ratcliffe is a relatively disengaged member of the committee. he has yet to take part in one of the committee's overseas trips to learn more about spy agencies' work, and it's unclear if he spent time at the cia or dni headquarters. you worked with ratcliffe. was he qualified to be dni? >> i think he was a smart person as a prosecutor, but that doesn't qualify you for the important position of dni. i think mr. coats understood how important it was, and while i would have disagreed thoroughly with mr. coats and his role when he served in congress, i'll say this. he served with integrity. and he worked to build the relationships, and that's the role there. you have to understand the different agencies involved, all 17, and how they need to work together. this is critical to keep us safe as that entity was created after

elijah cummings. the fact is donald trump is a rai ra racist. i used to live around baltimore to enjoy the harbor, to enjoy many areas that baltimore has to offer. what we know to be true about this president is he uses language like rats and rodent-infested to discourage people of color. and baltimore, unlike many of the red states the president wants to lift up, has much higher median income and also happens to be 60% african-american. when he wants to disparage these places, we've never in our looiflives had a president of the united states do such a thing, to talk so badly about the city in which he is a part of. he is the president, as rick said, of the entire united states and he wants to cherry pick what it is he wants to support which is generally where his base is. >> kurt, i want to get your

important to me that few have come forward to defend him. i was there when they had the official hanging of my former boss of the oversight committee, and cummings showed up and stood next to darrell. even though they butted heads on tv, he put his arm around him and said, i respect you. we've had a great relationship. congratulations for this moment. i've watched this unfold so frustrated that people haven't come forward to defend cummings. i was in baltimore until 3:00 in the morning, actually, at a music concert. and it was so great to see everything going on there. we had a baseball game going on, we had a country music concert going on, you had people of color, white people, rednecks, all together in the same downtown area enjoying this city, and cummings is absolutely right, that it is a remarkable, resilient and amazing place, and i hope people heed his message to come visit there. >> kurt, was that last night you were there until 3:00 in the
