welcome back, everybody, i'm yasmin vossoughian. alongside ayman mohyeldin. it is the bottom of the hour. let's start with the morning's top story. in the wake of john bolton's exit from the trump administration, the white house says that charlie cupperman is the new acting national security adviser. the second acting nsa in president trump's office. president trump saidly will be meeting his fourth national security adviser next week. the list includes rick waddell who served as deputy nsa previously in the administration but left soon after bolton came on board. keith kellogg who was trump's first acting nsa after mike flynn was fired and who was a national security adviser to vice president mike pence. and tom bossert who was the homeland security adviser in the first half of the administration but stepped down and brian hook the u.s. special enjoy for iran.
2:20 am
senator lindsey graham said that trump has told him that waddell and kellogg and hook are top contenders back in 2018, macron asked trump who is brian hook after he praised him on iran. and then to pay several millions to the an iranian tanker. there's been a ton of reaction on capitol hill to john bolton's departure. nancy pelo nancy pelosi has tweeted. and chuck schumer said it is just the latest example of government by chaos approach. when ambassador bolton's extreme views aren't enough for you, the
2:21 am
united states is headed for more chaotic times. here's how other republicans and democrats reacted. >> every president needs to have confidence in their national security adviser. i like john bolton, i think he sees the world for what it is. i appreciate what john has done for the country for a long period of time. the president will now get a chance to pick a national security adviser. >> i think it's a big loss for the country for not? john bolton as part of the senior team on foreign policy. >> i think with john bolton out of the white house, the threat of war around the world is greatly diminished. i think it's a good thing for the country. a good thing for anyone who advocates for a more realistic foreign policy. >> i'm not really sorry to see john bolton go. he never saw a diplomatic solution. it's more in line with the fact that people come and go you almost need a scorecard to see whose on first.
2:22 am
>> look, john bolton never met a war he didn't like. i don't think he should have been there to begin with. i'm glad he's gone. >> oh, wow, this is the year, wow. i think these are abrupt changeovers in his leadership team. while they make for great television and it might work well on a tv show when your signature line is you're fired doesn't make for predictable or steady management. >> i think we all picked up our phone and said that. amid the fallout of the split between president trump and john bolton we're learning that trump apparently reached out to bolton's predecessor about how much he missed him. sources say trump made his call to h.r. mccaster master as ear last fall. the president allegedly asked mcmaster for advice on who he
2:23 am
should nominate to run the pentagon. and given mcmaster's own tumultuous exit last year. during his time as nsa, mcmaster publicly disagreed with president trump on a number of matters including saying that russia's meddling was incontrovertible. and telling nbc news get that trump was barely speaking to mcmaster and regularly did derogatory impressions of him when he was not around. >> yet, it's kind of interesting to seal divisions between trump and bolton. it's interesting to see the reaction from some of the world leaders, particularly on the issue of iran, given of the fact that john bolton was one of the architects. he championed maximum pressure. even some saying he wanted to go to war with iran.
2:24 am
he spoke at controversial events to members of the opposition. he and rudy giuliani were seen as very anti-iran hawks. >> john bolton walked in saying he doesn't like bad deals. he was ready and willing and able to rip up the jcpoa which the president very much did that. and someone like ilhan omar saying good riddance. and hearing them saying good riddance on the same plane as the president of the united states. we're learning more about a top spot to the cia who multiple reports say was extricated from the united states in 2017. according to "the washington post" a former russian official thought to be that individual has been hiding in plane sight in a suburban neighborhood just outside of washington and has been going by his own name which nbc news is not reporting over safety concerns. it backs up nbc news reporting that current and former government official say that a

former senior russian official who had access to government secrets is currently living in the washington area under u.s. government protection. nbc news has not confirmed that this official is the cia but mentioned in the report stating that he was instrumental in helping the cia learn about russian interference. however two former fbi officials tell nbc news they believe he's the source referred to in those reports. a russian newspaper also reports that the individual disappeared in 2017 during a family vacation in montenegro. and after returning from a six weeks' summer recess, the house judiciary committee introduced three gun control measures to prevent high risk people from owning guns. the might have comes as democrat seek to apply pressure on senate republicans to respond to a series of mass shootings this summer in texas, and ohio and california. and in states that passed a,

2:28 am
around these type of issues is the president. and he's yet to sort of accentuate where he stands on gun control legislation. obviously, there is a bipartisan proposal that could likely pass both chambers on those so-called red flag law us. background checks is a big question mark right now and i think folks are looking to the president for some leadership here, especially republican senators. the president, as we know, has been very inconsistent on his views when it comes to gun control policies. he's often, in the end, sided with the nra. >> let's talk possible replacements for national security adviser john bolton. who might the president be eyeing. and where do they stand on some of the key topics, and more importantly that this would be his fourth national security adviser, what characteristics or quality is a successful national security adviser likely to have in this administration? >> so, i think there are two types of folks that the president would be looking to here. number one would be somebody in the mode of brian hook who you
2:29 am
guys mentioned earlier. he's currently the u.s. special representative for iran. he's someone obviously well versed not only in diplomacy with iran but also north korea, with afghanistan. he's worked at the state department for a long time. he would be someone who republicans and democrats on capitol hill would describe as a more steady hand. the other type of person that the president could pick would be someone like a richard gr grenelle. he is a u.s. ambassador to germany. he's been a trump supporter for some time now. he's only been over in germany a little bit those are two types of candidates that the president could go for here. folks on capitol hill, though, would prefer someone who would challenge the president's instincts. >> i feel like it's a two-part question, who is the president going to choose and who is actually going to say yes, considering this is the fourth. >> exactly.

. welcome back, joining us from washington, "axios" a.m. white house reporter alayna treene. good morning to you. talk to us about "axios"'s one big thing. >> today's one big thing is a closer look at ambassador john bolton's chaotic exit from the white house, which was announced yesterday. my colleagues and i are reporting that on monday around 2:00 p.m. before the president departed for north carolina, he and bolton had a meeting during which bolton had offered to resign, and so this time line obviously contradicts what the president said. the president tweeted yesterday morning that he was the one who asked for bolton's resignation, and we think that this pattern kind of underscores, especially a week after the sharpie gate stuff that happened with the path of hurricane dorian, it really underscores how the president likes to adjust facts to fit his narrative and segues into whoever is going to take bolton's place, it shows them
2:46 am
what they're signing up for. >> speaking of who might take bolton's place, what are you hearing about who the president is leaning on and what kind of qualities may he want if he's had generals that haven't worked out with the michael flynns and the h.r. mcmaster's and the hawks and the foreign policy experts like bolton who haven't worked out, who will work out? >> it's no secret that the president and bolton openly butt heads on a lot of issues, but in many ways the president actually enjoyed that. he liked having bolton as someone he could point to as being the bad guy in the room compared to himself, but as he looks for his replacement, we're hearing that he's really leaning on people like secretary of state mike pompeo, again, who did butt heads with john bolton as well as people like lindsey graham and his allies on the hill and the vice president mike pence. some of the names that we're hearing come up the most are people like general ricky waddell and keith kellogg. i know that nbc had some of this reporting earlier.
2:47 am
these are people that i think the president knows his allies trust and can lean on, and it is a departure from someone like bolton where a lot of people didn't get along with him. >> let's talk 2020 here for a moment, "axios" has some exclusive details on efforts by joe biden's campaign to focus on a key block of voters. talk to us about what you're hearing. >> so my colleague reports that biden's campaign has hired six new people to focus on specifically minority and female voters, so some of these include people like laurie yaminez who will be focusing on latinx voters. the goal here is really to kind of capture that coalition of peopleeoters that kind of gave him a leg up against other candidates. >> let me get your finals thoughts on this. i know "axios" has been looking at issues that have been dominating spending this year.
2:48 am
which issue is dominating advertising so far? >> so what we've found is that more than half of all issue advertising spending in the spaces like television, radio, digital has been spent on health care issues. i think that that's only going to -- it's only going to continue as we head into 2020 and get closer to the elections. we found that most of what's taking up that space are focus on surprise medical billing, which one campaign has actually spent 26 million on alone and drug prices, things that are really key, especially to democrats that they focus on in 2018 and help them really gain back the house, and an issue that a lot of voters are angry about is something republicans haven't really been able to issue on great. we saw they weren't able to do much with the affordable care act in the president's first year. as we ramp up towards the elections this will be the big
2:49 am
issue and continue to take up a lot of that advertising spending. >> i'm curious what you guys are going to be watching today. >> what are we going to be watching today? >> yeah. >> so i think there's going to be more fallout and more of what we're looking for with the ambassador bolton and who's going to replace him. i had a phone call with stephanie grisham and she said a lot of these front runners really aren't front runners. it did come honestly as a big surprise to people within the white house, he's kind of not been on great footing for a while now, but last week with things that went down at camp david and that taliban meeting that ended up being canceled, created a lot of issues there. i think everyone's focus will be on who can replace him. >> we can probably expect a statement next week. alayna treene, thank you so much. ouan sign up for the news letter.

that does it for us on this wednesday morning, i'm yasmin vossoughian alongside ayman mohyeldin. "morning joe" starts right now. >> thank you very much.
