this morning, the government shut down enters day 17 with little progress made by lawmakers. now president trump is threatening to declare a national emergency in order to build his border wall. >> plus white house national security adviser john bolton is outlining finance for u.s. troop withdrawals. and senator elizabeth warren makes a campaign across iowa after launching her 2020 exploratory committee just last week. good morning, everyone, it's monday, january 7th.

alongside yasmin vossoughian, and lew and there are still no signs of a deal in the works. a letter yesterday from the white house to congressional leaders obtained by "the washington post" still demands $5.7 billion for that border wall. that's absolutely no change to a position that democrats have insisted is a nonstarter. right now it seems the only area where the president is ready to compromise is over what the wall will be made of, something that's even rubbing some republicans the wrong way. >> we have been in touch with a lot of people and i informed my folks to say that we'll build a steel barrier, steel. it will be made out of steel. >> why do you think the democrats would agree to a steel border? >> they don't like concrete, so we'll give them steel.

steel is fine. steel is actually more expensive than concrete. but it will look beautiful and it's very strong. it's actually stronger. >> i've always thought that the debate over what the physical barrier should be constructed of was rather bizarre. we need to look at more than just a physical barrier. we need to look at more border patrol agents, technology and other means as well. >> meanwhile, the shut down is threatening to delay tax refunds next month. 800,000 federal workers are about to miss their first paychecks. people who rely on food stamps could be cup off. there's a shortage of tsa agents at airports and national parks, with trash piling up. as "the washington post" reports quote the trump administration which had not anticipated a long-term shut down recognized only this week the breadth of the potential impact. several senior administration officials said. the officials said they were

focussed now on understanding the scope of the consequences and determining whether there's anything they can do to intervene. the democrat's position to reopen the government will negotiations continue. >> but what we have said is open the government and let's have a fulsome didn't and deliberation. this gun at our head approach with closing down the government is a thing we most oppose. >> this is the third largest government shut down since the currently budget system was enacted in 1976. as we have mentioned we are now in day 17. we just passed the 2013 shut down that was under president obama. that one lasted 16 days. tomorrow, we'll tie the 18 days from the 1978 shut down. that happened under president jimmy carter. if the shut down goes any longer than friday, it will replace the 1995 shut down under bill clinton as the longest current shut down under this system. on fox news sunday, host

marked john kelly's last day as white house chief of staff and the misinformation emanating from president trump has only escalated. white house alumni see a possible reason for that during his time as chief of staff, general kelly reportedly made authentic end roads by clamping down on the paper flow to the oval office. one former white house official told axios, anyone who circumvented that process was going to have a serious problem. it has devovled into anarchy, adding someone mentioned a few days ago, it's the old prekelly days with less people. that person went on to compare the trump white house to the wild wild west saying at least during the early days he had a buffer with hope hicks and long time body guard keith. >> daniel lemon, happy new year, let's talk about the government

shut down on track to become the second longest in history after today. possibly the longest in the government's history. are there any signs of potential negotiation in the works? >> so one bad sign is there are no white house capitol hill meetings scheduled for this week as of now. there were a couple on saturday and sunday. but not a lot of problem made and, you know, trump clearly feels like he is winning with his base. his base will be on his side because he fought for this border wall. i think the steel versus concrete debate, that's something that at least shows trump can move a little bit on these types of promises. >> it seems like both sides are digging in and no one is giving in whatsoever, which is pretty disconcerting to say the least. the people that are actually really being affected are the federal workers that aren't going to be getting paid. president trump said he can

relate to federal workers on furlough throughout the shut down. i'm not sure what he's talking about with regards to being able to relate to federal workers. talk about the hardships these 800,000 plus people are feeling right now. >> before i address that when i read the quote about how he can relative to federal workers not being able to pay his bills, what struck me is those thousands of lawsuits that contractors and vendors of the trump organization would file against donald trump for not paying his bills. that's an irony that struck me that trump is keen on that point, but in terms of the hardships you're facing a lot of communities that have lots of federal workers, they are facing sales tax, you know, worries because fewer people are shopping. people who have food stamps, they're going to face a real short fall in february with at least a billion dollars of food

stamp money not getting paid, and then if the shut down lasts until march, then there will be no money for these food stamps and that will put pressure on congress to at least address that part of the, you know, shut down. >> i could be wrong, but the president has fore gone his presidential salary that he receives and i saw one pundit tried to make the point, he used a very narrow definition of not being paid as an example of what he meant. dana lemon. >> free housing in the white house. >> we'll talk to you again in a little bit. president trump tweeted that isis in syria has been defeated. a claim which isn't true and he backtracked from in the following days. in fact, what he was ordering, actually, in the immediate withdrawal of troops was announced from the country, the administration then walked back afterwards. now it turns out it may not be happening in the foreseeable future at all. nbc's cara lee has more. >> reporter: good morning, the

big headline so far, president trump is not withdrawing troops from syria unless conditions are met. it may not wind up being the compete withdrawal, and it's going to be the u.s. who's going to finish the job against isis in syria, not turkey. john bolton is trying to reassure allies about the president's plans, and outlining a different policy than the one the president put forward last month. bolton told us yesterday that no u.s. troops are leaving northern syria until turkey can guarantee it's not then going to go in and attack the kurds. he also told us quote there are objectives that we want to accomplish that condition the withdrawal, and he signalled the u.s. is going to leave some troops in southern syria as a deterrent to iran. president trump responding to this said he never said this was going to be a quick withdrawal which is not true and he said that the u.s. is going to remain

in syria until isis is gone, which is also a shift from what he had said last month. bolton seems to have accomplished his goals here reassuring israeli officials about the president's plan, but he flies to turkey today where frankly he faces a much tougher audience in president erdogan. back to you. >> thank you, carol. the reveal of the trump administration's long awaited middle east peace plan has been delayed once again. u.s. ambassador to israel david friedman said the israeli palestinian peace plan will be presented quote within the next several months. the palestinian side has said that the u.s. can no longer be considered a broker for peace following president trump's decision to move the u.s. embassy to jerusalem and it will not abide by the proposal nor cooperate with the americans. last month, israeli police recommended that prime minister

senator elizabeth warren kicked off her burgeoning presidential bid over the weekend with a three-day trip to iowa. the massachusetts democrat made her first visit to the state since 2014 to meet with voters ahead of iowa's caucuses. warren who began to lose her voice during her visit barely mentioned president trump by name. watch this. >> okay. so the bad news is i've caught a cold. the good news is nevertheless, i persist. >> how do you debate someone who isn't interested in civility or facts? >> did you have someone specific in mind in. >> so warren also hit the trump administration for its policy of separating families at the border. >> i went down to the border,

>> reporter: yeah, ayman, it may seem early in the political process for candidates to come to iowa, but none of the voters at a sports bar in des moines didn't feel it was too early for them to be acquainted for people who want to become president. you talked about elizabeth warren but you have julian castro, tom styre, a billionaire on wednesday. take a look at what they had to say. >> if we could get away from the extremes and actually work toward compromise, i think that's going to be the way to go, and i hope the democrats can make that change. i'm excited about the women. women have maybe an additional challenge but i also like the compromise that, like it or not, that we've been brought up with. you know, women, we learn to compromise at an early age. we learn to work together at an early age. right or wrong, good or bad, i think that's a reality, and i

think that that's a very positive aspect. >> so you voted for trump and now you're looking for someone who will what? >> who will make a change on that and not be so much like them, not so into the twitter and the fame and the glory. you know, running a business is one thing, but running our country is completely different. they're two sides of the spectrum. we need to get somebody that's more for the people and not about their own image and wanting to make themselves popular. we need to make the people popular. >> reporter: and that last man, richard gillbreth, he was a trump supporter looking for potentially a democrat this time around. more interesting than that, we spoke to people open to voting for trump. some iowa voters not just seeing what's going on on the democrat side but also the republican side, ayman.

>> there's a possible list of 20 or so people that could feasibly be campaigning for president in 2020. are there any names that popped up amongst iowa voters while you were talking to them? >> reporter: that was the key piece of this. while many of them feel that it's not too early to hear from the candidates, one of the people we were talking to said it's definitely too early to be black and white about who our choices are right now. they're in the listening and deciding phase, but no names are popping to the top of the heap. they're aware elizabeth warren is in town, they're aware of the other candidates that are coming but none seem to have favorites heading in at least right now. >> see if any republicans come forward to primary the president. ali vitali, thank you. let's get a check on your weather with nbc meteorologist bill cairns. not a lot of snow in the forecast for the northeast over this winter but new england looks like it's about to get a dusting. >> they need it, especially in the mountains. it's been wet and rainy in spots. we have a little snow this

morning, areas on the northern portions of the great lakes are getting it, and you're going to wake up to snow on the ground in central michigan. detroit is a snow hold. there will be a little bit of precipitation coming through and there's flakes starting to fly toward pittsburgh, cleveland and eerie. some may not be hitting the ground yet and a rainy morning view along the mississippi river in areas in the southern half of wisconsin and northern illinois. 15 million people under winter weather headlines, winter weather advisories from fargo to duluth, green bay, same for you, alpena, and then as we go throughout this afternoon and this evening. a little glaze of snow and ice is possible from buffalo to syracuse, binghamton, altoona. the white and the green mountains, we could get up to 4 to 8 inches of snow tonight. all the other areas maybe a little coating and going over to temperatures warm enough that the roads will be fine later on

welcome backseat, everybody. i'm yasmin vossoughian alongside ayman mohyeldin and lewis -- speaking to reporters yesterday as he left the white house for camp david, trump mentioned the drastic option for a third time. according to "the washington post," robert costa, confidants of the president say trump is still talking about declaring a national emergency if negotiations collapse. adding that the president is getting encouraged by several of his friends on the hard right to do just that knowing that it would be challenged immediately. meanwhile, "the new york times's" maggie haberman adds trump has been talking about declaring a national emergency for several days and white house

counc counsel's office is taking a look at what's possible. mick mulvaney was asked if he would support the president using emergency powers to get the money he wants for his wall. watch this. >> i'm actually heavily involved with it, and have been working with all of the cabinet secretaries to try and find money that we can legally use to defend the southern border. >> so lawmakers in both parties yesterday rejected the idea of the president declaring a national emergency to get his border wall with several democrats raising doubts over the legality of the idea. >> so with the government shut down in its third week, hundreds of thousands of federal workers continue to not receive a paycheck as they try to figure out how that day going to pay their bills. before departing the white house yesterday, president trump was asked by nbc's kelly o'donnell if he can relate to the pain those workers are facing as a result of the shut down. watch what he said? >> i can relate, and i'm sure that the people that are on the

receiving end will make adjustment. they always do. and they'll make adjustments. people understand exactly what's going on. but many of those people that won't be receiving a paycheck, many of those people agree 100% with what i'm doing. we're trying to do everything possible to get money to our incredible people, but many of those incredible people agree with me, and they say make sure you win this battle. this is a very important battle to win. >> so despite the president's claims, a number of recent polls actually show that the majority of americans don't support his border wall or including money for it in a federal spending bill. >> and according to "the new york times," president trump's fixation with the border wall began as a memory trick his political advisers came up years ago to get him to focus on immigration. back in 2013 when trump began exploring a presidential run,

his advisers landed on the idea of a border wall to make sure trump would remember to talk about getting tough on immigration. as the times describes it, what has become a chief sticking point in the government shut down started as a memory trick for an undisciplined candidate. one of trump's early political advisers recalled talking with roger stone about the idea, how do we get him to continue to talk about immigration. he told stone we're going to get him to talk about how he's going to build a wall. let's talk 2020. former vice president joe biden reportedly in the final stages of deciding whether to run for president in 2020. according to "the new york times," biden has expressed skepticism to close allies over the chances of other democrats being able to beat president trump in the next election cycle. with that in mind, biden is leaning towards running and will likely make a decision in the next two weeks. according to democrats who have spoken to him recently. biden expressed his intentions

to a senior democratic official last week, and relayed that aides have told him he must move quickly in the primary. this would mark has third run for president, having last announced his 2007 candidacy on nbc's meet the press. before becoming a united states senator, elizabeth warren started a blog with harvard law school students to raise awareness about a bankruptcy bill in 2005. nbc examined the blog launched by then harvard university professor on an offshoot of the talking points memo web site. in her posts, warren offered a sharp critique of former vice president joe biden, writing that then senator biden's 2005 vote in favor of the bankruptcy bill made him part of a bipartisan coalition that prefers powerful corporations over hard working families. warren wrote quote, for years senator joe biden with

republican senators charles grassley and orrin hatch as head cheer leader. senator biden was twisting arms to get the bankruptcy bill through congress. warren stopped brlogging in 200. joining us from washington is coauthor of the politico play book. let's talk about this "new york times" latest reporting on president trump's campaign promise of a wall, which was originally proposed it seems as a memory trick to talk more about immigration than the wall. how is now this idea spun out, daniel, to create the third longest shut down in u.s. history? >> trump has gotten boxed in by building the wall, and it was an easy thing for him to say during the campaigns. he started saying it in 2014. sam nunberg would remind him to mention it.

he would sometimes forget to talk about immigration, and he doesn't like to use a script, and actually, what's interesting is that hard line immigration advocates, they view the wall as kind of a footnote. they are more obsessed with cuts down on legal immigration, reforming our asylum policies, having better enforcement. the wall is a small piece of that and they are worried trump will give up too much on some of those other policies to actually build part of the wall. >> so let me ask you this, daniel, former vice president joe biden reportedly set to make a decision on his 2020 run in the next few weeks. is his potential run being welcomed by fellow democrats? how is he being perceived by colleagues? >> it's a split screen. the liberal activist base are more excited by the warren of the world than joe biden who is not a fresh face. he is not one of the candidates

who's more diverse or a woman and they're worried about some of stuff in his policy background. the donors and, you know, the party establishment, they are pretty excited by joe biden. they see him as a fighter who will bring the experience necessary to, if he wins against trump or if he runs and wins, that he can rebuild the country a little bit because he has served so much in the government because the country will need some kind of, you know, reform efforts after president trump leaves office. >> daniel litman for us, thanks, good seeing you. >> thank you. two and a half weeks ago president trump tweeted that isis in syria has been quote defeated, a claim which isn't true and which he backtracked from in the following days while ordering the immediate withdrawal of all u.s. troops in the country which the administration also walked back soon afterwards. now it turns out it may not be happening in the foreseeable future at all. speaking from israel, national security adviser, john bolton

told reporters that trump's pullout is conditional and u.s. troops will remain in syria until all of isis is defeated and until the u.s. gets a guarantee from turkey they will not attack the u.s. backed kurdish forces. turkey considers them as terrorists, in addition, bolton says that the u.s. isn't actually withdrawing all troops from syria, just from the northeastern part adding quote this is a cause and effect mission. timetables for the timing of the withdrawal won't actually be established until all the conditions are met. here's how the president described it on sunday compared to some of his other recent remarks. >> so our boys, our young women, our men, they're all coming back, and they're coming back now. >> we're going to be removing our troops. i never said we're doing it that quickly. >> how long is the pullout period? >> it's going quickly. >> and we have won against isis. we have beaten them and we have beaten them badly.

. welcome back. officials from the u.s. and china have gathered in beijing to end the trade war between the two countries. what are investors expecting to come out of this two-day meeting? >> very few of the people i have spoken to this morning have said they're expecting any kind of comprehensive trade agreement like the one the white house has long talked about, at least any time soon. both sides running up against a march 2nd deadline. that was agreed last month from president xi and president trump. the chinese economy, though, the last few days showing signs of slowing down.

that's prompted some action from authorities in beijing and we've had this volatility in the u.s. stock market. a lot of investors and analysts saying we'd like to see some agreement soon to stave this off. as mr. trump is insisting could happen, you'll see a huge impact not just on the businesses in the u.s. and china but a whole host of areas, soy beans in brazil to copper in southern africa. these are some of the markets moved by this decision making. >> are we seeing any action based on the fact these meetings are going to happen? >> there was a decision on friday night by the people's bank of china to loosen sort of lending requirements for chinese banks. that's designed to help boost small businesses there. that was seen as quite a positive move by the markets what asia, they ended up closing up today.

what is the one big thing for us today? >> today's one big thing is big tech trump problem. a lot of the big tech companies are looking for the similar saturation news coverage, it's almost that tech coverage is the new political coverage this year. first reaction from facebook, reporting that facebook executives are, quote, fed up what they see as antagonistic coverage from "the new york times" promoted about how to delete facebook from your account. facebook should get used to this kind of coverage, as well as a lot of other tech giants. a lot of hiring in the valley to step up on these issues. journalists feeling like they didn't cover these issues closely enough when the companies became very large and are making up for lost time by
