that is our broadcast for this wednesday night. thank you so much for being here with us. good night from our nbc news headquarters here in new york. . despite concerns raised over russia interference in the 2016 election, president trump is out with stunning new comments saying he would consider accepting help from a foreign government offering information on a political opponent. plus hope hicks agrees to appear before lawmakers next week. she's expected to testify before the judiciary committee as part of the panel's probe into obstruction of justice. and the house oversight committee votes to hold attorney general bill barr and commerce secretary wilbur ross in contempt after president trump asserted executive privilege over documents related to 2020 census.

good thursday, everybody. it is thursday, june 13th, i'm yasmin vossoughian. we're beginning with breaking news out of the middle east where the u.s. navy says it is assisting two oil tankers that were targeted in a reported attack in the gulf of oman which separates the uae and oman from iran. the united kingdom maritime trade operations which is run by the british navy also put out an alert urging this, extreme caution in the area and is also investigating. early market figures show benchmark brent crude oil rising 4% after the attack was actually made public. nbc news has confirmed that one of the vessels was a norwegian ship heading from the uae to taiwan. all 23 crew members are safe and accounted for. last month as you well know for you oil tankers from saudi arabia, the uae and norway were

damaged in attacks which the u.s. has blamed on iran. tehran, however, denies that allegation. so despite a two year investigation into outside interference in the 2016 presidential election, president trump said in an oval office interview yesterday he would be open to a foreign country's offer of what he called opposition research on rival candidates in the 2020 election, and that he would not need to notify the fbi about it. the response came when the president was asked whether his son donald trump jr. should have alerted officials about russia offering to give dirt. >> let's put yourself in a position. you're a congressman. somebody comes up and says hey i have information on your opponent. do you call the fbi? i've seen a lot of things over my life. i don't think in my whole life i ever called the fbi. you don't call fbi.

you throw somebody out of your office. >> al gore got a stolen briefing book. he called the fbi. >> that's different. this is somebody who says we have information on your opponent. oh, let me call the fbi. give me a break. life doesn't work that way. >> the fbi director says that should happen. >> the fbi director is wrong. >> foreigners, if russia, china, if somebody offers you information should you accept it or call the fbi. >> i think you do both. i think you might listen. if somebody called from a country, norway, we have information on your opponent. oh, i think i would want to hear that. >> you want that kind of interference in our election? >> it's not interference. it's information. some of president trump's potential opponents are reacting to his openness to foreign help. senator kamala harris told msnbc last night she's concerned about foreign attacks on her campaign.

and the president's me first attitude. >> yet again this president is putting his self-interest in front of the interests of our democracy and the integrity of our democracy and the american people's confidence in the security and the integrity of our election system which is one of the strongest and most important pillars of our democracy. >> also weighing in joe biden who tweeted president trump is once again welcoming foreign interference in our elections. this isn't about politics, it's a threat to our national security. an american president should not seek their aid and. vet those who seek to undermine democracy. beto o'rourke wrote this, when the president of the united states openly welcomes foreign help to win an election, he threatens the very core of our democracy. if we are to secure justice and ensure this never happens again we must impeach him. coming up, beto o'rourke will join the table for his first "morning joe" interview since

announcing his candidacy. sitting with the president of poland yesterday, president trump distorted to say the least the findings of the mueller report. i want to bring in heidi przybyla on this. the president was not necessarily for commenting on what was in the mueller report. >> deseem to be welcoming foreign help, absolutely. take a look at what the president here said about the special counsel's team, what they wrote about outreach from the russians looking to interfere in the 2016 election. >> the rurt spoke. they were very disappointed. it said no collusion, no obstruction, no nothing. we rebuffed your friends from russia, that we actually pushed them back, we rebuffed them. >> in truth the mueller report said the trump campaign wanted the help just never got it. writing in a june 16th, trump tower meeting, quote the

materials were offered to donald trump jr. as part of russia and its government support for mr. trump. trump jr. immediately responded that if it's what you say, i love it. and arranged the meeting through a series of emails and telephone calls anticipate that trump jr. requested evidence to support those claims. but the russian lawyer did not provide such information. the report even said the special counsel's office considered whether to charge the trump campaign officials with crimes in connection with the meeting. including the solicitation of an illegal foreign source contribution. but that the office did not obtain admissible evidence that these individuals acted willfully with general knowledge of the illegality of their conduct and the government would likely encounter difficulty in proving beyond a reasonable doubt that the value of the promised information exceeded the threshold for a criminal violation. so, it wasn't that they didn't get help, ask for help, welcomed

help, it's just in that particular meeting they didn't get the help. >> considering the president's recent comments do we have any idea whether or not the president has actually read the 480 pages of the mueller report and if not having formally read it because he has a lot of things to read and a lot of things to do has he been fully briefed >> we can say based on previous practice he doesn't read all his briefing materials. it's not out of the normal to say he may not have read it. we don't know the answer to that. regardless of what's in the mueller report it seems to be an attempt to normalize that. say hey this wasn't a crime. i did something that was totally above board. i would do it again. then the second part of this is, so first is the normal san diego

a -- norm jaizatioalization and does this send to our adversaries. is this a welcome mat for them to come in and do it again. we haven't done much about it. senate majority leader mitch mcconnell is blocking bipartisan support on block foreign interference. >> are we ready for the 2020 election? are we protected from this kind of tweefrs that we saw in 2016 in 2020? >> the tech companies are policing themselves but nobody is policing the tech companies and that's the problem today is that our adversaries are evolving. they are using new platforms, new strategies. they are still there. this message didn't just go americans who trump is trying to reach to say hey what we did that was totally cool, there's nothing wrong with that, there's no crime there. then the foreign audience as well. >> do you think this will resonate with voters? we know there's poll after poll

that has been done, there's been focus group after focus group, especially axios and speaking about russia, the mueller probe in general voters don't care. it's not top of line for a lot of voters. even when you have someone like kamala harris, beto o'rourke, joe biden speaking out against what the president said in the 0 r -- oval office yesterday? >> there's a fatigue with voters especially anything around the mueller report. the question always falls to the congress because it's their job to know better. and republican members of congress in particular have sat on their hands with a lot of previous statements like this so i'm not going make a bold prediction you'll see more people like justin amash speak out at this point but that's where you have to look for movement. there may be more pressure within the caucus on the democratic side and speaker nancy pelosi because now she seemed to tamped that down.

the president's own words could change that. thanks. former white house communications director hope hicks agreed to participate in a closed door interview next wednesday. it's the first time a former trump aide has appeared before the panel as part of its probe into whether the president obstructed justice. hicks was a key witness in bob mueller's investigation. she delivered important information that involved the president including his role in draftsing inin ining misleading about the trump tower meeting. so far she has only turned over documents related to her time on trump campaign, though lawmakers have requested much more. judiciary chair jerrold nadler says a transcript of hicks' interview will be released to the public. president trump is disputing

recent reports that claim his internal polling shows him trailing joe biden in several states ahead of the 2020 election. he tweeted yesterday that his campaign's polling shows this, the best numbers we've ever had. but a source with direct knowledge of the trump campaign's internal polling tells nbc news that despite the president's tweet, the numbers in the 17 state poll first reported by the "new york times" were quote worrisome. according to that source trump hates that narrative about his low polling. the president's allies would hope to convince him to be more presidentially essentially saying if you use the number and change you beet everyone. >> we have great internal polling. they were fake polls that were released by somebody that is -- it's ridiculous. no. we are winning in every single state we polled. we're winning in the texas, very big. we're winning in ohio very big. we're winning in florida very

. welcome back. in the latest squabble between democrats and trump administration the house oversight committee voted to hold attorney general bill barr and commerce secretary wilbur ross in contempt of congress yesterday. it comes after two ignored a subpoena seek information about their motives to add a citizenship question to the 2020 census. the decision mostly along party lines came hours offer president trump asserted executive privilege over documents asked for by the the house committee in an effort to keep them out of lawmakers hands. the "wall street journal" reports that on tuesday barr sent trump a letter asking him to take the step according to assistant attorney general steven boyd. it's become a heated partisan debate as some claim it would deter immigrants and minority residents from responding to census resulting in a potential undercut. president trump defended his administration's attempt to have the question added yesterday.

watch this. >> i think it's totally ridiculous that we would have a census without asking. but the supreme court is going to be ruling on it soon. i think when the census goes out you should find out whether or not you have a right to ask whether or not somebody is a citizen of the united states. >> the supreme court is expected to weigh in on this census debate by the end of the month. we'll be watching that. joining me on set legal analyst danny cevallos. this is an interesting conversation and topic because census is so important to where we allocate money in this country, who gets what resource, social services, hospital, schools, that sort of thing in addition to how it affects elections and gerrymandering. the president invoking executive privilege. where is this leading democrats right now in their fight to learn more behind the motives. >> any time executive privilege is invoked congress has a

difficult issue to resolve. how far do they want to take this fight? do they want to go the civil contempt route or criminal contempt route? one requires the assistance of one of the branches judiciary or criminal contempt assistance of executive branch. if the executive branch has asked to prosecute the executive branch they usually are not fond of prosecuting themselves. that's not a viable option for congress. that's why we see so much effort at compromise short of going the contempt route. >> it's interesting because i think the argument here against adding the citizenship question to census is that if you are let's say an undocumented immigrant who should be filling out this census, every person in this country should be filling out this census, if you're an undocumented immigrant in this country and living in the shadows for 20 years census shows up in your mail and on it,

it asks are you a u.s. citizen, the argument is those individuals don't feel comfortable answering the question like that because they've been undocumented immigrant for so long and afraid authorities would show up at their home two weeks later after finding out they were not citizens of the u.p.s. and deport them. or if you're the daughter or son of an undocumented immigrant. so the supreme court will decide whether this question can be added. there's a lot of evidence, democrats want the supreme court to as be able to see when making this decision. how do we know what the supreme court would be weighing in on? >> this is a really complicated case. you can boil it down though. can the government include a census, a citizenship related census question? does it have the power to do so? then as a second question if it does include that citizenship question does it matter the motive behind i want because a

citizenship question was census for the better part of the last 100 years before. it's been census before with gaps here and there. if we readd it can the government do so if it's evidence it's doing so for some bad motives? >> but if the motive is bad, if the motive is to help republicans in the next election as has been discovered on these hard drives of this republican operative that died a year or so ago, evidence that would be, that would be presented possibly to the supreme court, wouldn't that sway them in one direction or the other? >> that's why motive is a fascinating legal issue. if 5% of the motive was bad but 95% was a lawful reason which is exactly what the argument is arguing that this was a lawful motive and reason then does the government win? that's really at the core of what the supreme court has to

decide. >> danny cevallos, thanks. appreciate it. let's get a check on your weather with meteorologist michele grossman. >> a wet morning. we have two players in the story here. we have an area of low pressure and upper area of low pressure. these two will bring a lot of wet weather from the great lakes to the northeast. especially along the i-95 corridor we're looking at a slow commute with lots of rain. we're looking at anywhere one to two inches. the thing is we'll see some heavy downpours. this could fall in a short amount of time leading to flash flooding. take it easier on the roadways this morning. this is the reason again we have that area of low pressure. cooler temperatures too. cooler temperatures in the northeast. about five to ten degrees below what's typical for this time of the year in addition to the rain. chilly, dreary day. not rain all day long. the good news is we'll have some really nice weather behind that.

his 2017 interview with them as well as his responses to the senate judiciary committee that year. speaking after the meeting trump jr. stressed there was no difference in his testimony from his prior comments. >> there was nothing to change. if there needed to be clarification because michael cohen who let's not forget is serving time right now for lying to these various investigative bodies i'm happy to do that. i haven't changed anything i said because there's nothing to change. i'm glad this is over. we're able to put final clarity on that and i think the committee understands that. >> sir are you worry about perjury. >> not at all. >> following donald trump jr.'s testimony yesterday the vice chair of the senate intel committee mark warner discussed how he hopes to avoid the interference seen in the 2016 election in next year's presidential contest. >> we have 2020 right around the corner and whether it's russians

or others, they've seen a playbook now. it's cheap to interfere in our democracy and we need to step up and make sure there's a requirement to report foreign intervention to law enforcement. >> so you'll continue to see democrats like mark warner push for some election interference legislation. right now that's stalled. you also see there not ruling out disal witnesses, additional testimony. the book is not completely shut here for the senate. >> what were lawmakers specifically hoping to here from don't trump jr. yesterday >> the question was whether or not he perjured himself in previous testimony. after michael cohen's testimony we learn donald trump jr. had been briefed several times according to michael cohen about the trump tower meeting. although he told congressional investigators that he was only peripherally aware of that. there was that. there was more information about what his father knew about the

trump tower meeting, how much did he tell his father. there were questions about whether paul manafort had relayed to him or his father any information about paul manafort passing on polling information to the russians. so all of those things. maybe we'll learn more of this at some point the testimony will be released. for now we're relying on sources who were in the meeting. >> i want to touch on the interview of the president with geor george stephanopoulos. if the president had said that he would not accept information he, in fact, would have been then saying his campaign did the wrong thing back in 2016? >> that's right. that's exactly what happened. for all of you i encourage you if you haven't read the mueller report, that's exactly what it says happened. it says that the trump campaign. was made -- advanced were made

on the trump campaign by the russians that trump and his officials welcomed those advances. while in this initial meeting there was not any information given over. on page 18 it says that the trump campaign anticipated wikileaks and then they planned their entire communication strategy in the late part of the campaign around that gift of wikileaks from the russians. so while they didn't accept information initially, eventu eventually the russians did produce that information and used by donald trump. we've done exhaustive counts on number of times that the president got up on the stump and used wikileaks to bash the clintons. >> does this mean our own intelligence agencies will be watching the re-election campaign of trump quite closely considering what he said to george stephanopoulos. >> let's hope they are doing that. it's not just a question of

russia any more. there's a number of hostile actors who are pushing the front terrifies of cyber warfare. >> not necessarily the trump campaign they could be approaching. >> of course. are chinese angry about the rivers. will they try to do things to mess with election to help the democrats? i just put that out there. there's no reporting out there to suggest that. >> thank you. you'll be joining "morning joe" in just a little bit. start it and. 2020 candidate kamala harris said in an interview if she wins the presidency her administration is going to have to prosecute president trump for the incidents of obstruction listed in the mueller report. >> if you become president, if he was never impeached would you want the department of justice now that he's no longer a sitting president to go forward with those obstruction of justice charges? >> i believe they would have no choice and that they should, yes. there has to be accountability. >> final poll ahead of the democratic national committee's

deadline for its first primary debate was released yesterday. the latest poll shows joe biden with a clear lead in nevada. he has the support of 36% of likely nevada caucus goers and 17 point ahead of massachusetts senator elizabeth warren who came in second with 19% of voter support. 13% said they were library linkedin to pick bernie sanders. 7% packing mayor pete. 7% supporting kamala harris and 2% would back beto o'rourke, cory booker or andrew yang. while candidates have not been notified this latest poll will keep steve bullock from the debate stage. his campaign released a video on his push to sign medicaid expansion in his home state which he said delayed him jumping into the rose. >> he's the only democrat who won a trump state.

he won't be at the debate. before he can run for president he had to convince the republican legislature to save my health care. he did. bullock signed a bill for medicaid expansion. >> that might not mean much to the dnc in washington but it means everything to me. >> the governor also hit back at the dnc rule change which excluded specific polls from consideration, writing in a fortune. ed quote while it's not my job to write the rules the dnc should find a way from excluding people from the conversation just because we got a later entry in the race than others. that includes candidates who show they can win statewide and bring a critical set of experience. it would be lacking if we instead rely on arbitrary polling thresholds established seven months before a vote is

cast. and there's new policy proposals as they look to standing out in the crowded 2020 field. senator kamala harris announced a new plan that would create pathway to citizenship for up to 2 million dreamers and protect another 4 million immigrant from deportation through targeted executive actions. harris' plan would remove technical barriers that make it difficult for some to get a green card and would create a parole in place program giving dream terrifies right to live in the united states. mean. while south bend, in mayor pete pete buttigieg called for a new mashal plan to create economic prosperity for african-americans across the country. his douglass plan would reduce the number of incarcerated americans by half and trip tell number of entrepreneurs from underserved areas especially those of color within ten years. he said the plan would create 3 million jobs and 660 million in
