tune in starting tomorrow. 6:00 a.m. for the latest. i'm richard luiy. goodnight from new york. rachel has the night off but she will be back next week. all eyes are on hurricane dorian beating a path towards florida. and gaining strength as it goes. the warm waters of the atlantic is crank canning up the storm. it is sustained winds of over 130 matter of principle rr. the latest models have dorian making landfall late monday or early tuesday morning. but where it hits and how much destruction it causes are open questions. for now the entire east coast of florida up to georgia are in the danger zone. joining us with the latest forecast is meteorologist bill karins.

what is the latest? so much is changing and so quickly. we knew this storm would become category 4 and who knows rb maybe category 5. i zoomed in close. these are one-minute images from a satellite. it's a three-hour loop. you can see it clears out the eye, very symmetrical. just incredible. but it's still three days away from land. not like last year. so as long as we still have this with wiggle room, i'm okay with it being this intense right now. and with 130 mile-per-hour winds. so let's get to the good stuff, the positive stuff. this is our latest updated umpurt model. all the sudden these squiggle

line saids that never make land fall. closer to the coast. the storm taking its turn further out to sea. so right now from charleston south of miami includes over to tallahassee but this trend is our friend. i don't care if we have a cat 5 off the coast and doesn't hit any land areas. in the bahamas, unfortunately all these lines are close to you. you're going toing get a direct hit. they're prepare interesting that. but we'd like the avoid that from here up to the coast. i mention bevard county because they've already issued the first mandatory evacuation starting sunday morning for the barrier islands, mobile homes, low lying

area. the places you'd expect to evacuate first. so we still have to prepare in case this is a category 4 as it moves on shore. we have a glimmer of hope we can avoid this multibillion dollar weather disaster if we can keep this off the coast. it does bring it right along the space coast, the melbourne area. but look how late this timing is now. we keep delaying this thing. and that's actually good. it further we delay it, the better chance it has to go off the coast. this is 2:00 a.m. wednesday now. saturday all clear prep day. weather going down hull at the end of monday. i mean we keep delaying this more and more and hopefully it can change. the only thing that's not the good news up through myrtle beach, the outer banks. this is the region now that

still could deal with a powerful storm and could be a category one or two and we have to watch you. this is wednesday. thursday into next week. so you get the idea here. we're going to are spect this thing. the unpredictability of the path. could go to a five or a three. we're going to have to wait and see where this own goes. you prepare for it as it's amming to you. and the andsquiggley lines,n you explain the color coding. >> that's the european model, by the way. the lines we watch with all those lines, we have a lot of different weather computers that come up with the forecasts and there are different permutations

and different agencies that do some ofthem. hurricane warf has the special model and do low resolution on a specific area. so a lot of these different lines have grades to show you had can are more accurate than others and the ones i look at the most, this yellow line that's a very popular one and that one still does bring it on shore. the american model right here that's right along the coast but doesn't make a land fall. the canadian model, they have a model too. japan has one. a lot of people have these models and they just have little different permutations with the physics of the mods and that's why they spit out tifrances. i try not to look spiffly at this. what we look for is the trend and it trend yesterday was south. people in miami were starting to get worried and heading through central florida and now that

trend is slower, stall it out and make that big bend and if it can bend out to sea, it would save so many people. >> my last is what does it depend on? is the warmth of the water? what could cause it to either hit or maybe veer off? >> if you pay attention to the summer time, you may have heard of a bermuda high. it sets up over it top of bermuda and can provide a heat wave on the east coast. there's a high pressure system. and that's steering the storm. bermuda's located where my hand is here. the flow around that is going like this. and so that's why the storm can't just hook and go up to the north. that high pressure in the "k" is what's stooring the storm. if that weakens, which it looks like it's going to. by tuesday and wednesday, it stops pushing the storm because that doesn't have the strength

to push it andutser it's going slow down. we still have two days to go. if it trends stronger, ulit's bk into florida. so that's the key is this area of high pressure. your government taxes are paying for an aircraft to fly in the atmosphere over the open atlanticing. they take measurements that go into all of our computers to give you the most accurate information. we can't measure every inch of the atmosphere. but when we get the information from the aircraft flying t goes into the model and your government taxes are doing that for you right now. >> bill karins and we learn something tonight as well. thank you for explaining all of that. our nbc meteorologist. in 2016 it was hurricane

hermoine. labor day 2012 hurricane earl. and 2004 they got a storm the size of texas, hurricane frances. 1985, helena and in 1935 hurricane david. happy labor day. but the worst laborer day hurricane to hit florida gave before they gave storms human names in 1935 when what became known as the great labor day hurricane was so powerful it derailed trains and wound up as the eighth deadliest murcane in continental u.s. history. at least seven hurricanes have hit florida over a labor day weekend and it looks like the state may have to add one more to the tally as we heard. dorian is on track to hit this

florida. and as we have been reporting just in the last hour it was upgraded to a category four, meaning sustained winds of over 130 miles per hour. dorian is expected to make land fall late monday or early tuesday. the latest models have it shifting slightly to the northeast as you just heard from bill karins. they predict quote life-threatening storm surges and devastating hurricane force winds. it means it's still not clear where and when folks will have to evacuate. in miami, where they're in the midst of what's called a king tide, low lying areas have already started to flood. and how about this? this is foot age of dorian from space. those glowing loigsz are pockets oof lightening inside the hurricane. buckle up. the mayor of west palm beach, florida.

i know it's very busy for you tonight. so thank you for taking a little bit of time for being with us here tonight. >> thank you for having me. >> we just heard bill karins talk about the unpredictability of of the storm. there's still a possibility according to all the lines he showed us that west palm beach and it palm beach area could be hit. this thing could hit 2:00 a.m. wednesday morning. what are you taking advantage of that extra time do to prepare the city? >> what we are continuing to do is preach from the pullpit of preparedness. year continuing to get the news out that they need prepare for this as a significant weather event . they need to stock up on esejss. water, food, medicine, gasoline. and if we have a can couple of extra days to do that, that's all the better.

we're preparing for the worst and hoping for the best. >> i lived through a few hurricanes living in florida for 14 years. it's pretty frightening, pretty scary. how are the stores handling it? when we went out to stock up, stores empty really quickly. water is gone, bread is gone. basics are gone. are stores going to have time to get fresh food and water in before tuesday? >> we are very optimistic that will be the case. the stores have already started emptying out. generally before the hurricane it's nice weather. so if we get a couple more days of nice weather that should enable the major stores to stock up. and what i don't want to happen is for residents to get can complacesant and say it's never going to happen. this is a major weather event.

residents, please take it seriously. >> and the other issue i can recall is gas line. people not being able to get gases for the car. because if there is a major evacuation, is it better to stock up on gas, extragasoline or do you worry about long lines and thick liep lines of cars and people trying to get on the road as the storm is am coming in? >> we don't know what those plans are yet. the county handles it because they're outside city limits. the gas lines have already started. people will have an opportunity, hopefully, to find a station and listen. gas supplies are getting low as well but i'm proud and happy to say our governor has authorized the gas trucks to be escorted by the florida highway patrol so they will be hustling in to the various stations as well restock.

>> one of the things i hear a lot of commentary on from folks who worry about the state of immigration in the country is that people who are undocumented are sometimes afraid to flee, afraid to evacuate. they're afraid to participate because of their immigration status. could you please advice, do people undocumented and their families have anything to fearer if they evacuate and would they be able to take advantage of what citizens are able to taked a vanltatage of? >> we're encouraging them to take advantage of shelters. if you're in an evacuation zone, absolutely not. we're not going to discriminate because someone is an immigrant. our highest proi ort is to save lives. and we don't care what ulcanner, unlt canne -- color, country of origin. i'm concerned every risdant is

so we continue to keep an eye on hurricane dorian which has just been upgraded as a category 4 hur in a. the house judiciary committee has cancelled its plans to can come back early to work on a package of gun control legislation, a plan they announced earlier in the month in the wake of mass shootings in el paso, texas and dayton, how hoy. they'll have have to squeeze ungun legislation when the full house returns september 9. the same people who have asked for documentation on an inquiry

on whether to impeach the president and the list has been getting longer and longer. consider for a moment the week donald trump has had this one past week. it started with his largely incoc incoc incoherent performance in japan. he said climate change hadn't happened yet and was going to be next. it had just happened and he wasn't there. then the white house press secretary explained the reason was because instead he was having bilateral meetings with the leaders of india and germany. this is the climate meeting and there's the leader of germany and india and there's trump's empty chair. he did not skip the climate meeting to meet with it them. they were in the meeting and he wasn't there. then this with worrying exchange.

instead two officials said he was eagerer to project optimism and conflated comments with china's vice premier with direct communication with the chinese. if the president of the united states lied about phone calls to boost markets, that seems pretty bad but probably not as bad as having said calls take place only in his mind. pick your poison. and speaking of cleaning up weird pronouncements from the president. white house clarified melania trump has not met kim jong-un. so just trump volunteered the first lady has gotten to know kim jong-un and i think she would agree he is a man with tremendous potential. and a camera cut to melania in the audience who looked quizzically at the president. several hours later as the president and first lady flew back to white house, the press

image of a damaged iranian rocket launch site. no explanation from the white house but experts tell nbc news it is likely a classified image. quote league that he will president has the authority to declassify what he wants but that does not answer the question of why he did and whether it is wise. outside experts are dumb founded. asked by reporters this evening trump said you'll have to figure that one out yourself. okay. now i know every week is clown car full of crazy these days and it's easy for it all to start feeling like background noise, really unsettling background noise but if democrats have said that some of of the things trump has ton this past week like his move the hold the next g7 at his golf club and offer of pardons to break the law, that some of of those things ought to be part of their

democrats now favor impeachment. that's over half of the caucus. does that now reach the thresh hold where leadership aagrees with those of you that want to proceed? does that mean house leadership is still on board? >> an increasing number of members of the caucus have come out in support of the judiciary proceedings. the chairman has made it clear that we're in the midst of a proceeding as to whether or not we will recommend to the full house, articles oof impeachment against the president. it requires to continue to bring witnesses before the committee to seek the production of documents that we'll be able to make recmommendations to the ful house. it feels like there are additional things that require examination.

and we'll look at those things but there will come can a point that we will have enough to make a determination as to whether or not artals oof impeachment should be filed. and preventing us from taking action. there will am a point where they will present evidence and the witness is referred from the documentsy with reviewed as to whether or not we recmiommend art article of impeachment towards the president. i would never presume to speak for the speaker. i think she's made it clear she believes the president must be held accountable and that we should continue the robust oversight of the committee and that's what the zjudiciary committee is doing. and whether we take up articles of impeachment on the floor. we need to continue to bring witnesses beor the committee.

immigrants living here under an exception to receive medical care withed have that status taken away. all those immigrants with medical defersments were told to ditch their doctors, medicine, all the things keeping them alive and leave within 33 days or be deported. when this first made the news this week the administration said the deferment would not be ended, just handled by an entirely different part of the government, by ice. no one from the trumped aman stragz told ice it was their responsibility to keep the sick kids alive and we got more clarity on what ice intends to do with this mystifying policy. ice said quote ice does not exercise discretion on a categorical basis to exempt entire group of aliens from the immigration laws enacted by congress. in other words no, ice will not

be taking applications for medical defrls. that program is over full stop. today the slow trickle of outrage turned into a flood. with 127 members of congress have signed this letter to the trump administration demanding an explanation. next week on friday the house oversight committee will host hearings on this. they're calling on the acting director off ice and citizenship and immigration services that first sent them a letter after a week in which families have struggled for information or answers or hope, they have the prospect of seeing law makers put their questions directly to the trump administration. and a democrat from california. and he is on the house oversight committee which is over seeing those hearings next week. and izs bell is the young woman profiled on the show who will be deported and therefore lose

access to her life-saving medical treatments as a result of this new pallyish. thank you for your time. does congress have the power to stop the trump administration from removing these immigrants who need medical care in the united states? >> first we have a wequestion o where does the president get the authority to do this anyway? and the administration is not being helpful. we didn't find out about this myself until the constituent came in to show me a letter they got a week before. >> and isabel is your constituent. >> lots of media. trying to make people aware of of the injustice of her sit ways. she came by invitation of the federal government to be in a treatment for her rare disease and she came when she was 7.

she's now 24. her participation has helped not just herself but many others with her disease. she can't get the treatment if she's forced to go back to guatemala. the letter said they would be forced by september 14th. and trying to get information from these departments has been very frustrating to say the least. >> if someone dies as a result of this policy, what will congress do about it? >> well with, isabel's doctor, who is a very well nationally respected doctor at ucsf in the bay area has written a letter that said she will die. he said more diplomatically her life will be shortened because she won't be able to get the treatment she gets for one day every week. so this is intense treatment. it's really just a horrible situation. we have sent letters. senator harris has joined a letter from me. we've been a co author on the letterer.

we're put t we're introducing a bill and mostly get information from the white house to realize what they're doing. they're sentencing this young woman who has been here legally and invited by the federal government, they're sentencing her to death. >> and if one presumed that because their cruelty has been open. if you have agencies like ice that are purp traiting this cruelty on people, we just learned from your very committee, staffers were prohibited from performing oversight over facilities that department of homeland security is operating, holding migrants. there was a story that one detainee was -- allegeds a border patrol agent told a child that spilled soup, that the child would with not receive more food unless the child drank the spilled soup off the floor.

current track has it hitting the bahamas, florida, georgia and the carolinas. while everything elgs was going on in the news, donald trump cancelled a trip he was supposed to leave for this weekend to poland. the president said he isn't going because of a hurricane bearing down on the east coast of florida. one of the consequences is not just that trump won't be in poland meeting with the president of poland. but he was also set to meet with the president of ukrain but that meeting is cancelled too. and that may be just the way it goes. hur in a shows up and you cancel your meeting. ukrain is the country that russia invaded in 2014 and from had can russia seized the part of ukrain that is crimea. the first time since world war

a weird thing happened last week when mitch mcconnell, who styles himself as the grim reaper of the congress, put out this op ed in which he, the senate majority leader, was suddenly defending the filibuster because quote america needs the senate to be the senate. i may seem odd a senate majority leader opposes increasing his own power. it's curious liberals are choosing this moment to attack the minority's powers. and of course our last memory of mitch mcconnell using the filibuster is from when he was minority leader and he used it against president obama more than anyone had used it since the 1960s when the utilizers were right-wing segregationist southern democrats and the target was civil rights

legislation. it seems it could be the republican party's lead attack dog in congress is starting to worry about maintaining the senate majority and might be preparing his team to operate from the minority again. we saw a thing that could make that a possibility more likely. there was already a senate seat up in georgia with first-term republican incumbent david purdue up for re-election in 2020. on wednesday all of a sudden boom, two seats are open in georgia. three-term republican senator johnny isakson announced he will retire because of health challenges. this means his seat will be up in a special election next november, meaning georgia will have two senate races on the ballot. with the combination of republicans seeming to retire all over the place and mitch mcconnell's uncharacteristic lack of overconfidence, it's looking like maybe democrats really do have a shot at flipping the senate in 2020. democrats have to defend their share of seats too. perhaps especially the ones they hold in alabama, thanks to their defeat of judge roy moore.

having both races up in the state of georgia, which gives democrats two bites of that apple or peach, a big deal. democrats only need to net four seats to flip the senate. georgia, trending blue, could be a game changer. joining us is political analyst and "hill" tv host jamal simon. jamal, thanks for being here tonight. >> thanks for having me. >> you know a few things about georgia. having works with a certain senator. how like is it that democrats can pick up one or two seats when both are up? >> i mean, everybody needs to sober up just a little bit. this is still georgia. but georgia is now a tipping point. you saw this, the stacey abrams race, where frankly i think she won that race. i think she won that race, but the current governor probably did a few things that kept him in the hunt longer than he should have been. it's going to be a tough race but democrats could win it.

having the second seat may help. one of the things that could happen is you could end up -- there are no african-americans running for david purdue's seat. but you may have a couple of african-americans who get into the johnny isakson seat. if that happens, then you have an african-american on the ballot in november of 2020 while the presidential race is going on, and you might have a surge in turnout that could bring one of those senators over the finish line. >> let's be clear that one of those african-americans will not be stacey abrams? >> she's made that very clear that she's not going to do it. there are other names out there. michael thurman who's been a long-time, statewide elected in the state. a few people out there. rafael warnock, pastor at ebenezer baptist church. there are a few people who might do it. >> let's talk big picture. say democrats could get one of the two. they need net four. say alabama is a tough race to win a second time, as trump is probably going to clear that state by 12 points or so.

besides georgia you've got north carolina, which democrats have managed to win statewide in the governor's race, arizona, the mcsally loss, texas, beto o'rourke came went three points, colorado which looks -- the republican looked doomed, maine where the republican looked doomed. how are democrats looking in terms of being able to get the net four, or a tied senate, and if they win the white house they get the vp to break the tie? >> if you think back, this is the senate election that has all those seats from 2014 when the republicans did so well when they were running while barack obama was president. all those republican senators are now up this year. and so what you really may have is something that people didn't expect, which is that the democrats may be able to take and win the senate. >> we shall see. it certainly is a motivator for a lot of democratic voters, because they have been talking senate. jamal simmons, thank you very much, we appreciate you joining us tonight. up next, the next event that

there is one more race you should keep an eye on if you're looking for early hints at which way the political headwinds are blowing ahead of the next presidential election. north carolina is holding a do-over election for the congressional seat in the ninth district. it happens in less that two weeks. now here's what you need to know. donald trump won this district by nearly 12 points in 2016. when this seat was up for grabs last year, the unofficial result showed that the republican, a baptist preacher named mark harris, winning about i a thin margin of 905 votes. the reason we don't have official results from last year's race and the reason this do-over election is happening is because the state elections board threw out the results from last year after evidence emerged that a consultant tied to the republican's campaign allegedly committed extensive ballot fraud. the republican's consultant was arrested and charged with

multiple felonies. the republican candidate from last time, mark harris, decided not to run in the re-do. so this time you have the same democrat, a marine veteran named dan mccready, rubbing against a republican, dan bishop. the same democrat who barely lost last time, who almost flipped a congressional seat in a district trump won by bubble digits. democrats are hoping this time, hopefully without significant ballot fraud working against him, dan mccready might win. democrats are not the only ones who think that might happen. republicans up and into and including donald trump, are worried enough about this seat that a ton of them are swooping in to campaign for dan bishop. the swoopers include house minority leader kevin mccarthy, vice president mike pence, donald trump jr., and the president himself who's set to appear at a campaign rally the night before the election. the latest polling in the race shows the democrat is ahead by 4
