it's primary day in new hampshire. the democratic presidential candidates made their final pitches to voters across the state yesterday. and we're already getting a look at some of the first votes cast. plus, president trump was also in new hampshire last night after tweeting yesterday that he wanted to quote shake up the dems a little bit. and more than a week after the chaos in iowa, bernie sanders is and pete buttigieg's campaigns have formally requested a recanvas for specific precincts. good primary day, everybody, it is tuesday, february 11th.
2:01 am
i'm yasmin vossoughian alongside ayman mohyeldin. >> hopefully this one goes better than the last one. >> hopefully we'll have the results. >> by the end of the day. >> and we'll be able to tell you who won the new hampshire primary. we begin with the first votes of the first primary of the three new hampshire towns that voted at midnight. the tiny community of dicksville knox continued its tradition of casting the first votes. michael bloomberg received votes. poo pete buttigieg and bernie sanders got a single vote. amy klobuchar was the favorite among democrats. she received 6 votes. elizabeth warren 3, andrew yang, 3. klobuchar took two of the five votes, while bernie sanders, buttigieg split the other three.

>> president trump called a rally in new hampshire. he said he wanted to shake up the dems a little bit. addressing a crowd of 12,000 folks, he said it was okay to sabotage the democratic primary, urging his supporters to take advantage of the state's semiopen primary which allows voters who are not registered to vote in the democratic or republican primary. >> we hear that there could be -- because you have crossovers in primaries, don't you, so i hear a lot of republicans tomorrow will vote for the weakest candidate possible of the democrats. does that make sense? you people wouldn't do that. my only problem is i'm trying to figure out who is their weakest candidate, i think they're all weak. if you want to vote for a weak candidate tomorrow, go ahead, pick one. pick the weakness one you think, i don't know who it is. >> the president mocked democrats for last week's deb k

debacle in iowa. >> the democrats want to run your health care but they can't even run a caucus in iowa. by the way, it's a week, a week. you know, i turned on at 7:00, i wanted to see who won. they said there's a little problem. little did they know, wait, does anybody know who won iowa? lindsay, you're a total pro. nobody knows. he said nobody. flip a coin. flip a coin. flip a coin. they're going to run your health care. unbelievable. nobody knows who won. actually, i think they're trying to take it away from bernie again. i think bernie came in second. can you believe it. they're doing it to you again, bernie. they're doing it to you again. >> 30 miles away from president trump, bernie sanders was holding his own rally on the eve of new hampshire's primary. sanders kicked off his final event in the granite state in

front of more than 7,500 people packed into an arena in the university of new hampshire in durham. he was joined by a number of surrogates, including congresswoman alexandria ocasio-cortez, and a concert by the strokes in his remarks. sanders did not attack any democratic opponents, instead he repeatedly went after the president. >> this turnout tells me why we're going to win here in new hampshire, why we're going to win the democratic nomination [ applause ] and why we are going to defeat the most dangerous president in the modern history of america, donald trump. the reason that we are going to win is the american people no matter what their political views may be are sick and tired

of a president who is a pathological liar, who is running a corrupt administration, who is a bully and a vindictive person, who is a racist, a sexist, a zenophobe, a homophobe and a religious bigot. those are his nice qualityings. if we are prepared to stand together, last i heard, the 1% may be more powerful but there are a hell of a lot more people in the 99% than the 1%. tomorrow is a historically important day. let us go forward.

let us have the largest voter turnout in the history of the new hampshire primary. let's win this thing. let's transform america. thank you. >> senator bernie sanders remains in the lead ahead of today's new hampshire primaries. former vice president joe biden, senator elizabeth warren battle it out for third place. a new cnn university new hampshire poll shows sanders at 29%, 7 points ahead of the rest of the field. form former mayor pooej follows at 22%. biden at 11%. warren at 10%. all statistically tide. senator amy klobuchar, 7 percent of support. she is down two points since the surge on saturday following the debates friday night. 75% of sanders supporters and 68% of biders supporters said they are definitely decided on their candidate. >> it seems as if there are undecideds out there according

to the polling we have seen so far. let's go to new hampshire, political reporter for the hill julia manchester is down there. good morning to you. quite a day ahead, all of us hoping tomorrow morning as we are sitting here anchoring this show, we have the results of the new hampshire primary. take us through what to expect from today's primary. what are the early polls signaling about a potential outcome here? >> reporter: we're seeing a little mix in the early polls, but there were two polls out on sunday night from emerson college and suffolk university in boston globe, and essentially they had the same three candidates in the top three, you had senator bernie sanders followed by mayor pete buttigieg and followed by senator amy klobuchar, and she's actually a candidate that has risen in the state ever since that knockout debate performance as many have called it on friday night. her campaign said she raised $3 million since that performance, and i got to tell you guys, i've been following around really joe biden, pete buttigieg and amy klobuchar on the campaign trail and when
2:08 am
talking to undecided voters, the three names i hear the most are sanders, buttigieg and klobuchar. it's interesting, how klobuchar who has been struggling to break into the top tier of the race is really appearing to make end roads in new hampshire. we'll have to see how well she really performs tonight. >> let me ask you how critical this primary is. by the math, even if new hampshire delegates, the total go towards bernie sanders, go to pete buttigieg who are, you know, arguably the one and two in iowa, you're still talking about almost 2 to 3% of the overall delegate count needed to secure the nomination. why are these two states so important to shaping the rest of the race? >> reporter: it's actually kind of been a controversial topic this cycle. remember, iowa and new hampshire may have some diversity in ideas and thought, and you know, people on the political spectrum, you have a mixture of progressives and moderates, undeclared voters and such,
2:09 am
especially in new hampshire. however, they're very much majority white states and they aren't very much representative of the country as a whole, let alone the democratic party. however, i think it's the fact that they are the first two states in those first two states really set a narrative going into the rest of the race and give these candidates the momentum. just take joe biden for an example. he's been the front runner ever since he's essentially jumped into the race in april. however, after he performed very under expectations or had an underwhelming showing in iowa, we have seen that he seems to have continued to trail in the polls. you know, those two polls that i mentioned before, amy klobuchar is doing better than he is, and at a number of events this weekend, he's essentially said, look, you know, kind of lowered the expectations for himself in new hampshire and he did the same in iowa. however, he's the former vice president of the united states. he should have this universal name recognition, but it's really not being reflected in

the polls. that being said, his campaign is putting a lot more resources into nevada and south carolina, so a come back is certainly possible. >> well, we have much more to talk about. stay close, julia manchester, we'll talk to you again in just a little bit. attorney general william barr says rudy giuliani is giving the justice department information about ukraine. four chinese military officers have been charged in one of the largest hackings on record. . and joined by guests like joe biden, pete buttigieg and many many more. stay tuned for that. we're back in a moment. ed for t. we're back in a moment too many after parties?

be treated no differently than any other tipster. >> as i previously said, the doj has the obligation to have an open door to anybody who wishes to provide us information that they think is relevant. but as i did say to senator graham, and we have to be very careful with respect to any information coming from the ukraine. there are a lot of agendas in the ukraine. there are a lot of cross currents and we can't take anything we receive from the ukraine at face value, and for that reason, we had established an intake process in the field so that any information coming in about ukraine could be carefully scrutinized by the department and its intelligence community partners so that we could assess its providence and
2:15 am
its credibility, and you know, that is true for all information that comes to the department relating to the ukraine, including anything mr. giuliani might provide. >> meanwhile, house judiciary chairman jerry nadler is demanding answers from barr about this so-called intake process. in a letter sent to barr, nadler asks him to provide a complete explanation regarding his decision to sidestep standard practice and set up another channel for information coming out of the ukraine. joining us onset, msnbc legal analyst, danny cevallos. considering this justice department and this attorney general's reputation so far, there are a lot of legal analysts that are worried about rudy giuliani having a direct pipeline to the attorney general especially when it comes to subjects like ukraine as if they are basically doing campaign work on behalf of the trump administration. what do you make of that? >> it's highly irregular. as a criminal defense attorney
2:16 am
it seems bizarre to me if i had a client and that client was under investigation that the doj would set up an entire avenue for a direct line of communication if that client had tips or information. they would set it up and say the u.s. attorney's office in pittsburgh for a person direct line to provide information, but it's even more ominous than that, because rudy giuliani is a former federal prosecutor, a former u.s. attorney. he knows that even if he truly believes he has no criminal exposure that federal prisons are full of white collar criminals who believed they had no criminal exposure. so the circumstances lead me to believe that rudy giuliani must have something in addition to that if he's freely going forward, knowing that he may be the subject of a criminal investigation, and continue to investigate and provide information about the same subject matter he's being investigated for. >> do you think he could feasibly have something credible that he has handed over to the department of justice? >> more than that, it's why
2:17 am
would he provide information to a doj that's investigating him. you remember many months ago he said something to the effect i have really good insurance. he played that off as just a joke or whatever. >> if that was referring to president trump at the time when he was saying i have really good insurance on the president. >> exactly. and so rudy giuliani, he must have learned the lessons of mike flynn and roger stone. why would rudy giuliani do this activity when he knows it exposes him to potential criminal risk unless he knows he has something in the form of a possible pardon in his back pocket. there's no other real reason why a former federal prosecutor who knows he could be investigated and prosecuted and doesn't have immunity of any kind would continue to not only investigate something that is related to the subject matter he's being investigated for but provide information to the doj. it is an ominous implication if true. >> obviously there's a lot of concern right now about where the department of justice is going, jerry nadler the chair of
2:18 am
the house judiciary committee sending the letter to attorney general bill barr to explain what the intake process looks like. walk us through a history of the constitutional law. what powers does congress have to try and control this situation before we find ourselves at the beginning of an election with all kinds of information that is being weaponized politically? what could they possibly do? >> coming out of the justice department quite possibly. >> congress can express its concern as it has but separation of powers principles dictates congress cannot dictate to the doj how they run their investigations or how they choose to accept information from a private person who may or may not be under investigation. so constitutionally speaking, congress can certainly make noise about it, but they cannot compel the doj to do something that the doj doesn't want to do. the doj takes its orders from the president. congress's option is and always has been to pass legislature if they have a concern, and then that process as we know takes months, if not years.
2:19 am
>> we certainly know where the president is leaning towards in terms of the kind of instructions he's giving bill barr and even rudy giuliani for that matter. danny cevallos, thank you as always. >> thank you, danny. after a stream of insults, senator joe manchin is hitting back with a fact check. that story plus a look at the forecast coming up. at the forecast coming up let's be honest, quitting smoking is freaking hard. like quitting every monday hard. quitting feels so big. so, try making it smaller. and you'll be surprised at

welcome back, everyone. i'm ayman mohyeldin. alongside yasmin vossoughian. we begin this half hour with that stunning new national poll that shows bernie sanders taking the top spot and michael bloomberg surging as well with the help of black voters. the quinnipiac university poll puts sanders at 25%, up 4 points since the poll was taken about two weeks ago. joe biden dropping 9 points, now

at 17%. here's a surprise for a lot of folks, michael bloomberg surging 7 points, now at 15%. even surpassing elizabeth warren who is at 14 and mayor pete buttigieg who's been at 10. they have been in it a lot longer than bloomberg has. biden plummeted among black voters a stunning 22% drop over the last two weeks. not a good sign for his campaign. now hovering at 27%. bloomberg, though, he picked up about 15 points among black voters. he's bumped up to 22%. senator bernie sanders tops joe biden among democrats nationally in the latest quinnipiac university poll. sanders with 25% of support is up 4 points since last month and 8 points ahead of biden nationally. the former vice president now sits at 17%, down 9 points. biden is a statistical tie for second place with the former mayor of new york city michael bloomberg. he is at 15%. elizabeth warren at 14% respectively. biden has also lost ground among

"the new york times" reports that biden held a phone call with top supporters in the palmetto state yesterday where he expressed enthusiasm about the primary. biden and his senior adviser, simone sanders suggested that south carolina is where the nomination will be decided because it is a better snapshot of the democratic party than iowa and new hampshire. both predominantly white states as we have mentioned. biden touted the endorsement he has received in south carolina as well as from the michigan democratic party black kcaucus. the former vice president will be a guest on "morning joe" later on this morning. the president tried to steal the spotlight, campaigning in manchester. earlier in the show we played

2:37 am
behind his name, so he is very much surging, i think, in part due to name recognition but he has been very cleverly rolling out a number of themes and ads and messaging. you know, i covered the state of the union address just a week ago today, and i noticed that during the address, michael bloomberg's campaign was essentially counter programming president trump's address, sending out messaging, you know, touching on those topics president trump was touching on, and sending out his own message and held a rally in philadelphia that same night. a lot of democratic primary voters i have spoken to said their top priority is finding someone who can beat president trump, and mayor bloomberg is definitely trying to make that case, and it appears he has been pretty successful with it. in terms of bernie sanders, he also has the high name nerecogn. he was narrowly defeated by hillary clinton in a number of these primary races in 2016, and has built up this ground swell
2:38 am
of support and built up his organization on the ground in a number of key states since 2016. so i think both of these men really have benefitted from joe biden's campaign appearing to decline in iowa and new hampshire, however, we do know that joe biden has invested quite a bit in south carolina. so i don't want to discount him yet. >> so let's look ahead to south carolina as you mentioned biden really investing in south carolina considering his popularity up until this point amongst black voters. we have this new poll, though, that we read through a little earlier from quinnipiac, seeing a 22 point slide amongst black voters for the former vice president. that can't necessarily feel good for his campaign heading into south carolina? >> reporter: not at all. and i think this really shows why iowa and new hampshire are somewhat important or very important going into these middle to later primary states. you know, voters want to see their candidate of choice doing
2:39 am
well right out of the gates. they don't want to take a chance and say, look, we'll see how he does in this later state. they want a candidate that they know is successful and like i said a few minutes ago, democratic primary voters want someone who they know can defeat president trump and if these voters see joe biden flipping in these early states and flipping to candidates like bernie sanders, pooete buttigieg or in some cases, amy klobuchar, they're probably going to start rethinking their strategy in a candidate. >> julia manchester, thanks, julia. confirmed cases of the coronavirus in the united states ticks up to 13 as the death toll in china soars to more than 1,000 people. why president trump thinks the disease will run its course by april. that's next. will run its coursey april. that's next.

where we could get maybe a slushy inch or so of snow. otherwise it's mostly going to be wet roads and a little bit of snow or maybe a little bit of sleet on the windshield, and that will be the worst of it. sna as far as the snow forecast is going to go, it's not all that bad. the area of white is an inch of snow. the blue is 2 inches. that's really the top of mount washington, mostly the morning half of new hampshire that will have other problems. the other story, a lot of rain. showers and thunderstorms out of dallas fort worth, atlanta has a chance for storms later in the day, and actually atlanta tomorrow will probably be even worse. that's when we could see the potential of some severe weather, and some significant problems out there. baltimore, again, a little bit of rain out there, same with d.c. and fog early today. so the forecast for today, the heavy rain is going to return to the flooded south. the areas that are worse are alabama and mississippi. that's where we had significant flash flooding yesterday. we still have river flooding and
2:46 am
one of the other stories besides all this wet weather, the cold air is going to return. we had a decent shot of cold air that's going to start coming down. minneapolis a high of 26. when we look at tomorrow, that's when it gets even cooler. temperatures are going start to be in the teens. the pink area in south dakota, all that cold air heads friday to the northeast. more rain likely around areas like atlanta and as far as that severe weather outlook goes, this isn't for today, this is for tomorrow. we could have isolated tornadoes once again, and heavy rain over the already saturated and flooded regions of the south, so they can't catch a break in the south right now. we're almost like in a spring, it's been so warm this winter that so many rivers are much higher than they should be for this time of year. it's almost an april weather pattern in the middle of february. >> i feel like since mid january there's been a steady rain cloud over the region in the south you were talking about. they have been dealing with a

lot. thanks, bill. we're going to take a look at what's inside president trump's $4.8 trillion budget proposal for next year. the u.s. is blaming chinese hackers for stealing personal credit information of 145 million americans in 2017. we're going to have those stories and the rest of those driving your business day straight ahead. driving your business day straight ahead (burke) at farmers insurance, we've seen almost everything, so we know how to cover almost anything. even a "gold medal grizzly." >> michael bennet. >> you have invested resources time here, what do you need to make happen on tuesday night. >> i need people to enroll in shop to listen to what roland has to say about that. >> roland, senator a merger between two telecon leaders expected to be approved. joining us live from london, great to you have with us. what more can you tell us about this and other stories? >> this is, on this story in particular, this has been a long time coming. t-mobile, the third largest u.s. wireless carrier has been waiting almost two years for a federal judge to decide whether it can move forward with this $26.5 billion merger with sprint. now according to the "wall street journal" and the "new york times," a judge will rule in favor of the deal, and yesterday in extended trade
2:51 am
sprint shares reacted positively surging more than 60% on the back of these reports and now today in europe deutsche telekom shares in that stock trading higher as well. in other business news, u.s. charged four chinese military officers over the massive cyber attack on equifax in 2017. affecting over 20 million americans. calling the hack one of the largest data breaches in history. as for the chinese, china denied the allegations and insists they do not engage in cyber theft. in puerto rican news, a big day for puerto rico. they've struck a deal with bond holders to write off debt. following months of mediation between what's called the mon e financial oversights board.

expected to lift them out of the debt. a major milestone for the island. guys? >> talk about the major budget proposal by the president for 2021 including i believe a lot of money for that border wall the president wants. talk us through what else you see in this proposal. >> that's right. so part of this $4.8 trillion -- trillion -- proposal set forth by president trump involves increased spending on defense and forder enforcement. that's where there's going to be more spending, if he gets his way. where there's going to be less spending is on social safety net programs like health insurance and student loan assistance, but before we get ahead of ourselves, this proposal still needs approval from congress, where democrats have promised to reject the plan. so something to keep a very close eye on. >> $2 billion for the wall. less support for those in need. julianna tatelbaum, thank you for us live from london. coming up next, a look at

joining us from manchester, new hampshire with a look at axios a.m., alexi, great to you have with us on this morning. what is axios' "one big thing"? >> good morning. >> good morning to tu. >> hello from manchester. today's "one big thing" is obviously the new hampshire primary and political markets rendering two unambiguous trend lines. we see michael bloomberg's massive tv blitz placed him firmly in the top tier of the democratic primary despite getting in november 21, 2019. at the same time joe biden's presidential campaign
2:57 am
increasingly strapped for cash is crashing. all of that matters because state polling and our conversations with voters and campaigns here in new hampshire suggest that joe biden could finish as low as fifth place in tonight's primary. that matters for the south carolina primary which is happening end of this month and which joe biden has been relying on black voters in that state to carry him after a disappointing finish in iowa and looking like a disappointing finish here tonight in new hampshire. >> so you bring up south carolina. obviously there is nervousness when it comes to the biden camp regarding south carolina. seems with all campaigns across the board because they want to show if they can resonate with the black voter. what are the early state strategies leading up to south carolina, lexi? >> you know, i'm here in new hampshire. who's not? tom steyer running for president but spent the last few days in south carolina, and nevada, courting black and brown voters looking past the new hampshire primary before it's happened today to focus on voters he
2:58 am
knows will be crucial to becoming the democratic nominee. i mentioned joe biden's disappointing finish for his team in iowa. before iowa no other 2020 democrat questioned his strength with black voters but now others are looking ahead to south carolina before prime-primary has taken place. the others have been in south carolina hitting airwaves, seven tv hits from the state and canvassing to rally black voters around joe biden. we're seeing how the other 2020 democrats are not just letting biden take control of south carolina after iowa, they're trying to peel away voters who are part of his so-called firewall in that state he's relied on. >> even less than a month away from now we're getting signs about how super tuesday may play in or be a factor in former new york city mayor michael bloomberg's plans. what is he doing to try to
2:59 am
increase his advantage on super tuesday? >> you know, mike bloomberg is betting big on the power of money in politics in the 2020 election. as you mentioned, super tuesday is not that far away and michael bloomberg has been squarely focused on that contest. spent more than a third of his massive advertising war chest on super tuesday states and delegate-rich states like california, new york, texas, florida, and spending a lot of money in rust belt states as a way to get as many delegates as possible because his non-traditional campaign overlooked the early four voting states instead to focus on the later states he thinks will help him ultimately become the nominee. >> what are you watching as these play out? >> senator amy klobuchar had a last-minute surge in polls here in new hampshire. certainly in con trackocontrast we've seen. i'm interested to see where she
3:00 am
finishes. pulls off a third-place win the quiet conversations whether or not she'll drop out after new hampshire will go away. obviously, there's work to do with black and brown voters as we talked about in nevada and south carolina. but this could give her momentum to move her to super tuesday. >> when you look how small percentage in the overall delegate count new hampshire and iowa get, curious to get your thoughts how that process has been played out by the candidates themselves? are you getting a sense perhaps just because the delicate count is so small some feel there's a lot more for the race to be fought over? or do you think it will be pretty well defined, at least the top tier candidates defined after today? >> i think with the exception of bernie sanders, if he pulls out a win will peel away as the national front-runner, that's clear. candidates
