 hours of walking. meanwhile the group is still over 1,000 miles away from reaching loraido or el paso, texas. good to have you with us this morn ig. let's talk a little bit about the republican's reaction to this. they're denouncing trump's proposal to end birthright citizenship. what are the chances of this law actually changing? or is it seen as a political

ploy to fire up his base by midterms? >> reporter: seen as a political move to get more out of the polls. it seems to be rallying everyone round this idea of birthright citizenship. so look what trump is going to do. he's going to try to prevent people from being citizens just be being born here. a real rallying effect, especially with kelly ann's husband, a pretty conservative lawyer. he's speaking out and saying this move would violate executive power. you don't want to have a president of the kings. i don't twubt run for a third term. is trump going to say that next? >> we've seen him put a pause on

his divisive rhetoric to visit pittsburgh. so how is that being received overall especially given the globalest comments we've heard from him? >> reporter: i think trump did as good a job as he could yesterday in not making any e -- embarrassing gasps. you normally wouldn't see tons of protests when other presidents would visit sites of tragedies. but trump is trying to clean up a week's worth of comments that weren't seen as setting the right message for the american peop people after those bombings and the synagogue massacre. he -- only a few hours after on saturday he was tweeting about baseball almost as if everything pfgs fine in america when it's

not. >> and references to his hair being messed up and all of that with it. now to the probe into the conduct of intearier secretary has refort portedly been referred by his agency's own inspector general. there are at least three probes that involve him, including his decision not to grant two native american tribe approval to operate a casino and also a foundation run by zinke's wife and land owned by the zinkes. they're looking into whether he quote used his office to help himself. there could be criminal violations and a criminal investigation may be warranted. it's unclear how many have been referred to the justice

department. and a violent end to a murders career, james "whitey" bulger was beaten to death in prison. one of the two inmates has ties to the mafia. in the 1970s he amassed a tremendous amount of power and ruled with an iron fist for over three decades. after being tipped off a racketeering racket was on the way, he disappeared became number two on the fbi's most wanted list after osama bin laden. he was sentenced in 2013 to two life terms plus five years in prison in his participation in 11 murders, extortion and other crimes. he was 89 years old. and year breaking down new polling from the sum of the most closely watched races. and the washington post

midterms, congress member steve king is facing criticism. frrts "congressman steve king's recent comments, actions and retweets are completely inappropriate. we must stand up against white supremacy and hate lin forms. and i strongly condemn this behavior." this after steve king met with a group with historic nazi ties. he reportedly told the washington post -- told members of that group they would be republicans if they were in america. and he posted a picture saying different breeds of dogs indicated diversity. so he's hitting back at the members of his own party.

when special counsel mueller has asked the fbi to investigate a possible scheme in which women were offered money to make false claims about him. it turned out multiple reporters were contacted by a woman who says she was offered money to say she had been harassed by bob mueller. one said she had been offered roughly twentd thousand dlfr by a man claiming to work for a firm called sure fire intelligence to make accusations of sexual misconduct around mueller. jack burkman began promoting on his facebook page he was investigating sexual misconduct and alcohol related investigations against mueller. he was to reveal the first of mueller's sexual assault victims.
