changed your slogan to when you're here, why are you here? you're going to give us coronavirus. >> colbert providing some levity there. the stock market suffers its worst day in more than a decade, but this morning, dow futures are looking up after president trump floated the idea of a payroll tax cut to offset economic damage from the coronavirus. plus, a growing number of lawmakers are quarantining themselves after a number of people tested positive for the virus. and it's another big primary day. voters in six states will head to the polls this morning. all eyes, though, on michigan where 125 delegates are up for grabs. good morning, everybody. another tuesday is here. march 10th. we begin with the latest fallout from the coronavirus. as the number of cases continues to balloon across the united states, ten days ago, there were

at least 89 confirmed cases across six states. this morning, there are at least 725 cases across 36 states and d.c. and the death toll is at 26. more than half of those cases are in just three states. washington, new york and california. more than a dozen local school districts have canceled classes and more colleges are moving to online only classes, including stanford, ohio state, likely be moved to october. the organizers will make a decision in the next day or so. >> meanwhile, boston has canceled its st. patrick's day parade which usually brings out more than a million people every year. and then there's the impact on congress itself. more republican lawmakers are in quarantine this morning after interacting with someone who

tested positive after attending a cpac conference. the president's incoming chief of staff, mark meadows and congressman doug collins who is seen here shaking the president's hand just last friday, congressman louis gomer, who may have been exposed has self-quarantine.ot he is back on the hill. >> so meanwhile, a perfect storm hit wall street y 7.8%. its worst day since the 2008 financial crisis. the s&p lost 7.6% and the nasdaq, almost 7.3%. the sell-off was so bad that a circuit breaker was triggered minutes after the opening bell the plunge in oil prices comes as saudi arabia and russia battle over market share. the demand for oil has declined because fewer people are traveling due to the

coronavirus. this morning, global markets are now trying to bounce back. you see here, dow futures are point to go a more than 800-point surge when the markets do open later this morning. and here is why markets are rebounding in response to the coronavirus outbreak. president trump has floated the idea of a payroll tax cut and other measures to help boost the u.s. economy. in a briefing yesterday, the president said that he would announce what he called the dramatic details later today, telling reporters that the american public will be taken care of. >> we're going to be meeting ith house republicans, mitch discussing a possible payroll tax cut or relief, substantial relief, very substantial relief. that's a big number. we're also going to be talking about hourly wage earners getting help. we're going to be working with companies and small companies, large companies, a lot of conditions so that they don't

get penalized for something that's not their fault, not their fault, it's not it and we handling it very well. >> now trump has long been an advocate for a payroll tax cut has a way to stimulate the economy. steve mnuchin suggested it would be a temporary move. and president trump has not been tested for the coronavirus despite two degrees of separation between him and a man who has had the virus. while leaving the white house press briefing yesterday, the president did not respond when asked if he's been tested. but white house press secretary stephanie grisham issued a statement saying this, the president has not received covid-19 testing because he has neither had prolonged contact with any covid-19 patients nor does he have any symptoms. president trump remains in excellent health and his physician will continue to closely monitor him. the cdc says doctors should base

testing decision owes a person's symptoms and territory. and the majority of americans say they are concerned about the coronavirus as the number of infected cases 49% say they disapprove of trump's response to the coronavirus outbreak. 43% approved of trump's handling. the disapproval includes 7% of republicans, half numbers pple that disapprove. meanwhile, 54% of americans say they are concerned that they or someone they know will be infected by the virus. and over half said they are worried that the coronavirus outbreak will disrupt their daily life regardless of whether or not they or someone they know is infected. >> sdpurg an interview last use it, former vice president joe biden criticized president trump's handling of the coronavirus outbreak. >> i think there's no confidence in the president. and anything he says or does.

he turns everything into what he thinks is a political benefit for himself and he's actually imploding in the process. but there's a lot of innocent bystanders that are being badly hurt. and i just think it -- i mean, i wish he would just be quiet. i really mean it. that's an awful thing to say about the president. i wish he would be quiet. just let the experts speak and acknowledge whatever they say to him as what we should be doing. >> dave lawler, thank you for joining us this morning. about half of americans think this administration is not necessarily -- they don't have confidence with what they're doing with regard to stoppin administration here going forward. because it seems like the pressure is on as these numbers continue to go up-and-up everything single hour, really. >> right. so it's early days in terms of

the approval, disapproval. those nebs break down just about how everything breaks down when it comes to president trump in terms of 49% of people thinking disapproving, 40% of people approving. going forward, there's pressure on trump on multiple fronts. one, this is a public health crisis. leadership is needed to contain it as well as the fear that comes along economically, that's the pressure point that trump is feeling most acutely. he's announcing steps today to tamp down some of those fears after a scary day on the stock markets yesterday. and then there's the political pressure that he's clearly feeling, as well. this is, you know, nobody will be surprised to hear that this is an election year. trump is running as the guy who built this great economy. if you let a democrat in, he'll screw it up. nobody wants to run for re-election under a recession and unfortunately those are the conditions people are looking at as a possibility resulting from this outbreak. >> let's take a bit of a global

look. you have it italy expanding its quarantine nationwide. how does that decision play a role, maybe even impact other countries like us here in the u.s. in terms of deciding what to do with the coronavirus? because you have china with that massive quarantine in wuhan province and elsewhere and now you have it in northern italy and all of italy to some extent. >> right. so you have countries around the world taking very different responses to this. and you're going to have other governments watching to see what works and what doesn't work. in italy, these are the most extreme steps we've seen outside of china. people are being asked not to leave their homes unless they have to. they need urgent justification if they're going to travel anywhere outside of their immediate area. all sporting events, wedding, big gatherings have been put on hold until at least april. so those are very serious steps, the kind of thing that americans might look at and think, okay, if this gets bad here, is that where we are going to be headed? israel has taken a different approach. they have only 50 cases so far,

but they're going to put everybody who comes into the country under quarantine for two weeks. so they're basically trying to minimize or at least regulate contact with the outside world to prevent a big outbreak of the kind we're seeing in israel -- or sorry, in italy, in iran, in other places. and, obviously, several countries have closed schools, are asking people to work from home. so there are different steps. it's sort of a trial and error at this point and i think policymakers in america will be watching what works and what doesn't overseas. >> you also have to wonder about a country like iran, not necessarily a lot of travel outside, but internally why they have not yet taken some of these drastic measures with having such a high number of coronavirus, as well. >> and there's lots of questions over the accuracy of reporting of those numbers inside of iran, as well. dave lawler, thank you for your time. appreciate it. still ahead, a new warning for the justice department as the demand for health and cleaning products ramps up because of the coronavirus outbreak.

the department of justice warned yesterday it is holding businesses accountable if they violate anti-trust laws during the coronavirus outbreak. they warn against fixing prides or rigging bids for items customers may need to protect themselves. >> attorney general bi barr issued a statement yesterday writing in part this, the department of justice remains ready to make sure bad actors do not take advantage of emergency response efforts, health care providers or the american people during this crucial time. i am committed to ensuring this department is available to combat any wrongdoing and protect the public.

the new york times notes just yesterday the fda and the federal trade commission wrote to seven coronavirus saying such products were a threat to public health. >> joining us here, danny savales. always a pleasure to have you with us. what do you make of the department of justice's decision to crack down on any company that may try to capitalize off the coronavirus outbreak? and we're not talking about the people trying to sell purell bottles for hundreds of dollars on ebay. i'm talking about like in a free market society, companies have the right to adjust the prices as they want and the department of justice is saying in this case they may try to prevent that from happening. >> that's exactly right. the doj's warning seems targeted not so much as individuals who raise price in response to supply and demand, but at anti-competition, anti-trust activities. when you e price raise a price in response to

demand, that's just respond to go market forces. sherman anti-trust activity or anti-competitive activity is more about fixing a price by agreement that has nothing to do with supply, demand or scarcity. >> so all people that would provide face masks are basically getting together and saying we're going to sell these face masks at this value. >> exactly right. >> and nobody can go below that. >> that's a big difference from an individual store saying, geez, our price on our end has gone up so now we have to raise the price. but let's throw a few more bucks on there to make a little profit. that may be price gouging and it may potentially be unlawful or immoral. but anti-competition is totally different. that's when the groups get toge sherman anti-trust issue. >> so what charges could these

companies face if they are caught fixing prices here or rigging bids? >> the sherman anti-trust act prevents penalties up to ten years. those are statutory maximums. but, again, the crimes targeted are just that collusive activity. remember that word conclusion? it has a home in anti-trust law. the idea of collusion market participants getting together and either fixing the bid where we all submit the bid and plan on one of us getting the bid or fixing prices, getting together and artificially raising a price that doesn't respond to market forces. >> there is, as you probably know, a lot of speculation about who may have coronavirus, who may be tested for coronavirus, certainly when it involves some high profile people including politicians in our country, some who are under quarantine. but you tweeted out something yesterday saying falsely stating

someone has coronavirus is lible. >> defamation is a false statement that causes harm. and a plaintiff has to prove that harm. but there is a smallordshat are awful that the law says, well, they're so bad you don't need to prove that they actually caused you harm. we're going to presume that they caused you harm. traditionally, one of those categories was falsely stating that someone has a,quote, loathsome disease. but the law has struggled over time to discovery what a loathsome disease is. back in 1920 witness sta, lepro inherited. now i don't know that leprosy today would be considered the

welcome back. we begin this half hour with another big primary day as voters in six states head to the poll these morning. today, there are 352 delegates up for grabs.

michigan being the biggest prize of them all with about 125 delegates. senator bernie sanders near rowly won that state back in 2016. if he wins michigan today, it could reshape the race in his favor. but joe biden has the momentum heading into today's contests and right now, biden has 664 delegates to sanders' 573. ahead of today's primary battle in michigan, joe biden leads bernie sandsers by at least 15 points in the state. biden shown at 51% followed by sanders at 36%. the latest detroit free press has biden at 51% ahead by 24 points. >> and fresh off of endorsements, former joe biden for president, kamala harris and cory booker joined him ahead of today's crucial primary. >> i believe in e. you know, one of the things that is so reflective of his personality is when he says there is room for everyone.

nearly 20-point lead over the rest of the democratic field according to a quinn pea act university poll. biden sits now at 54%, up 37 points since last month. the former vice president is 19 points ahead of senator bernie sanders who has 35 points, up 10 points. congresswoman tulsi gabbard sits at 2%. let's turn to wall street. markets are trying to rebound this morning after yesterday's massive -- >> brutal day. >> -- losses. quite astounding to see that board yesterday. let's get into this a bit. managing editor for bloomberg, peggy collins. we saw the biggest drop yesterday with regard to oil since coronavirus? >> i think it was the combination. so i think over the weekend, we saw more news coming out about the coronavirus spreading around

the world, more cases in the u.s., that intensified fears among people here, but at the same time, there was this new tension that rose in the economy, global economy of an all-out price war around oil. so that essentially combined to really rattle investors coming into the week on monday. and as you saw, markets plummeted at the open yesterday to the point that they actually had to halt trading, which is incredibly rare. >> some of us are old enough to remember the financial crisis of 2008, but a lot of us are waking up saying are we on the eve of a bear market? from where you sit and what you see on a daily basis, what is your analysis? >> what we're seeing is in terms of a bear market, a 20% price drop dipped there a bit overnight. so we are looking at, you know, on the precipice of thaneres of things that the markets have

really been waiting for. some type of bold or coordinated move among governments, the central bankers, and also health experts to say we're all working together here to try to stem this crisis. and so markets overnight, futures were trading up on that news that we might see something like a payroll tax cut or some other stimulus for small businesses or even people on sick leave who don't get paid. >> so let's talk a little bit about that because we've talked a lot about the macro level of all this and the markets and that sort of thing, but there are people that are going to be affected because they're not able to go to their jobs. these wage earns that have to stay home because schools have been closed, there's an idea of paid sick leave as you brought up. how can that help turn things around if at all on these types of things? there's talk of paying $1,000 to each individual to help them get through this tough time. >> that's right. i think what most people are hoping for is that this public healthrm. but in that short-term, it's a question of getting cash to people who may be out of work

according to the "new york times," gates boarded the plane steps behind the president in orlando only to learn shortly after takeoff that he had, in fact, been in contact with an infected person. he then essentially quarantined himself in the air sitting alone in a compartment of the plane. and on friday, congressman doug collins of florida met trump on a tarmac in atlanta where the two exchanged a handshake. you see it there before the president's individual to the cdc, which is in atlanta. according to usa today, there is zero indication that the president has been exposed to the virus itself and both lawmakers say they have no symptoms and are isolating themselves out of an abundance of caution. reporters yesterday pressed the vice president mike pence on whether he or the president had been tested for the virus. pence said that he had not been tested, but couldn't answer for trump. meanwhile, in a tweeted to

in what is being described by some as its greatest crisis since world war ii, italy has locked down the entire country in a drastic effort to contain the coronavirus. yesterday, the italian prime minister announced that the country would be restricting its 60 million people from traveling freely, encouraging them to stay home. italian citizens who would like to travel must now request permission and would need a valid work or family reason. the new restriction measures forbid anyone from gathering in public as well as suspending a sporting events. last week, the country closed all schools which will remain closed until at least april 3rd. conte said we all must give something up for the sake of italy. italy has seen a widespread outbreak of the coronavirus, more than any other country besides china. and yesterday, t staggering 100 people bringing the new total to

surveymonkey. they polled people about whether or not they trust what the media is telling them about the virus. 2/3 of republicans have doubts about what they're seeing. only 1/3 of democrats do. there was a similar poll yesterday from quinnipiac telling us the same story, about not agreeing on shared facts. there's something very similar. 2/3 of democrats saying they're very seriously worried about the virus. only 1/3 of republicans saying they're worried about the virus. 80% dems disapproving of trump's handling. 80% some of republicans approving of it. 50/50 country is extending into the one event that you'd think might have brought us together or collapsed some of those divisions. >> amidst all of this, this is still a primary tuesday. let's talk michigan here. are there any warning signs for

the president currently in michigan today as voters there are heading to the polls? >> no. i think you're right about that. here's a reason to watch michigan tonight. here's why michigan matters and super tuesday two or super tuesday 2.0. as you know, the president won because of michigan, wisconsin, pennsylvania. understanding those states is very important to looking ahead to what's going to happen in november. what do those three states have in common now? led by michigan, they're all dependent on manufacturing, and they're all still an industrial decline. we've been watching michigan because that's the place that joe biden can basically finish the job, if he does super well there and is up in polls after being a bernie state. he could run the tables from there. look at these underlying factors in michigan, where wages used to be very strong. now, they're weak.
