it's wednesday, january 17th. i'm ayman mohyeldin. alongside louis burgdorf. it is day 27 of the shutdown and a bipartisan effort to refund the government has hit a major snag. a group of senators have planned to send a letter to president trump requesting the government be temporarily re-opened in exchange for a serious debate about border protection but wording to politico the effort failed after the letter's signers fell short of the 20 senators in both parts that supporters were trying to accrue. many republicans wanted more of a commitment from house speaker nancy pelosi in order to move forward with the letter and others thought it was a pointless endeavor to endorse it if there was no signal from trump that he may accept it. senators hoped to set up a meeting with the vice president mike pence yesterday afternoon but that never happened. republican senator lindsey graham is still urging the senate to take the lead on this. >> the house is not going to be the center of gravity, it will be the senate. i told the president based on

doing this for a while that the best play, sit down with a bipartisan group in the senate, see if we can meet your priorities and do what the democrats want and we can agree to. get a big vote in the senate and the house follows. >> president trump met with the bipartisan problem solvers caucus of the house yesterday. white house press secretary sarah huckabee sanders said that it was a constructive meeting tweeting they listened to one another and both have a good understanding what the other wants. a group of new house members went to the senate floor looking for senate majority leader mitch mcconnell to discuss the shutdown with him but couldn't find him. >> okay, guys, we went to mitch mcconnell's office where we went to the senate. hash tag where's mitch? >> according to an analysis by the "new york times" the 800,000 federal workers that hadn't been paid during the shutdown have missed on average more than

tells nbc news the patrol was approached by a man wearing civilian clothing that had explosives hidden underneath. the explosion took place outside of a restaurant where u.s. troops routinely eat. president trump has not yet tweeted on the attack. however hours afterwards isis did claim responsibility for it. vice president mike pence had this to say in a speech to diplomats in washington. >> thanks to the leadership of this commander-in-chief and courage and sacrifice of our armed forces, we're now actually able to begin hand off the fight against isis in syria to our coalition partners and we're bringing our troops home. the caliphate has crumbled and isis has been defeated. >> all right. so meanwhile shortly after the attack president trump did hold a meeting at the white house with members of his national security team and select republican senators and afterwards senator rand paul tweeted he has never been

"washington post" columnist wrote, very disappointing to see mitt romney did not vote to maintain sanctions on a russian oligarch, so close to paul manafort. joining me now reporter for "the washington post," eugene scott live in washington, d.c. let's talk a little bit about the government shutdown and efforts to end. it. we have some democrats and republicans going for a bipartisan effort to bring to it an end but they seem to be falling short. why are they falling? >> reporter: it seems like a significant lack of communication. sarah huckabee sanders responded to the meeting yesterday said this was an opportunity for each side to listen to one another and understand what they want. if that's where we are at this point more than three weeks in where people are coming around to knowing what the other side wants those are very elementary steps and something that many people on the receiving end of this shutdown would have

advanced by now. obviously, both sides has values and priorities that their base is promoting and wants their representatives to advocate for in washington and they are sticking to that. we'll see if that changes that right now there's no suggestion that it will any time soon. >> let's switch gears and talk about foreign policy. you have the president reiterating his position to pull troops out of injury, even rand paul praising that, one of the president's own party that's celebrating that decision. it comes just hours after troops were killed in syria. in fact, even claimed isis was no longer a threat in syria. you heard the vice president declare isis was defeated. is this instance exactly what former defense secretary jim mattis alluded to in his resignation or where do we go from here when you hear the president claim isis is defeated? >> reporter: this is what mattis was alluding to. you have people affiliated with

think tanks calling the president's decision reckless and premature. isis their influence and power has significantly decreased since 2015 but doesn't mean they are defeated. as recently as november there was an attack that we think was affiliated with the islamic state in eastern syria that killed dozens. in iraq there's been an increase of assassinations and kidnappings and so the idea that isis is completely dead and perhaps the u.s. should not be as involved in their defeat is just one that doesn't have the support of think tanks and scholars and researchers and department officials more knowledgeable of this issue than the president himself. >> certainly those that are spending time on the ground as well. thank you very much. still ahead what the white house now saying about republican congressman steve king's recent remarks about white supremacy. plus a win of sorts for british prime minister theresa may just one day after parliament overwhelmingly

with every poll showing americans holding the president responsible the "new york times" reports president trump has told top aides he believes over time the country will not remember the shutdown but it will remember that he staged a fight over his insistence that the southern border be protected. privately the president is worried. quote we're getting crushed trump told mick mulvaney after watching summaries and coverage of the shutdown. why can't we get a deal? "the washington post" notes that trump is a proud counter puncher. but when it comes to house speaker nancy pelosi he's pulled back on his judge. the president believes she would help protect him from impeachment and because he considers her more reasonable than other democrats. privately one adviser said trump complained about the quotes he reads from pelosi but impressed by her political savvy.

in the words of democratic congresswoman, anna eshoo, he's just untethered. nancy pelosi is calling on president trump to reschedule his state of the union address over security concerns. she made her concerns yesterday. she suggested the president could deliver the speech in writing. the speaker says the shutdown has put strains on both the secret service and department of homeland security, raising questions over the security planning that goes into the annual address. homeland security secretary kirstjen nielsen refuted nancy pelosi's claim tweeting her department and the secret service are fully prepared to support and secure the state of the union. a spokesperson for the house speaker said she was motivated to make the request after her office was contacted by a furlough dhs employee. that employee expressed serious concerns that the department has insufficient staffing levels to

scott. let's pick up on that last southern bite. a bit of a head scratcher. rudy giuliani stands on potential collusion in the trump campaign. talk to us about these comments. are these type of comments helping fuel the mueller investigation or is fwgiuliani going off script because he sees something happening? >> reporter: it's helping to fuel the investigation. it's an investigation into the possibility of collusion between the campaign. and russia, during the 2016 presidential election. statements like this are why so many americans want to see the investigation continue, despite the president and his team calling it a witch-hunt and suggesting that nothing happened. when you say things like that, what rudy giuliani said and leaving holes in there that lead to followup questions people want to know more and they need to know more. this is a threat that our intelligence agencies told us could continue to be a athlete our country as we move forward in future elections. >> definitely caught people

offguard to hear giuliani say that. let's talk about the government shutdown for a moment. this kind of impasse between house leadership and president before the state of the union address somewhat unprecedented, no? >> yeah. that's also because this entire shutdown is unprecedented. we're seeing responses to a situation that we just never have been in before. you know, the state of the union address does not have to be delivered in person. i believe it was 1986 after the challenger explosion when the president ronald reagan did not deliver a state of the union address. that's a completely different situation. pelosi said it was a security concern. obviously her critics think politics were involved. at the end of the day what we want to see american people, media and voters included is just a resolution to this very real issue related to the shutdown that's affecting so many people even beyond employees. >> i think the baseline people want to see a functioning government not one that's

telling us the amount of sleet and freezing rain combination. this area in here the pink and red half an inch to three quarters inch of ice. ice storm possibility if you live in these areas there's positive losing power with this storm. that's of great concern on sunday for many reasons. i know there's a lot of patriots fans in new england that are concerned about losing power and not being able to watch their football game on sunday. . heat is a bigger priority. depends how big of a football fan you are. >> when the pats play everything is on the table. another possible democratic presidential hopeful hits the road as their team hits the road. and prosecutors launching a criminal probe into huawei for sealing trade secrets. that and other business stories driving your business day. ll whe something to sell.

bloomberg is set to visit the early primary state on january 29th as he mulls a bid for the white house. then ohio senator sherrod brown who set a time frame whether or not to run for president. he plans to make a final decision in march, following his own visits to early primary states. let's turn to business. at the center of growing trade tensions between the u.s. and china, electronics giant huawei is now reportedly the focus of a federal criminal probe for alleged stealing of trade secrets. cnbc has more. >> reporter: good morning. the plot thickens here. it's the latest in a series of lawsuits against huawei. this latest one is that they are being investigated over claims they stole technology from t-mobile to test microphone technology. previously a jury found them guilty of stealing robotic technology from t-mobile. it's coming at a time when the u.s. has banned the company from

selling its telecommunications equipment in the u.s. on intellectual property grounds. huawei denies doing anything wrong. they also say they are an independent company and have nothing to do with the state, . that is a story we're monitoring very closely. another tech story we're monitoring is that of apple. tim cook released an investor letter warning of slowing smartphone sales on the back of weaker deer mann eer demand and slowing hiring going forward. they haven't specified which units in particular, but it does give you the reflection of a company that is getting a little bit concerned about the future. >> and microsoft is poised to help the city of seattle address its growing housing crisis with a loan of up to $500 million. how soon does the company plan to invest this money? >> what's interesting about the microsoft story is they're not

sent more troops to afghanistan. we could see like in syria where the president announced they'd pull out and there was debate. >> what are you hearing about in terms of the national security apparatus. are they on the same page or do you get a as soon as there are fundamental divisions on some of the core issues we talk about? >> a great way to frame that is look at syria. the president came out and said we're withdrawing and that policy has been walked by bit by bit by bit. there's definite tension there. >> the government shutdown, in new unchartered territory. >> record long. >> record long but also no end in sight. you have the speaker of the house nancy pelosi essentially selling the president please don't come to the state of the union, send it in writing. >> the white house wants to give the state of the union. the republicans on the hill are calling this a plolitical stunt. will the president did go there
