you want something good for the united states. like investigating corruption. assume that's perfectly legal. where it takes a turn into arguably corrupt activity is the request to specifically investigate, if it happened, an individual connected with an opponent to him in the presidential campaign. that's where it fails to pass the smell test. even if the president can ask broadly, hey, i want you to investigate corruption in your country and i'll withhold aid until you do. the improper purpose appears to be singling out someone who could potentially benefit his campaign, if it that other person is investigated. >> let's zero in on yesterday for a moment. because if you have been following what republicans have been saying, we have already had impeachment inquiries over the course of the past several months. to that point, what changed yesterday with what nancy pelosi

asked for? >> i think one of the the things that's jumping out about me that make it is so different from the mueller investigation is that the evidence involved here is going to be so much more clear cut. it's essentially going to be a transcript. you could even make the argument that the whistleblower complaint sort of falls by the wayside in terms of importance. if there's a transcript and an accurate transcript, that alone could contain all of the evidence that you need with no other evidence required. if again, it's true and accurate and complete. that we don't know for sure yet. >> who is to say this is just about the phone call? >> that's right. >> it's important to make sure you see the whistleblower complaint as well to make sure it's not just about the phone ca call? >> it may be all of the evidence necessary for impeachment could be contain ed in the transcript. but you're right, there may be a lot more information in the whistleblower complaint that adds to this investigation, adds to the impeachable offenses.

we don't know yet. but based on what we know today with the president has admitted to, what we apparently know is going to be contained, to some degree, in the transcript. we know he was talking to ukraine and he edadmitted essentially to asking them to investigate biden. i'm faparaphrasing, but he he's admitted those things. what we know so far, those strongly towards different kinds of impeachable offenses including an abuse of power. >> quickly, does this inquiry need to be ratified by the house. it was for nixon. >> congress has broad authority when it comes to impeachment. they can go through judiciary committee. that's the way they have traditionally done it and doll out the work to different committees or handle it as an entire body themselves.

and it just shows there really isn't a consensus to do a lot, even for those who are inclined to do something. then other issues in terms of iran. until the united states puts forward a proposal and iran reacts to it, i don't think anything happens there. nothing on north korea happened. tough language on china, but that's going to be resolved in the trade talks, not at the u.n. the u.n. was never designed to be a place where you'd resolve the world's problems. it's a place where we can get as much accomplished as the major powers of the day want to get accomplished. oerpz it's like blaming madison square garden for the knicks. the u.n. is where the game gets played. and right now the major power, russia, china, the united states are not on the same page. so it's unrealistic to look to the u.n. as a a place where a lot of magic happens. >> the president seems to have this unique ability to shift a new cycle when big things happen. if he were able to secure a

welcome back. the stock market saw different reactions globally following the formal request for impeachment proceedings against president trump. we are live in london on this. good morning to you. how has the news of trump's possible impeachment affected the markets so far? >> i have to say, pretty negative across the board. wall street ended up in the red

yesterday. we had the s&p down about .8%. the dow closed 140 points lower. overnight in asia, we had a lot of weakness in equities. it's not just this investigation that also fears of the trade war gripping investors at this point. shanghai is down 1%. the investigation was being launched in european indexes. we have the top 600 down 1.5%. so a lot of red on the screen. but u.s. futures are actually pointing a little steady now. i would say going into the u.s. open, we're pointing slightly negative. it was seen opening up 30 points lower. you know i like my stats. as stocks have struggled in episodes of impeachment, in '98 when the impeachment of clinton was going on. i want to take you the e-cigarette maker ju, l is undergoing a restructuring on
