president trump orders the withdrawal of all remaining u.s. troops from northern syria, left out on a limb, the kurds have now a limb, the kurds have now made a deal with syria. >> plus, another big week in the trump impeachment push, the u.s. ambassador who the trump administration ordered to keep quiet is expected to testify this week. >> joe biden and his son hunter announce a new plan as they try to manage the attacks over ethics and hunter's foreign business dealings. good morning, everyone, it is monday, october 14, i'm ayman mohyeldin, alongside yasmin vossoughian. we want to begin with the fast-moving developments unfolding in the middle east. as president trump orders the withdrawal of all remaining u.s. troops from northern syria. the decision was revealed by the secretary of defense yesterday, who said turkey's invasion was

increased, or rather, has increased the risk to u.s. forces on the ground there. we get the very latest from nbc news chief foreign correspondent richard engel. >> reporter: the u.s. is getting out of syria. at the worst time. just as turkey is making rapid advances in its war against u.s. allies, the kurds of syria. advancing with the help of arab militia, u.s. officials tell nbc news, and they say, the militias include former members of al qaeda, and isis. it means turkey, a nato country, is using alleged terrorists to attack the kurds, who fought with u.s. troops against isis, for four years, and carved out their own unofficial little state in the process. now, that autonomous zone the kurds had is collapsing, and as the turks and their militias push deeper into syria, the big news dropped like a bomb. nearly all of the 1,000 u.s. troops still in syria are leaving announced by defense

secretary mark esper. >> i spoke with the president last night. he directed that we begin a deliberate withdrawal. >> with no u.s. protection, the two million kurds in syria fear they will be ethnically cleansed by turkey and its militias. and isis is seizing this chaotic moment, to regroup. hundreds of family members of isis fighters today, broke out of a detention camp, amid all of this, president trump tweeting, the kurds and turkey have been fighting for years. others may want to come in and fight for one side or the other. let them. >> and tonight, facing an assault, they cannot stop, kurdish forces called on syria's president bashar al assad, an ally of russia, to deploy along the border. it's the end of kurdish self rule here. which they earned fighting alongside u.s. forces. a u.s. official told me, it's a failure of u.s. values, helps american adversaries and gives isis a new lease on life. richard engel, nbc news, northern syria. >> our thanks to nbc's richard

"the new york times" is reporting that turkish backed arab fighters killed at least two kurdish prisoners over the weekend. more news that the following video may be disturbing for viewers. >> would he have blurred the most graphic portion, a video that captured one of the killings appears to to show two turkish backed fighters fighting bullets into a man with his hands behind his back. multiple u.s. officials telling nbc news, the video appears genuine. but we have not been able to independently verify it. the second prisoner who was killed appears in the video alive, and wearing a military uniform, but he is missing from the group's leader's social media post about the captive. according to the times, the cap tives were killed early saturday after a militant group from syria to turkey took control of the main road to the territory and began stopping passing cars. also killed on a main road through the territory was the

head of a kurdish political party, kurdish officials accuse turkish allied political fighters of attacking the car and a spokesman later denied that charge. the trump administration is set to impose economic sanctions on the turkish capital of ankara for the invasion of northern syria. shortly after the secretary mnuchin's announcement, the administration appeared ready to start making good on the threat to obliterate turkey's economy, while listening to congress yesterday, trump tweeted in party, dealing with lindsey graham and many members of congress, including democrats, about imposing powerful sanctions on turkey, treasury is ready to go, additional legislation may be sought. there is great consensus on this. turkey has asked that it not be done. stay tuned. senator graham tweeted his approval saying good decision by president trump to work with congress to impose crippling sanctions against turkey's outrageous aggression/war crimes in syria. in response to the announcement

of possible sanctions, turkey's foreign minister said turkey would retaliate against any steps aimed at countering terrorism. and we are looking at gordon sondland's expected testimony before the house this week. a source telling nbc news, that the eu ambassador will tell congress he does not know why u.s. military assistance to ukraine was held up nor who ordered it. we are told he will tell lawmakers when he texted the ambassador to ukraine, there was no quid pro quo for an investigation into joe biden's son hunter and he quote relied on the president's assurances in good faith and passed those along. and nbc news has reported that sondland called the president before answering the concerns about withholding security assistance for help with the president's reelegs campaign. sondland plans to testify before the house committee conducting the impeachment inquiry on thursday. and amid scrutiny for his ties to overseas businesses,

hunter biden will step down from a chinese backed equity firm and a lawyer for the former vice president's son defended hig dealings with foreign companies saying that biden never anticipated the barrage of false charges against him and his father by the president of the united states. his attorney will also announced that biden will resign from his role of the board of directors of bhr, by the end of this month. the statement goes on to pledge that bide wouldn't avoid any future work that might pose conflicts of interest should his father be elected president. it reads in part quote, under a biden administration, hunter will readily comply with any and all guidelines or standards as president biden may issue. the address looked at appearance of conflicts of interests related to overseas businesses. former vice president joe biden echoed his son hunter's pledge and promised to put in place ethical guideline force his family should he become president. >> no one in my family will have

an office in the white house, will sit in meetings as if they're a cabinet member, or will in fact have any business relationship with anyone that relates to a foreign corporation or foreign country. period. period. end of story. >> in addition, biden plans to announce a sweeping new ethics plan in light of the trump administration's rue ukraine scandal. and looking at a constitutional amendment to publicly finance elections, as well as placing a ban on lobbying by foreign governments. biden's plan creates stricter protocols to insert a fire wall between the white house and prosecutorial decisions at the justice department. and in advance of a formal unveiling today, biden's camp tells nbc news that the proposal would quote ensure that no future president can ever abuse the president for personal gain. in a swapping of role, president trump is now defending his personal lawyer rudy giuliani following a "new york times" report that giuliani is being investigated by federal

prosecutors in manhattan for potentially breaking lobbying laws in his dealings in ukraine. two people familiar with the inquiry tell the times that prosecutors are looking at his efforts to undermine the former ambassador to ukraine marie yovanovitch. and in a case tied to two of his associates arrested last week and tried to influence u.s. politics with contributions. and giuliani has denied wrongdoing saying there are no grounds to charge him with foreign lobbying disclosure violations because he said he was acting on behalf of president trump, when he was with the ukrainian prosecutors to collect potentially damaging information on ivan vich and other trump targets. speaking to reporters on the south lawn of the white house, president trump would not say whether rudy giuliani was still his attorney but he defended giuliani on twitter on saturday morning, writing this. so now they are after the legendary crime buster and greatest mayor in the history of nyc, rudy giuliani. he may seem a little rough around the edges sometimes, but

he is also a great guy, and wonderful lawyer. such a one-sided witch hunt going on in the usa. after "the new york times" report trump had lunched with giuliani at the golf course and had defended giuliani's character in a full interview on fox news. >> let's me start by asking you about reports that rudy giuliani is now under investigation. involving ukraine. and there is some confusion as to whether or not you still consider him your attorney. is he your attorney? >> yes, and he is a great gentleman, he was a great mayor, one of the greatest, maybe the greatest mayor in the history of new york, he was a fantastic prosecutor, i know nothing about him being under investigation. as somebody said, i heard a report today, i can't imagine it. he's a man that looks for corruption, and whatever he does, i really believe he is a totally, i mean i know he is an

associate, when they start getting into trouble. paul manafort comes to mind. but in this case, he did make clear then on saturday, that that was not the case. he confirmed in the fox interview that giuliani was still his lawyer. and so we'll see going forward. but it is worth mentioning that giuliani is obviously at the center of all of these things having to do with ukraine, that kicked off the impeachment inquiry, by house democrats. so as that continues, we will have to watch the relationship between the president and giuliani and see if it changes at all. >> the president seems to be a fair weather friend. >> i think there was a moment, giuliani talking to reporter, you will have to ask rudy about that and he conjured about images when he said that about maple cohen and you will have to talk to michael cohen. >> and you know what happened there. >> hunter biden stepping down

from a chinese company and the ethical issues. >> joe biden's son, hunter, know that even though this story have generated some negative publicity for president trump insofar as it has helped launch the impeachment inquiry, it has not been a good look for the former vice president and even though there is no look of illegal or wrongdoing on the vice president's side or hunter biden's side, the appearance of a potential conflict of interest is not useful to the campaign. so i think both men in this case, both the campaign, vice president biden, and his son, are suggesting that this is not going to be an issue, and that they don't want it to be an issue going forward, vice president biden saying if he becomes president, there will be strict rules about his family dealing with foreign corporations, and also, drawing a contrast with president trump, by saying he won't have family members working in his administration, having offices

that they conduct. such as voting on the floor. working committees. but it has not extended that immunity to other very important acts that members of congress do, which are talking to constituents, speaking to the press, those may not be entitled to the same immunity that members of congress normally after for their, from civil and criminal prosecution, for what they do in congress. >> i kind of lost track of how many legal battles and court proceedings are taking place involving trump, and the courts, but let's talk about two recent decisions, one, a u.s. court saying that congress has the right to president trump's tax returns, and the other saying he does not have the authority to fund his border wall, i believe, more or less, or i should say that president trump violated the law when he used his emergency declaration to fund his border wall. how significant are these two rulings, and where are they in the process in the final

decision? >> very significant and complex decisions, and we would need the rest of the show and which is why i'm taking it over right now with no commercials, and the case there is interesting, because the court there said essentially that yes it is true that the president has some immunity from criminal prosecution, you can't have a president sitting in jail, and conducting the businesses of the president, however that is not absolute immunity from all criminal process whatsoever. and the judge made that very clear. this one will surely be appealed because it involves that hazy world of presidential immunity that has never been fleshed out, not from the clinton v. jones case and not the inception at the nixon cases and now we move on to the border wall cases and the interesting thing about that that the court held that trump's use of funds for the border wall violated appropriations rules because the law appropriating those funds said they were for a specific purpose, and a specific

facebook responded, saying the federal communications commission quote does not want broadcast companies censoring candidates' speech and we agree to let voters not companies decide. and warren fired back saying you're making my point. you can be in the disinformation for profit business, or you can hold yourself to some standards. in fact, those standards with in your policy, why the change? >> what a billant ad. regardless of whether you agree with it or not. she highlights a very simple problem that has caught fire. >> that has been highlighted to facebook over and over again and it seems they haven't been able to fix or don't necessarily want to. >> yes. new battleground polls show the 2020 race tightening in several key early voting states including one that elizabeth warren is leading. according to the poll, massachusetts senator elizabeth warren has an eight point advantage in new hampshire, and 32% up five points since last month and former vice president joe biden has 24% of support,

down two points and vermont senator bernie sanders is down eight points now sitting at 17% in the first of the nation primary state. in iowa, there is a three-way battle between biden, warren and sanders. biden and sanders are tied 22 to 22 while sanders is one point behind at 21%. all three sit within the poll's 4.6 point margin of error. biden has a 20 point advantage in south of south carolina, 43% of democrats in the palmetto state back biden and warren and sanders have second place with warren 18% of south carolina democrat support, up four points since september and sanders at 16%, down two points. among the democrat, in 18 early primary and caucus states, elizabeth warren leads the democratic field with 31% of support and joe biden follows closely behind at 25% and bernie sanders rounding out the top three at 17%. americans are also being asked about their top issues heading that trump's, or excuse me,

i'm yasmin vossoughian alongside ayman mohyeldin. we begin in syria, where the trump administration has accelerated plans for a major troop withdrawal. turkey has ramped up its offensive and nearly hit an american base. a former u.s. ally has reportedly teamed up with american enemies. and isis detainees have started escaping. defense secretary mark esper described the situation and the trump administration's strategy yesterday. >> it's a very terrible situation over there. a situation caused by the turks, by president erdogan. in the last 24 hours, we learned that they likely intend to expand their attack further south than originally planned and to the west so we know that is happening. we also have learned in the last 24 hours, that the syrian forces intend, i'm sorry, the kurdish forces are looking to cut a deal if you will with the syrians and the russians to counter-attack against the turks in the north. and so we find ourselves, as we have american forces, likely

caught between two opposing advancing army, and it is a very untenable situation. so i spoke with the president last night, after discussions with the rest of the national security team, and he directed that we begin a deliberate withdrawal of forces from northern syria. >> two u.s. military officials telling nbc news, around 300 soldiers will remain in the american base in southern syria. and multiple u.s. officials telling nbc news the decision to withdraw troops was mainly due to turkey cutting off the u.s. military's ability to move safely in the area and without coming into contact with turkish forces, adding that it is quote increasingly clear that ankara is trying to drive the americans away. >> on friday u.s. special operations soldiers came under artillery fire from a nato ally turkish troops and u.s. officials say the rounds landed from within a few hundred yards of the base and multiple officials tell the "washington post" that turkey has known for months that americans were in the area, and president trump is

hosting president erdogan of turkey at the white house in the coming week, and turkey's defense ministry says the assault so far has killed almost 480 terrorists which is how turkey has long described the kurds in the region. the syrian soeber to for human rights reports that at least 52 civilians have been killed and between 800 and 1,000 isis supporters escaped from a holding camp following turkish shelling. and reports indicate that isis cap tives may have also escaped a separate prison. president trump shared his thoughts on the situation yesterday, writing on twitter, quote, the u.s. has the worst of the isis prisoners, turkey and the kurds must not let them escape. europe should have taken them back after numerous requests. they should do it. now. they will never come to or be allowed in the united states. joining us now, live from iraq, nbc news foreign correspondent matt bradley. good to have you back with us. what is the situation currently like on the ground and what more can you tell us about the new

alliance between america's former friend, the kurds, and the sdf, and now seeking help and protection, if you will from the syrian government in damascus, which is backed by russia? >> yes, you know, amin, i was speaking to some former u.s. officials and they mentioned that this depth of the betrayal that is felt by the kurds it is not just because the u.s. and the kurds aligned with each other in the long fight against isis, the kurds of course, they populate the majority of the syrian democratic force, and this is a very effective fighting force, i was with them back in march, and you know, they're not a first world army, they're still a militia, but they are very disciplined and well armed thanks to the u.s. and you know, what is interesting about this isn't just that the u.s. betrayed them, by backing out, and leaving them, to the mercy of the turk, but that the, the turks, but before, several months ago, the kurds had reached out to the syrian regime, to the russians and tried to form this same kind of deal. they had wanted to make a treaty, they wanted protection,

within syria, after they had lost some 11,000 fighters in that fight against islamic state. but it was the united states, the military, who said, hold off, wait, we're going to back you up we're going to be helping out in syria, we'll have your back and they made a deal, so the u.s. said to the kurds, withdraw most of your soldiers from the border, with turkey, that border with the turks, now, you know, moving in on, with a rapid advance, from the air and on the ground, and then so the kurds said okay, we're not going to make a deal with the russians or the syrians, we're going to alie with our traditional partner, the americans. this was only several months ago. and ha kind of left the kurds way out in the open. very exposed. entirely relighten on the americans who they simply didn't expect in the end would turn their backs on them. and that is what happened. and what is so surprising about

ukraine. and 10% of republicans, and 35% of independents and 79% of democrats. and over half of americans approve of congress starting an impeachment inquiry into the president at 53%, to 46. over 60% said the trump administration should cooperate with house democrats impeachment inquiry and 61% of americans said that the president should not ask foreign governments for help with election campaigns. joining us now from washington, d.c., once again, white house correspondent for reuters jeff mason, good to have you with us. let's break down some of the polls, new polls showed that americans continue to support the house democrats, as impeachment inquiry, into president trump, and the question really become, how could this impact both sides as they move forward? >> well, it's a good question, and i think it's worth remembering that earlier this year, speaker of the house nancy pelosi was reluctant to give her full backing to an impeachment inquiry. that has changed. obviously number one, because of the developments about president trump and ukraine.

but it's no doubt being helped by this polling as well. and that is giving impetus and motivation to the democrats to continue with this probe. i think some other numbers in there that you showed that might be concerning to the white house, and to the trump campaign, includes the fact that some republicans are supportive of this as well, as well as independent, and those are folks who will matter, going into a general election, next year, and will matter certainly for the president as he tries to keep his base behind him, despite these controversies. >> we have been speaking a lot about the impeachment inquiry, we have been speaking a lot about syria, but with all this going on, the trade war with china is still very much an issue. >> oh, yes. >> and the white house is dealing with it. and this country as well. and talk to us about some of your new reporting with regards to the trade war. >> sure. so on friday, the president met with the vice premiere of china, who is in town, after days of negotiations with the u.s. trade representatives, and secretary mnuchin, and the president portrayed the end of those two

days, as having come to an agreement, a phase one agreement on ending the trade deal. but what is interesting to me, and i think might be interesting later today, to the markets, is china didn't call it a deal. the vice premiere didn't refer to it as a deal and china didn't refer to it as a deal and they said they were happy about progress having been made and still needed to work on that. and interestingly, as well, i was in the oval office on friday, when the president was announcing this development, you also didn't hear secretary mnuchin calling it a deal. he said that we're working, more work needs to be done. the president said it would take three, four, five weeks for an agreement to be put on paper. there are a lot of question marks as to whether or not they got very far in sort of coming to a deal and i think that is, i many that is something that markets will be watching today and the coming weeks as to whether or not it actually turns into something. >> i think a lot of people will say, unless the ink is describe on a deal, there is no deal. absolutely. all right, jeff mason, always a

welcome back. let's start with a check on your weather with meteorologist vanessa. >> the chill is starting to set until and we're over the winter storm that we've been following for three days for the northern plains shifted to canada, but the leftovers are dropping temperatures. no frost advisories in place for the northern plains. but man, significant snowfall, we are showing you a video from bismarck, over the weekend, people continue to dig out. but they saw totals of 13 inches. getting reports in northern north dakota, over 3 inches of, 30 inches of snow, so the annual

snowfall is about 40 inches. so really on the high end of the spectrum of snowfall to really start for our first major winter storm. so they will continue to dig out today. the problem is, all of that snow will start to freeze over with cooler temperatures. as the front makes its way through, we still have frost advisories, freeze warnings in place, and now, chicago is on our radar, with morning lows in the mid-20s to lower 30s, and i do think that really expands for the next two to three day, as that colder air settles in. but new york city today, we're above average, even for raleigh, the carolinas, look at that, that is a nice streak. we're in the mid 70s. and above normal. even for the south and southeast. so the cold air really is going to be pronounced by tuesday, for the northern plains, and it really sticks around before it really spreads into dallas, new orleans, and we haven't seen temperatures this le for the last few months in that area. only a high of 77 by thursday. so we are also watching the

so the news of a partial trade deal between the u.s. and china has left plenty of unanswered questions and the financial world is waiting to see what happens next. we have move live from london. so how are marks reacting to a partial deal? >> reporter: well, friday we saw markets reacting very positively to headlines around this partial deal. we saw u.s. stocks rally, here in europe we saw a strong surge in stock prices, with our main benchmark, ending more than 2% higher, and then in the overnight session in asia, we saw stocks also march higher. but now, this morning, in europe, we are seeing a little bit more of a calmness come over

the markets and investors have taken profits on perhaps what they made on friday, as we await the key details. as you said, all we have now is really the outline of this phase one of a trade agreement. so before we get before we get those details, investors are a little bit cautious given we have been here before. european markets are turned lower, u.s. futures pointing to a needed start stateside. one thing i want to point to is boeing. the ceo lost his chairman title on friday. boeing is in the midst of numerous informations over the 737 max plane's designed certification after those two 737 max crashes. and now dennis will be focusing his attention on the ceo role on running the business, and the board will focus on oversight. so he got a vote of confident from the board, but he has been removed of that chairman title. >> let's talk about the super

we're gargt sense we're getting a sense of how they will try to respond to that. three key things to look at for the plan. first was the announcement on friday that the trade deal with china at the phase one, so-called trade -- putting off tariffs for a little while and opening up the role for more possible agricultural purchases. markets loved that. stock markets were up on friday that. put a lot of calm to the market in the financial world. over the weekend trump signaled that he's probably going to see to congressional request to put sanctions on turkey with what they're doing now. the senate is probably going to have a veto proof majority for that. that's trump bending to the will of members of congress. finally, over the weekend trump announced a plan to send more troops to saudi arabia. that's a stand up against possible aggression by iran. i think the key thing to look at in all of this, the audience that trump is looking to is senate republicans as my colleague mike allen wrote over

the weekend, it's almost certain that house democrats will impeach the president so senate republicans have to stand together. a lot of senate republicans are nervous about the things that have been happening recently appearing to appearing to be blindsided by the turkey decision that trump made. and now they're going to face a lot of heat from reporters wandering the halls of the capitol. >> there was lots of possibles and tentatives. obviously seeing what's going to take place this week. but how is the white house, nick, going to keep this momentum of these stabilizing moves going? >> i think that's right but they're all tentative, none of these things are sure deals. a lot of the republicans are talking that the white house lost its footing. the impeachment threats heat up, the miscall on the turkey situation with the scandal surrounding that. you get some kind of sense of regaining their footing. of course the tentative china

deal sis a step in that direction. the china headlines moving as i walked in here saying they wanted more talks before they signed any of these pieces of the phase one deal. the senate is going to move forward with these turkey sanctions because there's such overwhelming support for it. these aren't things that are signed, sealed and delivered on so it doesn't calm things completely but i think it does buy them time with senate republicans to show they're doing a little bit of writing the ship. let's talk about the senate matchup about whether or not president trump would rather face a banged up joe biden or biz warren. what have you learned? >> trump campaign officials tell us they would rather go up against elizabeth warren. this is a report we've been doing. she's had a gangbuster set of fundraising. she's almost as much as bernie sanders and people are talking about her as a possible nominee.
