good to be with you. i'm frances rivera. from headquarters in new york, welcome to "weekends with alex witt." alex is off today. the phone call to vladimir putin. what the president didn't say to the russian leader. now the subject of criticism. a slippery runway leads to a close call. how pilots made a river landing with everyone on board surviving. north korea's launch. why now and what is the message pyongyang is sending to washington? we begin overnight with terrifying moments as the

charter plane lands on the water. the boeing 737 carrying 138 people was arriving in the naval air station in jacksonville from guantanamo bay when it crashed in the st. johns river. it was not submerged. 21 people have been taken to local hospitals in good condition. everyone on board is alive and accounted for. >> it is a miracle. i could have ended very -- we could be talking about a different story this evening. there is a lot to say about, you know, the professionalism of the folks that helped the passengers off the airplane. there's a lot to say about that because it very well could be worse. >> no word on what caused the plane to leave the runway. there was rough weather in the area. ntsb investigators are now heading to the site. joining me now over the phone is kyle bailey. an aviation analyst and safety

inspector. what could be the possible causes for the plane to overshoot the runway and the facts that weather may have played a role? >> good morning, frances. right now, there was light rain and thunderstorms in the vicinity of the naval air station. that is the key the investigators will look for. if the pilot was coming in too fast as a result of the thunderstorm and came in high speed or bounced on landing, it could create an overrun situation. you know, we can't rule out the possibility of a mechanical issue such as speed brakes not deployi deploying. the braking system not deploying or the trust reversers not working. typically in a lot of scenarios where the pilots are in the vicinity of bad weather, i would say the chances of pilot error

increase. you know, one thing to keep in mind, too, that was in fact the destination jacksonville. this wasn't like an airplane making an emergency landing at some airport midway through the destination. if that was the intended landing spot, which it was, leads me to believe possibly that the chances of pilot error go up in this instance. >> how would you say the pilot handled the situation especially when tackling something like this may have been a factor and also runway length? knowing right after that, as we have seen here at laguardia, it is surrounded by water. >> yeah. these runways -- one was 1,000 feet. laguardia is a short runway for a large commercial airplane. the other runway was 6,000 feet. 1,000 feet shorter than laguardia. if he bounced on landing and if,

in fact, the runway was wet, that would increase the landing distance of the airplane. this differs from the miracle on the hudson in the miracle on the hudson was a pure water landing. this most likely was a landing on the runway that went wrong and then probably went off the runway at fairly low speed. that's why we're seeing the airplane pretty much from at least what i see in the photos in tact. >> all right. kyle, we understand investigators still headed there. there may be jet fuel in the river. they have to work on that. kyle, thank you for being with us this morning. kyle bailey. >> thank you. breaking news from north korea. a weapons test from wonsan. investigators in south korea say projectiles were fired into the sea. we have matt bradley joining us from london. >> reporter: the south korean government said that these are not ballistic missiles, but nobody in the u.s. or south

korea or japan has really been able to identify exactly what these weapons were except to say they were short range. japan has said these weapons did not come anywhere near their coastline. the white house press secretary sarah sanders told reporters last night that they are aware of the test and monitoring the situation. still based on what we know, this latest launch wasn't a violation of pyongyang's promise to stop testing long-range missiles or nuclear weapons. it signals something that kim, the leader of north korea, is getting impatient with the negotiations. frances. >> matt bradley, thank you. let's bring in gordon chang. gordon, good morning. so south korea is not calling it a missile test. they are using the word projectiles. some say it is a rocket launch. does that mean it is less

serious? >> it is less serious in the sense sense it is not a ballistic missile test. that is prohibited by the united nations security council. this sends the messages that kim jong-un is unhappy with the situation. we have to remember the three kim rulers will use violence to upset status quo they find to be unacceptable. what kim is saying he is finding this particular situation not tto his liking. >> when you look at that and what makes him unhappy enough to do this. is it about president trump walking out of the summit in hanoi or sanctions or both? >> it is about sanctions. kim has got to remember although we call it a maximum pressure campaign, president trump since may of last year, has not been vigorously enforcing sanctions. we could be stricter on this. if we were, that would put kim in a more difficult position. kim is playing a dangerous game here because eventually donald

trump will lose patience with his less than maximum pressure campaign and put it to kim. >> when it comes to that, there's always talk since the walk-out in hanoi of a possible third summit. what do you see? >> i don't think there will be a third summit anytime soon. there has to be substantial progress. in other words, a declaration of north korea from the missile facilities and timetable for disarmament. we are not close to that situation. especially since kim is trying to get help from xi jinping and vladimir putin. >> gordon chang, great perspective. thank you. >> thank you, frances. president trump is facing a political firestorm after he spoke with russian president vladimir putin, but did not warn him not to meddle in the 2020 elections. this is the photo that the russian news agency released during the call.

the first exchange since the mueller report that concluded that russia interfered in the 2016 campaign. >> mr. president, did you address the election meddling that came up in the mueller report with mr. putin? >> we discussed it. he sort of smiled when he said something to the effect that it started off as a mountain and ended up being a mouse. he knew that because he knew there was no collusion whatsoever. so pretty much that's what it was. >> kristen welker asked the president if he voiced concerns of protecting the next election. >> mr. president, did you tell him not to meddle in the next election? >> excuse me. i'm answering this question. you are very rude. we had a good conversation about many different things. okay? >> did you tell him not to meddle?

>> we didn't discuss that. >> meanwhile, a new ultimatum by the house democrats. the chairman jerry nadler would hold a.g. barr in contempt. some are asking him to resign after his testimony on wednesday raised more scrutiny over his relationship with the president. >> has the president or anyone at the white house asked or suggested you open an investigation of anyone? yes or no, please, sir. >> um, the president or anybody else. >> seems you would remember something like that and be able to tell us. >> yeah, but i'm trying to grapple with the word suggest. there has been suggestions of matters out there that they have not asked me to open an investigation. >> senator and presidential candidate kamala harris now following up requesting the department of justice to

investigate if the a.g. received or an acted upon requests or suggestions. >> either he opened up a can of worms if the answer is yes or if the answer is no, he would have perjuriy eiey perjured himself. if there has been any influence by the president over the attorney general, we should know that. that's something that should be investigated. >> i want to bring in kevin cerilli. and john halterwiner. to both of you, welcome this morning. let's start with you, kevin. why doesn't the president confront his counterpart of the meddling in the elections? is this a missed opportunity? >> it is a missed opportunity in how they are laying out what they are doing to better protect

democratic, lower case "d" heading into the election cycle. there is not partisan agreement on capitol hill. republicans and democrats alike. that has to be done to protect democratic institutions and voting procedures here in the united states from not just russians, but also from various other nefarious organizations and crime organizations and hostile foreign governments from impacting the political system. >> so john, what are the implications of the president's reluctance to openly address this threat once and for all? >> that's the big question here. why is trump tough on everyone except vladimir putin? despite as kevin said, widespread agreement in washington that he direct ted interference in the 2016 election. trump repeatedly said there was no collusion. it would go a long way if he took a strong stance against putin and the warnings he is

still attempting to meddle in the elections. we saw lindsey graham the other day. he said we need to be concerned about russian election interference. trum trump is not concerned about it. >> let's turn to the showdown on capitol hill. u.s. attorney general william barr skipped the house meeting on thursday of the mueller report. escalating the acrimonious battle with the democrats and department of justice. kevin, when it comes to the monday deadline that says let's get the unredacted report. the underlying evidence. how will william barr respond to the deadline? >> i think it is a wash. i think the democrats don't move the needle on this next week with barr. i don't think the republicans move the needle. i think the democrat who showed up with kfc chickchicken. the political theater of this is something that the american people in both parties are growing sick of. what they are not growing sick

of is they want to hear from robert mueller. even republicans to some extent would agree. a.g. barr said he would not block the testimony of special counsel robert mueller, but lindsey graham saying he doesn't feel that is necessary. the pressure, i think, is going to come from democrats to get mueller to testify publicly. >> he will not stand in the way from the testimony from mueller. talk about that, john. do you see him actually testifying? >> i think we see signs that actually house judiciary democrats are talking to the special counsel's office about him testifying. we don't have a date set yet. i think earlier they were aiming for mid-may. yeah, it seems a real possibility here. as kevin noted, laindsey graham is interested in information from mueller of how much he

disagreed with the summary of the report by barr. we will see mueller testify, but the question is if it is a written testimony or testify in public or privately. that is the larger question. >> kevin, you have the "wall street journal" clash with the white house with sweeping ramifications and threatens to redesign the relationship with the extent of the powers for years to come. kevin, what is the political and legal risks for the president? >> in terms of whether or not there will be impeachment. honestly, no source i talk with at 1600 pennsylvania avenue considers impeachment a threat to be taken seriously right now. >> focus on william barr and maybe in congress with impeachme impeachment. thank you to both of you. kevin and john. an update on the cruise ship under quarantine. if anyone will be allowed to leave when it arrives at its home port today.

four people were sent to the hospital and three others are still believed to be missing. the search and rescue operation is under way for second shift workers who may have been in the plant. there are no hazardous material concerns. flooding in iowa after a barrier split causing water from the mississippi river to overtake parts of the city of davenport. the flooding fueled by continuous rain and snow melt and more trouble could be on the way. joining me now from davenport is morgan chesky. morgan, show us the situation there especially since they have been pounded with the severe weather and rain. >> reporter: frances, it is a rough go for the town and surrounding area. that barrier you mentioned is about 200 yards to the left where the mississippi well out of its banks. it has been over flood stage for 42 days. you can see cars submerged

behind me. drivers not enough time to get inside and drive away before the waters rose. businesses are using sand bags as best they can. many are waiting for waters to recede. the video from davenport, iowa. the moment the barrier holding back the mississippi gave way. >> i was in panic for five minutes. i get a phone call from someone saying everyone is accounted for and safe. >> reporter: now pumps and sand bags failing to keep the water out. iowa swamped by melting snow and pouring rain. one official says more precipitation than has ever been reported. 22.7 feet at sququad cities. officials are just beginning to total the new damage. >> absolutely devastatindevasta. the damage is unlike anything i have seen. >> reporter: down river, many more communities swamped in

misery. in indiana, a 2-year-old died on the country road after the mother mistakenly drove into eight feet of water. >> whoa. >> reporter: to the south, texas saw another round of dangerous weather friday night. flash flooding in the austin area. still recovering from tornadoes. that demolished an historic church in la grange. >> the church is over 200 years old. >> reporter: nearby, workers hunkered down in theirs offi of. >> it changed in a blink of an eye. my wife asked if i saw god today. i did see god today. >> reporter: back now live here in davenport. flood warning remains in effect with no estimate of when that could be lifted. you can see the reason why. in the meantime, president trump extended support to the states.

breaking news. terrifying moments as the passenger jet ended up in the river at the end of the runway in florida. everyone came out alive. we have kathy park with the latest details. kathy, the investigators are headed to the scene to find out more. >> reporter: frances, the national transportation safety board is sending a crew to the crash sidte. some are calling it a miracle on the st. johns river. a jet carrying 136 passengers and 7 crew members ended up in the river late friday.

everyone escaped with their lives. the boeing 737 was traveling from the naval station in guantanamo bay to another in jacksonville. boeing said it is aware of the incident and looking into it. jacksonville mayor live tweeted updates and said that president trump called to offer help as the situation was developing. more than 80 local responders assisted to ensure everyone got off the plane. 21 people were transported to hospitals for non-life threatening injuries. >> would you call it a miracle? >> i don't take that approach to anything. i'm much more of a secular kind of guy. >> reporter: and we do want to point out there are pets that are still stuck on the plane. according to the naval air station, the pets have not been retrieved because of safety issues with the aircraft. no word on whether or not those pets will be rescued at some point later on.

nadler. to put before the american public and committee the entire report and all of the documents. it is not surprising that we are having to go to these lengths, but it is gravely disappointing the attorney general is not upholding his oath ofs offi off. instead, acting as a defense attorney for the president. >> let's look past the deadline here. it doesn't leave much room for the justice department to give a response. is that a sign your committee anticipates to move forward to contempt proceedings? >> absolutely. i remember speaking with the chairman, we will move forward with contempt if the attorney general continues to stonewall. >> what will it look like? i can imagine that is not anything that can be dealt within a few weeks or months. >> it could happen more quickly than that. there are three measures or ways

to go about contempt before congress. so i believe we have the levers in place. i hope it doesn't come to that. what i hope is the attorney general recognizes his duty to report to congress and offer the full report and respond to a legally drawn subpoena. look what is at stake here? the report revealed after 22 months, the report revealed systematic interference with the election by russia. it revealed a dozen times where the president directly tried to obstruct judges advertistice. whether it was to fire mueller or have mueller go easy or others go easy on folks under investigation. we have people going to jail as a result of their behaviors of this president. it is vitally important we get barr to comply. if we don't, we will get robert mueller to come forward. >> there are concerns among democrats about barr's handling

of the mueller report reaching a boiling report. i want to play what nancy pelosi said on thursday. >> what is deadly serious about it is the attorney general of the united states of america was not telling the truth to the congress of the united states. that's a crime. nobody is above the law. not the president of the united states and not the attorney general. being attorney general does not give you the ability to say whatever you want. >> should he go to jail for it? >> there's a process involved here. >> all right. do you agree with the speaker? do you believe the a.g. committed a crime? >> lying to congress is a crime. i know that the speaker doesn't say those words lightly. i do agree with her. a.g. barr lied before a congressional committee.

imagine that? he swore his oath of office and swore to tell the truth before congress and he sat there and lied. what is at stake here is what robert mueller said which is public confusion of the behaviors of the administration about russia's interference with our election. there is good news in this. the good news is we have a special counsel regulation that provided for the ability to investigate and uncover. although the administration doesn't want us to. we have regulations that allow us in our american democracy to uncover the wrongdoing of the president. that a.g. barr is in the way will not last forever. we will have special counsel mueller before us. the american people will know the truth and we will uphold the constitution of the united states. >> on that note and calling on robert mueller to testify. the judiciary committee has

requested that. >> i know in our meetings that they are in communication with the department of justice and mueller's team. i don't know the terms. >> how about any resistance from the department of justice about that? >> we have seen the president and attorney general resisting everything. now maybe trying to reinstate executive privilege which will be an interesting and confusing legal argument to be making. mr. barr is not above making confusing, unfounded legal arguments. what i believe is what we need is attorney general barr to come forward to congress. the regulations allow that. he does not have to go by way of the department of justice. that's what is special about this. although i'm sure the american people are frustrated and my colleagues are. the regulations are working and however slowly as the drafter of the regulations said. we are inching toward justice.

crew member was diagnosed with a contagious disease. it is not clear what will happen to the 300 passengers once they make it to port. tammy leitner has the latest on the measles scare. tammy, good morning. >> reporter: good morning, frances. that ship arrived in curacao an hour ago. it is unclear if the passengers will be allowed to leave the ship. officials will tell us if there is any risk at all, they will have to remain on board. >> the church of scientologist retreat. >> reporter: the cruise ship under quarantine after someone contracted measles. the ship carrying 300 passengers now returning to the home port, but facing challenges. >> the main task is to try to

prevent the spread of the disease. >> reporter: earlier this week, the ship was quarantined in st. lucia for two days where the virus was diagnosed in the female crew member. >> given the highly infectious of measles and other persons on board the vessel may have been in contact with and now possibly infectious due to the disease. a decision was made not to allow persons to disembark. >> reporter: the chief medical officer said the ship's doctor requested the vaccines before leaving port. nbc news reached out to the church of scientologist for a response. it is unclear how many passengers on board had the measles vaccinations. nbc news is told that passengers will have to provide vaccination records before being let off the

meddling here, is he inviting to happen again and maybe other nations too? >> yeah, i don't -- i wish that he was stronger on this in pushing back, but he wants desperately to normalize relationships with russia, china, north korea. you see it time and time again. i do think that there is a distinction between him invite interference and any sort of input into his own campaign and just not pushing back on meddling generally. you have to remember that for rub sha, they want a divided america because that means that we are not strong in pushing back on russian influence on the world stage. so the mueller report laid out that they were also pro bernie at one point and also pro trump. so it would not surprise me if they meddle in in election. we've seen that they have meddled consistently since 2016 and various moments. so it is not like it only happened in 2016 and it hasn't happened since. we've seen it continuously.

so it would not be surprising to me himself if we saw russia decide to support a very far left candidate this next cycle because that would further divide america as far as the transition in the administration. but there is a big distinction between what trump is communicating to russia on at a peer to peer level with vladimir putin and what his striks administrati administration is doing which you see the continuation of sanctions and other things. when i was at the department of homeland security, we did work with the intelligence community and others in order to make sure that for 2018 midterms there was secure election systems. we worked very hard on the local level to make sure that those election systems were secure, that there wasn't any sort of hacking that was going to be able to happen and that even had their systems up-to-date from a cybersecurity perspective. so there are things happening, but we need the additional level of trump being strong on his peer to peer relationship

with -- >> i want to ask you, chris, something she just touched on when it comes to pointing the finger, the white house trying to change the subject to the obama administration. saying that president obama should have done more to stop russia at the time. what is the fairness in that? >> well, this is just another effort by the trump administration to divert attention from their lack of attention to this issue. president obama was strong on this, this issue was raised to congressional leadership before the fall elections. we know exactly what happens. we know mitch mel warncconnell that this would taint the election. and so we know that this was an issue that this was a partisan issue even before the 2016 election. but your previous guest is 100% right. every time this president, donald trump, has had a chance to address this issue, he has

whiffed on this. he disparaged it as being the work of a 400 pound hacker. we saw the disgraceful performance that he had in helsinki. and yesterday was not just a missed opportunity to raise it again with you putin, this was grossly irresponsible. his highest priority should be to protect the american people and we know this is not a hypothetical risk. we know the russians meddled in the 2016 election. and we know that they will do it again in 2020. and so this is not -- look, whether this is an own invitation, this certainly doesn't inspire great confidence. the tone of the president at the top does send an important message to the rest of the u.s. government. >> all right. lauren, president trump's phone call with putin overshadowed the good jobs report. why does he keep putting himself in these positions and not focusing on touting the economy? >> he does have a little a.d.d. when it comes to staying on message. it is a shame because the economy is doing so well and the
