it's thursday, january 10th. president trump is scheduled to visit a border patrol station in mcallen, texas today despite his reported misgivings. the "new york times" reports he told as" grouch television anchs it's not going to change a damn thing but i'm still doing it. yesterday the president abruptly ended aen white house meeting despite telling the nation on tuesday night he was ready to negotiate. >> this situation could be ul solved in a 45 minute meeting. i have invited congressional leadership to the white house tomorrow to get this done. >> so trump's anger was sparked by democratic house speaker nancy pelosi, the republicans in the room trying to downplay the intensity of the exchange. >> we saw a temper tantrum, because he couldn't get his wayi and he just walked out of the meeting. >> the president walked into the room and passed out candy. >> he brought candy for

despite the shutdown, trump's campaign manager, said it has t negatively impacted the president's re-election chances. parscale said just received my voter score tracking from my my team. democrats have made a mistake going with their gut over data.e >> for millions of americans the government shutdown is more than just a political fight on capitol hill.ol tomorrow an estimated 800,000 federal employees are facing the prospect of missing a paycheck. nbc news correspondent tom costello has more on this. >> reporter: among those working without pay the very secret service agents protecting the president. u.s.ct customs, border patrol, marshals, atf. nasa employees. 14,000 traffic air controllers and 51,000 tsa officers. all should receive back pay once the government re-opens though that could be a while.

to persist until someone gives in? >> iil certainly do think there are people in the white house telling him what federal workers are doing and certainly we know that he'sd a regular watcher o cable news and stories like just aired are making their way in front of him. whether or not that's going to change his mind we don't know. as of now it does not seem to be the case because he certainly believes this is h an issue tha will be key to his re-election h since he campaigned so heavily on it, and he's not really willing to budge on it. >> thank you. in the coming weeks deputy attorney general rod rosenstein is expected to leave the justice department. he plans to step down after robert mueller'saf investigativ and prosecutorial work is done. rosenstein would stay on until about early march. whiley things could change bas

on unforeseen developments, several legal sources have said they expect mueller to wrap up by mid to late february. the source said once mueller's work is done special counsel's report to the justice department wouldre follow a few weeks late andks then rosenstein would liky be gone by then. others familiar with rosenstein's thinking said there's no firm timeline and rosenstein would work out a departure time once a new attorney general is confirmed. parts of the government remains shutdown the white house is hiring lawyers. "the washington post" reports that new white house counsel has hired 17 lawyers in recent weeks. brought in to handle investigations from democrats in congress with topics ranging from the administration's policies to the president's businesses to the eventual report from robert mueller.

some house leaders have sought to immediately seek a copy of mueller's findings. the white house would resist releasing details of sensitive communication. rudy giuliani said president's lawyers made clear to justice department officials that they want to see mueller's completed report before the department decides what to share with congress. quote at that point we can decide whethert we have execute privilege exceptions to that report. however legal experts liken mueller's report to tapes kept by nixon. trump attorney rudy giuliani had more to say on the special counsel's investigation yesterday telling reuters that the president will not answer any more questions from mueller adding, quote as far as we're concerned everything is over. giuliani goes on about the

today is keeping the spotlight on the killing of one of its colleagues. the banner image at the top of the screen reads this, 100 days have passed since "washington post" columnist jamal khashoggi was brutally murdered in the consulate of saudi arabia in istanbul. when one voice is silenced we all lose. president trump took a break from his fight over the border wall to threaten california's fema relief, tweeting out billions of dollars are sent to the state of california for forest fires that with proper forest management would never happen unless they get their act together which is unlikely i have ordered fema to send no more money. it's a disgraceful situation in lives and money. repeating debunked claims he made in november the tweet ignores the fact that 60% of california's forests are on

federal land, including where northern california's deadly camp fire appears to have started. the disaster destroyed the city of par dries leaving thousands of homeless and killing 86 people. it was just one of the large and destructive wildfires california surfed. fema dispersed $150 million in assistance with more federal and state funds anticipated as relief efforts continue. california's governor rebuked trump tweeting back that disasters and recovery are no time for politics. one day after he praised the president for his quick response to tragedy. house speaker nancy pelosi echoed newsome, calling it an insult to those who lost their lives and homes. let's get a check on your weather now with nbc meteorologist bill karins. bill, it's feeling a little chilly out there today. >> finally feeling like january. we have a snowstorm to talk about in the days ahead. in the st. louis area to d.c.

friday evening but it does look like from missouri to illinois, friday evening the snow will be coming down at a good clip. o our snowfall forecast six inches. kansas city lesser amounts only two to four inches. as we slide through the southern ohio valley two to four inches from indianapolis down to louisville. lexington little bit less. then it looks by the time we go through saturday when the snow breaks out significantly in the mountains of appalachians from roanoke to harrisonburg, four to six inches of snow. a band of snow that's pretty heavy somewhere between richmond and washington, d.c. where some could get four to six inches of snow. baltimore northward barely anything up towards philadelphia and new york city northwards nothing for you. a mid-atlantic sunday event here, guys. by the time we're said and done richmond could end up 10 to 12 inches of snow while boston is still waiting for their first

welcome back. let's start this half hour with the latest on the government shutdown and the likelihood of the president declaring national emergency. even if it only serves as a way out of the corner he's boxed himself into. here's what the president said yesterday before his meeting with congressional leaders collapsed. >> i may go that route. i have the absolute right to do a national emergency if i want. my threshold will be if i can't make a deal with people who are unreasonable. >> one strategy that's been floating around plays out like this. the president declares a national emergency to fund the border wall and re-open the government. democrats challenge it in court.

the measure gets caught up in litigation and the president tells his base that he fought as hard as he could to keep his campaign promise. it's important point to out the president said he would declare an emergency only if he can't reach a deal with democrats. however as "the washington post" aaron blake points out using a national emergency as a back up plan undermines the idea of a true emergency on the southern border. several republican senators are voicing skepticism about this idea. >> i can tell you that for me on my side of the aisle, one of the concerns we should have if today the national emergency is border security he should go out to do that. tomorrow the national emergency might be climate change. let's seize fossil fuel plants. >> repurpose $5 billion close to $6 billion out of the defense department that's needed for defense needs, and use it to build a border wall, without

congressional authorization is not what i think is intended by the national emergency act. >> house republicans broke ranks with the president and voted with democrats to re-open the government without new funding for the president's border wall. the bill would fund the treasury department, irs and other agencies ahead of tax season. three senate republicans said they would vote to re-open the government without funding for the border wall. despite the obvious breaks within the republican ranks here's what the president told nbc's kasie hunt before leaving capitol hill yesterday. >> the fake news, i just want to tell you that the republicans are unified. >> back with us now reporter for "the washington post," eugene scott. you saw the president there claiming a united front with his

fellow republicans. clearly that not the case. what is motivating these lawmakers to break from the president's demands and are we going to see more republicans jump ship as we, as more days get tacked on to this government shutdown? >> from my reporting many lawmakers are hearing from their constituents and seeing the ramifications of having a government shutdown. so these americans are having their lives significantly changed and they want their lawmakers to know that they have the power to make things easier for them. >> so let me get your thoughts on this report that others as well as senator dick durbin have been saying that mitch mcconnell literally didn't say a word in that meeting with the president yesterday and other members of the democrats. how much longer can the senate

majority leader stay on the sidelines? what is his incentive in protecting the president from sending him a bill that's already been approved unanimously by the senate that could re-open the government and just put that on his desk and really put the ball in the president's court so to speak. >> i think he's trying to protect his relationship with the president moving forward. this is the beginning of the year. there will be other battles to fight, perhaps bigger ones that mcconnell may need to use some reserves for. but the reality is this can change significantly for mcconnell as public opinion changes. we saw polling wred that said more than 50% of americans hold president trump himself accountable for this shutdown. fewer than 10% hold republicans responsible. but as that 7%, fewer than 10% number increases perhaps we could see mcconnell and other republicans making some changes. >> even though president trump made no mention of declaring a national emergency during his

address tuesday night he did continue as we have heard to float the idea to reporters yesterday, our own kasie hunt as well. we led out one scenario about what could happen if he declares a national emergency. he would go to his base and say look we tried as hard as quo. he would, it would make it seem as he did as much as he could to his base. come 2020 he could say i fought for the wall, it didn't happen. i went to extremes. still didn't get it. what happens in your type of scenario if he takes this route declaring a national emergency? >> yeah. in the scenario you propose, suggest him maintaining the support of his base even if the wall does not get built. i'm not sure that will happen. even though it would not be his fault if the democrats do not support his idea, that happens very often in administrations where the house is of a different party, this president told his base that he would do

something and needed to do something and consistently made arguments that their safety and livelihood is based on this thing happening. so he's not waffling on that because i think he realizes that he has to keep that support from his base and when you look at his overall approval numbers he can't afford to lose any points even among those who are most loyal to him. >> i'm curious to get your thoughts on what the democrats can offer here and how much of their position is entrenched in that they have an opposition to this president, to the idea of a wall, or to the amount of money that is being spent. i mean is there a compromise where $5 billion not anywaysly a significant amount but use it for border security or they don't want to give the president a win, a political win. >> certainly being presented, i think, as being solely against trump which is the narrative that republicans are controlling. but also, perhaps a narrative that democrats haven't been as effective in pushing back.

senator jim clyburn, i'm sorry representative jim clyburn is interested in using $5 billion for border security that does not include a wall. but border security resources that have been supported by experts and research such as guards, technology and other systems that could actually do what the president said he wants to do. so it's not about the democrats being against border security it's about being against this wall. eugene scott thanks. we're also seeing more and more of the shutdown's impacts on government workers. members of the u.s. coast guard who are not being paid during the shutdown have been told to consider holding garage sales to make ends meet. the suggestion was part of a five page tip sheet given to coast guard employees that also suggests babysitting, dog walking, tutoring or becoming a mystery shopper to help manage their finances during the furlough. the coast guard rehofd that tip sheet from its support program

website late wednesday after "the washington post" inquired about that advice. meanwhile the fda has suspended most food facility inspections, the agency's commissioner says it will be continue inspecting high-risk food facilities which is only 31% of the total domestic inspections. so house democrats are demanding acting attorney general matthew whitaker appear before the judiciary committee by january 29th and not after the end of the government shutdown as whittaker requested. responding ing ting to a previ, whittaker said he would appear before the committee in mid-february but only if it's at least two weeks after the end of the shutdown. nadler rejected that. when we know you'll be in washington, and cited justice department guidance from the

1995 shutdown citing officials can still appear before congress even during a government shutdown. it's been 15 months since jeff sessions testified before the committee. it's pastime for the committee to conduct oversight. >> the "new york times" issued a correction yesterday to their bomb shell report about tuesday's revelation that paul manafort shared campaign polling data with an associate tied to russian intelligence during the 2016 presidential race. the report originally said that manafort wanted his associate to pass the private polling data on to a russian oligarch with close ties to the kremlin and who manafort owed money to. but a correction issued said manafort wanted the information shared with two ukrainian oligarchs. the fact that manafort shared trump campaign polling data was inadvertently revealed by manafort's own legal team in a

line from state media is that kim jong-un and xi jinping had a warm and productive visit. it came on kim' birthday, no less. and state media saying he turned 35. that he rolled into town quite literally on his armored train, sent a few important signals. first a second summit with president trump is likely imminent. kim met with xi before his first summit in singapore last year. site could be in the coming weeks. we're hearing hanoi, bangkok or hawaii as option. secondly it telegraphs kim ovals or prioritizes the advice that he gets from xi jinping and validates china's role as a broke in this case. it serves as a reminder to the united states any road in a deal with north korea will go through beijing. the timing didn't seem to be a coincidence. as the u.s. trade delegation was

in town trying to revive talks with chinese officials. that seemed to be sending a signal, a counter punch to president trump's assertion that the u.s. held the advantage in these trade talks but that perhaps china has an avalanche too. those trade talks were extended for a third day. where it goes from here, there are two minds of a second summit at this point. first of all that it could break the stalemate of the past six months because there's been so little progress since the singapore summit. the sense is that perhaps if kim and trump meet face-to-face they will bring higher value concessions to each other that they are willing to give only in a one-on-one meeting. however, there's the sense there's everything and nothing to talk about because there's been so little that moved ahead since that last summit. the top negotiators from both sides have yet to meet. there are also some concerns that perhaps given the recent

foreign policy decisions that president trump has made on syria and afghanistan that maybe if he gets in the same room as kim jong-un he might be compelled to give up too much. thank you. treasury secretary steve mnuchkin is heading to capitol hill today to deliver a classified briefing regarding his decision to lift sanctions on russia. his removal of sanctions of companies linked to a russian oligarch who has ties to former campaign chairman man were announced as lawmakers left town for this holidays on december 19th. president trump suddenly announced he was immediately withdrawing all u.s. troops from syria. those sanctions were issued last year in response to russian interference in the 2016 election. the briefing comes as the new
