headquarters in new york. president trump unplugged. the president takes part in nearly a one hour primetime interview touching on everything from retribution against hillary clinton to russian probe to his claims of being wiretapped by former president obama. joe biden kicks off his run for the white house into high gear as a number of democrats and the man currently in the white house all weigh in on the former vice president officially getting into the 2020 race. federal officials execute a series of search warrants on properties tied to baltimore's embattled mayor as she faces new pressure to step down over a growing corruption probe.

good morning, everybody. it is friday, april 26th. i'm yasmin vossoughian. president trump says he's changed his mind about going after his 2016 democratic rival hillary clinton. appearing to blame her for the russia investigation while also suggesting that people in the obama administration who were quota lot higher up will also be found responsible. trump began by explaining his november 2016 statement that he would not ask the justice department to investigate clinton, but the report from special counsel mueller says he did just that in numerous public and private attempts with then attorney general jeff sessions. here's trump on fox last night. >> when i won, they were all saying, lock her up, lock her up. and i said no, no, let's get on with life. that was different. it was like, right after the election, you want to get a new

page and turn over a new leaf. now what happened is fairly shortly after that great evening they started coming at us with the insurance policy. and everything they did was so dishonest. and then we really started looking into a lot of things like her deleted emails and acid washed emails which is unheard of because of the expense of doing it and how she got away with it. in the meantime look what she's done, how she's destroyed the lives of people that were on our campaign. she's destroyed their lives. i really say now we have to get down. because this was a coup. this was an attempted overthrow of the united states government. these are sick people. these are sick, sick people. so, let see what happens with mccabe and comey and brent none and clapper. they were in on the act. let's see what happens. it's inconceivable when it comes

to clapper, comey, these people, i imagine some other people maybe a little bit higher up knew about it. >> president trump also said last night that his tweets in early march of 2017 which claimed he quote just found out that obama had my wires tapped in trump tower just before the victory that it was not based on evidence and says the only reason they caused an uproar because he believes the fbi was trying to spy on him. >> i don't know if you remember a long time ago, very early on i used the word "wiretap" and i put it in quotes. that was a long time ago. and i've never seen anything like a blow up like you've never seen. now i understand why. because they thought two years ago when i said that just on a little bit of a hunch and a little bit of wisdom, maybe, it blew up because they thought maybe i was wise to them or they were caught. that's why.

because if they were not doing anything wrong, it would have just gone by. nobody would have cared about it. >> so for the record no evidence in numerous justice department reports show trump or the campaign was under surveillance in 2016 or after that. while democrats weigh how to respond to president trump's refusal to cooperate with investigations, rhode island congressman, a member of democratic leadership in the house says it's time to hold trump officials who defy subpoenas in contempt and take them into custody. >> since 1821 the congress can hold individuals in contempt and imprison them. congress has the responsibility and i would say the obligation to hold individuals in contempt who do not comply with a lawful subpoena, who do not produce documents and we should be prepared typical prison them. >> let's talk 2020. former vice president joe biden

receiving a warm welcome to the presidential race yesterday in the form of congressional endorsements. ten members of the house and senate mostly from pennsylvania and delaware quickly endorsed his white house bid while a few more attended a fundraiser for him last night. biden got an early endorsement in the first primary state of new hampshire from the former governor. cnbc is reporting new york's current democratic governor andrew cuomo is throwing his fundraising network behind biden. biden said he didn't seek the endorsement of another prominent democrat. >> if you are the best choice for the democrats in 2020, why didn't president obama endorse you? >> i asked president obama not to endorse. he doesn't want to -- whoever wins this nomination should win it on their own merits. >> so the crowded 2020

democratic presidential field was quick to react to biden's candidacy in the form of fundraising appeals. senators cory booker, kamala harris as well as beto o'rourke, julio castro all reached out to their list to raise money off of biden's announcement. but the most pointed reply came from biden's top andy poling opponent bernie sanders who sent two emails including one that criticized biden's event. the campaign writing this. it is a big day in the democratic primary. we're hoping to end it strong. not with a fundraiser in the home of a corporate lobbyist but with an overwhelming number of individual donations. biden announced he hired simone sanders a prominence member of sanders 2016 campaign. president trump, of course, is responding to the core message of former vice president joe

biden's candidacy after a tweet questioning biden's intelligence trump told fox news he disagrees with the premise of biden's announcement video. >> we are in the battle for the soul of this nation. i believe history will look back on four years of this president and all he embraces as an aberrant moment in time. >> when biden makes this statement talking about the soul, i mean the soul, take a look at the obama -- you know i heard somebody say before that there was such dissension and division. people forget. there was tremendous division during the obama administration. tremendous division. we actually have great spirit right now. you know, just to finish that off, we're a country respected again. >> joining us from washington reporter for "the washington post" eugene scott. good to have you on this friday morning. it's been a while since we've had you.

interesting to hear the president there talking about the fact that he thought during the obama administration there was a lot of dissension to say the least considering all we know considering what's going on in the white house right now. but let's talk about the first 24 hours when it comes to joe biden's presidential campaign roll out. we know even before he launched his campaign video he himself had a phone call and said that the first 24 hours was the most crucial time for his campaign. and the primaries can wait. so how is he stacking up so far? >> well it certainly depends on who it is you're speaking about. he was pretty well received by quite a few of the members of the electorate who were wondering whether or not he was going to make himself available as a viable alternative not only to the democrats currently seeking the primary but more importantly president trump and he's gotten quite a bit of attention in two of the main areas that people thought he would find a bit problematic,

perhaps, in his quest for the white house. his history on issues of race and specifically how he handled the anita hill testimony. >> do we have any numbers yet on biden and fundraising the first 24 hours or when do we expect to see those >> we're still within the first 24 hours. so -- >> countdown on. >> let's talk about frump reigniting this gripe hillary clinton. she put out an op-ed yesterday in "the washington post" making a case for impeachment when it comes to the president. we hear the president reignite his gripes with hillary clinton. what do you make of this? >> well we know the truth is the president has never completely backed away from attacking hillary clinton. i believe at almost every rally he has had since entering the white house he makes jabs at her. so it was only expected he would respond in kind after she responded to the mueller report.

>> welcome back. fbi executed search warrants on catherine pugh's home as to whether she got kickbacks. the search included two of pugh's baltimore homes, homes of one of her aides and the office of a nonprofit. pugh's attorney said federal agents came to his law firm to serve a subpoena for the mayor's original financial records. the "the baltimore sun" reports that agents from the baltimore fbi office and the washington irs office searched at least six addresses and the u.s. attorney's office confirmed the location of a seventh search. a lot going on there. this is coming after mayor pugh took an indefinite leave of absence due to her deteriorating

health. now after the raids began maryland governor larry hogan called on pugh to step down writing this, now more than ever baltimore city needs strong and responsible leadership. mayor pugh has lost the public trust. she is clearly not fit to lead. the coast guard lieutenant accused of planning a terror plot against politicians and journalists will not face terrorism related charges and could soon be released. the associated press reports that a federal judge said that 50-year-old christopher hasson is eligible to be released on bail as he awaits trial on drug and firearm use. u.s. district judge charles day said yesterday that he still had grave concerns about hasson but couldn't justify holding him. he could be released. day said he'll hold another hearing to work out a supervision arrangement that

would include electronic monitoring. in new court filings federal prosecutors queue that hasson continues to pose a serious danger, however his attorneys say the accusations against him are overblown. joining me here on set legal analyst danny cevallos. danny, good to talk to you. why are prosecutors in this case unable to charge christopher hasson with terrorism? >> it has to do with the law of attempt. it's one thing to have horrible intentions and another thing to carry those things out. in between is a lot of gray area and we want to punish evil thoughts only when they are accompanied by some act. in this case this is a classic example of the challenge of charging somebody with an attempted murder type crime when really all you have is these hateful, racist writings and the acquisition of firearms and

really nothing more and the government sees that and realize that may compromise their chance at a conviction. >> even when the judge says he has grave concerns. what kind of conditions can be set? >> electronic monitoring, travel restriction, curfew. you can possess any firearms. you can't leave -- you have to be monitored at all times. you have to report to the probation office. the court can set a lot of conditions. after the bail reform act generally speaking most defendants have to get bail of some kind. we just can't detain all defendants. even defendants when guns are involved. not necessarily all gun case. but cases called presumption case where you have to detain. generally speaking defendants are entitled to bail. >> let's talk to baltimore. they had problems with their former police chief and now the mayor. the scope of yesterday's raid was pretty huge. >> true. >> what potential charges could

this mayor face? >> any time you have a public official who is charged with self-dealing, there are a number of different white collar type crimes that apply. they are very difficult to defend because citizens are entitled to the honest services of their politicians. that means that if a politician is bribed and gives a plum contract to some company, even if the company does a good job that's still a crime because the citizens were deprived of the honest services of that politician when they handed out those deals, those contracts in exchange for something. the need is to show a minimal intent. they are generally relatively easy to prove. >> we'll see you again at the top of "morning joe".

let's get a check of your weather now with meteorologist karen cairns. >> did you dodge those rain drops this morning? >> i would lie if i said i did but i ran straight from the car into work. >> as we go throughout this morning, two areas of rain all associated with a big storm system on the eastern seaboard. it's heading towards the i-4 corridor. some good thunderstorms. not severe. now as far as the northeast goes some period of light to steady rain is now heading through new york city. that's over the top of hartford anticipate providence, arriving in boston probably towards the tail end of the morning rush hour. we just got a bunch of rain from kentucky through areas of ohio. things may play out just right for enough severe weather this afternoon to cause some concerns especially in the mid-atlantic region. we'll get just enough warming during the day today. pretty strong jet stream

swinging on through during the afternoon. that will trigger chance for wind damage and isolated case of a tornado or two. if we get any tornados today the favorite spots are northern virginia, maryland, delaware, chesapeake bay region. that does include philadelphia, baltimore, washington, d.c. this is at 7:00 a.m. the cold front, we bring it to the mid-atlantic. this is at 5:00 p.m. along this line we could get an isolated spin above a tornado. won't last all day long the severe weather threat. in and out. here's the good news. by 8:00 a.m. saturday morning all of the eastern seaboard and most of the northeast will clear out and should be a decent saturday. not going to be beautiful but not raining or pouring like today. >> we'll take decent. still ahead the celebration of frustration as the nfl draft gets under way. details on who went number one, and the questionable first-round pick by one team. we're back in a moment.

with special counsel bob mueller's report this time for not investigating the investigators. >> the biggest problem with the mueller report, he didn't mention any of this. he didn't mention strzok and page and mccabe and comey the lines and the leaks and the overthrow, and the whole thing with the hillary clinton got to win 100 million to 1. to sick lovers. these were like children. they are fbi people. top people in the fbi. i'm so embarrassed for the fbi when you look at it. but this was -- he didn't mention the insurance policy. why didn't they mention in the mueller report all of the horrible things that we found out about the other side, including the fake dossier? >> but the justice department inspector general issued a 500-page wide ranging report

criticizing the conduct of the fbi officials who said disparaging things about president trump, both of whom were removed from the investigation by special counsel mueller. president trump is contradicting a portion of the mueller report and the sworn testimony of his former white house counsel tweeting this yesterday. as has been incorrectly reported by the fake news media, i never told white house counsel don mcgahn to fire bob mueller even though i had the legal right to do so. i could have done it myself. mueller was not fired and respectfully allowed to finish his work on what i and many others said was an illegal investigation. here's the thing. the mueller report for which president trump refused to testify under oath states this on saturday june 17th, 2017 the president called mcgahn and directed him to have the special counsel removed. mcgahn of at home and the president was at camp david.

in interviews with this office mcgahn recalled that the president called him at home twice and on both occasions directed him to call deputy attorney general rod rosenstein and say that mueller had conflicts that precluded him from serving as special counsel. now president trump says he's going to fight efforts to have mcgahn tell his story before congress. and former vice president joe biden kicked off his 2020 white house bid yesterday and his campaign revealed he recently reached out to call anita hill to express regret over her treatment when she testified before the senate yishs committee when biden was chairman back in 1991. about, of course, her allegations of sexual harassment against clarence thomas. in a statement bid encampaign said this. they had a private discussion where he shared with her directly his regret for what she endure and his admiration for everything she has done to change the culture around sexual

harassmen. speaking to the "new york times" hill said she left the conversation deeply unsatisfied and declined to characterize his words as an apology and is convinced he has not taken full responsibility for his conduct at the hearings. quote, i can not be satisfied by simply saying i'm sorry for what happened to you. i'll be satisfied when i know there's real change and real accountability and real purchase. hill added she's troubled by the reason kwugss against biden of improper touching. at a rally in fort worth, texas yesterday, bernie sanders double downed on his comments from earlier this week about letting every american citizen have the right to vote even if they are in jail. watch this. >> you know, the other day i was roundly criticized for saying something that i think is common sense. and i think that every american

citizen, because of their citizenship should have the right to vote even if they are in jail. if you commit a terrible crime you're going to pay the price. but that does not mean that your right to participate in our democracy is taken away from you. i was roundly criticized about this. you know what? once you begin taking away somebody's right to vote, you are moving down a slippery slope. >> joining me again from washington reporter for "the washington post" eugene scott. let's talk about this joe biden/anita hill conversation. recognizing anita hill was not satisfied with what joe biden had to say about those hearings back in the early '90s. we know minority women are definitely people that helped

decide elections one being in 2020. how do you think this is going to be received by them? >> well so far it's not being received very well. there have been concerns for years about how anita hill endured so much condemnation and mistreatment during her testimony and years later and individuals particularly the men, the white men who had power to control that. and i think a lot of attention is being paid to the fact that joe biden who we know chaired that committee appeared to wait just weeks before he was going to announce his presidential campaign to actually speak with anita hill about the situation and so the optics of that have led some people to question the sincerity of his joe and one of those people questioning that is anita hill herself. >> do you think the controversy surrounding anita hill and joe biden will be more of a problem during the primaries or do you think that will then persist if we were to get the nomination

during the general election because, obviously, going up somebody like bernie sanders and kamala harris will be much different if he were to get the nomination to go up against president trump considering the current president's history. >> i was going to say initially the primary. what's interesting about controversies is how you handle them can shut them down really quickly, rather quickly, i should say. the reality is how long this is a controversy. actually to some degree depends on the biden campaign. obviously, hill said she's not satisfied, nor are many of her allies and supporters and it's possible that biden could respond in a way that does meet what many of these individuals think is an appropriate response and sooner than later therefore allowing voters and the candidates to focus on other issues. >> quickly, what do you make of president trump directly contradicting the special counsel's report yesterday over the firing of bob mueller? >> it was telling and certainly, you know, illuminates why the

white house may have a problem with mcgahn testifying before congress about whether or not the president obstructed justice or not. mcgahn could say something or say more that could lead trump into a situation he doesn't want to be in. >> thank you. we appreciate it. three federal judges rule that michigan must redrew 34 congressional and state legislative districts in time for the 2020 elections. the judges ruled yesterday that the current maps drawn by republican state lawmakers represented a political gerry manner of historic proportions. the ruling requires michigan to hold special senate state elections next year cutting in half the four year terms that some lawmakers are serving. republicans intend to appeal the ruling. u.s. circuit court judge wrote the unanimous decision that the predominant purpose of the lawmakers redistricting plan in 2011 was to subordinate the

comatose otto warmbier. it was signed by a u.s. official before agreeing to release the university of virginia student back in 2017. according to the post citing people familiar with the situation, the envoy sent to get otto warmbier signed and agreement to pay the bill which had not been previously revealed by u.s. or north korean officials on instructions passed down from president trump. the paper says the bill went to the treasury department where it remained unpaid throughout 2017. it is unclear whether the trump administration paid the bill at a later date or if it came up during preparations for the president's two summits with kim jong-un. in a statement sarah huckabee sanders said this. we do not comment on hostage negotiations which is why they've been so successful during this administration. now while the presentation of the invoice may appear an extremely brazen move by north korea, it is quite consistent

with pyongyang's behavior. and russian president putin said he's willing to share his summit with kim jong-un. while they did not signal any major changes on north korea's position on nuclear weapons, putin said kim is willing to give up the arsenal only if he gets iron clad security guarantees. but the north korean leader asked him to explain his position to trump raising moscow's influence in ongoing denuclearization talks between washington and pyongyang. kim did criticize the u.s. for taking a quote unilateral attitude in bad faith at the summit with president trump. that has resulted in a standstill in the nuclear talks. state media added kim told putin the situation on the korean peninsula has reached a critical point where it can return to tensions and that peace and security will entirely depend on
