apart. it's a marriage made in tabloid heaven. what to make of the president's relationship with the national enquirer. president trump doubling down on the anti-immigration themes with an eye to 2020. it came on a day of massive delays at the border. the delays the result of agents redirected to other parts of the border to process asylum seekers. the president spoke to a group of influential, who protested him on many things, including asylum seekers. an historic amount of families showing up at the bord border. >> the asigh limb asylum program is a scam. some of the roughest people you have seen. some people that look like they should be fighting for the ufc. this comes as government

lawyers argue it would take up to two years. the president repeated his claim that mexico, despite facts to the contrary, is just now apprehending immigrants. >> i really thank the president of mexico because they stepped up because now they're apprehending people on their side of the border. >> walls build good neighbors. >> we begin at the white house where kelly o'donnell is waiting for us. >> reporter: this was the president trying to straddle a few things on this trip a couple of days out west. part of government business going to the border and talking about policy. part of it pure campaign. he was in a venue where he was trying to consolidate the support of jewish americans who are conservative or republican. it was their meeting, their convention. he was addressing them. and he hit all the high points, from support to israel and

another message to mexico, he says, that he wants mexico to do more to stop the flow of illegal migrants as well as drugs and human traffickers coming north across our southern border. the president who has visited the border then said he wouldn't close it is taking this action to try to fortify the ports of entry but a by-product of that, phillip, it could be the kind of congestion that could affect real people's lives and businesses. >> eight to ten hours according to local reports yesterday. kelly o'donnell at the white house. we have compiled a list of the president's positions. blake, are we getting a preview of the president's election

campaign and repeat of his 2016 run? >> he's shown he's obsessed with, something he discussed on that famous escalator ride. he thinks this is a winning issue and plays well with the republican base. as we saw in the 2018 midterms, it doesn't necessarily play well with the broader electorate more generally. i think if he make this is the theme of his campaign in 2020, he might be in for a rude surprise. >> he spoke about his plan to cut $250 million in aid to honduras, el salvador. >> the democrats say, how dare you do that. the money is used for -- no, it's not. it's largely stolen. if the government wanted to, they could stop caravans. i've taken a lot of heat from the stupid people that say, gee, we have people that work with them saying we should be sending

much more money. >> you wrote the president's moves are encouraging more central my grants from central america to reach the united states. can you explain that? >> sure. if you take the existing laws governing asylum seekers from central america, unaccompanied minors, the united states can take mexican migrants and send them back to mexico very quickly. if they come from non-central countries, the details take longer, more details. if the president says he's going to shut the borders, seal the wall and cut off aid to these countries that are already economically depressed you're looking at major drought in that part of the world. you're creating a lot of factors

encouraging people to get here before they're not able to get here anymore. i think the administration has looked at this and said, if you make it difficult to get here, folks aren't going to send -- you know, they have the compiled separation policy for a while. kids aren't going to send their kids to be separated spor a while. if they believe they're facing political danger, economic danger, history suggests to us parents will send their children to safe places if they believe they're in danger where they are. so, ultimately you're seeing this rush towards the border. we're not equipped to handle 2 and the administration hasn't ramped up to handle it in order to deal with these asylum seekers. >> do you think they could be advantageous to make the situation at the border worse. it is getting worse and, therefore, they need to do things it more drastic at the border? >> he's been claiming there's an emergency and crisis for a long

time. the crisis he claimed at the beginning, which is there was a crisis of immigration for mexico. as he put it, mexico is sending rainists and murderers and drug lords back when he came down that escalator in 2015, that's not the crisis you're seeing right now. what you're seeing right now is a different type of immigration crisis. really a humanitarian crisis. i'm expecting to hear more, and we've heard some more from the administration, but even more about that humanitarian crisis. yeah, i mean, i don't want -- i don't want to suggest what the motivation may be inside the white house, but certainly we've seen other policies that are designed by this president to create crises, to create emergencies he can then use his favorite policy to have the solution. so, when you look at that record and you look at the moves he made that may encourage a crisis here without spoking to the

motivation, you can look at the effect of the policies he's having and say, this is a crisis that didn't exist before, before this humanitarian and it's now happening because of those and ies. families will triple this year compared to 2017. now, blake, we have heard from current and former homeland securities who say border should not be a partisan issue. fm. >> i've lived in wash waington a long time. each issue becomes a partisan issue. anything with political salienece becomes fought over by the president. the president is using flaming

rhetoric. people that have worked on this for a long time know there are issues related to the immigration system and judges. there's a million -- a backlog of a million cases for asylum seekers. what the families are doing, they get to it the united states, they know they can apply for asylum and they know it takes a long time for their case to be processed. during that time they can find work under the table, send money back to their families back in central america. a lot of people are working the system. while we're talking about things like a wall, shutting the border, real problems are more technical nature. i think that's what those experienced dhs officials are talking about. >> has the agency offered any sort of long-term solution here? they believe they have. they believe the long-term solution is to built a wall. they believe the long-term solution is to change immigration laws in terms of legal immigration and in terms of illegal immigration.

and they also in the short-term have asked congress for extra authorities for more money and to be able to change the law regarding how they deal with asylum seekers from central america versus mexico. you played the clip of the president talking about how people coming from central america now are like ufc fighters. there's a big wrestling convention in new york this weekend. a lots of those images we see are of small children and some of the horror stories weave heard over the past months and years are of young children. none of thowhom would do well i professional fighting arenas. while that rhetoric fits, and there are people that come over with icommit crimes, to look at these my grants and families as ufc fighters, i think makes it a

lot more difficult to have the type of compromises blake was talking about to deal with the systematic differences. >> ufc fighters are usually pretty in shape. i don't know if they'd be a drain on our health care system. the president repeated his attack that the democratic party is anti-semitic. he said omar does not like israel a day after a guy was arrested for threatening to kill her. she wrote on twitter, my lord, forgive. they don't know. >> he spoke before a crowd of organized jewish republicans. 70% of jewish-americans vote, vote for democrats. they don't always do it for issues related to foreign policy or israel. i think when trump is speaking to a crowd and making it seem like trump suspect speaking for

saying there's a duel loyalty between american jews and president trump offered the same canard as the republican jewish commission are loyal to prime minister netanyahu, your prime minister, rather than the united states. a groups earlier shut down a protest with chants of usa. the president said some things that i think were deeply offensive to many jews in this country who were not in this room about his immigration policy. when he was saying the united states is full up and you can go home. the united states rejected ships with jews fleeing the hollow ca -- holocaust in the 1940s sending them back to a horrible fate. the jews existed through the

president trump taking aim the special sxouns his report again following reports that robert mueller's investigates are furious the toerp general withheld damaging evidence against the. the. in the last 24 hours the president fired off seven tweets repeating his claims. it was wasted money and the team was run by and angry, trump-hating democrats. in a new claim he said he has the right to read mueller's report before congress. joining me now to talk about that, msnbc legal contributor kate phnang. >> how can the white house claim executive privilege with there

evidence. >> you think it would be counterintotive that the person subject of the investigation would be able to look at everything, but the bottom line is we all want to look at the mueller report, the 400 pages and attached exhibits and underlying sourced documents. here's what's going on as of right now. we have donald trump tweeting out his attack once again on the mueller investigation. ironically we have john dowd, his counsel from 2017 to 2018 saying trump and dowd trusted mueller. it kind of creates an internal conflict between whether or not trumps putting on a face in public as to what he thinks about the content and the results of the mueller report and what was going on behind scenes. the executive privilege question you raise, phillip, is an important one. we know attorney general barr, that trump tweeted out is, quote, our great attorney general. a.g. barr has indicated he won't

be providing the report for executive privilege redactions before it's provided in our otherwise redacted form before mid-april. the executive privilege has flown out the window and we won't see, allegedly, executive privilege redaction when congress gets the report mid-april. >> you mention the the relationship between president trump's team and mueller's. john dowd revealed in an interview that mueller's team would consult with trump's team and let him know when the media got stories wrong. >> the hard part about it is they don't like to be in a position to make a published statement. so, i had to go by -- i had to go by his office to drop something off and we met outside. and, you know, he said still, don't believe everything you read in the papers. i said, i got it, okay.

and i could then say, you know, talked to special sxou ed ted to procedure for it. >> is that unusual to have prosecutors and media discussing media sources? >> people think it's going to be adversarial in nature but it wasn't that antagonistic. that again underscores the concept that it seems really not logical or true that donald trump should be attacking robert mueller and his team. if he was roopting with, if he was having these behind-the-scenes conversations with the mueller team, why is donald trump claiming the results of the mueller investigation should be attacked for its underlike honesty and veracity. it shows there was a lot of information that we were not aware of. it answers the question, why did mueller never subpoena or

attempt to really push the issue with donald trump, to interview him about his attempt that would go to the obstruction of justice charge. >> maybe we'll find that out. in that interview mueller wanted everyone to cooperate. >> we made the decision with the president to give them everything they asked for. the silliness of suggesting he obstructed anything and he was supposed -- most transparent, cooperative histopresident in t history of the office. bob knew that. mueller indicated to me he was woefrd some people might not cooperate. i said, well, we've encouraged everyone to cooperate. if you want me to say something publicly about that. the president would be happy to do it and we did. >> you remember the president calling his former attorney, michael cohen, a rat after he

started discussing with the special kounsz in the southern district of new york while praising paul manafort for lying to the special counsel. what to you make of that? >> it goes to show that trump is a convenient liar. john dowd saying trump ordered the white house and everybody else to cooperate with the mueller team. yet donald trump never sat down with robert mueller. when mueller asked to have the sitdown interview with mueller. i think whatever fits with the scenario trump wants to parrot, that fits. there is law that arises as to whether we, the citizens of the united states, may not see the underlie evidence but there's a push this house week the judiciary committee was able to get the full mueller report unredacted.

creating what's called a circular firing squad. where you start shooting at your allies. >> a warning from former president barack obama who was speaking in berlin as democrats debate policy proposals that cover a wide ideological spectrum. back to us to discuss this, blake, does the president have a point there? how much weight do his words core about democrats? >> i think they carry enormous weight. i think it will be watched by democratic leaders and the base allot. a lot. you have this crowd of new democrats in the house and some of them were elected in very safe districts. they're proposing very ambitious progressive policies. then you have these moderates elected in districts that went for trump in 2016. they're like, can we not talk about the green new deal so

much? let's talk about why we can't all get along and so forth. there's inevitably going to be tension between those wings of the democratic party. i think what obama is saying, let's keep it civil, folks. let's not give republicans ammunition. >> jonathan, how do you think democrats are going to receive obama's warning. >> i take that a little differently than blake does. rather than him sort of building a bridge between two flanks in the party, i think what president obama is doing is taking sides there between those who -- between those who have the greater lidge rigidity, thes test, and those who want to take on ideology and policy and those like the president who have a more measure measured and incremental approach to it. the big criticism of president obama from the left is that he was not bold enough once he got into office that he didn't charge hard enough. i think a lot of the folks on

the left who made those criticisms, look at what president trump is doing and why won't a democratic president do that when he gets in office? and i think those who agree with president obama say that's not a good way to get things done in the long term. i actually think he's sort of siding with what you would call the left of center. sort of the moderate left of center set when he says that, when he says he thinks the democratic party should get into a sick lrcenon the green new deal. one of the possible ideological differences among democrats is the green new deal. max rose of staten island had this to say about it. >> this is not the time for milquetoast incrementalism, it just isn't. with that being said, nothing about what i just said would provide a justification for a massive, socialist, economic

president trump needs cooperation from democrats. they should be supporting the president and giving him funding for the wall and every other measure we need to secure our border. and republicans, as well. not all republicans are onboard supporting the president with declaring a national emergency. they should be embarrassed today for not doing that because we know there is a crisis at the border. both parties need to come together and solve this problem for the american people. and i think democrats missed a huge opportunity not compromising with the president. if they had given him proper wall funding like he asked for, he could have signed off on daca and fixed the issue that has been lingering over the dreamers' heads for many, many years. he would have come to the table with something to help daca individuals. but democrats put their foot down. they refuse to negotiate with him. and this poor group of individuals were hung out to dry, effectively. >> rashad, i see you're back with us here.

i want your take on that. do you think it makes the president look weak when he doesn't go through with his promises? >> i think it does. i think it shows he is able to flip-flop. let's talk about the wall for a minute. it seems as if this wall is a solve-all, as far as it relates to immigration reform and it is not. phillip, there is not a wall built that another man cannot simply climb over or tunnel under. in addition to that, there's something called the law. subsection 1324 of u.s. federal code 8, says it's illegal to hire undocumented workers in the united states. what does that mean? over 80% of those who come to the united states illegally or undocumented come here for work. the number one magnet for those individuals are the employers in this country who are still willing to hire them. i hear the narrative about poor people coming to this country being criminals. i hear that narrative. but i don't hear the narrative of the employers who are willing

to hire them and break the law being criminals, as well. if you want to resolve the immigration issue in the united states, you don't have to look any further than right here in the united states. if we started to enforce our actual federal laws that are on the books, you would dry up over 80% of the reason why undocument individu undocumented individuals come here. we don't have the stomach to apply the law universally. >> we got a minute left here. i would like to turn to 2020. stacey abrams told msnbc this week she's going to make the decision to run for senate or for president by the fall. and she spoke about it at the national action network. what do you think about stacey abrams' possible running? you think she should run for president or the senate? >> i think both are viable options for her. i had stayscy abrams on my progm
