when things that previously have been done in the dark are forced in the light, that makes stuff happen. there is something about the effect of sunlight. with the number of coronavirus cases in the united states on the rise, there's mixed messaging coming from the trump administration. the president doesn't appear to be on the same page as some of his team. plus, dow futures are already deep in the red as oil prices plunge. and voters in six more states will focus on joe biden and bernie sanders is racking up more endorsements. good morning, everyone.
2:01 am
it is monday, march 89th. we want to begin with the surging number of coronavirus cases right here in the u.s. to 535 new cases this morning. the virus is now in 34 out of the 50 states as well as the district of columbia which reported its first case on saturday. the virus is now at a point of rapid acceleration here in the united states despite the claim from the president's top political appointees that the virus is contained. >> i will still argue to you that this is contained. but it can't be air tight. >> it is being contained. do you not think it is being contained? >> we have an epidemic under way here in the united states. there's a large outbreak in seattle, that's the one we know
2:02 am
about. and so we have to implement broad mitigation strategies. >> now we're shifting into a mitigation phase, which means we're helping communities understand you're going to see more cases. >> so after vice president mike pence confirmed on friday that 21 people aboard a cruise ship being held off the coast of california, the los angeles times reports the ship is expected to dock today at the port of oakland with nearly all of the 3,000 passengers set to be quarantined for 14 days at military installations mean wile, ben carson refused to talk about the plan to deal with the passengers on board. >> the vice president met with the ceos of the major cruise ship company yesterday. they are coming up with a plan
2:03 am
within 72 hours of that meeting. >> the ship is dock tomorrow. >> the plan will be in place by that time. but i don't want to preview the plan right now. >> shouldn't you be able to do that? i think it needs to all come from a solitary source. we shouldn't have 16 people saying what the plan is, particularly when it hasn't been fully formulated. >> and as the coronavirus rapidly increases among that chooseship, the president had a very different idea, leave the infected passengers on board, which would help keep the number on of u.s. coronavirus cases as low as possible. >> they would like to have the people come off. i'd rather have the people stay, but i told them to make the final decision. i would rather -- because i like
2:04 am
the numbers being where they are. i don't need to have the numbers double because of one ship. that wasn't our fault. >> president trump visited the cdc on friday after the white house initially said the trip had been cancel dollars. while visiting the cdc, trump insisted that anyone concerned about the virus would be able to get tested, but that seemed to contradict what vice president mike pence said just the day before. >> anybody that needs a test, they're there. they have the test. >> we don't have enough tests today to meet what we anticipate will be the demand going forward. >> the tests are beautiful. anybody that needs a tests gets a test. >> as more americans need this,
2:05 am
we want to make sure that they have access to the test, as well. >> anybody that needs a test. that's the important thing. and the tests are perfect. like the letter was perfection. the transcription is perfect. this is not as perfect as that, but pretty good. >> so just a day after the president made those comments, his hhs secretary alex azar had to clarify telling reporters you may not get a test unless a doctor or public health official prieps a test. they got off topic by discussing the ratings of a fox news town hall he participated in. he appeared to brag about his ability to understand science and medicine. >> as of the time i left the plane with you, we had 240 cases. that's at least what was on a very fine network known as fox
2:06 am
news. how was the show last night, did it get good ratings, by the way? oh, really? i heard it broke all ratings. i don't know. that's what they told me. >> i like this stuff. my uncle was a great person. he taught at m.i.t. for like a record number on of years. dr. john trump. i like this stuff. i really get it. people are surprised that i understand it. every one of these doctors said how do you know so much about this? maybe i have a natural ability. >> it's all about the uncle, i guess. hhs secretary alex azar and steven hahn were unable to say how many americans had been tested for the coronavirus. the only figures they had were
2:07 am
from the cdc and public health labs. nearly 6000 people have been tested if you compare their tests with hub health tests. south korea has been testing 10,000 people per day. >> can you tell us how many people have been tested in the united states? >> the numbers are tough. here is what people should know about the testing. we have 75,000 tests available right now for folks by early next week, tomorrow, we should have over 2 million tests available. >> you can't give me even a rough number of how many americans have been tested? you don't know? >> the numbers change so rapidly. i don't know. >> they took it off the website
2:08 am
how about people have been tested. >> this administration is in a bit of a chaotic situation the way they're talking about the coronavirus. what does this reveal about how the trump administration is handling the outbreak? >> i think what we're seeing is the adds administration trying to figure out how to handle this. "the washington post" reported last night that the president was actually just two degrees of separation away from coming into contact with the coronavirus.
2:09 am
thats has rattled some white house officials who had been frustrated with the president's public response that has down played the effects of the potential epidemic. but there are mixed messaging on the health aspect of this and the economic aspect. the feds jerome powell and the white house are at a bit of a stand still on how to handle the fallout of this economically. and then top officials said yesterday we are past the point of containment. we need to mitigate the virus. the president said look, don't be concerned, but still is continuing to hold 15,000 public person rallies and try to contain this in a political public matter.
2:10 am
the president has expressed his concerns about the virus and his own management of it from a political stance. he doesn't want this to hurt the economy because then that would hurt his election prospects come november. so the white house is scrambling here. you heard dr. fauchi of the cdc come out and say vulnerable populations, older people, should practice social distancing, probably not travel, stay off of cruises. the state department issued guidance, as well, saying people should not get on cruise ships right now. so you see different parts of the government responding in more aggressive measures while the president maintains this public stance that is, you know, just trying to calm the public and doesn't necessarily, i think, acknowledge the full

russians to agree to that on friday, but the russians said, no, they're not going to do this. over the weekend, the saudis said, if that's the case, come the end of march when our current agreement runs out, we will pump as much oil as we need to. though it is a few weeks out, traders get nervous about it. they try and sell down oil. you see this price plunge dramatically. that seems to have translated into the financial markets over the course of the day so far. we've seen mark itets in sydney tokyo, hong kong, and now major european capitals plunging, some as much as 7%. what that means, of course, elsewhere is that when you look at that u.s. government debt i was talking to you about a couple times last week, the ten-year treasurtreasury, the y what you can earn on buying u.s. government debt is a record low, 0.4%. extraordinary situation. that will then continue to keep people concerned about the long-term economic consequences of the virus in particular.
