this morning, chaos and confusion surrounding the results of the iowa democratic caucus. at this point there's no clear winner but some of the candidates gave victory like speeches last night. the senate will hold its final impeachment vote tomorrow, and while it looks like president trump may be acquitted there are still several senators to watch. on the eve of the final impeachment vote, president trump is set to deliver his annual state of the union address. good morning, everybody. it is tuesday, february 4th. the day after the iowa caucus. i'm yasmin vossoughian alongside

ayman mohyeldin. >> still waiting for those results. >> you wake up in the morning at our job, right, the alarm goes off, especially on a big night like that, scrolling through your e-mail, who won, who came in first, who came in second. >> only to find this curve ball. >> let's start there, the confusion and frustration in iowa. we don't know who won last night's caucuses after what the iowa democratic caucuses says are inconsistencies in reporting the data following a new system that requires precincts to report two sets of totals in addition to delegate totals. caucus organizers reported trouble with the app that they're supposed to use to transmit the results. we are told the telephone system they have as a back up has been inundated with phone calls, unsurprisingly. here's the caucus secretary of a precinct in ames, iowa, speaking with msnbc just last night. >> the app that we were told to download just hasn't been working so in the handbook that

we were given, we were given a hot line to call to report the results, and i've just been on hold pretty much since 8:30 trying to report these results in. >> you've been on hold for two hours, trying to report the results from your one precinct? >> yes. yep. so i was, you know, they say that they'll be with me in the order in which, you know, i got on hold, and there was a moment where they did connect for like one second about half an hour ago, and then i just wasn't responsive quick enough, and they hung up on me. so i'm back in line. >> so that's where we are. a spokesperson for the iowa democratic party released this statement last night which reads in part this, this is simply a reporting issue. the app did not go down, and this is not a hack or an intrusion. the underlying data and paper trail is sound, and will simply take time to further report the

results. we're told a conference call between the campaigns and iowa democratic party got heated last night, sources telling nbc news, the party hung up on the campaigns when pressed for answers on when results would be released. early this morning, the party said it is manually verifying all precinct results and expects to report the numbers at some point today. >> and the candidates are already off to new hampshire and in the case of pete buttigieg, already declaring victory in iowa, despite the hold up in those results, here's the former south bend mayor followed by some of the other contenders. >> so we don't know all the results, but we know by the time it's all said and done iowa, you have shocked the nation.

because by all indications we are going on to new hampshire victorious. >> i imagine, i have a strong feeling that at some point the results will be announced. and when those results are announced, i have a good feeling we're going to be doing very very well here in iowa. >> let's stay in a good spirit because you all know what happened out there in those precincts, you know that we have been punching way beyond our weight. you know that despite some limited resources compared to some of those bigger bank accounts, we are way on the board, so let's stay up. let's stay up. let's stay happy and let's head to new hampshire. thank you, iowa.

[ cheers and applause ] >> as the baby daughter of a janitor i am so grateful to be up on this stage tonight. tonight as a party, we are one step closer to defeating the most corrupt president in american history. >> well, the iowa democratic paper is working to get these results straight, and i want to make sure they're very careful in their deliberations and indications are, it's going to be close, we're going to walk out of here with our share of delegates, we don't know exactly what it is yet, but we feel good about where we are, and look, so it's on to new hampshire.

>> i mean, everybody knows that if nobody wins, everybody's a winner, right, that's the lesson. >> it's interesting to see the language everybody was using, kind of making sure no one comes declaring. joining us from des moines, msnbc correspondent, vaughn hillyard, thanks for sticking around for a moment. pete buttigieg has declared victory, yet we understand as we just played there some sound from bernie sanders, he's released some internal numbers that might suggest otherwise. joe biden seeming to strike an optimistic note. walk us through what we know as to where things stand this hour. >> reporter: good morning, you guys, there's not the plan b here these windy conditions here on this tuesday morning. i was going to be catching a plane to new hampshire, but look where we're at as you heard from these individuals, essentially victory here last night. what you are seeing now is each of them positioning themselves

over not only their internal numbers but looking at entrance polls, the bernie sanders campaign putting out internal numbers based off information they have for 44% of precincts across the state, that they would be the ones with the largest delegate haul here in the state. just a little bit after, the sanders campaign put that out, the buttigieg campaign then came forward and suggested based off of their own internal information from 77% of precincts that pete buttigieg was heading to new hampshire victorious. that has led to each of these campaigns posturing themselves. you got to take into account. over the last year, millions of dollars have been spent from these campaigns not only on tv air waves, digital air waves but also time. these cam panpaigns have more ta hundred staffers on the ground, a lot of young people that have given up their lives to go around these states for ultimately momentum coming out

of iowa, but now essentially you have a race that has no clear victor coming out of iowa going into new hampshire. >> talk about biden here for a moment, vaughan, we just heard from him obviously talking about the fact that he wanted to make sure that this count was accurate as he said in that speech. we do know that there was a letter sent to iowa's democratic party from the biden camp slamming the quote acute failures. what else did this letter entail? >> reporter: this letter called on the iowa democratic party to not release any official results until each of the campaigns were able to go through the results themselves and follow up with specific questions. there were two -- these two phone calls last night between iowa democratic party officials and these democratic campaigns. each of them ended rather abruptly, and we should note there was one call in which the press took part with the iowa

democratic party. that call lasted just over one minute. there are a lot of questions these campaigns do not have answers to, and the biden campaign is requesting the opportunity to go through the results themselves and follow up with questions with the democratic party. the democratic party at 1:00 a.m. this morning suggested that results would be released later today, which would be this tuesday. there's not a clear time line as to what exactly that looks like. there's a lot of questions as the sun comes up over iowa this morning. >> msnbc's vaughn hillyard, thanks for staying up late or getting up early. we appreciate it. we're going to check with you in a little bit. let's bring in political reporter for "the hill" julia manchester, good to have you with us. what are the political impacts of what we see for the caucus results, depending on when they get released today or beyond that. how may this hurt or help some of the candidates? >> i think right now we obviously from that report we

saw from vaughn, you're seeing the candidates declaring victory in a very widespread way. pete buttigieg and amy klobuchar's speech were very much victory speeches going into new hampshire, and i think their campaigns made the calculus this was probably the only thing they can do. right now, those two candidates in particular, as well as the number of other candidates in the race, but those two candidates who are kind of, especially for klobuchar in the mid-tier trying to climb into the top tier of the race, they want to get the momentum going into new hampshire, and seem like they have the momentum going into new hampshire. they did all they could do without the results, however, you know, it will be interesting to see how voters digest these results once they come in, and how they impact new hampshire, however, i think at the end of the day, there are a lot of questions about this caucus process in iowa and the future of this process, and how maybe even legitimate it is. the campaign's journalists and voters and caucus goers last

night were expressing quite a bit of frustrations about the process, so it will be interesting to see what the future of this process is if, you know, these participants can't necessarily take it seriously going forward. >> it's an interesting calculation to say the least from the campaigns declaring victory, considering there can really be only one victor at the end of the day. what are you going to be looking for when in fact the results do come out? >> you know, i think we'll definitely be looking for those reactions, how those campaigns kind of digest and spin those results. in particular i'm looking at joe biden and bernie sanders. we have seen that iowa has turned out to be a very neck in neck race for those two candidates, but for bernie sanders in particular, this is really a test of this four-year old organization that started in 2016 and that has appeared to have only gotten stronger. we'll be looking at how boopete

[ fast-paced drumming ] welcome back, after wrapping up closing arguments in president trump's impeachment trial, all eyes are on several key republican senators who may convict to acquit the president. lisa murkowski said despite her thoughts about trump's behavior she would vote to acquit the president. >> the response to the president's behavior is not to disenfranchise nearly 63 million americans and remove him from the ballot.

the house could have pursued censure and not immediately jumped to the remedy of last resort. i cannot vote to convict. >> meanwhile, senator susan collins told nbc news, she plans to make her decision of closing statements. mitt romney is not going to comment at this stage about his vote. the senate plans to vote on the articles of impeachment wednesday afternoon. >> let's talk about censuring, joe manchin of west virginia has proposed a resolution to censure president trump instead of rubiru removing him from office, suggested censuring the president as an option to keep trump's behavior in check. >> i see no path to the 67 votes required to impeach president trump and haven't since the trial started. i believe a bipartisan majority of this body would vote to censure president trump for his actions in this manner.

censure would allow this body to unite across party lines and as an equal branch of government to formally denounce the presid his behavior cannot go unchecked by the senate and censure would allow a bipartisan statement condemning his unacceptable behavior in the strongest terms. >> "the washington post" spoke to multiple senate republican officials and aides who say they few senators willing to pursue the measure. when asked to gauge the appetite for censure among republicans, senator mike brawn of indiana said zero. doug jones and kyrsten sinema could potentially break with their party during the final impeachment vote. >> danny cevallos, goold to hd you with us. the senate plans to vote on impeachment tomorrow afternoon. how do you see this playing out. >> in the words of colonel sam troutman, it is over johnny, it

was never really much in doubt. there was very little doubt, it was preordained, there were never the votes to achieve the super majority of 2/3, and as with prior impeachments the outcome was pretty much determined at the outset, so no strategi surprise here, the senators awil vote to acquit, voting on party lines historically, zero senators voting to convict their own party's president. in all likelihood, we will see an acquittal tomorrow, and again, this country will have impeached a couple of presidents and removed zero. >> i want to talk about this proposal from senator joe manchin with regards to censuring the president, a formal on the books history making what he wants to see as a bipartisan disapproval of the president's actions in this regard. what do you think is, i guess,

the point of censuring the president, do you think it's a good move? >> censure has a really interesting history in our country. we have only in fact censured one president, andrew jackson, and that censure just a few years later was expunged by the congress, a controversial thing. back during the clinton impeachment trial, when the outcome again was certain, senator feinstein collected signatures and tried to organize a censure. that may sound strange that a democrat was doing it, but strategically, it probably was to propose that as an alternative, as if to say we did something here but that ultimately failed. >> you heard lisa murkowski say they didn't propose doing this. >> that's right. but it's still possible to propose a censure, you have to get a vote to proceed with it to consider it. that's what happened in the clinton trial, after the clinton trial, and that was eventually struck down. the vote passed to look into it further but beyond that it disappeared in the committee.

appearing to show the president greeting guests, straightening his suit jacket, and pretending to conduct the band as the national anthem played. this as other attendees including first lady melania trump and their teenage son stood quietly with their hands over their hearts. the miami herald was first to report the video saying it was posted by a real estate agent for a russian/american firm who frequents mar-a-lago and other trump properties and events. nbc news has yet to verify the authenticity of the video but has reached out to the white house for comment. >> interesting, huh. one of those moments where the president seems to be at odds with what he has been preaching to the public. with that let's switch gears, bring in nbc meteorologist bill

karins with a check of the weather. we have a big storm, we haven't had a lot of big winter storms, significant snow around salt lake city, denver saw the temperature over the weekend in the 70s. 16 degrees right now. very mild through the eastern half of the country. the rain is broken out, pouring in areas like nashville, and the rain is moving in all through kentucky, west virginia and there are some showers around d.c. the cold side is on the back. this is where the temperatures have really dropped significantly. and that's where we're going to have a lot of icy, wintry problems in the next 24 hours. we have 26 million people under our winter weather headlines, st. louis is under a winter storm watch. oklahoma city is under a winter storm watch. dallas on the edge of it, fort worth is in the winter storm watch. dallas is not. not including in the 26 million, and winter storm warnings issued from midland, a little bit of wintry weather left in the central rockies. here's how the snowfall forecast is going to go, and by the time the storm is over with, oklahoma city will have more snow on the year than washington, d.c.,

philadelphia, and kevin new york city probably too because we have this stripe of snow that we're going to watch going all the way up here from areas of central texas, or central oklahoma back up through areas of central missouri. so notice dallas, we don't really think you're going to get much of anything out of this. once you get from about leilene wichita falls, 4 to 6 inches of snow. late tonight we the change over. st. louis, your on the edge of the 4 inch line, up towards chicago we could get a little bit of snow out of this. we only have you in the 2 inches, detroit, about 2 to 3 inches for you. this will northeast likely be wednesday afternoon into wednesday evening and the snow in areas of the northeast of new england, that will be wednesday night, and thursday morning is when you get the most of it. notice new york city southwards, little if anything expected as far as snow accumulations go. it will most likely be areas further to the north. today's travel map, fine in florida. showers in atlanta. on and off light rain possible,

welcome back, everyone, i'm ayman mohyeldin alongside yasmin vossoughian and the candidates may be in new hampshire but all eyes are still on iowa where technical glitches have delayed the results of last night's caucuses. in fact, caucus goers have been reporting trouble with the app that they were supposed to use to transmit the results and say the telephone system they had as a back up had in fact been inundated with a calls. a spokesperson writes, this is a simply a reporting issue, the app did not go down. this is not a hack or intrusion. the paper trail is sound and will take time to further report the results. this follows a system that requires precincts to report two sets of raw vote totals in addition to delegate totals. earlier this morning, the iowa democratic party said it is manually verifying all precinct results and expects to report

the numbers at some point today. >> let's go to iowa joining us now from des moines, msnbc correspondent vaughn hillyard, as we know by this point, no results but we are awaiting something from iowa at one point today. not necessarily sure as to what time they're going to be giving us the results. but give us a sense as to what you are hearing from each individual camp? >> reporter: good morning, you heard from each of these candidates last night take the stage and to a certain extent declare victory. pete buttigieg, about midnight, finally took the stage and it's one of those campaigns that was releasing some internal numbers. we'll get to those numbers, but first, this is part of pete buttigieg's speech last night. >> so we don't know all the results, but we know by the time it's all said and done iowa, you have shocked the nation.

[ cheers and applause ] because by all indications we are going on to new hampshire victorious. >> reporter: ayman and yasmin, for more than a year these candidates have campaigned across the state, invested millions of dollars, had campaign organizations that included hundreds of staff here for the moment that was supposed to be monday night that hoped to declare victory which pete buttigieg, as well as the likes of elizabeth warren and bernie sanders, amy klobuchar even suggesting that her own internal results looked like she had beat vice president joe biden. we should note the bernie sanders campaign last night put out some initial numbers, which they said were internal numbers from 44% of precincts suggesting

that bernie sanders came out victorious, not long after, the buttigieg campaign then came forward and said, well, hey we've got internal results as well, coming from 77% of precincts that indicate that pete buttigieg won. well, meanwhile, vice president joe biden's campaign pushed back sending a letter to the iowa democratic party essentially requesting that the party not release any official questions from these candidates and their campaigns, and the campaigns have the opportunity to review the results themselves. the reason that they sent that letter is because early this morning, about 1:00 a.m., the iowa democratic party said that they would be releasing results today, which would mean at some point on this tuesday, and yet these campaigns as well as the press and i guess the iowa public and the american public have little actual answers here as the sun comes up over des moines. >> msnbc's vaughn hillyard on a windy morning there in des

moines. thank you very much. president trump's reelection campaign is criticizing iowa democrats and the delayed results and reporting inconsistencies, the president's campaign manager brad parcel put out a statement, democrats are stewing in caucus mess of their own creation with the sloppiest train wreck in history. thoo s president trump posted a record performance in the well run gop iowa caucuses with record turn out for an incumbent. house prosecutions and trump's defense team clashed over the senate's responsibility on whether or not to impeach the president before voters get a chance to decide his fate themselves. >> if we had to rely on the next election to judge the president's efforts to cheat in that election, how can we know that the election will be free and fair? >> some say no impeachment when there's an election coming but

without term limits when they wrote the constitution, there was always an election coming. if impeachment in election years was not to be our founders would have said so. >> at the end of the day, this is an effort to overturn the results of one election and to try to interfere in the coming election that begins today in iowa. the only appropriate result here is to acquit the president and to leave it to the voters to choose their president. >> now as the senate impeachment trial winds down, house speaker nancy pelosi has come to the realization that democrats forced the president to admit that he was wrong to pressure ukraine to investigate his political rivals. pelosi said i think we have pulled back a veil of behavior unacceptable to our first downers and the -- founders, and the public will see this with a clear eye. whatever happens, he has been impeached forever, and now these senators, though they don't have

the courage to assign the appropriate penalty at least are recognizing that he did something wrong. in the interview pelosi squared off against mitch mcconnell, a wholly owned sub si dare of the white house, and trump his puppeteer who has tarnished the senate. pelosi said democrats would treat him as a guest in our house and we hope he will behave as a guest in our house but she added quote we never have that expectation. >> let's get to tonight, amidst this impeachment trial, president trump is slated to deliver his fourth state of the union address to congress this evening. senior administration officials telling reporters that the theme of the president's speech will be the great american comeback, and will focus on relentless optimism and issues affecting america's working families. the hill reporting. officials declining to say whether the president will mention impeachment at all in his remarks. the democratic rebuttal will be

delivered by gretchen whitmer, while the spanish language rebuttal will be given by congresswoman veronica escobar from texas. >> political reporter for "the hill" julia manchester, what are your sources or sources in general saying about the president's state of the union address in terms of the tone that it will strike, not necessarily the topics and the optimism but what's the tone? >> in terms of the tone we are going to be, you know, according to these sources, we're probably going to see what president trump has done in his past state of the union addresses and that is very much stick to the teleprompter and be presidential. we know that, you know, actually after a number of president trump's past state of the union addresses, also his first joint address to congress after he took office in 2017, he actually got quite a bit of praise for sticking to the teleprompter and being presidential, and really almost striking a unifying tone. we are expecting the president to focus on economic growth under his administration as well as the killing of qassem

soleimani, the top general, and it's a little unclear how he will approach the issue of impeachment. it's going to be very awkward in terms of optics, he's going to be addressing one chamber of congress who has voted to impeach him, and another chamber of congress where he is technically still on trial. it will definitely be interesting for optics but in terms of whether he goes into that campaign style that he does, and goes off the scripts, he has a chance to do that on friday in new hampshire, so i think tonight we're betting on him being more scripted. >> i might take that bet. because this is an election year after all, as you well know. anything goes at this point for the president. i want to move back to iowa for a moment here and get your take on the trump campaign's response to last night's confusion at the democratic caucus, basically calling it at sloppiest train

wreck in history, going on to say these are the people running our health care system. what do you make of their response. >> i think last night was really almost christmas day for the trump campaign. this is really what they wanted. this is the first democratic nominating process, the first time democrats can show off ahead of an immensely important election year for them. it seems to have been botched in some way. and the trump campaign jumped on that. they have been fuelling this idea that some of these conspiracy theories that it could have been rigged or there was some sort of nefarious play going on behind the scenes. so you're going to see the trump campaign and president trump himself most likely really pushing that. but this was certainly good for them because it's definitely a stumbling start for democrats and what they need to be an error free ball game going into the general election. >> it seems like the overwhelming response to all of this is this elongated election season as we consistently talk

colorado springs, there is some icing problems. keep that in mind, give yourself extra time. a few showers and storms in the dallas fort worth area, could have minor delays, and the same for the memphis area. today is the warm up act, as we go through the week, the travel will get worse. we are going to deal with severe weather and wintry weather as the storm travels to the east. let's fast forward tomorrow into wednesday, a large area here anywhere from baton rouge to new orleans all the way through southern portions of alabama, mississippi, panhandle of florida, a slight risk of severe weather. again, this is going to be for wednesday afternoon into wednesday evening. even an isolated tornado or two is possible, and then by the time we get into thursday's forecast, the severe weather threat goes all the way from central florida, tampa to around, back up through georgia, south carolina and into north carolina. that's the change. it's been so warm, and then as the cold air comes in, that's where we're going to get our severe weather threat. let's time this out. it's not only going to be severe weather and storms in areas from north carolina southward, it is going to be a soaking rain.

welcome back, everyone. time for business as we dig deeper into the circumstances surrounding the technical issue that still has results of the iowa caucuses delayed as of this morning. joining us live from london, one of the issues appears to be with an app i believe called shadow ink caucus organizers were supposed to use to transmit results. what have you found out about this company? >> what we don't yet know, exactly who the developers are behind the development and testing of this app. the hot post, "wall street journal" and others indeed a firm called shadow. in part funded by the

democrat-leaning digital investors acronym. malt poor organizations now saying based on state records the iowa democratic party did pay shadow more than $60,000 for website development towards end of last year and late last month the democratic party, not confirming whether the tested the app to nbc and sharing it with different kaushg iscaucuse the state. not the app itself went down, it was said. the "new york times" reporting it was never properly tested at a state-wide level. multiple experts in this area pointing that without ex-tensive testing and retesting of this kind of technology, using mobile phones to count votes it's not yet ready for primetime. >> i'm not a marketing jean oush genius, shadow would not be the word i would go for. >> questioning election counting

the gold standard of iowa caucuses polls, an issue. didn't release it sunday. now we see everything that happened last night with the caucuses. i feel badly for the iowa democratic party in a sense, because they're dealing with all of this drawl ma and just trying to make sure the results of accurate. the important thing to remember, that the backdrop to all of this is that iowa was already on the mat. h julien castro said for months he didn't think iowa should be first in the elections. and hillary clinton call the process undemocratic and doesn't make sense. and the congresswoman from d.c., ms. pressley, supported elizabeth warren endorsed and campaigned for her said just this week she absolutely thinks the order in which states vote in the primary process should change moving forward. all of this mess from last night, good or bad, will be
