>> good morning, everybody. it is wednesday, at least 50 people have been charged in the largest college cheating scam ever to be prosecuted by the department of justice. the fbi is investigating a brazen multi--million dollar scheme allegedly by two hollywood actresses in an attempt to get students into yale, georgetown and the university of southern california. they are accused of paying bribes upwards of $6.5 million to college prep consultant william singer, according to prosecutors, sing were facilitated athletes regardless of their ability. >> in some cases, they had an imposter take tests for students and in others photoshopped the faces of apple kids on the

photos of athletes found on the internet to symbol ter the athletic credentials. singer pled guilty to obstruction and money laundering, after agreeing to wear a wire and cooperating with the fbi. according to court documents, actress police city huffman paid $15,000 to get her daughter more time on the s.a.t.s and actress lori laughlin and her husband allegedly agreed to pay bribes up to half a million dollars, wow to booth their daughter's chances of getting into usc. investigators say the colleges, themselves, are not a target and no students have been charged in this. the scheme allegedly operated until up until next month.

>> did you make your way to college? >> i've learned some really sad news. first of all, the lesson you are teaching your children first and foremost by bribeing their way into college and this and it seems like a lot of kids didn't know. but what could these parents be faceing? >> the parents, there is an indictment of a racketeering conspiracy, which is akin to what they used to take down the mob. it's a series, they are accused of mail fraud, broadly speaking, any time you defraud something like a university. you use the maim, the internet or e-mail, that can be a federal crime and there is not a case of

where, hay, there isn't a body of criminal law addressing what you submit to a college for your application. and surely that's what the conspirators may have thought. but in reality defrauding a public university will carry a consequence. >> it's a tricky question looking forward is, what happens to these students? what happens to these universities if the student is a subject of criminal activities that got them into university and maybe they are not a year or two years into that program? >> assuming at the moment they are unwitting, they didn't know they participated. then i think it become as part of the university's own internal procedure. what are they going to do to remedy this situation? they probably can never figure out what student that false student took the place of, right? because there is somebody out there who is on the cusp of getting in, very sad, was about to get into yale, but the 5'1"

feinstein, all calling for the faa to ban the 737 max 8 from u.s. air pace. out of a caution, mitt romney said they should ground the 737 max 8 until we investigate the causes of recent crashes and ensure the plane's air worthiness. >> this comes as u.s. pilots have reported safety concerns about the jets to authorities. the dallas morning news says it found five complaints in a public federal database about the 737 max's safety mechanism after takeoff, which was also cited in preliminary reports about a boeing 7378 crash in indonesia that killed 189 people. meanwhile, the "wall street journal" reports that since that indonesian crash, boeing and the faa have been working on extensive software fix to the flight control system and the 737 max 8 airplanes. the sixth scheduled to be rolled

out by the end of april will be a major shift how boeing originally designed the stall features in the plane. the software fix was expected to be ruled out in january. u.s. officials said the recent government shutdown halted work on it for five weeks. >> unbelievable. all right, so president trump yesterday weighed in on airline safety saying that flying planes have become too complex. trump tweeted airplanes are becoming far too complex to fly. pilots are no longer needed, but rather computer scientists from mit. i see it all the time in many products, always seeking to go one unnecessary step further when often old and simpler is better. the complexity creates danger. all of this for great cost, yet very little gain, i don't know about you, but i don't want albert einstein to be my pilot. i want great flying professionals to easily and quickly take control of a plane. following the tweets, the spokesperson says the company

spoke to trump to assure him of the safety, saying he quote made it clear he is absolutely confident in the safety of their planes. top democrats are signaling they are unlikely to pursue the impeachment of president trump. house speaker nancy pelosi said removing trump wasn't worth it unless there is something overwhelming. many rank and file democrats appear to agree with her, at least for now. >> the only thing worse tan putting the country through the trauma of an impeachment is putting the country through a failed impeachment. >> nancy pelosi is absolutely right. let's take that off the table right now. we got a lot of research we still need to do. >> i think we both believe we should wait for the mueller report. she commented on what her standard would be once the mueller report comes out. >> several democrats in the progressive wing of the party want to keep the possibility opened, arguing the focus should be on holding trump accountable.

welcome back, everybody, it is the bottom of the hour. let's start with the morning's top stories. the senate is set to take up a measure to overturn president trump's emergency declaration to secure funding for his wall along the southern border. it comes as the white house and republicans are looking to avoid a political defeat on the matter. mitch mcconnell says the chamber will vote on the resolution tomorrow. it appears democrats had enough to overturn the plan. mcconnell also confirmed yesterday senate republicans are looking to reform declaration

powers. >> that includes mike lee that drafted resolution and shifts it back to congress. the senators proposal would amend the emergency act to say any amendment would expire after 30 days, more than a dozen republican senators have thrown their support behind it. according to post, lee's plan would give gop lawmakers nervous about publicly rebuking him some political cover. democrats in the house have unveiled a path to citizenship for more than 2 million immigrants included those known as dreamers. the bill is the latest version of the dream act legislation. it would help those covered by the obama era daca program a chance to acquire permanent legal status if they meet certain requirements. the bill would also allow hundreds of thousands of

temporary protective status recipients as well as immigrants covered by deferred departure humanitarian programs to gain permanent citizenship status. all of this comes as the trump administration prepares to close all international offices of us citizenship and immigration services. according to several reports, the director of the agency told employees in an e-mail, he is working to shift the responsibilities of employees world wide to domestic offices and to the state department embassies and consulates. the move could slow the processing of family visa applications from members of the military stationed abroad. >> and president trump's top official is making the president's plan for 2020, he was on capitol hill yesterday to testify before the house budget committee. during his appearance, he faced tough questions about the

government's high deficits and was criticized for the deep spending cuts to public aid programs in the 4.7 trillion budget. >> it was a recipe for american decline and relies on a patchwork of gimmicks, fantasy projection and extreme cuts that forfeit any responsibility for the well-being of the american people and our nation. what this administration is saying to our constituents is that the federal government will no longer have a role in making sure we remain an opportunity-based society. >> that the american dream is out of reach. >> how much have deficits in the debt exploded due to the republican tax law? >> deficits have certainly worsened in the first two years, over ten years, we believe that deficits will improve and that as a result of the tax cut in the overall economic program. >> do you believe deficits will improve? it's interesting, the omb has consistently revised up its estimates since the tax law was

passed for how big deficits will be, is that true? >> over the life of the years owe glow is it true have you revised up your deficits since the tax law has passed? >> our estimates have been revised to account for the fact that the tax cut in the short term has led to -- >> so they have been revised up, is that correct? >> in the short term, not over the long term. >> yes, they have been revised up. >> did president trump acknowledge he was breaking a key campaign promise when he agreed to a budget that cuts medicare by what are we saying now $517 billion? >> the president doesn't believe he is breaking his commitment to the american people at all. there are no structural changes to medicare. there is no cut to medicare. medicare continues to grow each and every year. the president committed to the american people he was going to attempt to lower drug prices so many of the reforms within medicare that gen rates savings, simply because the federal government pays for the drugs of seniors is because we are trying

to lower and we have proposals to lower drug costs. >> did president trump acknowledge that he was breaking a key campaign promise when he supported the cuts to medicaid and then turn it into a black rant? >> he does not, we do not believe we are breaking the amendment to medicaid. >> all right. so now to that massive scandal involving college admission's fraud. they have two hollywood actresses in a plan to fast track kids into universities and colleges. nbc news justice correspondent pete williams has more. pete. >> reporter: eamon, in all, 50 people have been arrested, including parents and the college coaches they're accused of bribeing here in washington at georgetown university, for example. the former tennis coach is accused of taking almost $3 million to admit 12 players as students. the colleges are some of the nation's most elite, yale, stanford, ucla, eight in all.

the fbi says they unwittingly admitted students with phony athletic records paid for by their parents. >> this is a case where they flaunted their wealth, to cheat the system so they can set their children up for success with the best education money could buy. >> reporter: among those charged, "full house" actress lori laughlin, "debt sampras housewife" star felicity huffman. at the center of the scam is william singer who ran a college prep business. >> setting your son up for college will set a trajectory for life. >> he admitted students as athletes, he photo shopped their faces on to pictures of sample athletes and got a sample of the hand writing. he bribed coaches at the school to put the applicants into their designated admission slots.

the i don't rememberer yale soccer coach was paid $400,000 to admit a student he knew didn't play competitive proctor and paid a proctor to get better scores. the fbi says some parents spent as much as $6.5 million for guaranteed admission of their children and disguised their payments to singer as contributions to a charity he ran so they can deduct the payments on theiring in taxes. >> the parents charged today, despite already being able to give their children every legitimate advantage in the college admissions game, instead chose to corrupt and legally manipulate the system for their benefit. >> reporter: prosecutors say more charges are likely. the coaches and test projectors have been charged with racketeering. the parents face mail fraud charges, eamon. >> all right. our thanks to pete williams for that report. all right, in a new status report last night, special counsel bob mueller's office announced michael flynn's

cooperation is complete. but in that same filing, flynn's lawyers are asking for a 90-day delay in his sentencing. flynn has been cooperating with prosecutors in virginia in a separate case of two former business associates lobbying for turkey. the special counsel's office did not take a sentencing delay. mueller's team recommended flynn receive little, if any, prison time. als, former trump campaign chair paul manafort faces another round of sentencing today. this morning, a federal judge in washington could add on ten years in prison for two charges of conspiracy that manafort pleaded guilty to last year this comes less than a week after manafort was sentenced to 47 months in prison in a different case, something many legal experts say was a light punishment. california governor gavin newsom will impose an indefinite moratorium on covering out the

moratorium, saying the racial discrimination makes the punishment quote immoral and a failure in public policy to an executive order, newsome will suspend the practice and give a reprieve from execution to california's 737 death row inmates. in a statement, newsome plans to cite about 60% of death row inmates are people of color and many executed in the past year had nationwide had mental health disabilities. because of these issues, he then plans to declare the policy quote has been by any measure a failure, arguing that the death penalty is quote absolute irreversible and irreparable in the event of human error. all right, still ahead, everybody, waiting and still waiting any day now, former vice president biden offers fresh hints he may be getting into the 2020 presidential race. plus, the former house speaker wall ryan lays out a warning about that race. what the republican is saying about the re-election chances.
