manhattan. good morning, everybody. it is tuesday, june 18. i'm yasmin vossoughian alongside white house correspondent jeff bennett. the move comes amid tensions in iran and in addition to the roughly 1,500 troops trump announced he was sending in late may. pat trick shanahan says it is, quote, to address air, naval and ground threats in the region. the u.s. has accused iran of a string of attacks in the gulf. the u.s. central command says limpit mines were used and released a video of a iranian boat removing an unexploded mine

from one of the vessels. these images have been released. iran denies these allegations. in an expected move, tehran has announced in less than ten days, it will break the stockpile deal established. the deal was struck in early may. let's talk bhor this. joining us now from at the monday, -- middle east. there are real concerns things are getting closer and closer to that very real outcome.

>> reporter: the situation is becoming more hazardous and delicate. i've been reporting from here for a long time. i can't recall circumstances being so dangerously unpredictable. in the absence of any dialogue or diplomacy, it makes the situation all the more volatile and increases the possibility of actions. i'm not saying we are on the precipice ofhe a war but all of these moving parts are unnerving. i've never seen the people of iran so unnerved. talk of war and anxiety about war is a daily conversation in

this country. the u.s. sending battleships to the b region, bolstering their troops. iran rolling back its commitments from the nuclear program. these are all very worrying circumstances that could have much wider circumstances on both sides. if iran pushes forward with y r uranium enrichment, it could lose european support. democratic calls for impeaching donald trump continue to grow. california congresswoman katie porter is the latest to come out in support of the impeemt inquiry. >> after weeks of discussions with orange county families, i've decided to support the

impeachment proceedings. >> her southern california seat had been in gop hands since 1983. congresswoman porter is only the second freshman democrat from republicannd leaning district t do so. the first was from new jersey. according to washington post, democrats are widely concerned that the discussion is overshadowing the agenda. the post reports in recent weeks, congresswoman, the chairwoman of the committee has briefed fellow house leaders in private meetings about focus groups in three political battlegrounds. the upshots is that the public's impression with the new house majority is boundho up in the

battles with trump, not in its democratic agenda. according to those briefed on the focus groups, which were conducted earlier this year, voters are largely unaware of political developments that don't involve the president. >> the democrats that i've talked to said they learned this lesson in 2018. they didn't focus so much on trump but on the economy and health care and they were able to flip the house. do you think that informs the strategy? >> absolutely. i think they are nervous about the fact that polls show most americans are enthusiastic about

impeachment. sometimes, i think the narrative there is a little hyperbolic. if you look at the freshman of 2018, they avoided speaking about trump and addressed the issues. i think that won over a lot of voters including in some purple districts. >> you have a lot of lawmakers facing some competitive races. how important is this battle over impeachment going to be to their reelection chances? >> i think it is difficult to predict at this point. it is still very early on. polling has showed that americans are not enthusiastic about impeachment.

they are more concerned about health care. what we are seeing is that trump is really good at controlling the narrative. he's going to go on the trail saying they've tried to remove me from office. theme message will be the same. trump's numbers have been relatively stable across the board. he has a very steady base. even if they do move for impeachment, it is hard to see his numbers changing. >> is this a messaging problem? they should be able to do both. >> they have a constitutional mandate and also need to focus on legislation too. >> that is absolutely a messaging problem and unity problem. >> we have loud voices on the left calling for impeachment. some moderate freshman and veterans saying let's pump the

breaks a little bit. voters are not aware of what they are doing right now. >> thank you for your time. the number of migrant families crossing the u.s. southern border illegally has fallenle according to figures fm u.s. customs and border officials. authorities detained more than 85,000 unit members in may. the daily average of 2,800. the "washington post" reports since the beginning of june, that has declined by 13%. that period includes when president trump threatened to impose tariffs on mexico. officials warn it is too early to get a picture of the impact of the deal with the country. we are expecting an overall decline of border arrests of 15 to 20% since may. president trump tweeted that immigration enforcement agents

convicted former trump campaign chair is being held in custody in manhattan to keep him from going to rikers island complex. it was told to nbc news that mr. manafort's attorneys contacted the bureau of prisoners and raced concerns about his transfer. he be able available to the state when necessary. officials say new york prosecutors did not object and the arrangement will not have an impact on the state's proceedings. the supreme court held up a 170-year-old exception to the constitution, which allows for states to prosecute someone for the same crime. the case, gamble versus the united states drew a 7-2 majority decision and has gotten

a lot of attention because of former implications for paul manafort. he currently faces fraud charges in new york state while serving a federal prison sentence for the same crimes. president trump would not be able to pardon manafort for the charges he still faces at the state level. >> joining us here on set, msnbc legal analyst. what is your reaction to upholding the double jeopardy. >> not really. criminal defense attorneys will tell you, the reality is there are so many exceptions. a good example is a mistrial. can you go through the ago any of a trial and then one juror cannot make up their mind and

guess what, you can go through this again. as the justice said, it is allowed for in the fifth amendment. double jeopardy allows for the double offense. there has been a long-standing rule that is the state and separate province or kingdoms. one doesn't affect the other. the federal government doesn't have to listen to anything the states say. protecting different interests. upholding a rule that the federal government and state government even when the crime seens almost identical, it doesn't matter. they are separate kingdoms. what does this mean for paul manafort's offenses? >> the president can only pardon

federal offenses. even if the president wanted to pardon manafort, that would only work for federal crimes. state crimes cannot be pardoned. it would go forward and not be barred by double jeopardy because he was convicted in federal court. >> this was a 7-2 decision. what was the argument? >> it was a surprise to me there was any dissention. the reality is, we have long complained this whole double jeopardy protection is zero protection. there are so many exceptions to the rule. it doesn't feel right if you are charged with a state crime, in this case, felony in possession of a firearm and the federal government comes along and says, that sounds like our crime.

under flash flood watches. that is the concern. we could see possibility of some roads flooded and travel delays and things like that. from illinois to new jersey and this area from winston salem to southern areas of this area. here is how it is going to play out. today, areas of heavy rain will be shown in the orange. this is areas of nashville. in new york city, it looks like a line of thunderstorms from 4:00 to 7:00 p.m. be aware of airport delays. hit and miss storms around d.c. like yesterday. you can see popcorn variety from atlanta, charlotte to raleigh and through the mountainous area. over the next three days, we'll do this on and off throughout wednesday. new storms in areas of indiana.

on thursday, we watch a slow-moving system hit the region. heaviest rainfall. this area of red, two inches of rain from areas of northern new jersey. that's when you get concerned. there is nice weather to be had today. chicago looks good, storms in areas of florida too. we'll talk about severe weather threat where we are focusing on the central plains again. looks like texas and oklahoma. still ahead, a violent scene in dallas, texas when a man dressed for combat opened fire into a court building. the only casualty was himself. that story is coming up next. go away.

welcome back. police say a rifle toting gunman was shot and killed yesterday after exchanging gun fire with federal officers outside a downtown dallas court building. the alleged gunman was seen on camera just before 9:00 a.m. before running across the street and into a parking lot where he falls to the ground. you can see some of that incredible video there. he was taken to an area hospital where he was pronounced dead. police haven't yet revealed a

wasn't made public. he's meeting with glenl clark of socom. as we mentioned, 1,000 additional troops being sent to the middle east. it shows there might be unity of what's happening now because of the fact that the call came from the white house. that meeting happened yesterday in which they came out with acting secretary shanahan to increase the troop count. we remember back in late may, they asked for more troops than they got. they got 1,500 troops. they asked for more. i think this is a follow up to that considering the oil tanker attacks. >> so this is, what, a relatively small deployment? >> in the grand scheme of things, 2,500 troops is sort of the optics of all of it. >> got it. egypt's former president
