we will bring you his remarks live. > we start our team coverage with phpz mariana a tenseeo in cocoa beach florida. mariana, as we wait to hear from the tpofrgovernor, are people hg the calls to evacuate? >> reporter: not just yet, phillip. at least the folks i have been speaking to. they are in full preparedness mode. they are almost tell you they're experts in hurricanes with with a smile on their face. i moved onto the beach at the cocoa beach pier to show you the height of the waves behind me, phillip. it is a sign of things to come. this monster of a storm with wind gusts over 200 miles per hour, as you mentioned. here is the site of a very famous worldwide surfing

competition. i want to bring in one of the locals pondering the decision whether to stay or go. this is my friend david over here. you have lived here since the 1960s. what's on your mind today? are you leaving? are you staying? >> for now we are going to stay until we find out the official track and see what that does once it hits the gulf stream. so that could change. . >> you see what happened in the bahamas. you see the forecast now. is there anything that will prompt you to leave today, you think? what are you waiting to hear? >> since it is moving so slow, we have the opportunity to take a little more time to decide mr. we're going to stay or go. . >> is there anything about this storm in particular? you have opinion through so many. what concerns you? >> it concerns me. i want to have the safety of my family in mind the whole time.

but it is moving so slow. and we do -- we are afforded at least a tay or two to figure out whether we will have to evacuate or not. . >> how are you preparing your home, if you are going to stay? . >> just clean it up around the house. going to board up some windows on my upper story. and that's about it. and have a generator with lots of gas and food. and that's what we're going to do. . >> thank you so much. i hope you and your family stay safe. phillip, what makes places like this so difficult in brevard county is not only that you have the ocean here but you have bodies of water over on the other side. you have banana relative, m mosquito lagoon. all areas could be vulnerable. . >> mariana joining us from the space coast. mariana, thank you. let's to to meteorologist michelle grossman who is

tracking dorian's path. that guy is watching to see exactly writ is going to go. . >> the local officials know your county in and out. there is very low-level areas there. listen to your evacuations. we had tropical storm warnings, hurricane warnings. if you are told to evacuate, i would evacuate. the window is closing. let's talk about the bahamas. some did not evacuate. we had a rough 36 hours so far. we have until tonight before we see some improvement. it went right through marsh harbor. rain and wind. we will continue to see that over the next five takes at least. let's tell you where we are in terms of the latest stats. location-wise, 30 miles east-northeast of free port and grand bahama island. they are in the bullseye.

we pray for them. we hope for them. we are going to be thinking about them all day long. sit not until the hurricane takes the turn until we know what the story will be. look what happens. it is 1 miles per hour. it is essentially parked over the island. on tuesday, less than 24 hours, category 4, cat fore 4, cat fore 3. this is painfully close to the coast. also, it does not matter if this goes overlapped. we will still see the storm surge. 50% of deaths come from storm surge. you have to take it very, very seriously if you're in a low-lying area.

you need to heed your warnings. it does include the coast. this is to be determined the next several days. we have been talking about dorian since last monday. we will continue to talk about it until friday or saturday. and then after we see the damage. let's extend even further. it could make landfall somewhere along the north carolina coast and veer off north and east near new england. wind, rainfall, a lot of concern along the coast. >> like you said, a mile per hour. that is glacial pace. . >> it is. >> michelle tkproes mgrossman. the mayor of palm peach county. thank you for joining me today. right now the eye is 120 miles east of your county. what are the last-minute preparations going on as we speak. >> thank you for having me, phillip. first of all, our thoughts and prayers are with our brothers

and sisters from the bahamas. especially we have so many bohemians who live in dade and broward county in south florida. we are really worried about this storm because it is moving at a pace of 1 miles per hour, which is really slow. as we know when a storm is moving that slowly, it can change direction and staring us in our eyes. even if it doesn't hit us, it will go along the coast and so we are really worried about it. . >> we can still provide major damage there. parts are under mandatory evacuation orders. mayor, how confident are you that people are following those orders? >> we're confident that some of the folks are following the orders. that's the reason we're here. if you live in zone a, if you live in a mobile home or substandard housing, low-lying

homes, we want to make sure you evacuate. we have mandatory evacuations in palm beach county and for folks that live on the pairier islands. those folks, we want them to evacuate. if you live in the north part of the county. singer island or up north. this is a major storm. and we want our residents to make their last-minute preparation. the temperature will change basically around noon today. we want all residents to please stay off the road. i was driving on i-95. it was very slippery. the temperature is changing. the wind gusts are going higher and higher. we're asking residents to make your last-minute preparations, stuff that you need so that way you can avoid the storm. >> and, mayor, i understand you opened two more shelters late last night, bringing the total number to nine. what are you telling residents who plan on going to the shelters to bring with them as the storm approaches?

>> well, what we want residents to bring with them is first of all, they need to bring comfortable clothes. we don't know how long the storm will be. bring snacks, food. that way they can pretty much survive in the shelter. at the same time we want them to shelter in place but shelter in a location that is safe. pause we don't want residents to leave the counties and get stuck on the road and head north and be caught during the storm. we initially opened seven general population shelters. an additional two in the south part of the county, one in the north part of the county. that way more residents are able to go into shelters. also what we did open is a special needs shelter, which is basically a hospital for our residents. we have over 200 residents that are in there right now. these are our most vulnerable residents, our seniors.

people on tie dialysis. people who need electricity. we want to make sure we take care of our seniors and residents in palm beach county. . >> here's hoping the resources are not used this week. mack bernard, thank you for joining me. stkprao breaking news out of southern california. new information coming in about the massive boat fire near ventura county. multiple people have guide. plain alexander is in your los angeles bureau. pla blain, what can you tell us? . >> reporter: this is an active rescue with with the u.s. coast guard. we have confirmed multiple fatalities. a total of 39 people were on board this poet. five crew members were able the make it to safety. five crew members were able to be rescued. but at this hour, 34 people are

unaccounted for. this is happening near santa cruz island, off the coast of santa barbara on a boat that is 75 feet long. it's the type of poet, we understand, that is typically used for diving. but we're not clear how it was being used or whether it was being used for ta purpose today. we first learned about this before 5:00 a.m. local time, 8:00 a.m. on the east coast with a pair of tweets from the u.s. coast guard, saying they dispatched a number of units to try and rescue people. still a number of questions. we >> tony: exactly what started this fire, what the boat was being used for, where it was going, if it was reasoning to dock or anything like that. we know within the past few minutes president trump has been retweeting local reports. still no independent comment from the proez that. of course he and everybody else watching this incident as it is still very much an active rescue scene there. >> all right. we will be following breaking news out of ventura county.

west texas is in mourning today after another mass shooting in the state left seven people dead and 22 injured, including a 1 1/2-year-old baby. the rampage comes four weeks pe el paso. police in odessa say a man fired at an officer during a traffic spot, took off, firing at random passers-by along the way until law enforcement was eventually able to kill him. it happened hours before new texas gun laws would take effect. president trump talked to reporters about whether new gun legislation could be coming down the pike. >> we're looking at a lot of different things. we're looking at a lot of different drills, ideas, concepts. it's been going on for a long while. background checks. i will say that for the most part, sadly, if you look at the last four or five, going back even five or six or seven years,

for the most part, as strongs awe make your background checks, they would not have stopped any of them. so it's a big problem. it's a mental problem. it's a big problem. >> garrett haque joining me from odessa, texas. you have information about the survivors being treated at the hospital there? >> reporter: yeah, phillip, that's right. the hospital staff here, they are continuing to work on patients. this hospital here in odessa was the hospital that took the most of the patients on saturday. and slowly folks are getting upgraded out of their conditions here. at this hour, there is still one person in critical condition. one patient in serious condition. eight in fair. the little girl who service shot and hit by shrapnel, she ended up getting airlifted to another hospital in lubbock, texas. when you see gunshot wounds from high-powered rifles like you saw in this case and in el paso and

so many other mass shootings, they tend to be wounds that take quite a bit of time and surgical expertise as well to heal properly >> those are just the physical ailments. speaking nothing of the emotional pain too. what do we know about the gunman and how these horrific events unfolded? >> reporter: the gunman is a source of truss traefrustration. he is a 36-year-old man. we know his name. i don't plan on reporting it this morning. he was recently fired from his job. and we know that he used an ar-style weapon. we don't know yet how he acquired the weapon. there are things in his background that might have precluded him buying it legally. we are still trying to put the pieces together, as are police.

i was in the news conference with the chief of police from odessa, special agent of the fbi helping out with the investigation here. they were equally frustrated that there is no obvious 6 motivation. what set this man off and started him firing first at public safety officers who pulled him over, then apparently ran tdomly here? we just don't know yet. . >> new gun laws took effect yesterday largely loosening gun restrictions. you asked governor abbott about the new laws. what did he have to say about that? >> reporter: right. the laws going into effect yesterday was coincidental. they were passed in june, signed by the governor subsequently. they were e set to go into effect september 1st. these are things that loosened restrictions where texans can carry guns, restrictions how

they are supposed to store their weapons. i asked about this yesterday. he said these are laws designed to make people more safe. he pointed to a law that would allow for more armed marshalls in schools. a fundamental disconnect. the question about whether or not more guns would make people more safe. if that were the case, texas ought to be the safest place on meant earth. there are more guns in this state than any other state in the united states. you had the governor defending that and a lot of attention being paid after this shooting. >> one would think. garrett haake, thank you for joining us from odessa, texas. the govern or of florida ron desantis speaks on preparations for dorian. 1 miles per hour was predicted to happen for most of today.

it will then begin its accident north. when and how that happens is going to be critical for impact on the state of florida. but our east coast certainly is within the cone still. and people need to remain vigila vigilant. if you are ordered to evacuate, you need to do that. from palm beach to nassau, the florida/georgia line. it is important that residents heed those calls. get out now while you have time, while there's fuel available. and you will be safe on the roads. go to floridadisaster.org for updates. i spoke this morning with president trump. he's fullien tkpaeupblged in this and reiterated he will provide whatever resources we need to be able to weather dorian. fema is fully engaged.

we are of course concerned about power restoration once the storm passes. florida power & light has most of these counties, in terms of the power. and they have assembled approximately 17,000 personnel that are prestaged and ready to respond. they will come in to restore power around the clock. they understand how important that is. we will assist with our assets. clearing roads, vegetation, whatever we can do to help that happen. there have been 72 nursing homes and assisted living facilities along the coast that have been evacuated.

advent health, new spheur ma peach, cape canaveral, brevard. cleveland clinic south, good samaritan, port st. lucie, palm peach, stewart sebastian river, indian river, volusia. cleveland clinic north martin is a partial evacuation. if you're involved with the health care facility, continue inputting your emergency updates into your emergency status system, including generator, utility information, evacuation status, emergency contact. if there is a need for something and you're updating us, we have people monitoring that all the time. people in a variety of agencies that could then respond accordingly. obviously we want to do that. we have the gas stations along the evacuation routes. we have confirmed they will

remain open. the ones on the routes will remain open. i have expanded the suspension of tolls to include roads in and around jacksonville, like the first coast expressway and the i-295 express lane. and we suspended them. the central florida expressway authority has suspended tolls on a number of roads in and around central florida. the following five ports have been closed. miami, every glades, fort pearce, palm beach, port canaveral, jacksonville and fernandina. as the storm moves north, status could change. but as the storm moves north, we anticipate some of the southern ports reopening. we're still monitoring traffic and have not seen anything out of the ordinary in terms of

evacuation. traffic pretty much what we expected. this frustrating for a lot of people because it seems like we have been talking about this for some time. the storm is stalling close to our coast. it will make a movement. the movement it makes will have imcompact on floridians. do what you need to do to keep you and your family safe. i'll take some questions. -- nursing homes, those facilities are now safe? you have gotten the patients out? are they in the best position they can to weather the storm? >> as i said yesterday, in the coastal counties, the facilities either have confirmed generator availability are that they plan to evacuate. now, since that has happened, not every one of them has continued to give us updates.

if you have a generator and something is wrong with the generator, you need to tell us that. you need to put the updates in. they have all indicated a generator or plan to evacuate. this is something constantly being monitored by state officials. another thing that aka is doing, we're obviously concerned about all of them pause it's a sensitive thing. some of the bigger corporate hospitals have more resources to handle this. so it has been focusing on getting updates from offering assistants to some of the independent hospitals which may not have as many resources. so they have been very proactive. and i appreciate what mary mayhew is doing. . >> are you hearing they are completely evacuating and do they send their patients to interior counties? >> i think it's a mix. jared will probably know more.

. >> thank you, tpofrpbogovernor. each hospital is doing a mix. some are moving out their most critical patients. they have sister facilities or mous in place with other facilities. >> tpofrpbor, how has this story impacted tourism numbers over the weekend? >> i think it's too soon to know the numbers. obviously i think we started to see possibilities of this earlier in the week last week. initially we were like it will run over the mountains of hispaniola and break up. it didn't happen. i think you will see some effect of that. but at the same time, the fact that it has taken an eastward track, people that had planned on being someplace in northwest florida or whatever probably, you know, weren't affected at all. so we will figure all of that out. look, at the end of the day, i

want as robust tourism as possible. but my most important priority is that floridians are safe and we are doing what we need to do to assist after the fact. this is a storm that is a record in terms of the 185-mile-per-hour impact of the baham bahamas. and it's very, very close to our shores. i appreciate the tracks that keep it off the shore. but we're going to have some impacts one way or the other. and that's really i think the main concern. we will be able to -- people will want to can many to florida. there will be time to do that stuff. we have a lot of great things going on with the economy. but safety really is number one. we obviously will be monitoring this the rest of the day. we have resources ready to go. the feds have been great. they have a lot of resources ready to go. hopefully by don't we will have

a sense of the movement. and the weather experts said once we have seen the definitive movement north on which path that is on, that will allow us to kind of even more concisely identify the places along the florida coast more at risk. so stay tuned for that. thank you. >> you have been listening to florida governor ron desantis telling the coastal counties there, the evacuation order is under way. telling them to get out now while there's still fuel available. he spoke to president trump. he has pledged full fema support. also expecting 20,000 power loss because of dorian. i want to go to gabe gutierrez in jenson beach, florida, east of port st. lucie. how are the mandatory evacuations going? . >> we are an hour north of west

palm. the surf is extremely choppy. we have been seeing extreme outer bands of hurricane dorian the last several hours. pick up the wind speed. we're getting occasional rain from time to time. this storm is still, you know, at least 100 miles offshore. but the worry is exactly what the governor was talking about. a lot of people here won't breathe a sigh of relief until dorian, in fact, makes that northern return it is expected to make. weather it possibles to the west, to the east, that will dictate how much of an impact it has on areas like this. we're in martin county. volusia county, brevard, counties up the coast are under mandatory evacuations. this is a massive storm.

how close will it come to the shores? many of the people are taking this threat seriously. category 5 designation will get a lot of people's attention. local officials are worried about storm surge. hotels are closing down. the governor addressing tourism during his news conference saying of course tourism very critical to the state of florida. labor day important. his priority is public safety. again, waiting for the effects of dorian and waiting to see just how bad it will get in the coming hours. back to you. . >> i can see the wind picking up as we speak. gabe, thank you so much. about three and a half hours to the north is northbound's julia bagg in jacksonville peach. what's the situation where you are? >> reporter: well, phillip, the

beach is closed here as well officially as of early this morning. let me show you what's happening here. bulldozers working to push sand to shore up the dunes. they are trying to shore up weak spots here. they want to keep the sea from overcoming these dunes and spilling back over into jacksonville beach. take a look at the surf here. part of the reason the peach is closed, there are no lifeguards. they just carried off a lifeguard stand. no lifeguards keeping an eye on anybody either. there are still people on the peach just kind of getting a look at things. right here in duvall county,

hotels having to closed. they are having to cut plans short and head inland. curfew 10:00 tonight to 6:00 in the morning. another measure they're taking, cushing alcohol sales beginning at 10:00 tonight. phillip? >> want to be as clear-headed as possible. a dangerous situation there. julia bagg, thank you so much. indian river county emergency management major ereck flowers on the phone. thank you very much for joining me. as the storm approaches, sir in your state, what are you doing there to prepare? >> indian river county, we had voluntary evacuation orders for everybody on the barrier island, everybody east of u.s. 1, everybody in low-lying manufactured or substandard homes. we issued mandatory evacuation orders. a special needs shelter. in two hours we will have all the general population shelters

open, a pet-friendly shelter. we'ring hard and preparing for potential catastrophic windfall. we'll give an 11:00 update shortly. we're hoping for good news as a result of that stall that's happening right now. . >> you mentioned mandatory evacuation orders in effect this morning. what's your message to those who want to hunker down and stick this out? >> you are taking a chance with your life. if you choose to stay when we ask you to leave, there comes a point during the storm when wind speeds are not safe for first responders to be on the roadway. at that point, if you have an emergency whether it's a result of the storm or something else inside the home, we won't be able to respond and help you out >> what else should residents be doing to prepare as dorian nears in. >> as we have been throughout the day, folks are continuing to put shutters up. today we expect it to be

continuing to be small rain bands coming in. we ask that people continue to prepare. most of the businesses are closing as of noon today. there won't be much morrone to be out on the streets. just hunker down with family, enjoy the family time. it's a few minutes that you get to spend together in the busy life we have these days. it is good for people to spend a few minutes together and talk. they will always remember this time together. and you had the governor was on. he's been great to our county and our state. we appreciate his help with everything that's happening here. >> do you feel you have everything you need in terms of resources in. >> everything we have asked for they have delivered. because of the delay, we mobilized resources and demobilized as things have happened. we continue to adjust. the state has been great about that. if we ask for something, they bring it to us. it's been fantastic.

we're back with breaking news on hurricane dorian. in moments we will be getting an update on the track of dorian, which is slowly moving through the bahamas this hour causing devastating wind and flood damage. let's check back with with michelle grossman, tracking dorian's path. >> hi there, phillip. we are talking about a devastating and dangerous and downright sad situation. we will track this the next five days. we have been tracking it since monday. we saw the destruction and some death there as well. grand bahama island getting pummeled right now. the storm is moving painfully slow. you can see the core right here.

we have clear air in some parts. that doesn't mean you should leave. stay sheltered, hunkered in. the eyewall is where the strong winds come in and they are coming in quickly. hopeful little they will take a northeastern turn. 160-mile-per-hour winds. they were up to 185-mile-per-hour winds. that's a little bit of good news. maybe a little wind shear as well. moving west. parked over the bahamas. they have until tonight before they see some relief. remains a category five throughout the day. by tuesday, category 4 storm. still a major hurricane. stays a major hurricane. also on wednesday and thursday. it's not until friday where we see a cat 2 storm. a landfall along by the coast. cape hatteras. we will watch that. it will move off north and east. it is moving very, very slow.

that is good news. terrible news for the bahamas. i want to mention that. good news for florida because the slower pace gets the steering currents in place. there's a lot of folks up and down the coast who want to know what is happening. we will not know until the turn take place. we have the hurricane watches and warnings in place. listen to your local officials and evacuate and heed the warnings. we could see gusty winds as early as today. >> michelle grossman tracking dorian. thank you so much, michelle. for more in the storm region, joining me is the spokesperson for the american red cross. bill, thank you so much for joining us today. this is a category 5 storm heading for the southeast. it is uncertain.

how seriously should residents be taking this storm? >> well, absolutely. that is one of our biggest concerns right now is that people are a little less concerned about the storm. we want people to realize this is still a dangerous storm. we want them to protect themselves, protect their families, people having difficulty moving out of their homes. it is still a big, big deal. . >> what is the red cross doing to prepare for the storm? what resources are being offered? . >> right now we have 2,000 volunteers moved into the region. they are poised to take over sheltering, whatever the need is. we have stock piles of supplies, everything from diapers to doughnuts. and the idea is that we want to bring all the resources in, be ready to as soon as possible the storm leaves we will come back

in. we have cots and blankets. . >> what can people do to keep safe and how can they get your help? >> the first thing they want to do of course is take care of their home if they haven't done that already. they are running out of time. evacuation along the coast are coming in strong. we want them to heed the warnings. get out of the way of the storm. move inland. find a safe place. it might be a red cross shelter. we have self open in orlando and around the area. we will give directions using hulu maps. >> what can people do to help efforts in the storm region? >> every disaster is a little bit different. but the one consistent thing we have is the need for donations.

has been very outspoken on it. all democrats have tried to lead on this. i've been arguing that democrats have kind of won the culture war on guns. i think that that's something that, you know, maybe the rest of us are kind of late to realizing, late to understanding. but the culture war on guns has been won by progressives and it's time for democrats to use that as a hammer and as a voting issue to pressure republicans who are standing in the way or who are not forceful enough on gun control. i think democrats have the responsibility now to force that action. you have a nation that has moved very quickly from thoughts and prayers to sick and tired. and i think that's going to be reflected in all the democrats that you hear running for president. >> abby, i want to talk about that pressure. the president said they're working on some sort of package. is he feeling any actual pressure to get something done? >> he's been very vague as have congressional sources. i don't like making predictions in this modern era of american politics. it's hard to see how this incident is a breaking point

when we've gone through parkland and newtown. i would be doubtful. what would change things is if this affects the electorate in 2020. if we see members of congress losing reelection. it's a split decision in texas. i talked to sources in midland this morning and he indicated he didn't see an appetite in changing gun laws. democrats are going after republican women on this issue. they think they can lure them over to vote for democratic candidates. >> joel, what do you think, you worked in the senate, what's your sense of whether any of these shootings are actually moving the ball forward in terms of changing gun laws? >> so i actually -- i'm a little bit more bullish on this. i think the president is showing his hand here. what you've seen is a confused, disoriented president. he knows he's on the wrong side of this. how that impacts capitol hill, mitch mcconnell is taking his cue from donald trump. they're all taking their cue from the nra but more and more

the realization is setting in that this is a losing issue for republicans. it was a losing issue in the 2018 midterms. there were a lot of republicans who lost their seats, not primarily because of gun control, but because of issues surrounding gun control. you've heard -- i've heard republicans, even talk about that at the nrsc, that they noticed that gun control was an issue that some republicans were starting to lose on. so i think that the president is showing his hand here. she's showing that, you know, action is required. that's why he acted on bump stocks after parkland. i think that's why he's looking to act here. that's why he's been working with folks like chris murphy to find a compromise on gun control. >> let's hear from the head republican in texas, abby i want to play for you what the governor of texas said after the shooting. >> well, i'm heartbroken. by the crying of the people in the state of texas. i'm tired of the dying, of the people of the state of texas. too many texans are in mourning, too many texans have lost their

lives. the status quo in texas is unacceptable. and action is need ed. >> all right, abby, he did not mention that a series of louisened gun laws went into effect on sunday making it easier to get guns and carry guns, rather, in public places. abby, when the governor says the status quo is unacceptable and that action is needed. what does he mean? >> those laws were passed at the last legislative session. and they will not reconvene until likely january 2021 after the new elections and the governor is known to be loathe to bring back the state legislature for a special session. i don't know what can be done between now and then. and a member of the state house of representatives came out on twitter on sunday, i believe, and went viral saying, you know, there's absolutely no way we are changing these laws and increasing regulations. so i think he's trying -- i think abbott's trying to walk a fine line. it's a very difficult situation.

>> let me just add really quickly, democrats have to make it so that people like cory gardner, people like susan collins, that vulnerable republicans are being judged on these issues. that's how you actually clang the calculus on this. you put them on a defensive. you make pat toomey act from a defensive posture and not offensive as someone representing republicans on gun control. put him against the wall for 2022. that's what democrats and that's what people who are -- who this issue is very important to, that's what they need to do in order to force action. >> joel payne and abby livingston, thank you for joining me this morning. >> thank you. any second now the national hurricane center will release the latest information on hurricane dorian. is it headed for florida, or is it turning out to sea? also at the top of the hour california authorities will update us on that dangerous boat fire off the coast of california. multiple people are dead. dozens still missing as authorities release dramatic pictures from the scene.
