i'm ayman mohyeldin alongside yasmin vossoughian and louis burgdorf. we begin with the breaking news. congressional negotiators say they reached an agreement in principle to avoid another government shutdown by the end week.s the deal woulds provide more money for border security but doesn't include any funds to build new walls along the southern border. multiple sources tells msnbc news the deal includes $1.3 billion for 55 miles of border barrier. also in the form of enhancements like steel slats and other existing technologies. homeland security would receivec about $1.7 billion in new funding for border security and democrats dropped their demand r to limit the number of people whor can be detained by immigration enforcement but put a limit onn the number of beds for detainedr immigrants. lawmakers are hoping president trump gets on board with this wi deal but a white house official told nbc news late last night quote we have to see the offer.

on the words stronger together which hillary clinton and others notedy that was the democrats theme. joining us from washington, d.c., our capitol hill reporter. let's talk a little bit about the border security negotiations, especially all tht news that's been breaking overnight. does this agreement in principle seem likeem enough to avoid another government shutdown? likely to get the approval and support of the president? >> well, that's the question. that's why they are saying that the agreement happened in principle because trump, of course, is the wild card. what's happened here is these congressional negotiators who are not overtly partisan people, they comert together to try to reach agreement, they agreed to far less than whaty the presidt wanted.he he wanted $5.7 billion for a border wall. they came to an agreement on $1.3 billion of additional

barrier,on about 55 miles. they also came to an agreement on the final sticking point on the number of detention beds and democratsio wanted a cap and th didn't cwant. that many but they backed down from that, hoping to get this done before the government shuts downrn on friday. but what i do want to say as well is that this is very close to the agreement that senate negotiators and appropriators came to months ago. this timent it only took 35 day of a government shutdown, we're here at thesh exact same place a waiting on the president to sign off. >> so, okay, so you just u answered my question for me which ison what the president going toha do here? obviously there'so no $5 billi for a border wall that he initially wanted. we heard last night the wall will be built anyways. and as you sort of tick through those numbers $1.375 for a barrier, 1.7 for border security to dhs but nothing for an actual

physical wall there. what do we think the president will do? >> unknown. it's not looking good at the very beginning, i'm only saying that because conservatives came out of the gateat strong last night,st immediately saying thi was not a good deal as we know that the president listens to those conservatives and that's how wens got to the government shutdown in the first place telling him to stay strong. he's coming off a rally where he'll bera extremely energized from his base. so who knows what sort of mood he's in today? if he's in a fighting mood or one of compromise. but this also does give the president a little bit of ability to say that there is some sort of barrier being built on the wall or on the border so it gives him a little bit of good talking points. yeah. buts. it also gives him a lot o opening to continue to make this an issue into 2020 as he's running into his re-election

campaign, so we'll see what happens as the day progresses. of course, it all comes down the president. >> stick t around for us becausi want to talk to you again in a little bit and we should discuss mitch mcconnell's role. he previously said he won't send anything to h the president if he's not going to sign. this will be sent to the president. we'll see if he signs it. democratic congresswoman ilhan omar is apologizing for tweets that members of both parties have denounced as anti-semitic. she tweeted sunday that money is whyha u.s. politicians defend israel calling out the pro israeli lobbying group. jewish membersup and democratic caucus sent a letter to house leadership and although they didn't mention their minnesota colleague by t name they said ty were deep lie alarmed by the rhetoric that's disparaged us and called into question our loyalty to our nation.

they asked leadership to join us in calling on each member of the caucus to you knit against anti-semitism. house speaker nancy pelosi then tweeted leadership's response to omar's comments insisting the congresswomanst apologize.og that apology did come. came about an hour later. omar tweeting listening and learning but standing strong. she attached her statement saying in part anti-semitism isa real and i'm grateful for jewish allies and colleagues who are educating me on the painful history of anti-semitic tropes. at the same time i reaffirm the problematic role of lobbists in our politics. they are calling the house speaker to remove omar from the foreignth affairs committee. as state lawmaker has pull back efforts to start impeachment hearings for lieutenant governor justinhe fairfax afterte two women came forward too accuse him of sexu

assault. fairfaxl denies both claims. state delegate patrick hope backed down from his threats yesterday afterfr a conference call with house democrats and legislative black caucus members who demanded that there be no rush to oust fairfax. this comesst amid the departure of four of the lieutenant governor staffers on friday leaving hiser office to work through the t turmoil. governor ralph northam will launch a listening tour around the state amid his own scandal involving the use o of blackfac which he denies. sources tellsie buzzfeed while prepping northam for the events advisers encouraged him to watch the film "bitter of a nation" to better understand the history of discrimination and violence ti against african-americans. one adviser claims northam was not previously aware of the racist depictions of blackface in the film. an investigation by two fairfax newspapers detailing sexualfa misconduct allegations

against 380 church leaders and volunteers overea the last 20 years sparking calls for an investigation into the nation's largest protestant denomination examining federal and state court databases, official documents and more than 20 states and sex offender registries nationwide. they identified more than 700 victims with some urged to have abortions and forgive their abusersth by southern baptist convention leaders. the report published over the weekend compiled information on nearly 400 credibly accused church officials including ic pastors, deacons and sunday school teachers.ho of those accused 220 had been convicted of sex crimes, with 90 currently in prison and another 100 registered as sex offenders. j.d. greer has condemned the abuses and promising changes in the coming days writing in part

doesn't happen all that often. first time since 2015. didn't last long and didn't stick. areas of the west that got hit hard, mountains through oregon, through the cascades, this is hood river. some spots just feet of snow and some kids got to have a little fun. it even snowed yesterday as low as 6,000 feet in hawaii. that doesn't happen very often. thinking that may have been the lowest elevation ever. let's get into the stuff for today. 97 million people are under winter storm warnings or advisories or ice storm warnings. ice storm warning in chicago. up to half an inch of ice is possible and power outages in the suburbs. toledo same for you. here's the current radar. heavy rain from louisiana, mississippi up through tennessee, kentucky. the red line is the freezing line. north of that that's where you have icy and snowy problems. here's the snow forecast for today. looking less snow philadelphia to new york city.

probably only about one to two inches. then a little bit of sleet and freezing rain on top of that. heavy snow is all northern portions of new england. that's a foot. transition area is central portions of new england. especially the mass pike. i think boston and hartford have you around three to five inches. northern portions of the great lakes will get it but i think the legacy of this is it's just going to be a mess because if everyone goes from snow to freezing rain and sleet, messi storm. we have to watch out for significant icing. pennsylvania and interior sections of new england. we'll talk about the arraignment travel impacts, highway travel impacts coming up. >> messi day. private investigators hired by amazon ceo jeff bezos to probe who gave intimate text messages to "national enquirer" determined who was behind the leak. they citeed a person familiar with the matter investigators

concluded it was the brother of bezos girlfriend michael sanchez. investigators have not said how they think sanchez was able to get access to that data. the ap report an earlier report by the "daily beast" both reports says sanchez is a supporter of president trump a constant critic of bezos and acquaintance of roger stone and carter page. sanchez did not respond the ap's request for comment. we're learning more about potential ties between the company that owns the "national enquirer" and the kingdom of saudi arabia, a person with knowledge of saudi arabia's lobbying efforts confirms to nbc news that last year american media asked the justice department if it needs to register as a foreign agent. the "wall street journal" was first to report on the communication. that person confirms to nbc news that a 97 page glossy pro saudi magazine ami published last year are concerned they acted as an

agent of the kingdom. it promised inside look at the kingdom and its future goals while calling mbs the next king and the most influential arab leader. ami claimed at the time saudi arabia played no role in the magazine's publication. in a letter to doj ami admitted it asked an unknown saudi adviser to submit comment and gave the official an early draft of the review and made changes based on his suggestions. a letter to the department shows the department told ami it did not need to register due to the company's claim it received no foreign funding for the magazine and of not under any obligation to make the saudi suggested change. last friday the trump administration missed a congressionally mandated deadline to submit a report to

determine who is responsible for the murder of jamal khashoggi. the white house's decision not to act has infuriated members of congress on both sides of the aisle and a bipartisan grouch senators have reintroduced a bill holding the kingdom accountable for the killing and other transgressions. senator tim kaine accused the administration of aiding in the cover up of a murder and blatantly turning a blind eye to this crime. secretary of state mike performance yesterday addressed the situation and the criticism. >> senator kaine is dead wrong. he's just flat out wrong. i have a lot of respect for senator kaine but he's dead wrong. america is not covering up for a murder. america has taken more action in response to tragic murder of jamal khashoggi and will continue to take more action, continue our investigation. we're working daily gently. the president has made it very clear, couldn't have been more

osceola. welcome back, everybody. i'm yasmin vossoughian alongside ayman mohyeldin and louis burgdorf. it's the bottom of the hour. let's start with the morning's top stories. we begin with breaking news about a border security deal. congressional negotiateors announced last night they reached an agreement in principle to prevent another shutdown on friday.

estimated o'rourke's rally. he said his campaign got special permission to let 10,000 people inside but, of course, an el paso fire department spokesperson told the el paso times that no such special permission of given by the fire department and the coliseum had about 6,500 people in it during the president's rally. police estimate inside and overflow was 10,000 to 13,000 people. 25,000 fewer than the 35,000 that the president and his team claimed. >> michael cohen's testimony to congress has been delayed yet again. he was supposed to testify behind closed doors to the senate intelligence committee today but has been postponed as cohen recovers from shoulder surgery. he was also supposed to testify to the house intelligence committee last week but the chairman said hit to be delayed citing quote the interests of the investigation. this is the third postponement

this month. cohen was initially supposed to testify in public before the house oversight committee last thursday but cancelled citing threats from the president and his attorney rudy giuliani. cohen is due to report to prison on march 6th. joining us once again capitol hill his news reporter. >> let's talk about this shutdown between president trump and beto o'rourke in texas, literally a football field away from one another. a little awkward, maybe. what were some of your big takeaways from last night as we look towards 2020? >> sure. so, beto and trump, their messages could not be more different but also very emblematic where their bases stand on the issue of immigration and tissue of the wall. beto was saying that there's not a wall that's necessary, very divisive, doesn't keep anything safe while trump is making it an issue of national security. trump is intent on making his

2020 re-election campaign focused on the issue of immigration as he did in 2016. that was obviously a winning issue for him and he's betting it's going to be again. but it's really interesting that trump was in el paso, that is beto's home. he was the former member of congress from el paso. so if betto does decide to get in this race it was definitely a preview of what the next couple of years could look like if beto continues to advance in the campaign if he does decide to get in. >> with that backdrop. let's talk about how congress and this potential deal announced last night tentatively is playing out with republicans on capitol hill. do you gate sense, although this has been negotiated by a committee of both sides do you gate sense that this will have the support of the republican majority in the senate and in particular mitch mcconnell who as i was saying earlier had refused to send anything to the

president unless it was is going to be signed? >> yeah. it's an interesting position for mcconnell. he has throughout this entire process and throughout the government shutdown he said that it would be a futile exercise to send anything to the president, that he would not sign. but on the other hand mcconnell gave his negotiators free will to do what they want and come to some sort of agreement. mcconnell has not put out a statement yet, but if he sticks to that, then it seems like it would be something that he would get behind. there are going to be some conservatives, we have some in the house freedom caucus who have already come out and panned the deal but now that they are in the minority they are not as prominence as perhaps in the last congress. remember democrats now control the house of representatives. so the people to watch are going to be house democrats under nancy pelosi who has signed off on this deal, and senate

republicans under mitch mcconnell. but as far as congress is concerned, things are looking pretty good, but as we all know the wild card is still the president and he has not yet given his blessing. >> we'll find out today on twitter at some point. >> may be. just may be. california senator and presidential candidate kamala harris said she supports legalization of marijuana at the federal level. >> they say you oppose legalizing weed. >> that's not true. >> i know. >> look, i joke about it. half my family is from jamaica. are you kidding me? but, right. no, no, i do not. >> so harris also acknowledged that she had smoked marijuana in college and said in the interview that it quote gives a lot of people joy and we need more joy. previously harris backed cory

booker's 2017 bill that would have decriminalized marijuana at the federal level. >> more democrats are considering joining the crowded 20 presidential field. massachusetts congressman seth moulton said he may throw his hat in the ring. he told student at salem state university yesterday he's taking a serious look at running and would be weighing his options over the next couple of months. mean while new york city mayor bill de blasio is headed to new hampshire as he also considers jumping into the 2020 race. de blasio will visit new hampshire on friday. presidential candidate gabbard is getting question about some of her views. when questioned about her visit with syrian dictator assad, the congresswoman from hawaii responded by saying assad is neither an adversary nor an

enemy of the united states. some of her past and present positions have been widely criticized as appearing to line closer to russia than the united states, including referring to the u.s. backed syrian rebels as terrorists. and russia propaganda outlets favor her as a candidate. yesterday during her first event in iowa as presidential candidate gabbard tried to clarify those positions. >> there are brutal dictators in different parts of the world. assad is one of them. his actions against his people must be condemned. however, u.s. policy, u.s. foreign policy should not be that "we are the world's" police going and overthrowing dictators around the world. >> still ahead americans filing their tax returns are finding a very big surprise. the new numbers on how much less people are getting from uncle

so, write your own rules. because no one gets an opinion on why you shave - or how you show your skin. welcome back, everyone. utah republican lawmakers signed a scaled back expansion of the state's medicaid program yesterday in a clear rebuke of mid-term voters. it will ensure about 60,000 less people than the previous obamacare program which voters had approved to expand on the november ballot. the state will instead ask the trump administration for permission to launch a partial expansion of medicaid for people earning up to 100% of the poverty level rather than the 138% under obamacare. the utah law marks the second time republican leaders have blocked ballot measures approving medicaid expansion in states that have long refused obamacare. the new plan is set to begin on

april 1st. >> if you already filed your taxes and found your return is much smaller than in previous years you're not alone. a growing number of americans have learned their returns will be less than expected and in some cases they may owe money to the irs after years of receiving refunds. it's the first tax season under president trump's new tax code after it was passed by republicans in congress in december of 2017. according to the data from the irs for the week ending february the 1st the average refund this year is down 8.4% from last year to $1865. some refunds have decreased because of changes in the law such as a new limit on property and local income tax deductions while others are lower because of changes to withholdings and paychecks. lower refunds have resulted in some taking to social media using #goptaxscam to express their anger at the plan.

some say they won't vote for the president again as a result of the lower refunds. the treasury department tweeted yesterday quote, news reports on reduction on irs filings and refunds. refunds are consistent with 2017 levels and down slightly from 2018 based on a small initial sample from only a few days of data. i guess we'll have to see how this all plays out as tax season rolls on. >> if you're expecting a big refund that's tough. >> a lot of families are living paycheck to paycheck as we've seen with the government shutdown. it's a big dent in somebody's earnings. let's get a check on your weather with nbc meteorologist bill karins. >> let's get details on this storm. millions of people are affected. at the airports, the hanes airport problems will be "early today" in chicago. just a ton of ice. i've been looking at the pictures. detroit has an icy morning. cleveland more rainy.

welcome back. at least 2,600 educators across denver walked out of their classrooms yesterday to demand better pay. joined by support earns students the city's first teacher strike in 25 years began after 15 months of pay negotiations came to an abrupt end over the weekend. the city's 160 schools remained opened yesterday as an estimated half of the district's teachers picketed outside schools and rallied at the state capital. schools will be opened again today. the teachers union and school officials will meet later this morning to resume talks as the walk out continues into its second day. >> markets went wild yesterday as investors waited for news of ongoing trade talks with beijing. meeting with president trump and x imp is one step to happening.

welcome back, everyone. joining us from washington, d.c., editor in chief for axios, nicholas johnson. good news late last night. what is axios' "1 big thing" this morning is this. >> it's a little off the news. big heat and democratic ideas. what's behind the new liberalism? a lot of big policy proposals bubbling around prominent democrat and around the house, specific tax proposals. we're seeing a changing of the guard in democratic policy circles. both parties sort of have an informal infrastructure of think tanks and academics and policy advisers who form the intellectual underpinnings for policies and ideas. we're seeing a big shift to the left among democrats, such as the green new deal, such as medicare for all, such as some of the tax proposals from

elizabeth warren and kamala harris on the campaign trail. we're seeing a new generation of policy analysts driving the ideas at the heart of the democratic party now. >> what kind of impact has this had on democrats who have announced for 2020? >> it's setting the boundaries and guardrails for this campaign. if you look at something like medicare for all, which is an old bernie sanders proposal, it's taking on new prominence. the green new deal from alexandria ocasio-cortez, and some of the other candidates are proposing new policies, such as elizabeth warren's wealth tax, from more liberal economic economists who are working with elizabeth warren. a lot of these candidates and campaigns are setting foundations for their policy proposals for these new kind of
