but downtown inside the sedgwick county jail, that's not necessarily a good thing.l, >> welcome to sedgwick county. >> most of the 1150 inmates here are only charged with crimes and are awaiting trial of the resolution of their cases. samuel wesson says he tries to fly under the radar both in jail and on the outside.r but all too often, he pops up. >> i actually got caught doing something from my cell. i went to a store called von maur and i had a $200 pair of jeans and $270 shirt and i was leaving with it. the guy that worked there had actually been trying to find me for four years and had never been able to catch me. but he saw me on camera and got me. he knew who i was by name.

that's all i have ever been arrested for is petty theft. taking stuff from walmart or wherever. >> wesson has a long history of stealing and getting caught. he has nine prior theft convictions and recently pled guilty to felony theft, and is now awaiting sentencing. >> the objective is to be in and out fast. go in, get what you got to get and go out the door. tvs, computers, stuff like that. i don't run out or anything like that. i just walk out, smiling and waving. they think i'm a normal customer. >> now wesson has been caught on camera stealing again. this time it was inside the jail. and involved a tin of chewing tobacco. >> looks like he stole some deputy's can of chew out of his bag. he snuck behind the deputy's g. desk, slinking down, crawling on his belly where the deputy had his bag. he comes back you see an object in his hand that's brown, prette much looks like a can of tobacco and ended up going into the gym with it which lord knows what happened to it after that.

couldn't find it afterwards. >> somebody offered me $25 worth of commissary for a can of the officer's chewing tobacco. somebody called him over to change the tv. i slipped in behind his desk, got into his bag, took his can of chewing tobacco. >> wesson is due to have a hearing on the matter which could result in him being placed in disciplinary detention for up to 15 days, in which case he would be confined to his cell 23 hours a day and lose most privileges. >> you going to fight it? >> of course. i mean, give it a shot. >> wesson plans to give the disciplinary committee a very different account of what happened. >> my story is i went back there for toilet paper but didn't get any.n' came back out. you only get one roll a week. otherwise you have to pay for it. when you're indigent like me, you can't pay for it. the video really doesn't show the can. it just shows something black in my hands. it could be a shadow, it could be anything. they got me for going behind the desk, no doubt.ow

she's a nice lady when she's not all hopped up. l >> corporal brown first met manda lynch a year earlier during one of her prior stays. >> she was flagged for being former law enforcement. so i did some checking around, found out she worked in the jail in sumner county. miss lynch? come here. >> five years earlier, lynch was a sheriff's deputy assigned to the jail in neighboring sumner county. but since then, she's had several stays as an inmate in the sedgwick county jail. >> we keep a special tab on her to make sure she's not having trouble with somebody she might have had dealings with. we're just wanting to check on you, make sure you're not havin any problems with any of the ladies. >> the first time i walked into this jail, i was scared i [ bleep ]. i was like i'm going to go in here and i'm going to -- i'm i going to have to fight for myself. >> none of them recognize you from your time? n in sumner?

she was sentenced to 16 months probation but has been back to jail numerous times for violating her probation. >> i have probably been arrested ten times. a lot of those were failure to appear warrants because i would get out and get high and i don't like to go to court. >> due to her latest violation, lynch will soon appear in court again. this time, her judge will decide whether to send her to prison or assign her to drug court. a sort of intensive probation period that involves more rehab in lieu of incarceration, but that could be a long shot. >> he told me as i was leaving his courtroom if he sees my face again, he will sentence me to prison because of my higher education and my past career endeavors.an >> i honestly didn't know she was a cop until like a week ago. we were in the gym playing basketball and she just like blah and i was like what? >> well, okay. here's the thing with the former cop. i'm not afraid to tell anybody who i am, who i was, who i'm going to be.i >> lynch and jennifer wood also

i don't get it. >> you start looking over your paperwork, they find this odd because he's not the biological parent and he's not -- doesn't have any paperwork saying he has custody or anything like that. mr. delaney doesn't agree. >> at the end of the day i know my rights, too. i know he doesn't have the right to do what he just -- to speak to us like he just spoke to us. >> so they go in and contact the school. the school informs him that he had power of attorney to enroll the kids but that was about it. that's when we find out he's a registered sex offender. >> was there a complaint made? am i being accused of doing these children harm? >> no, it's our offender registration unit. >> okay, and there's no restrictions? >> that's fine. you still have no parental guardianship. >> although delaney had a prior sex offense he was not legally restricted from being around the children. still, he had no legal right to remove them from the school without their mother's consent. >> the deputies call for child services to come out because it is a very different situation. >> child services arrived and later took the children to their grandparents' home.

inside wichita's sedgwick county jail, inmates are not allowed contact visits with their families or friends. but inside each housing unit are video visitation stations that they can sign up for in 20 or 30-minute-long sessions. their visitors can either speak to them from similar stations located outside the secured portion of the jail, or from their own homes with the proper internet connection. >> tell my daughter i said i love her. >> being locked up, the single most important thing is outside mail or these visits. >> today, manda lynch has a visit scheduled with her girlfriend, leah greenfield, who is seven months pregnant and like lynch, struggled with meth addiction.

visit your local chase branch. i'm dara brown with the top stories. a top official at the office of management and budget defied the white house by testifying in the white house impeachment inquiry saturday. he spent five hours with investigators. president trump visited walter e. medical center saturday. the unscheduled trip was to take advantage of a free weekend and begin portions of his annual physical. now back to "lockup." adjacent to the sedgwick county jail is what some might call hallowed ground. it's the law enforcement memorial.

a reminder to the deputies who pass it about the honor and peril of their chosen careers. cast in bronze are the boots of local law enforcement officers who died in the line of duty. above each pair are plaques with the officer's name and date of his or her death. one pair of boots has special significance to sedgwick county sheriff jeff easter. they belonged to his younger brother, kevin. >> kevin had a great personality. joked all the time, always had a smile. did really well in school. just an overall really good guy. most everybody liked him. i couldn't say that about me all the time. some people didn't care for me. but i looked up to him actually for that, that he was just able to really talk to anybody, didn't matter who you were. >> the easter brothers followed their father, who was a major with the wichita police department, into law enforcement. jeff worked for the wichita pd. four years later, kevin became a deputy with the sedgwick county sheriff's office. >> he was on the job for almost

three years and had just gotten married. his life was really starting to take off. >> kevin easter was on patrol when he spotted a car that had been reported stolen. >> kevin chased the vehicle. the driver exited the vehicle, took off running from kevin. kevin chased him over a fence. was able to get him on the ground. they were pretty much face-to-face. kevin started to get his mace out. the individual had a gun in his pocket, took the gun out, shot him one time in the wrist area where he had the mace and then shot him at least two, if not three more times in the neck and upper chest area. a couple of real good friends of mine were first on-scene from the police department. they started trying to find out where kevin was at because they couldn't raise him on the radio or anything. they located him back in a fenced-in area where there was a porch. kevin was talking to them about how he was going to die. >> easter was revived twice on the way to the hospital but died during surgery. >> it was brutal. i don't know how else to describe it. it was horrible.

worst thing i have ever been through in my life. my brother and i were close. he's my only brother. i have no other siblings. my sister-in-law and his wife was devastated. my mom was devastated. it actually led to her death three years later because of the stress of it. >> today, sheriff easter keeps a memorial in his office made up of kevin's personal effects. in the first years after his brother's death, he says he couldn't have done that. >> i had a lot of stuff that i couldn't look at, i couldn't look at his picture for almost ten years because it was just -- just reminded me of bad times. so i had a lot of the stuff, his uniform, i kept in my closet. i finally came to the point i had kind of overcome my grief so i hung his stuff up. always behind me, never in front of me, because i don't want to be reminded of it every day. i want to remember the good things. we all knew that this could happen. we all knew the possibility's there every day but never really thought that it would happen. >> though he no longer patrols
