i'm yasmin vossoughian, alongside ayman mohyeldin. president trump rallied in north carolina last night, ahead of today's special election in the state's ninth congressional district. trump won the district by 12 points back in 2016 but polls show a neck and neck race between republican dan bishop and democratic dan mccreedy. trump tried to tip the scales from bishop but with his eye on the 2020 election the president spent much of the rally defending his rd and attacking the democratic party. >> you have a democrat named dan mccreedy, and he wants open borders, he wants sanctuary cities, he's not going to protect your second amendment. doing nothing on your second -- you know, north carolina is a very big second amendment state. the radical democrats want to dismantle, demolish and destroy everything that you've gained, and they will do it and it won't take that long.

my own advice, i like the idea of meeting, i've met with a lot of bad people, and a lot of good people, during the course of the last almost three years, and i think meeting is a great thing. i think that meeting with, you know, you are talking about war, there are meetings with war, otherwise wars would never end, you would have them going forever, and we had a meeting scheduled, it was my idea, and it was my idea to terminate it. i didn't even, i didn't discuss it with anybody else. >> look, camp david has held meetings with a lot of people that would have been perceived as being pretty tough customers, and pretty bad people. there have been plenty of so-called bad people brought up to camp david for meetings. and the alternative was the white house. and you wouldn't have been happy with that either. so camp david would have been a good place. but i don't want to meet under circumstances where they go around and try and make themselves a little bit more important by killing a soldier. >> when asked about the possibility of a troop withdrawal without a deal, the

president said quote, we are looking at that. >> hurricane dorian death toll in the bahamas has climbed to 50 as more bodies are recovered following last week's record storm. the bahamian health minister confirmed the latest number up from 44. officials say 42 bodies have abn bahama. thousands are still missing as relef efforts are under way, trying to evacuate as many people as possible. and president trump dismissed the idea of allowing bahamians into the u.s. after hurricane dorian saying the u.s. is recovering from the storm and those struggling could go to the sections of the bahamas that were not hit. >> we have to be very careful. everybody needs totally proper documentation. because, look, the bahamas had some tremendous problems with people going to the bahamas, that weren't supposed to be there, i don't want to allow people that weren't supposed to be in the bahamas to come in to

the united states. including some very bad people and some very bad gang members. and some very, very bad drug dealers. >> i'm frustrated. the unprecedented -- >> trump's comments following acting customs and border chief mark morgan saying while there has been not any formal grant of temporary status of bahamas affected by dorian, it is not something he had ruled out and yet to discuss the topic with the president. the conflicting remarks come as nearly 1500 survivors arrived in florida over the weekend. thousands more have been trying to flee the islands but have been faced with challenges. according to customs and border protection, more than 100 bahamians were forced off a ferry boat before it could reach florida because they had not been taken to nassau to get visas first. if you are looking for ways to help with those relief efforts you can visit any of the organizations you see listed on your screen there. commerce secretary wilbur ross threatened to fire political staff at noaa if the

agency did not fix the contradiction with president trump's claim that hurricane dorian might actually hit alabama. "the new york times" reporting according to three people familiar with the discussion, the times reports he called the acting administrator of noaa, from greece, last friday, to instruct him to quote fix the agency's perceived contradiction of the president. it ultimately led to noaai issuing a statement by the birmingham office, inconsistent, and a spokesperson for secretary ross denies the times reporting telling nbc news that ross did not threaten to fire any noaa staff over forecasting and public statements over hurricane dorian. noaa acting chief scientist craig mcqueen says he is investigating why the agency backed claims over dorian hitting alabama over its own forecasters. according to an eternal email obtained by nbc news, he said an unsigned friday statement issued by noaa which defended trump's

claim quote inappropriately and incorrectly contradicted the national weather service forecaster. the statement referred to a tweet issued by the national weather service birmingham alabama office last week, which pushed back on the president's claim that the state was in the path of the storm. meanwhile, the director of the national weather service defended the birmingham forecasters who contradicted trump during his speech at the group's annual gathering yesterday. watch this. >> to ensure public safety. as the national protocols at that time. so i would like to ask birmingham, stand and be recognized. >> senior writer at roll call, neil is here, neil, good to have you with us. this morning. so if these reports are true, that in fact wilbur ross may

have made that phone call, how might this impact his role in the trump administration going forward? and what kind of potential investigations could be, could he suddenly find himself, whether it is capitol hill or as we just mentioned there, part of noaa. >> it's good to be with you. what's funny is i feel like this is probably the third or fourth time i've been on this program talking about how many lives wilbur ross has left in the trump administration. between the census matter, and the can of campbell's soup, when whee we had the trade, when we had the trade discussion a while ago. i don't necessarily think this hurts secretary ross's standing with the trump administration for defending the president. but it certainly makes it more complicated the next time he visits capitol hill. he may just stop showing up, based on the number of things

that particularly the house democrats have to investigate related to him and his handling of both this issue with noaa, and all the other ones that have come before it. >> let's go back to trump's rally as we were just mentioning a little bit earlier on, from last night. it is a state that he won in 2016. there's a special election there today. do you think his presence will have a major impact on the special election? >> this is a seat that the republican party should hold on to. so it is going to be hard to tell whether or not the president's appearance hurts or helps. you know, it's entirely possible that this could be a race where even if it's close, the president does some geo tv, helps get out the base, but it is a broader base of what is going to go on in north carolina, going into 2020,

defendants usually wear civilian clothing during trial to avoid prejudice by jurors, over some discussion over which the agency was reported, the woman was taken to a holding cell and allowed to change into an outfit found in her hotel room after her march arrest. she allegedly lied to get past a secret service agent guarding mar-a-lago, carrying a computer, four cell phones and a thumb drive, president trump staying at his resort that weekend and at the nearby golf club when she arrived. prosecutors have filed under secret evidence that say that there were national security implications, even though she is not charged with espionage. she is acting as her own attorney during the federal trial and faces up to six years if convicted. as she awaits sentencing for her role in the college admissions scandal, actress felicity huffman wrote a letter to the judge explaining her involvement.

in my desperation to be a good mother i talked myself into believing that all i was doing was giving my daughter a fair shot. i see the irony in that statement now because what i have done is the opposite of fair. she pleaded guilty in may to conspiracy to commit mail fraud and services fraud for paying $15,000 to a fake foundation created by rick singer, to help alter her daughter's s.a.t. scores. prosecutors are asking that huffman receive a one month prison sentence when show appears before a u.s. district judge on friday. joining us here on the set to talk more about this, msnbc legal analyst danny cavalos and let's talk about the mar-a-lago trespasser first. lots of courtroom drama to say the least and the whole argument about the fact that she insists she couldn't dress properly for court. what do you make of all of this. >> pro se defendants, defendants who represent themselves in court, are at once the bane and the glory of the legal system.

and i mean you have an absolute constitutional right to defend yourself. but it creates a gigantic hassle. and a challenge for the courts. because they have to be extra careful to safeguard constitutional rights, because there's a chance that the case could get turned over on appeal if they don't follow all the rules and procedures correctly. and make sure that the defendant understands what's going on. and you know, the dress issue, coming to court in prison garb is a very, very important issue, it is fine to show up for hearings with no jury, but obviously that would tremendously prejudice a defendant to have to wear prison garb during the trial and the first thing that jumped out at me, yes they sent her back and put on what she was wearing when she was arrested but what happens tomorrow? what happens the next day? she only has that one change of clothes. what's the jury going to think when they see her in the same outfit all week? one of the many way, little things, when you're in custody, defending yourself, it is just even a bigger challenge.

and that's just one of them right there. >> and if she had a lawyer, would the lawyer be able to go out and get her some change of clothes that she would be allowed to receive in prison? i know it sounds simplistic, but one of the curiosity is that one of the disadvantages of representing yourself? >> defense lawyers like me and particularly the federal public defend to which she has been assigned often have a closet full of old jackets, and blouses, and shirts that they don't want anymore and they have to go through these clothes, these are lawyers going to the closet and figure out you're a 42 long and bring it to the jail, and you have to put it on. that's right. and you have to come and hope that some of the stuff fits them. and that they're not wearing the same thing every day for trial. >> it is another challenge. let's switch gears and get your thoughts on felicity huffman now possibly going to jail for a month. what kind of implication does her sentence, spending a month there, have on other cases involving in the college admissions scandal most notably

lori loughlin. >> felicity huffman's sentence will be on the lower end of the defendants proceeding to trial. number one, she cooperated with the government and she also accepted responsibility. she came forward. she pleaded guilty. right away. that will entitle her to the lowest possible sentence. these letter, including her own letter and any letters that anyone else wrote for her, they're interesting, but they don't have nearly the effect on reducing a sentence that accepting responsibility and pleading guilty has on lowering a sentence. in fact, letters are a challenge because sometimes they can anger a judge. you know, you have to look out for, you know, the parent who writes a letter, oh, johnny is essentially a good boy. even though johnny is being convicted of some very serious crimes. so letters are a bit of a challenge. >> it probably makes me think whether lori loughlin and others are having any kind of regret for not taking the same path that felicity huffman has taken. now that you see a light at the end of the tunnel. >> i wonder how it will resonate

when she is writing her letter, i wanted to give my kid a fair shot. >> she says she recognizes the irony of that statement. that's the whole point of it. >> danny, always a pleasure. thank you. >> where did you get that coat by the way? >> this is from the closet. 42 long. need it? >> thanks, my friend. let's switch gears and a quick check on the weather with nbc meteorologist bill -- >> pretty quiet, but not saying that in areas of wisconsin. getting soaked this morning. madison to green bay and milwaukee. and chicago is avoiding that at least right now, in between omaha and des moines, some thunderstorms, and this is the stormy portion of the country. not just today for the next two days. so as we go into the area this afternoon, areas of south dakota, and nebraska, at risk of severe storms. maybe even an isolated tornado or two. so we're talking from rapid city and areas around platte and south dakota. and then let's talk about the heat. everyone in the southern half of the country is over it. done. i mean it still feels like the middle of july. so all of these little red dots in here, san antonio, houston, new orleans, pensacola, atlanta,

the times adds that the source, of the government's best insight and thinking and orders of putin, was key to the cia assessment that putin favored trump and personally ordered the hacking of the dnc that summer. putin later confirmed in a 2018 news conference in helsinki that the kremlin favored trump. >> nbc news has not confirmed that the russian said the cia information about russia election interference but for reasons that nbc is withholds he fits the profile of someone who may have had access to information about putin's activity, and who would have been recruitable by american intelligence officials. current and former government officials telling msnbc news that a former russian official who had access to government secrets is currently living in the washington area under government protection and we have not confirmed that this is the official mentioned in "the new york times" and reports.

welcome back, everybody. i'm yasmin vossoughian, alongside ayman mohyeldin. it is the bottom of the hour, we begin with new reporting from "the new york times" that is contradict can the president's claim he has nothing to do with the scottic airport where air force crews have been refuelling and staying overnight at his nearby resort. the times citing documents obtained from the scottish government reporting that the trump organization and trump himself played a direct role in setting up an arrangement between his golf resort and glasgow's airport. the partnership set up back in 2014 was reportedly meant to increase private and commercial traffic to the region but part of agreement according to the times worked to get trump's term

>> and it is being investigated. president trump promising to release a report with financial hodings ahead of next year's re-election with growing scrutiny at his family properties. he was asked yesterday by halle jackson over criticism of those stays by those stays and air force crew overseas. >> at some point prior to the election i will be giving out a financial report of me, and it will be extremely complete. i will give out, i will give out my financial condition, and you will be extremely shocked that the numbers of many, many times what you think. >> the president didn't specify how this new report would differ from financial disclosures he files with the government ethics office each year. the president previously broke with decades of precedent, in 2016, by refusing to release his tax returns which he is still yet to donch the house judiciary committee has laid out specific procedures moving forward with

the impeachment investigation of president trump. in a five page resolution, released yesterday, lawmakers proposed changes to the committee's hearing rules which include granting chairman jerry nadler the ability to designate full or subcommittee hearings. allow staff to question witnesses for an additional hour. divided between the minority and majority. and grand jury materials to be reviewed in closed sessions. and for the president's counsel to respond to the committee's findings. here is what nadler had to say about the democrats decision to formalize impeachment talks. >> we've done that a while ago. we've told the courts that we've done. it we've announced it. but now, the inquiry is getting more serious. and it's time to have very specific procedures. >> and the speaker has supported this effort so far. >> yes. >> meanwhile, speaker nancy pelosi was quick to downplay the latest move. watch this. >> we have been having an

investigation, in case you missed, it for a very long time, with russia disruption of our elections, about the wrongdoing on the part of the administration, this investigation has been going on for a long time. >> and a formal vote on the committee's resolution is expected on thursday. according to sources who spoke to nbc news. >> and the trump administration has been dealt another blow to a controversial immigration policy. a federal judge has issued a nationwide order barring a rule that denies migrants crossing the border entry to the u.s., unless they have already tried and failed to obtain asylum in another country along the way. the administration's policy would effectively ban most central americans fleeing persecution and poverty. last month, the federal appeals court limited the policies quote to include western border states like california and arizona. now, the judge's decision would also include new mexico and texas in an effort to maintain a quote uniform immigration policy and prevent uneven enforcement. the latest ruling puts the

asylum policy in the hands of the supreme court. which was already considering whether the trump administration could enforce the policy while the case makes its way through the court system. the justices are expected to rule within the next few days. >> joining us once again from washington, senior writer at roll call, niels lesniewski. we have lower courts continuing to fight the trump administration over immigration policies. is there any indication here, niels, how the supreme court may rule when it comes to this asylum policy? >> kind of hard to predict exactly where the supreme court is going to come down. obviously, with more conservative justices, you would sort of lean in favor of the trump administration maybe, but the broader point that i think i'm going to be looking at, in this case, and going forward, is this issue that the trump administration is now taking up and making a public case against, which is basically the

idea that a single federal judge has the authority to make this sort of determination blanket across the board nationwide. we've heard from the justice department, and the white house, a little bit, complaining about that, and frankly, that would be a much larger deal even than just this particular case. >> let's talk about for a moment the house judiciary committee's move forward with the impeachment probe. how significant will this vote on thursday be to get lawmakers on the record? >> you know, i don't know that this particular vote is that big of a news item actually. that the procedures sort of need to be put in place, in order for such an inquiry to proceed in sort of an orderly fashion, giving the chairman more power, chairman nadler, when it comes to the organization of the committee and the organization of the proceedings.

but, you know, the timing is interesting because that night, president trump is going to be with the house republicans up in baltimore, for theirage issues retreat. so that could throw all sorts of, it could make it more difficult for everyone who is going to baltimore i think on thursday. >> all right. niels, live for us in washington, d.c., thanks. >> thank you. house democrats plan to investigate president trump's personal lawyer rudy giuliani over what they call an effort to influence the government of ukraine to aid trump's re-election campaign. the chairman of house foreign affairs intelligence and oversight committees sent letters to the white house, and state department, seeking documents in connection to what they call a scheme by giuliani, quote, to coerce the ukrainian government into pursuing two politically motivated investigations under the guise of anti-corruption activity.

noting that one of the targets of the alleged activity appears to be quote former vice president joe biden, and his family. "new york times" has reported on an effort by giuliani to pressure the ukrainian government to investigate whether there was anything improper about the overlap between biden's diplomatic efforts in ukraine and his son's role with a gas company there. according to the times, giuliani also ought so have the country's government look into whether ukrainian officials tried to harm trump's 2016 campaign by releasing damaging information on the president's former campaign chair, paul manafort. >> and north korea has offered to resume nuclear negotiations with the u.s. later this month as long as washington is willing to come to the table with new proposals. and the north koreans first vice foreign minister warned however, that dealings between the two countries may come to an en, should the proposals not satisfy north korea. president trump yesterday expressed support for those renewed talks. >> well, i just came out over the, it just came out over the

welcome back, everyone. in parliament's final move before being suspended to mid october lawmakers rejected prime minister boris johnson's bid to hold a snap general election just days before the october 31st brexit deadline. the second time in two weeks that parliament denied johnson's call for another election which would have been the third in just over four years. as joe scarborough points out, john has lost the first six votes of his premiership. also in a very surprising move, speaker john burkeow, famous for his calls for order announced he is stepping down next month after a decade in the roll. and the brexit situation continues as parliament is suspended, after tprime ministe controversially suffered the body in an effort to bring the did or die brexit plan through. in case you blinked, we have tropical storm gabriel we tracked over the last couple of

days. i'm happy to report, that is out in the atlantic. a couple of other tropical waves out here but for the peak of the hurricane center, which by the way is today, usually this is one of the most active days we're not looking at anything threatening over the land areas and even this tropical wave in the bahamas, added rain chances and hurricane center thinks it is a 20% chance of developing. if it did, it would remain a pretty weak storm. that's great. even far out into the atlantic, things are looking pretty good. again, this is the 20% chance of development. this tropical wave is 30% chance. and the one just off of africa, 20%. none of this is really going to threaten any land areas. so a little bit of relief there. so we may have added rain and some showers, in areas through the bahamas which won't help things but it is not going to be anything like, any horrific type weather and if it does develop, most likely will develop in the areas of florida or in the eastern gulf of mexico. so we will move on from that and thankfully everything is going well. as far as the southern u.s., it still feels like july. 100 to 110 heat indices today.

america is respected again. they respect america. >> the battle against big tech is starting at the state level, as attorneys general from 50 u.s. states and territories announced an anti-trust investigation against google. cnbc has more from london. great to have you with us. so will this initial investigation at the state level lead to stricter regulation over big tech companies? >> yes, that's the big question. by the way, given what we just heard, i think it is worth mentioning that this investigation is a bipartisan investigation. and the person who announced it yesterday is indeed a republic attorney general in front of the supreme court justice. so now there are 50 states who are part of the investigation into google's online advertising practice, looking for more information about exactly what they do in their advising businesses and whether it is forcing companies to use their services over other services which obviously leads to higher prices and noncompetitive

behavior. as of now, facebook and google now face four separate anti-trust investigations. google, as you just mentioned, for prioritizing its own services, facebook for its handling of information, and fake fake news, as well as potentially mow nolyistic concerns. it's worth mentioning that the eu already fined both of those companies for antitrust. a new law would have companies like uber and lyft to start treating their drivers like employees. it would entitle them to protections like minimum wage and you employment benefits. it's a story that's been going on for a very loaning time. expertsest nate could lead to higher costs and other states are looking at what happens in california very, very closely.

>> let's talk juul here. now that the e-cigarette was under fire for the fda for how they market their products there was a ban put many place. >> the fda sent a sharp letter to juul warning them over illegal illegally marketing their cigarettes as less harmful but because they didn't get the trademark to say modified at risk pro dekts. and juul has launched this campaign called make the switch, again, without getting verification from the fda beforehand. now, earlier in the summer an economic and consumer policy panel also testified that juul had been deploying a sophisticated program to specifically target children and teenagers. and, of course, many take offense with that. juul has said that the fda order juul to correct the violations

all three 70 years old or older, all three cut their teeth in the u.s. senate. so it's interesting that in this age of disruption and change and the internet that democrats seem pretty comfortable with some pretty old democrats. and, in fact, it's a fun fact it looks like trump versus any one of the three would have a decent chance of the oldest person in office. i think ronald reagan left at the age of 77. sanders is 78, biden 76, elizabeth warren 70. and all the polls, the national polls, state polls, all of them now consistent for two or three months. it's usually the three of them at the state level or national level all grouped at the very top and everyone else sort of consistently at the single digits at their very best. >> what are some of the other campaigns saying about biden, warren, and sanders being in the lead? >> yeah, i mean, they have to say that it's early, when it is. fair enough.

and there has been -- there have been several candidates in the past who have been in the single digits now and won the nomination and they feel that once things heat up and there's more debates and people tune in that they'll get a second look and that they'll have a chance to challenge the top three. true, i think one of the potential flaws in that argument is that all three, warren, sanders, biden, they have kind of this unshakeable base of support, whether it's people that have been with them or years or in biden's case people who really do see him as mr. electable in this era. and it's going to be hard for any one of those three to lose that, which means that sort of that road for a different candidate to come in, it's just narrow. it would require a buttigieg or kamala harris to really capture some magic. >> let me get your thoughts on some aspect to this affecting joe biden. axios has been looking at how joe biden, he's obviously one of the most talked about people in the news, i believe by your own

analysis he was all over social media last week. but most of that, unfortunately, is bad news. how much of a problem is that and what have you guys found? >> yeah, i mean, a lot of us tend to obsess with what's on the front page of the "new york times" or what's on your show in the morning. most people get their news on social media. so we've been really tracking who performs best on social media. the good news for biden, he's been getting the most attention. bad news is almost all of it's bad. the 25 stories over the last three weeks where they got the biggest reach on facebook, twitter, the platforms, 24 of the 25 were negative. and they were -- they spanned a variety of topics. so in a lot of the people who are online tend to be more liberal and a little bit younger. but when that's happening, where most people are getting their news, that's how older time a lot of the opinions have hardened and that's a flashing sign for the biden camp. >> all right.
