former secretary of defense in a new interview. what he is and is not saying about the president. >>. she said she was drinking a little bit and she was with reporters, and everything she said was off the record. >> as the white house turns the president's assistant forced to resign. hear why one of his daughters was involved, next. we're going to start with the latest on hurricane dorian. national weather service calling dorian an extremely dangerous category 4 hurricane. packing winds of up to 140 miles an hour. it's on track to become the most powerful hurricane to hit florida's east coast in 30 years. now this is the view from the international space station as dorian gets closer and closer to the bahamas, and this is what it looks like through the eye of the hurricane. this video, taken by storm hunters, storm chasers over the

atlantic ocean. and in florida, it's a state of emergency that's already in effect. starting tomorrow, mandatory evacuations will begin in broward county, martin county and barrier islands. f-15 eagles from their base in jacksonville have been relocated ahead of the hurricane and are taking shelter in ohio. meanwhile, nasa removed its large launcher from cape can al develop to protect it from those hurricane-force winds. people are stocking up on bottled water, fuel and food and wart waiting in line for hours to collect those critical sand bags. it's expected to hit florida's east coast on tuesday. many are torn between evacuating and riding it out. >> right now they're just packing up. get ready to throw the kids in the car and say let's go to grandpa's house. >> it should be up to us. >> we're sticking around no

matter what. >> right. >> that's what we got plywood for. >> we've got reporters all over the country, all over the region, tracking the strength and preparations for hurricane dorian. vanessa webb in studio with us. we've got the latest projection on where the storm is headed. where is it going to go? >> major change. the national hurricane center at 5:00 a.m. gave us an update here. we'll get our next update at 8:00 a.m. first, let's show you the location of this storm system. we're dealing with that pinwheel eye. the difference here compared to a regular eye, the diameter is very low, about 20 meters here. that means we have really strong wind sheer. rapid intensification phase has started to take place with sustained winds. that's a constant wind speed of 140 miles per hour. that's why we're seeing watches and warnings for northwestern bahamas here. 470 miles west of palm beach, florida. now the track.

that's the cone of uncertainty here has dramatically changed at that 5:00 a.m. update here. we're still talking about a major hurricane. by monday, sustained winds start to go down. that pressure really starts to die down here and the winds calming a little bit. but look at this, this is well offshore. we were forecasting a potential landfall for west palm beach to miami. miami completely out of the mix now here. you could see some minor flooding but we're still going to watch the storm surge. the big-time change, if you are in the carolinas, south carolina, charleston to north carolina as well, i'm even going to throw atlanta into the mix of this as well. look how north the cone starts to go here, even macon, you're in as well here. potential storm surge. this is the big-time change here. potential landfall now just out

of the south carolina coast. charleston, myrtle beach you're in on that as well. so still we have a ton of time here, the cone of certainty is still very large but that's a huge change. i want to talk about our model data. the european is really starting to come into agreement with all of our models here. look at how it barely touches the coastal areas of south florida here. so we're going to watch this. this is actually the left quadrant of the storm. so, this is the lighter side. the right quadrant is where you'll see the gustier winds and damaging winds from this potential hurricane that now is out towards charleston, wilmington, the outer banks of north carolina. so still the cone of uncertainty, people still wondering, hey, should we pack up and leave? we need to still be getting prepared, jo. but the cone is very large now,

and now we've added three to four more states. >> all right, janessa webb, tracking the very latest. thank you. take a live look at this picture of miami beach. vanessa saying we may see this area spared. they're certainly hoping for the best there in miami beach, the calm before the storm just as daylight is breaking there. beautiful pictures out of miami. so far, it's pretty quiet. depending on the track, miami might be among the areas that either is hit but from our latest forecast from janessa, it looks like they'll be spared late monday, early tuesday. joining us now, msnbc 6, julia, you've been tracking what folks are doing at that gas station all morning. what's the mood as people are getting their could havy and getting their supplies? >> well, jo, this gas station getting even busier here this morning than when we were last speaking to you about this. you heard janessa talking about people wondering, do they stay

or do they go? people remember two years ago that anything can happen with hurricane irma. whether they stay or go, they're going to need some gas. we've seen people filling up their tanks here. not just their cars, their vehicles, but also containers as well. things moving along pretty well across the street from here elsewhere, though, they're out of gas. this is one place that people are able to come to and find their gas. they were expecting a shipment here about an hour ago. still hasn't arrived. as long as they get that shipment, they will be able to continue and keep providing gas for people. jo? >> julia baggs there in miami, thank you so much. joining us now, marcia pa patrone. good morning to you. >> good morning. >> what is important for officials as this forecast continues to change and affect cities up and down the seaboard? >> federal and local officials

are preparing for the worst case scenario right now, preparing up and down. governor has called in an emergency order, the national guard. all those things are good. florida is a peninsula. it's more difficult to station supplies. what it's really going to come down to is what the public is doing. are they doing their part? are they heeding any evacuation orders? that will really play out our worst case scenario for fatalities and other regions in the area who might need that. so, what the public needs to do now is really listen to your local officials, heed any warnings. if you are told to evacuate, evacuate now and get out soon. >> so, what is it -- walk us through the allocation of resources from the federal level here, when you have a hurricane that may not be hitting, say, miami beach and now it's moving up toward savannah, potentially atlanta, myrtle beach,

charlest charleston, as our meteorologist is telling us. what happens to the federal allocation of resources? >> right. fema has their folks in tallahassee and everybody up and down is preparing for that worst case scenario. they are stations supplies right now where they know that they're going to need them. and every county knows what to prepare for. they know how much time it takes to evacuate their low -- their at-risk population. and everything that they are going to need. so, the fact that the governor has already declared a national -- rather a state of emergency is good. that means that they are preparing, they are working with their federal officials, their local and state officials. but, again, the public does play a part here, preparing for that. we know that when the storm comes through, we're going to have storm surge, which is unusual rising of waters. we're going to have high winds and a lot of rainfall. so, prepare for everything. prepare now and listen to your local officials. >> it's hard to listen to local officials sometimes when the model or the forecast looks

rather uncertain. it's changed so much in the last couple of hours. >> yes. >> how does a local official effectively urge a family or individual to get out of town or hunker down? >> yeah. so, regardless of where the hurricane takes us, any path, we know that we're going to have those three things, storm surge, tropical winds and rain. heavy rainfall. and every local official knows what they need for their own area. they've got the projections and they know how many people live there. they know what kind of road conditions are there and when to evacuate. and when to make that call, right? you don't want to cause traffic jams or have people on the road if there are high wind case scenarios. they are watching and they will pull the trigger when they know is best and how much time for their at-risk population to get out of there. it really is important to listen

to your local folks. fema has a great app that folks should download and be monitoring if they need any kind of help, tips on what to do. it's always a good place to look. >> all right. great stuff. marsha catron, getting us ready wherever this hurricane may hit. we appreciate it so much. next, as president trump monitors dorian's approach, he is reacting to what was once a trusted white house insider allegedly saying that's saying some things that have made her a white house outsider. and we're watching dorian ahead, the national hurricane center, where forecasters have been up all night monitoring the storm. plus, some people just don't seem to be alarmed. >> as far as your concerns about the storm, do you have any? >> no. this is florida. we've done it before. we've done it 1 million and one times. we'll do it 1 million and one

florida's coastline or moves more to the east. officials are warning residents along the coast of georgia and south carolina to be on alert. and to the white house now and nbc's hans nichols. the president is spending the weekend in camp david as the storm nears. >> yeah. >> we know that he canceled the trip to poland. what is he saying about evac wagss here? >> they are hoping for the best but jo, they are preparing for the worst. president donald trump is hunkered down at camp david, monitoring hurricane dorian from a distance. >> we have a lot of experts coming up. we'll be running things as sort of a control center. >> reporter: lying in dorian's path is mr. trump's prized

florida resort. >> mar-a-lago can handle itself. the thing i'm worry about is the state of florida. >> reporter: hundreds of chinese products on labor day. >> they can't compete. they devalued their currency, pumping money in. >> reporter: proposed 50% tariff hike targets consumer goods, such as plastic plates and ketchup but the president says china's companies are suffering. >> 13% of companies will be leaving china in the fairly near future, and i'm not surprised to hear that. i think it will be much higher. >> the president also addressing the abrupt resignation of his personal assistant, confirming a political report that she made unflattering comments at an off-record dinner a few weeks ago. >> she said she was drinking a little bit and she was with reporters and everything she said was off the record.

who were sort of scrambling thursday and friday to figure out what had happened. but i think this speaks to president trump's wanting his staff to be absolutely loyal to him, right? we've seen this before. we've seen trump administration officials leave or get fired for the fact that they weren't absolutely loyal. so i think this is just another case whereby president trump has said look, you speak about my family, you're out. so i think that going forward, people inside the white house have said, look, this is just another example for us, understanding that we're all just staffers, we're all just replaceable. going forward, i think people will be a little more tight lipped in those off-the-record dinners. >> what do you know about the relationship between madeline westerhouse and fellow west wing staffers here? did that have anything to do with this abrupt exit, do you think? >> i don't have any reporting to that extent. madeline and president trump were quite close, worked together every day. she knew his schedule, was sort

of by his side, you know, all day basically. but i think that, you know, madeline had said that she was at an off-the-record dinner, that everything she said was not for publication. we're not really sure what happened in the breakdown there or if reporters had asked for comment about what she said at the off-the-record dinner. for madeline and president trump, they had a very close relationship. so, president trump isn't really saying much right now about exactly what had happened behind the scenes or what led exactly to her departure in the hours before she resigned. but, obviously, you know, going forward, people we've talked to in the white house have said, look, this is just another warning for us. we're going to be sort of more tight lipped now. and it should be noted that these off-the-record dinners are very common in all administrations. >> right. >> that's right. >> in the trump administration, and in the obama administration, officials are very chatty. this is quite normal. so in this particular instance,

you know, an official or staff er, employee basically got caught. so, we'll have to see what goes forward with reporters and their relationships inside the white house. >> off-the-record dinners are common in the white house and on the campaign trail. you worked in a previous administration at the white house, joe. what did this sound like to you? >> what you learn when you work in the white house for elected officials, you don't say anything to anybody that you some day want to see in the newspaper or hear on a radio station. even off-the-record comments could come back to bite you, especially if they're off-the-record comments about the president's family. madeline wasn't just a secretary, somebody who was just answering phones. she was a very powerful figure in the white house. the people that guard access to the president of the united states, that control access to the president of the united states are very powerful people even though their titles don't tell you that. she's a very, very powerful

person in the trump white house. and what they have to be concerned about now is going forward. it's not enough to release her, to say she did something that was not forgivable. mortgage important thing is based on her financial situation, will she take a book deal? someone that close to the president could write a tell-all book and make millions of dollars, or will the trump campaign take care of her and put her in the campaign in some sort of significant paying capacity? they have to consider what to do with her going forward. >> yesterday the president saying tariffs on chinese goods are still set to go into effect tomorrow. j joe, talk about the effect it will have on the american consumer this is the $64,000 question. do you think the president will hold his ground on this one, this time? >> well if, the president does hold his ground on this one, it becomes kind of a self-inflicted wou wound, at least for the time being. we don't know what will happen

with the markets going forward but certainly now the markets are reacting to this trade war with china. market doesn't like uncertainty. they don't like to know what's going to happen and be uncertain about what's going to happen. consumers will take it right on the jaw here with higher prices and for these companies, of course, they're very unhappy, the apparel business, footwear business. those folks import -- have 41%, i think, overall of apparel is imported from china. maybe a larger percentage in footwear. those industries are very unhappy with the tariffs. they'll have a huge impact on their business and certainly it's going to continue to impact in a negative way the overall economy. >> as if the retail industry needs more problems to deal with here. i also want to get your reaction from both of you on the president tweeting out what experts say is almost certainly an image from a classified satellite or drone, showing the aftermath of an accident at an iranian space facility.

aar erin, what was your first thought when you saw this image go out and the president decided i'm going to share this with the world? >> a lot of reporters had the reaction, did the president take a picture of this and post it on twitter? you can see the light mark in the photo there. that was our first reaction. second reaction, this should be or might be classified material that the president is tweeting out. you know, i think that this is just, you know, par and considers for the situation between the u.s. and iran right now. there are backdoor negotiations and talks going on with americans and intermediaries with iran right now about perhaps what a new nuclear deal may look like, what it will take to get iran back to the negotiating table, what the u.s. wants out of those talks. we saw a huge escalation between the u.s. and iran earlier this summer. things have quieted down since

then. we do know that these conversations are ongoing. when the president tweet this had photo out it was another reminder that the u.s. national security apparatus is still enmechlt shed in iran policy and trying to figure out how to move forward with iran. >> joe, the president told reporters he had the right to release this foet o does it mean he should release it, though? >> maybe past presidents may not have released it. this president has certainly demonstrated he's very unconventional and trusts his own gut. politically, it could end up being a shrewd move with regard to negotiations with iran, but certainly i think past presidents would have probably been very hesitant to release a photo like that to the general public. >> all right. joe watkins, erin banco, thank you both so much. >> thanks. hurricane dorian gathering strength as it marches toward the florida coast. the latest on the storm's trajectory and who has been told to get out of town and evacuate

we're back now with the latest on hurricane dorian. this is indian harbor beach, florida. it's a live picture there. we've also got a live picture of miami beach, as daylight starts to break. it doesn't look like it, but there's a major storm brewing just a few miles out, threatening residents up and down the eastern seaboard. residents of south florida have been heeding those warnings, hoping for the best, but getting ready for the worst. and this gas station has been busy all morning with drivers filling up their cars. that live picture there, showing more and more folks driving up and filling their tank. so, let's go right now for the latest forecast to nbc news, janessa webb. you have the breakdown of when and where this storm could make landfall. what's the latest here? >> we have a major hurricane, cat 4, with sustained winds of

117 miles per hour. 470 miles west. we have that pinhole eye and the diameter of this storm has really started to decrease, so almost close to balming out. the pressure has dramatically decreased in the last 24 hours. what does that mean? the winds are definitely picking up and we'll see that steady increase for at least the next 24 hours. do want to mention for the bahamas, northwest bahamas, we do have evacuations that are starting to take place. now, at 5:00 a.m., the national hurricane center had their latest update. we're seeing a dramatic shift, jo, to the north here. now, sustained winds still by sunday evening, 145 miles per hour, but then we're going to see the tip of dorian hit a partial land here. that's why winds calm down a little bit. but look at this track now. we still have a major hurricane.

the storm surge is still going to be a big issue for west balm beach, to daytona beach as well and major flooding. but look at this. it's well offshore. now, the potential landfall now for south carolina, hilton head island to charleston, you are now on our radar for a cat 2. but look how big the cone of uncertainty has increased. now instead of florida, we are talking about georgia, south carolina, north carolina as well. you're in on the mix of this. i do potentially think this goes out toward the outer banks. so, jo, we have been talking about this since last sunday. i can promise you, we will be talking about this next saturday. we're talking about a cat 2. not until thursday now. >> wow! we will be watching for the carolinas. hilton head, south carolina, you said?

>> absolutely. >> thank you very much. kathy park is in indian harbor beach. how are residents getting ready for the hurricane's arrival? >> jo, good morning to you. the governor issued a warning, saying this might be a multi-day event. residents have been rushesing to stock up and secure their homes here in brevard county, mandatory evacuation goes into effect for 8:00 a.m. some businesses plan on shutting down today. >> this morning, hurricane dorian, churning and intensifying in the open waters of the southern atlantic. this slow-moving storm nearly the size of ohio and expected to get bigger. but the pace of preparations only picking up in florida, with the entire state in the danger zone. brevard county announcing late friday it will initiate mandatory evacuations starting sunday morning. >> no one likes to leave their home, i really believe in my heart given the current forecast

this is the best course of action to keep everyone absolutely safe. >> one thing that's certain is that this thing has been getting stronger, very consistently. >> the last category 4 hurricane to hit florida's east coast was andrew in '92, which was blamed for 44 deaths. officials in georgia declaring emergencies, at least 12 counties. the bahamas bracing, too. boats secured, homes boarded up. stores jammed with residents rushing to get ready. >> we have fans, lots of food, generator, 15 gallons of gas. >> in melbourne, people waited at least four hours for ten sand bags per car. >> i would rather be safe than sorry. i would rather wait for the 4 1/2 hours. my life is more important. >> at the hurricane headquarters of florida power and light, teams are preparing for damage. >> crews are coming from 34 states and canada. >> reporter: on this big holiday weekend, travelers are scrambling to make alternate

developing this morning, former secretary of defense james mattis giving his first interview this morning since leaving the trump administration. among his differences with the president, he tells cbs in an interview airing tomorrow, quote, this is how i saw the strength of america, that we keep our alliances together and we keep them tight. and if i wasn't the right person to do this, then the president needed someone more aligned with his views. joining me now to discuss this is natasha bertrand, national security correspondent with

politico and msnbc contributor. so, natasha, mattis expanding on that point in an essay in the wall street journal this week, writing nations with allies thrive and those without them wither. alone, america cannot protect our people and our economy. that the time, we can see storm clouds gathering. what kind of warning is this to you? >> this is always something that mattis has emphasized. that's why it was particularly surprising when the president chose him in the first place to be the secretary of defense. he has always been very dedicated to maintaining these alliances and sees them as very important to keeping the united states safe. what he seems to be saying here is that, you know, given the performance that we saw, especially at the g7, it was more like a g6 plus one where the united states, where it used to lead, is really falling behind here and being isolationists and we won't be able to solve, you know, a lot of the united states' problem, let alone global issues if the president keeps up this

isolationist attitude. we're seeing the europeans, allies we've had for decades, move on without us. and whether or not those -- that rupture in these alliances can be reversed once trump leaves office remains to be seen. >> definitely a new challenge for either trump in his next term or a new president. mattis is warning he has greater concerns about what's happening internally in terms of divisiveness. we are dividing into hostile tribes, cheering against each other, fueled by emotion and emotional disdain that jeopardizes our future rather than finding common ground and solutions. how crucial is this message as we're entering another major presidential election cycle and everyone offering their solutions on the table here? >> i think some would argue that -- there's been a lot of cysticism of him on this point. the message isn't crucial enough, that he doesn't necessarily go far enough in telling the american people what he saw internally and kind of

sounding the alarm bells on, you know, what ultimately forced him to leave, besides just disagreements with the president and whether or not he actually believes the president as you know fit for office. mattis is obviously a very diplomatic figure here. he doesn't believe it's his place to come out swinging after leaving the administration. >> right. >> but a lot of people say look, you left for a reason. we need to know a little bit more about the dysfunction internally in this administration so that people can make a more informed decision leading up to 2020. there is going to be a lot of fighting leading up to the election. but i think the choice between a president who may be unfit for the office, who is tweeting out classified images of iran from an intelligence briefing versus a democrat is a choice that mattis may be able to weigh in on, in a more significant way. >> you're right. he told cbs i will not speak ill of a sitting president. i'm not going to do t but as we get closer to the 2020 election, i mean, do you think mattis

back in june over a bill, allowing extraditions to mainland china. now those protests have morphed into so much more than just that extradition bill. joining me to break this down is christopher lipsay. people are still risking their security, going out and protesting and now these fires. >> reporter: that's right. we're broadcasting live from the neighborhood where a lot of government buildings are located. a short walk from here is police headquarters where police, as we know, are currently engaged in clashes with protesters. nearby in henessy street, street is on fire. that's where protesters have built a barricade. these protests are popping up almost like flash mobs right now. it's impossible to predict where the next one is going to be. this is a tactic that we've seen especially in hindsight,

especially in light of a ban that police issued on this latest protest, but that did not deter protesters. if anything, it only infuriated them. and we're seeing a very violent side of them now. we've seen protesters hurl firebombs or molotov cocktails directly at government buildings in front of the legislative council, the local government in hong kong. and right next door to the pla, the chinese military. it didn't take long for police to intervene, to launch tear gas and something new, the use of a water canon. specifically, firing blue and red colored water out of that canon.

and reporting there on the ground. appreciate it. now to the latest in the jeffrey epstein case. sex trafficking charges against him formally dropped this week following epstein's death. this comes after the judge overseeing the case invited all of epstein's accusers to give victim impact statements. nearly two dozen women spoke out. here's a few speaking out after that session. >> it was so powerful in there, hearing all the other victims. and very similar stories that i have endured. >> he continued to rape me, when he was finished, hopped off and went to the shower. it was both empowering and infuriating to know the person i needed to hear those words is not here to hear them. >> i was recruited from a very young age and entrapped in a world that i didn't understand. >> what do you think of prince andrew's denials?

>> he knows what he has done. >> joining me now is msnbc's legal analyst. this case has concluded. there are investigations into other allegations. how do you see this case playing out given what we just heard here? >> the attorney general in a statement, a press conference said anyone else who was involved with epstein should be very concerned because the investigation is going to continue. one of the challenges with an investigation like this is something that the government, the prosecutors already acknowledgeded is that you have a number of possible victim recruiters. even the "new york times" story that came out indicates this. you have the stories of people who were not only victims of epstein's alleged behavior but also may have gone on to recruit. that may have been just going to someone else and saying hey, there's a rich guy, if you give him a massage t will go well for

you. or it could have been a more intensive recruiting. the prosecutors have to parse out who they consider to be a victim and who they consider ultimately to be a recruiter and a possible co-conspirator of epstein. >> if epstein were still alive today, would epstein's former employees, associates who were complicit be in danger of being charged right now? would all of the charges just fall on epstein's shoulder? is it just because he's no longer here that this next step is possible? >> epstein's death creates a vacuum of responsibility and prosecutors will want to blame someone. in that sense it could be said that epstein's death made it more possible that others would be charged in connection with this crime. on the other hand it could be arced n e org argued that now that epstein

is gone t could make it harder to go after others in his circle. the government seized a number of things, items, documents, data not only from his upper east side home but his island in the virgin islands. they may have information and evidence that will help them go forward, even now that epstein is no longer alive. >> should the victims be concerned about a statute of limitation here's? >> it's a case-specific analysis and a jurisdiction specific analysis. if you're talking about civil cases, those have different statutes of limitations than federal criminal cases. statute of limitations cases are unique to the jurisdiction where they're brought. then you have tolling provisions, provisions that in the case of minors allow you to stop the clock on the statute of limitations and bring it once they reach the age of majority. >> thank you very much for breaking this down for us. we're minutes away from the
