change at the pentagon after the secretary of the navy gets ousted. richard spencer has been fired for his handling of a war crimes case involving a navy s.e.a.l. plus, the top republican on the house intelligence committee devin nunes denounces reports that he met with an ex-ukrainian prosecutor to manufacture dirt on joe biden. the allegation was made by one of rudy giuliani's indicted associates. and it's official, former new york city mayor michael bloomberg has confirmed he's making a white house run, and he's kicking it off with a $30 million advertising blitz. ♪ good monday morning, everybody, it is november 25th. i'm yasmin vossoughian alongside nbc news i'm yasmin vossoughian alongside jeff bennet. we begin with a shakeup at the pentagon. navy secretary richard spencer has been fired after the dispute of a navy seal accused of war crimes in new york later

acquitted. according to a statement from the defense department, secretary mark esper lost his trust and confidence in spencer over the handling of the case of chief petty officer eddie gallagher. gallagher had been accused of committing war crimes while deployed back in 2017. he was acquitted of murder but convicted in july of posing with a corpse of an isis prisoner for which he was demoted. president donald trump reversed that demotion and on thursday tweeted that gallagher would keep his trident pen, signifying his status as a member of the elite navy seals. a day later spencer told reporters that he believed the review process over gallagher's status should go forward, but contrary to those public statements, the defense department says spencer privately proposed to the white house that he be retired as a navy seal. in the resignation later last night, spencer acknowledged the termination and stated, quote, unfortunately it has become apparently that in this respect i no longer share the same

understanding with the commander in chief who appointed me in regards to the key principle of good order and discipline. i cannot in good conscience obey an order i believe violates the sacred oath i took. earlier on sunday, gallagher was on fox news where he attacked his chain of command. >> this is all about ego and retaliation. this has nothing to do with good order and discipline. this he could have taken my trident at any time they wanted and now trying to take it after the president restored my rank and after we filed an ig exposing all of the corruption that has been going on during my case. >> in a series of tweets last night president trump said gallagher will retire with all of the honors he has earned and including his trident pin and added that the ambassador will be nominated to take over as navy secretary. now to the latest reporting that suggests some of the president's defenders are knowingly taking part in a russian operator to smear ukraine and divide the u.s. nbc news has confirmed reporting by "the new york times" that the

u.s. intelligence officials briefed senators in recent weeks, that russia engaged in a years-long campaign to frame ukraine for meddling in the 2016 u.s. election. a u.s. official tells nbc that the information about the russian operation was considered classified. until dr. fiona hill revealed it in the public testimony in last week's impeachment hearing. being part of a putin disinformation campaign is not stopping president trump or his defenders from pushing or engaging in the debunked conspiracy theory. look at this. >> the fbi went in and told them get out of here, we're not giving it to you. they gave the server to crowdstrike, or whatever it's called, which is a country, which is a company owned by a very wealthy ukrainian, and i still want to see that server. you know, the fbi has never gotten that server. that's a big part of this whole thing. why did they give it to a ukrainian company? >> are you sure they did that? are you sure they gave it to ukraine? >> well, that's what the word

is. >> senator kennedy, who do you believe was responsible for hacking the dnc and clinton campaign computers, their emails? was it russia? or ukraine? >> i don't know. nor do you. nor do any of us. ms. hill -- >> well, let me interrupt and say, the entire intelligence community says it was russia. >> right, but it could also be ukraine. i'm not saying that i know one way or the other. i'm saying that ms. hill is entitled to her opinion. but no rebuttal evidence was allowed to be offered. >> can you confirm that you guys have been given an intelligence briefing on this issue, that russia is trying to frame ukraine? >> some members have. i have not. but i'm not at all surprised that russia is gearing up, not at all surprised that she's correct, that russia tried to interfere in 2016. also, ukrainians themselves

tried to interfere also. but chuck -- >> isn't that a big difference between the two, ukraine, look, i understand there is individual y ukrainians that candidate donald trump wanted crimea to stay with russia. is that the same as russia and putin ordering a full-fledged investigation into the united states. >> i'm concerned about both. >> just to be clear, there is no evidence to show that ukraine has been involved in the 2016 elections. adam schiff says the house will move forward with the impeachment inquiry into the president. >> there is more work to be done. but at the same time, we have already accumulated quite overwhelming evidence that the president once again sought foreign interference in an election, conditioned official acts, a white house meeting, that ukraine desperately wanted, as well as $400 million of bipartisan taxpayer funding to get these political investigations that he thought

would help his re-election so we view this as urgent, we have another election in which the president is threatening more foreign interference, but at the same time, there are still other witnesses, other documents, that we would like to obtain, but we're not willing to go the months and months and months of rope-a-dope in the courts which the nation would more than love for us to do. >> right now, no public hearings scheduled for any time in the rest of this year? >> we don't forclose the possibility of others. >> in a series of tweets former national security adviser john bolton said friday, that he's regained control of his personal twitter account. claiming that the white house refused to provide access to it after he resigned in september. >> are you concerned that they're trying to stop you from testifying? >> i don't know what, you you'll have to ask the white house but i can say definitively we have regained control of the twitter account. twitter detached the white house software. >> bolton on friday tweeted in part, speaking up since

resigning as national security adviser, the white house refused to return access to my personal twitter account out of fear of what i may say. to those who speculated i went into higd i am sorry to disappoint. >> and president trump rejected the claims and touted the good videotape with the former national security adviser. take a look. >> john bolton, has just gotten back on twitter, his account was frozen for two months. did you guys freeze his account? >> no, of course not. i had a good relationship with john. we disagreed on some things. >> he is lying is what he is saying but we have a good relationship nonetheless. >> and msnbc legal analyst danny cevallos. >> and senior staff brightwrite the hill, scott wong. danny, i want you to weigh in on the twitter controversy. did they or did they not? what is the legality whether or not the white house can actually freeze john bolton's twitter

account if in fact they did just that. >> first, i'm not entirely sure what exactly happened on w-john bolton's twitter account. did the nsa process, or as bolton suggested, software to do it or did he have his password on a yellow post-in note that he had on his desk and couldn't access to the twitter account, especially if he gave shared access to the white house. it may be a case, can you give me the post-it note with my passwords and the white house delayed in giving it back to him. we don't really know. even his language is kind of vague. so it is really not first amendment suppression if they delayed in giving him back wherever he wrote down his passwords. but is it something more nefarious than that? possibly. >> and they talk about the twitter account but the pertinent question is will john bolton testify in the impeachment inquiry. scott, we saw 12 witnesses over five days of testimony. help us understand the next

steps. we know house intelligence committee staffers are writing this report. explain where it goes from there. >> well, i think adam schiff would love to have john bolton testify before his committee. but i think what you heard him say was they are pressing ahead, as fast as they can, they understand that there's an election coming very soon, and we're starting the iowa caucuses, in the first week of february, and so they're under a time crunch, and they want to move expeditiously. what's going to happen next is even though we're in thanksgiving, and it is a pretty slow week in washington, the intelligence committee democrats are going to have a busy week. they are writing the report, probably beginning today, if not over the weekend, and they are compiling what they have learned during this eight-week investigation, into president trump's conduct regarding ukraine. and then at that point, they will hand over the process, they will hand over that report in the process to the judiciary committee and chairman jerry

nadler who will then decide, and there is a debate happening in that committee, whether or not they are going to call additional witnesses and have additional public hearings. they haven't fully decided what they're going to do at this point. but the goal is to wrap this all up by the time christmas comes around. it's going to be a very tough deadline given all that they have to do. >> when you say the goal is christmas, it seems as if it is going to move well beyond christmas. >> we only have about two weeks because the week before christmas, the house is gone for the holidays. >> and speaking of this report, danny, if these articles of impeachment are drawn up, what will they look like, what will they be? >> most likely, obstruction of justice, always you're going to have abuse of official power, that's a really appetizing one because it doesn't require a crime. instead, it's more of a high crime and misdemeanor in the sense of abuse of the office of the president. and several impeachments in the past have contained that article of impeachment. it is sort of a catch-all. the easiest one to make out.

that, plus you've got obstruction of justice, you've got abuse of power, and you've got possibly witness tampering based on the tweets that trump issued during ambassador yovanovitch's testimony. but all likelihood, abuse of power is the best bet. >> and scott, let's talk about this, the firing of navy secretary richard spencer. chuck schumer put out a statement last night, the top democrat in the senate obviously. what do you make of this? and where do you think it is going to head politically? >> just a very highly unusual situation, where you have several different narratives as to how this all went down last night. secretary spencer of the navy saying that he simply broke with the president and could no longer, that the president should have somebody in place who agreed with him, when it came to this soldier, and how this case was being handled. defense secretary mark esper seeing he had lost faith and confidence in the navy

secretary because he believed that secretary spencer had gone behind his back in trying to cut a deal with the white house over whether or not this soldier would have his rank restored, and whether he would be able to remain in the navy seals. and so another aspect of this of course, is the fact that the president was tweeting about this case, i mean really a personnel matter, that should have been handled internally, by the pentagon, but now you have the commander in chief involved in a very public fashion. the navy seal himself making a plea of course on fox news and making his case, speaking to an audience of one, the president of the united states. so a very unusual situation that we have not seen before in the past. >> danny cevallos, thank you by the way, happy bolted birthday.

former new york city mayor michael bloomberg has officially entered the 2020 presidential race. he made the statement on the newly launched campaign web site yesterday, explaining that he is running to rebuild america. and defeat president trump. whom he believes quote represents an existential threat to our country and our values. >> mike bloom berg started as a middle class kid, working his way through college and built a

welcome back, everybody. i'm yasmin vossoughian, alongside nbc news white house correspondent jeff bennet. we begin this half hour with new information connected to the impeachment investigation a white house review of president trump's decision to freeze u.s. security assistance to ukraine has turned up hundreds of documents that reveal efforts to justify the hold after it was placed, according to three people familiar with the records. nbc news has not obtained copies of these documents. the post reports that quote in the early august email exchanges, acting white house chief of staff mick mulvaney asked acting office of

management and budget director for an update on the legal rationale for withholding aid and how much longer it could be delayed. trump had made the decision, according to white house officials, the prior month, without an assessment of the reasoning or legal justification. according to the post, ox omb staffers were arguing whether it was legal, and there were protests. and people familiar with the review telling the post that it was legal to hold the aid as long as they deemed it a temporary hold. it is worth noting that mulvaney's request for information came days after the white house counsel's office was put on notice that an anonymous cia official had made a complaint to the agency's general counsel about trump's now infamous july 25th phone call with the ukrainian president. now to the new twist in the impeachment investigation, the attorney for lev parnas, an indicted associate of rudy giuliani says his client is willing to testify that republican congressman devin nunes of california met with

ukraine's former top prosecutor victor shoeken last year, late last year, about investigating the activities of former vice president joe biden and his son hunter. all of it related to the ukrainian national gas company burisma. if the allegation is true, it means nunes, the ranking member of the house intelligence committee was himself involved in the very plot that the panel is investigating in the impeachment inquiry. now, nunes yesterday declined to answer whether the meeting took place. >> bottom line, were you in vienna with shokin? >> yes, so look, marie, i really want to answer all of these questions, and i promise you i will come back on the show and answer these questions, but because there is criminal activity here, we're working with the appropriate law enforcement agencies, we're going to file all of this, everyone is going to know the truth, everybody is going to know all of the facts, but i think you can understand that i can't compete by trying to

debate this out with the public media when 90% of the media are totally corrupt. and because this is criminal in nature, and because it's so bad, it's so slanderous, we've got all of the facts on our side, and we're going to file in federal court, because i'm not going to sit here and try to compete against the media that i have no chance of winning this. i will win in court, and they'll have a chance to cooperate, and they'll have to show how they work with somebody who has been indicted which is lakely conspiring to obstruct justice. >> he says the facts are on his side but congressional records show he traveled to europe in december of 2018 and that squares with the time line that parnas alleges. the records do not indicate whether they met. and hundreds of pages of internal state department documents released on friday show secretary of state mike pompeo and president trump's personal lawyer, rudy giuliani, were in contact just before

ukraine ambassador marie yovanovitch was abruptly recalled. the documents ethics group appear to show two phone calls between giuliani and pompeo, orchestrated by trump's assistant, as giuliani was pushing ukraine to investigate the bidens, and trying to oust yovanovitch. pompeo ordered her removal the following month. in an effort to remove her, giuliani encouraged conservative media outlets to publicize unsubstantiated claims about yovanovitch's disloyalty to the president. yovanovitch told congress during the impeachment hearing that claim, that giuliani smeared her reputation by spreading false allegations that she badmouthed the president and she was blocking an investigation into the bidens. joining us from washington, senior staff writer for the hill, scott wong once again. scott, thanks for coming back. secretary of state mike pompeo has attempted to stay out of impeachment inquiry as much as possible, as we saw last week. but these newly-released documents, they're pulling him

to the core of it, to the center of it. what is the significance of his involvement in all of this going forward? >> well, i think it really turns up the heat on mike pompeo. as you mentioned, we have not really heard publicly from him on the ukraine matter. and when reporters have asked questions, he's dodged those questions, pivoted to other issues. we have not seen him come testify before the house intelligence committee, he has refused subpoenas to turn over documents. this is a really significant development, because this is the first tranche of documents from the state department that we have seen so far. the first of many. and so i understand from american oversight, they have requested numerous documents, they are expecting more documents to be released from the state department, in the future. this also is significant, because mike pompeo is somebody, clearly an ambitious politician, somebody who is always looking for the next move, he is

contemplating running for the united states senate in kansas, where he formally served as a congressman, and so this certainly complicates that potential senate run, and really turns a spotlight on his activities, regarding the ukraine scandal. >> scott, what kind of fallout do you think awaits congressman devin nunes? according to the reporting, he was in ukraine, in december of 2018, at the time he was still chairman of the house intelligence committee, it wasn't until that january that he was replaced by adam schiff. he says all the facts will come out and they will be on his side but you at least have a couple of democrats calling for an ethics investigation of him. >> yes, i saw those comments from the, from adam smith, the chairman of the armed services committee. obvious, a very respected congressman on capitol hill. who knows what's going to happen in this devin nunes case. i mean as you know, jeff, when you try to approach mr. nunes, on capitol hill, he refuses to talk to any reporters.

he's obviously, he obviously sees us as the enemy so he won't be answering questions, certainly from people like us, on capitol hill, maybe he will give an interview and provide more details to fox news, although that wasn't the case yesterday. but it's a very unusual situation, when you have the ranking member of the top republican of the intelligence committee, that is investigating the ukraine matter, and that top republican is somehow involved in that very matter itself. so not sure where this is going to go, but obviously, i think this underscores that we are learning new details and developments every single day. >> scott wong, thank you. >> thanks. still ahead, the latest in the race for the democratic national come nation, an uphill battle for former new york city mayor michael bloomberg has he officially enters the race. plus this. >> i'm going to ask, due to joe biden's scenario, which he did for trump, find somebody, not

past today. everyone's travel forecast looks fine. i know salt lake city and later tonight in denver, you will get some snow. but this is the outlook for denver. it looks like we are watching the heaviest snow moving in late tonight, all day tomorrow, and minneapolis, it looks like as we go throughout your tuesday afternoon, evening, that's when the heavier snow arrives for you. just rain, minor delays possible, chicago, st. louis, and through the ohio valley, and then our huge storm comes into the west on tuesday. and it may not just be travel implications, we may have problems with power outages, and significant damage from this storm. it is one of the bigger storms we've had in a long time on the coastline of oregon. we could see wind gusts up to 80 miles an hour. so significant damage possible. that's the airport's look. there by the time we get in wednesday, still dealing with the effects from minneapolis, to the northern portions of the great lakes. windy conditions, can cause significant problems at o'hare airport. and then a period of rain will slide through the east, and i don't think we will have horrific delays and cancellations but there will be some minor problems. a lot of the airports off of the

raising their minimum wages. and the opposition is always that that's going to cost jobs. the criticism of this is always that if you raise the minimum wage too much then people aren't going to hire. but axios now has data showing that that's not the case. that, in fact, because this is such a tight labor market and a lot of the places where the minimum wage has risen, so have jobs and hiring. so this takes away one of the big -- one of the big criticisms of it. now, of course, it can inhibit hiring, it can force people -- businesses to not expand as they would. but the basic argument that democrats are making is now bolt ster bolstered by data from the federal reserve. >> we mentioned earlier that michael bloomberg is jumping into the 2020 field. what's axios reporting on this
