"deadline:white house" with nicolle wallace starts right now. >> hi. 4:00 in new york. brand new poll shows the democratic primary contest has officially been up-ended by last week's debate performance by kamala harris. quinnipiac poll shows harris in a statistical tie with joe biden. the democratic party has two front-runners, two candidates ahead of the rest of the pack. both of them in the promising signs of the democrats clearly trigger the president. here's the poll showing kamala harris at 20% and joe biden at 22, within the margin of error.

elizabeth warren at 14%, bernie sanders at 13%. mayor pete buttigieg, at 4%. this poll shows a trend of biden slumping a bit down 10 points since may and kamala harris surging, up 9. for his part, the president is showing jitters sitting down with tucker carlson in some unhinged tweets this morning. quote, as most people are aware, according to the polls, i won every debate, including the three with crooked hillary clinton. despite the fact in the first debate they modulated the sound on me and got caught. got caught modulating. i missed that. this crew looks somewhat easier than crooked but you never know. that tweet coming as twitter started to percolate with this

yesterday, he mixed up western liberalism, liberal elites living in l.a. in that review he talked about filth that started two years ago when he was elected. what is that about? >> the reality is donald trump has been a fellow retiree who watches fox news. he golfs and shouts at the tv. what tucker carlson specifically spells out on fox news is liberalism and hell holes full of criminals and poverty and garbage and people peeing everywhere. that's what he's selling, right? in their minds they want red america to be this pristine wonderland where donald trump has suddenly snapped his trump and made america great again. it's white and there are no immigrants. that's what tucker carlson sells and donald trump is his customer. >> if they're still friends at fox, it's kamala harris moving

presidential candidate. they have given lip service to it, made promises about it. donald trump is the first to have ever delivered. they're not going to break that bargain with him because the very point you made to, they know there are upwards of six potential appointments the president can make by the conclusion of the second term in toto. that is a reordering of everything from the judiciary to the way government functions. you put your finger on the key thing democrats and i say, people in the media have failed to understand about donald trump. he is not a traditional typical political player. he is an asymmetrical player. everyone wants to engage with him as if he's playing by the rules that have been set in place going back 75 years. that is not the way he plays and it is not the way he will play. you talk about prosecuting the case for kamala harris thursday against joe biden. great. prosecute that case all day long

guy, if we could do infrastructure and give him a great eisenhower moment, he will somehow come to politics. he is not a backier jeb bush, not a politician, not approaching this from the point of being a president. we talked about the belief of what america stands for, he doesn't. his family has always been about one thing, making money for himself. grand dicing for himself and wants to talk he and his friends like kim jong un and saudi arabia, they have a lot of money and have absolute power. that's all he cares about. if somebody thinks he will carry the ball and flag for western democracy the way a former president would, republican or democrat, treating him that way is a mistake. they cannot do that. he's saying to white christian america, this is your country, i'm giving it back to you and taking it away from the black people and brown people and

immigrants. full stop. they don't care about anybody else. he's saying to the same white christians, we with give you the court. it won't matter if they're the majority, it will still be yours because our six or seven supreme court justices will hold this country for you and nobody else. snow what's your counter narrative to that. if you know that, how do you politically reposition on the political chessboard to deal with that narrative that resonates? because either one of two things are true, you can't, right? or the people he's talking to, i said for a long time, go far beyond that 38%. all right. we've seen the polling where educated white women have landed in the last election. where 49% of them landed in the last election, right? >> 52. >> i'm talking about in 2018, they voted for the trump candidate. my point is, those are your realities that you don't have an

appropriate political response and the people that you need to stand with you won't because they fundamentally 30 core agree with what he's saying. if what you do is you do the math. the people who disagree with trumpism do not want a christian nationalist america are the majority. of that majority, they don't vote. not enough of them vote. what barack obama did, ingenious about his campaign and you more profoundly than i did, i was a small player. he went to the non- -- people on the sidelines and said, come on. the white ones taken an l for him. they didn't put him in. do to white americans who didn't vote and say, what are you getting out of this? taking your soybean farms and flushed them down the garbage and ruin our standings in the world. think about your own pocketbook. come off the sidelines. democrats need to speak to

would have been over on super tuesday and you would have consolidated around a candidate and wouldn't have weakened the main candidate. >> at this time? >> super tuesday has a special -- california -- and texas are in super tuesday. will be the stopper. >> this a brand new quinnipiac poll, kamala harris is even with joe biden. elizabeth warren at 14%. barnie sanders at 13%. mayor pete buttigieg at 14%. i will give you a double header. among african-american voters, joe biden still has 31%. kamala harris, 27%. probably outside the margin of error but very very close. in that makes sense because of the type of -- the type of hit,

blow, 2x4 she took to biden, makes a lot of sense. it was purposeful. the thing both of them need, biden and kamala harris, they both have to win south carolina. the majority of that democratic base primary is african-american voters. you see in that polling it work tod some degree, she got their attention. we've been talking all the way up to the debate how things would shape up. we've been saying that. we have a race. a race is on. this is democracy. i think the way we have it set up is perfectly fine. we don't need a winner take all. it will settle itself out. it's a long long long process. the funniest thing i saw in that polling is marion williamson is doing better with black voters than pete buttigieg. >> what is that all about? >> what is that?

>> it's oprah. >> go to more meetings. >> what is going on? she's doing better with african-americans. >> how is buttigieg a zero? >> i assumed going on buttigieg would rise in the media and i assumed his city in south bend might have 1% african-american and that's the challenge. they're 46%. if you have almost half of your population is african-american and don't have one person to say, he has been great to our community and it's a problem. in a city with that many black people in it, no record to show. black voters want to know that you see them. >> can i ask a question when i look at the polling real quick, what do you think will happen with pete buttigieg, at 4% with $25 million. certainly, bernie sanders and

his mind it will be a huge day. this is a president who understands drama and moments. i can think of recently it felt like d.c. and the white house was gripped by a testimony, when cavanaugh's accuser came forward and everyone sat there live streaming that all day long. it had real consequences. the president -- also worth noting, the white house is mixed. there is one view that the mueller report is out, every drip drip drip has landed with more of a dud than people expected and this is not going to move or change public opinion or sentiment. it is true this is not something you hear voters talking about, democrat or republican bringing up as their top one, two or three concerns. the flip side is if mueller gets up there and testifies and does go beyond the scope of his report and does maybe explain that comment he made in his very

brief press conference where he said, look, if i could have cleared the president of a crime, i would have. here's all the databases i couldn't clear him. on live television, that could be a rare thing that democrats are hoping to move the needle and sentiment. >> it's such a good reminder the feed is a window, whether we want it or not, into his mind. for better or worse, that is what it is. he's also agitating, you look at how the white house council is working to keep his taxes secret, that would seem to be another investigation or probe that either frightens him or bothers him or irritates him or you expect to see a similar reaction, is that what your sources point you toward? >> yeah. the president has laid out publicly, actually, and you hear this from people privately, a couple of red unquote red lines.

one is his family, daughter ivanka and son-in-law, jared kushner and his finances, an area he has always been incredibly sensitive. the stakes now are a lot higher. even when he was a flashy new york real estate developer, he would always get furious if the forbes list didn't say he was as wealthy as he claim tod be. to be clear he was often claiming he was far more wealthy than he actually was. this gets his sense of actual worth and very much going to frustrate him. >> you mentioned the fourth of july parade. if you take the full picture, it's the investigation that went on for 22 month he put in motion through his own conduct and acts. he's been lying about his wealth for years. michael cohen testified for that

tanks down constitution avenue or pennsylvania avenue or new york avenue or any street in the city. we are not a militarized zone. we have never had to prove our patriotism by rolling out planes and tanks. this is for the president's own self aggrandized amusement. he went to a bastille celebration a year or two years ago and fell in love with the idea. he's been feted by kim jong-un and others who have rolled out all of these military hardware to show their masculinitmasculi. that's not how our president does it. and so as a native washington n washingtonian, i find it to be offensive. i don't need a tank in my front lawn to tell my neighbor i'm a patriot. what i need to do is celebrate as we always have and remember those who have come before us and celebrate the history and the legacy of this country, as messed up as it is at times,
