we have an election in 2020. the great thing about american democracy is ever since 1788. suppose the electoral college is not decisive because the state had the system screwed up and we don't get a count from a state like ohio. what happens then? we don't know who the president is. what happens then? because of the russians. >> so the constitution actually provides for this if there is a deadlock in the electoral college. it goes to the house of representatives. currently controlled by democrats. >> each state gets one vote. it's a challenge about how this would come out. we could be in a situation where there is there is a close out come and the election is in doubt. presidents are only limited to four-year terms. at this point we are in uncharted territory.

welcome back to "hardball." the count down is on with 13 days until the first democratic presidential debate. on the 26th and 27th of this month. the democratic national committee released the list who will be in the debate stage in miami. among the 20 who made the lineup, familiar names. current front-runner, joe biden of course and 2016 runner up, bernie sanders. lesser known also made the caught. marianne williamson and andrew yang. we will find out which 10 will take the stage together each night. that will be determined by random drawing. there were some who didn't make the cut. notably, massachusetts congressman seth moulton and montana governor steve bullock
