yasmin vossoughian and louis burgdorf. we have a lot of news to get to. first a state of emergency in alabama after two powerful tornadoes tore through the eastern part of the state killing at least 23 people and injuring dozens more. according to the national weather service the first tornado was half a mile wide or more, lee county sheriff described the damage as catastrophic. the governor has declared a statewide emergency. on twitter president trump urged residents to be careful and safe. rescue crews used drones last night to search for survivors but the effort was scaled back due to dangerous conditions. intense ground search is expected to resume this morning. nbc news correspondent is in lee county, alabama with a look at some of the destruction firsthand. tammy? >> reporter: good morning. i'm in lee county where two tornadoes touched down, numerous deaths, numerous injuries. among them an 8-year-old girl. residents here just trying to

piece together what's left, coming back and for the first time seeing the damage. i'm in the buck wild saloon. i'm here with the owners. they said they have been surveying the damage. they don't believe a lot can be salvaged. the roof was completely ripped off. most of the bar stools, the tables, completely destroyed. i'm told rescue crews are going house to house, building to building right now trying to assess the damage in this town, a town of about 4,500 people, a town in eastern alabama that sustained major damage and has a long road of recovery ahead. back to you. we'll have a full check on the weather in just a few minutes. devastating images. now a look at the latest nbc news "wall street journal" poll. president trump's job approval rating is up three points from january to 46%.

52% disapprove. trump scores best among republicans with 88% approval, 60% of both rural residents and whites without college degrees as well 45es% of men and whites. the president is least popular among african-americans and latinos. disapproval among young americans is 57%. 55% among check educated whites and 51% among independents. this as just over 40% of voters say they are likely to vote for trump in 2020 while 48% pick the democratic candidate. compared to previous presidents those numbers are worse than what barack obama faced at this point in the 2012 cycle when he led his high possibypothetical y five points.

republicans are rallying around president trump as he's firing up his base with a highly partisan appeal. let's bring in heidi przybyla. >> reporter: good morning. clocking in at over two hours donald trump gave the longest speech of his presidency at the conservative political action conference on saturday. but rather than deliver his vision for america, the president diverted from his speech to run through a list of grievances ranging from coverage of his crowd sizes to perceived enemies in the media and special counsel robert mueller's office with rambling and at times profane language. >> the attorney general said i'm going to recuse myself. [ laughter ] and i said why the hell didn't he tell me that before i put him in? how do you recuse yourself? but the person that appointed

robert mueller never received a vote. robert mueller put 13 of the angriest democrats in the history of our country on the commission. >> reporter: and as you can see from that, it was a rambling speech. the only real news is that the president was trying to make a joke out of his previous call for the russians to hack hillary clinton. it was his moment. >> he was at cpac. he had his supporters. >> safe crowd. they had been warm up by the previous acts before. >> his son made some news over the weekend as well. >> exactly. his moment to shine. heidi, let me ask you this. being light hearted about it but doesn't the president have more pressing concerns to worry about now rather than obsessing what robert mueller and rod rosenstein is doing. this thing is almost over and he's talking about how it began. >> reporter: that's the point. the president is showing signs of stress.

this is coming at a time when congress held very high-profile hearings of his former fixer and attorney michael cohen after his very high stakes summit with north korean leader kim jong-un was collapsing. if you look at his performance here, the longest speech his presidency, ranting and raefrg, using schoolyard language to describe members of congress, mocking his former ag, it really if anything showed us a president who is under stress. >> he also couldn't let that time pass without making a call for hillary clinton's emails. heidi, let's talk about these new polls we just mentioned a moment ago. only four in ten americans say they would vote for president trump's re-election. what do you make of these new numbers as we get closer to 20? >> reporter: that sounds bad but actually in line with where president bill clinton was in 1995 before he was re-elected.

it's worse than where president obama was. here's the rub. a generic candidate always does better in this case, a democrat which would be at 48% in this poll than does a candidate with an actual name. so what does this tell us? it tells us despite all of the troubles that this president has had, he actually could win re-election depending on who the democratic candidate is. it also tells us he's being bullied by a strong performing economy. and so the stakes are high for the democrats to get this one right in terms of who they pick. problem is they don't know who that person is. they can't agree even at this stage what the profile of that person is. so this is going to be a real fight to the end to figure out for the democrats who that mystery person is who can maintain that 48% or boost it higher. >> what issues to campaign on. the economy is what's going to

boost voters and get them to the polls. democrats have to figure out what their issues is. >> long road ahead for the democratic primaries. president trump appears to have a new fall guy for why there was no agreement reached last week at the hanoi summit with north korea. he tweeted last night quote for the democrats to interview in open hearings a convicted liar, a fraudster at the same time a very important nuclear summit with north korea is perhaps a new low in american politics and may have contributed to the walk. never done when a president is overseas. shame. >> we talked about cpac. president trump addressing last week's hanoi summit and contradicting himself regarding the situation with north korea. watch this. >> i had very productive meetings with chairman kim jong-un. very productive. we get along. we developed a good

relationship. very good. and made great historic progress. but i had to walk. because every once in a while you have to walk. we made a lot of progress. we'll continue to make progress. but we actually had to walk, but we had a very good meeting. we'll see how it all goes. i think it's going well. i think we learned a lot over the last couple of days. again, the relationship seems to be v-very strong and that's an important thing. >> so this comes as the trump administration officially announced on sunday it is ending all annual large scale joint military exercises with south korea. north korea has long called for an end to those drills claiming they are rehearsals for invasion and president trump adopted that argument after last year's singapore summit calling them war games. he took to twitter to defend the decision claiming it will save the u.s. munds of millions of dollars and reducing tensions with north korea at this time is

a good thing. >> president trump respond the controversy he ignited when he said last week in vietnam he trusts kim jong-un's word regarding otto warmbier. trump now says he was misinterpreted and of course i held north korea responsible while also blaming the obama administration for the entire situation. here's what the president said last week in vietnam. >> i did speak about it. and i don't believe that he would have allowed that to happen. it just wasn't to his advantage to allow that to happen. those prisons are rough. they are rough places. and bad things happen. but i really don't believe that he was -- i don't believe he knew about it. knew the case very well but knew it later. but he tells me that he didn't know about it and i will take him at his word. >> otto warmbier whose parents i have gotten to know who are incredible and i'm in a horrible position. because in one way i have to

negotiate. the other way i love mr. and mrs. warmbi everyone r and i love otto. it's a very delicate balance. he was a special young man and to see what happened was so bad. was so bad. and a lot of what i do with respect to north korea and any success that we hopefully have and we've had a lot, given no credit. >> when he says i'll take him at his word it doesn't mean that he accepts it as reality. he accepts that's what kim jong-un said. >> when he says when i take him at his word, does that mean he doesn't believe kim jong-un. >> the best thing for north korea to do is give us a full accounting of what happened and who takes responsibility for it. >> what about you? >> my opinion doesn't matter.

my opinion is that -- >> you're national security adviser to the president. >> i'm not the national security decision maker. >> secretary of state mike pompeo responded when asked about otto stating the north korea regime is responsible for the death of otto warmbier and humanitarian violations that are continuing to take place. >> and in john bolton was asked why president trump trusts the word of foreign autocrats and dictators more than united states intelligence. take a listen to this. >> this is not the first time the president has sided with an autocrat over outside evidence. why does the president trust putin, and mbs and kim over u.s. intelligence? >> i don't think that's what he's saying. fundamentally in the case of all three of those countries we got pursue american national interest and that involves matters much weightier, much more important than some of they statements by the leaders.

foreign leaders who are friends of ours lie to our face as well. this is nothing new. >> why does the president say publicly he's willing to side with dictators over americans? >> he's not saying he's siding with dictators over americans. he has expressed his opinion about what they've said on these various points. those comments are coming as we learn more about the new links american intelligence agencies are going in their attempts to get through to president trump. the "new york times" report the agencies revamp the way they make presentations to the president in order to focus on subjects the president wants to hear about the way he views the world most importantly on economy and trade. trump who has reduced his in person briefings to twice a week asks his intelligence officers who is winning in an effort to know what country is make being more money or gaining a

weather with michele growsman. >> reporter: the good news the storm that was impacting us overnight is now moving out. philadelphia, new york, d.c., doing better this morning. we'll be left with sleet, slush and snow on the roadways. a slow commute. right now looking at radar this is radar right now, hartford, boston, parts of new england experiencing that snow. we'll see quite a build up as we head through the day. we'll watch this radar and see it as we move throughout the afternoon. looking at temperatures behind us very, very cold. we're looking at temperatures bell below normal for this time of year. we still have a winter storm warning and alert in parts of new england but, again, this will greatly improve throughout the morning into the afternoon hours and then all about the dry and cold air moving in. temperatures are well below normal for this time of year and wind chills in the 20 to 30 below zero range. you want to layer up as you head out this morning in parts of the

middle of country. here's this low pressure from canada. we're looking at bitterly cold air that will drive down from canada. it will be as far south as parts of florida, with temperatures below normal. i want to show you the temperatures real quick right now in indianapolis. 9 below zero. 26 below zero is what it feels like. bundle up the kids at those bus stops as you head out. winter is not quitting. hopefully we'll see this cold air stay in place during the week but warmer weather soon. >> fingers crossed. >> always canada's fault. >> always. they are just so nice, all of them. now new questions concerning possible obstruction of justice. could a presidential pardon been dangled in front of michael cohen to keep him from flipping on the president. kwoorg to three source the issue came up during cohen's closed session last week. lawmakers are specifically

looking into whether talk of a pardon of used to influence cohen after that fbi raid on his home and office last spring. cohen has previously said he never asked and would not accept a pardon from the president. he's not publicly stated whether anyone close to the president ever discussed the issue with him. the top republican in the house minority, kevin mccarthy appears to be excusing the president for those hush money payments meant to keep two women silent about alleged affairs. take a listen. >> if it's a finance campaign, those are fines. those aren't impeachable in the process. >> but you say you're not concerned about the check. if there's no problem with these checks, no problems with reimbursement then why did the president lie about it for so long? >> you can ask that question of the president but this is a personal issue. why would most people not go to the american public about this. you've seen politicians do this

welcome back, everybody. i'm yasmin vossoughian alongside ayman mohyeldin and louis burgdorf. it's the bottom of the hour. let's start with the morning's top stories. another senate republican is throwing their support behind a

measure to block president trump's national emergency on his border wall. senator rand paul said he would vote to disapprove of the president's declaration. the senator confirmed his decision in an op-ed posted on fox news website late yesterday. paul says he can't vote to give trump the power to spend money that has not been approved by congress. reportedly telling the hometown crowd if we take way those checks and balances, it's a dangerous thing. senator paul is now the fourth republican in the chamber who has pledged to vote in favor of the disapproval resolution when it comes up for a vote this month. that means along with the democratic votes it will pass setting a stage for trump's first veto of his presidency. the president dismissed the efforts within congress to block his declaration. >> a lot of people talk about precedent. precedent. that if we do this, the democrats will use national emergency powers for something

that we don't want. they are going to do that anyway, folks. i watch good people, friend of mine, we're very concerned with setting precedent. that's precedent, not president. precedent. we're very concerned about setting precedent. i'm very concerned with having murderers and drug traffickers and drugs and drug cartels pouring in to our country. that's what i'm concerned about. >> house judiciary chairman said his committee will move forward today with its plan to investigate corruption within the trump white house. >> we will be issuing document requests, over 60 different people and individuals from the white house to the department of justice, donald trump jr., allen weisselberg, to begin investigations to present the case to the american people about obstruction of justice, corruption and abuse of power.

so he added that impeachment is a long way down the road and that lawmakers don't have the facts yet but are going to initiate the proper investigations. >> chairman of the ways and means committee asked his committee attorneys to prepare a request for years of president trump's personal tax returns. i want to bring in heidi przybyla for more on her new reporting. >> reporter: thanks. nbc has learned that the request could arrive at the irs as soon as within the next few weeks. house democrats say they are prepared to quote take all necessary steps, including litigation to obtain trump's past tax returns. ways and means is the only house committee that has the authority to make a direct request for the president's tax returns. congressman neil has reached out to the chairman of other house investigative committees asking them to provide detailed

arguments for why they need access to trump's tax returns to conduct their investigations. treasury secretary steve mnuchkin whose department oversees the irs will decide whether to grant the committee's request. and if mnuchkin denies this request it would really be unprecedented and the first time in history that this section of the tax code which allows ways and means to obtain any american's tax information is challenged in court. democrats think they have a strong legal standing, but they are worried about the process getting drawn out in court. >> let me ask you about the president's inner circle. what are you hearing about democrats plans to intensify the focus on folks and people like his daughter, ivanka trump, don trump jr., son-in-law jared kushner. none of them have been called in front of the mueller probe. any chance we'll see them in front of capitol hill? >> reporter: even.

before this last hearing with cohen i was told there would be an increased focus on folks lining ivanka trump, like jared kushner and part of this in getting the tax returns, getting financial statements. what congress want to do here is go deep into the trump organization. they are not just concerned about this trump-moscow tower deal which they do think ivanka trump and jared kushner had a hand in but other potential deals with potentially foreign adversaries, hostile foreign powers. also raising spectre of spoenl and i say potential because there's no evidence of this yet, but money laundering. there's many stories documented and written about how the trump organization operates in this system of shell companies over 500 different llcs all around the world, places in panama, places in south america where i'm told there are actually angry real estate investors who

thought the trumps were making real investments down there and turn out to be shell companies. so a lot here for congress to get its hands around. >> michael cohen mentioned that every time the trump tower-moscow project was talked about, ivanka trump and jared kushner were in on those discussions. roger stone is facing new legal troubles as the judge overseeing his trial is demanding answers over his failure to disclose the release of his new book. the judge ordered him to explain why they failed to tell her beforehand the publication of the book. the judge has given them until today to offer their explanation. according to "the washington post" the publication will be a re-release of one of stone's previous books with a new introduction. late last month the judge barred

stone speaking publicly about his case. he had a photo of the judge's head in the cross-hairs. it covey late the gag order if the new passage criticize the judge or prosecutors in the case. stone may face issues with a different post on his instagram account. stone posted an image to his account yesterday suggesting he's been framed by special counsel robert mueller. cnbc says the image was deleted after an e-mail to his lawyers about it. senator bernie sanders kicked off his presidential campaign over the weekend a few miles from his humble upbringing brooklyn, new york. he said his upbringing was vastly different than donald trump. >> my experience as a child living in a family that

this is all coming from a "wall street journal" story that broke over the course of yesterday. it may be one of the main reasons why we've seen the shanghai composite, one of the main markets in china up 1% and two other major indices more th. it's worth noting some of the details of what the journal has been reporting, is that the idea the chinese may eliminate tariffs, including cars and might end all of the trade sanctions we've seen on chinese producted. another is the decision from lyft to ipo. they've seen extraordinary growth over the last couple of years, market share in the u.s., market share was 22%, late last year 36% or so but they've seen significant losses.

trump trial. lawmakers are worried if they go too quickly it could back fire like with bill clinton. so they're trying a slow bleed strategy. they will publicly go after president trump in an investigation that is coordinated across six to eight committees. we'll see a big movement in this today when the house judiciary chairman jerry nadler puts out those document requests to 60 people across the white house, across the justice department. he says including don jr. and including the cfo of the trump organization. so what democrats are trying to do is build a public record through investigative reports, through documents, through testimony. >> let me ask you this quickly. do democrats honestly think that this strategy will be enough to get senate republicans to somehow support possible impeachment? >> that's a great question. the short answer is no. and that is a big criteria for them to go ahead.

house speaker pelosi does not want to take on impeachment if it's going nowhere in the senate. that would take new facts. republicans definitely aren't there. so what we have going on here is that the house republicans are waiting for prosecutors in new york, for the full mueller report, for the other investigations that are going on to get their facts. in the meantime they're trying to engage the public. that's why you're going to see a lot more public hearings and a lot more pushes for the release of documents, most notably the mueller report, including democrats are going to push for all the investigative reports that went in, including notes from fbi sources. so someone told us that you move public opinion by showing a pattern of conduct. it's not any one act, it's not any one discovery. that's what democrats are trying to do with this long strategy.
