while we wait, joining me now, the democratic senator from new jersey, cory booker. senator booker, thank you for being with us. let me ask you. where are we with the senate vote so we will know what the relief package will be? will it give relief to a lot of those that need it at the bottom of the economic income scale? and what is the timetable, as you see it, at this point? and what do you want to hear from the president in a few minutes that we haven't heard? what are we not hearing from this president? >> first and foremost, the democrats have been at the table in good faithful late last night things steamed you believe ralph. mitch mcconnell seemed to want to go in a different direction on the things we were working on and making progress on. this bill isn't doing enough for small businesses. not doing enough for individuals

struggling. not doing enough for our states and local municipalities. we'll face major financial crises across this country. so right now, democrats united saying the bill that was presented to us by mitch mcconnell today is just unacceptable and we're sticking together and delivering that message. remember, we have an urgency here. we're dealing with a time crunch here. this is not a time for half measures. americans across this country are not only facing a health crisis but they're losing their jobs at the rates of tens of thousands a day, as well as not knowing how they'll pay their rent, their mortgage payments, their student loans. so we have to get a robust package. a major package like this had demands a major action from congress. as far as the president is concerned, he and his administration, number one, should be wading into this debate and making sure a bill doesn't come out that's great for executives in large corporations, and not for people. this president needs to step up

and be there for americans who are really concerned right now. in addition to taking a lot more measures to help us to stable ices hospitals around this country, states and other emergency responders. this is going to be a long and enduring crisis for this country. we need to make sure the federal government is taking pro active measures and stepping up in this crisis. not doing what we've seen from this president on major pieces of legislation. taking care of certain populations at the expense of others. and we have many barely making ends meet. some of them depending on tips. to leave them out, the longer this goes, the more desperate their situation is.

then the testing. a lot of us are concerned that underserved areas will not get tested. i've raised the issue about those of us homeless and incarcerated. i've called the president and did he return the call. where are we in testing? you represent the state of new jersey but you live in the city of newark. you know first hand the concern of people on the ground, what about us? you pointed out the real problem of this bill. there is all this money. i would call it a slush fund. buybacks and the games they play. that small business, the mop and pop restaurant, the barber shop beauty salon. all of those businesses are not getting the support they need. we have to do this right west can't repeat the mistakes from the 2008, 2009 legislation, that tarp act and more that didn't have the accountability that i

believe it should have had. when it comes the testing, has the president who should have seen this coming. he had literally double exercises in the administration to wlands would happen if a pandemic like this hit. they weren't proactive. they were just reactive. not even sufficiently react yifl because they were denying this was a problem and undercutting the time we could have advanced testing materials, we could have seen what states need. now nieve new jersey we find ourselves trying to do it ourselves. i'm really grateful for my governor, phil murphy, who is doing everything he can to get drive-through testing centers. we don't have enough tests for the demand that's there. we should only go to the testing centers if our doctors advise us to go. this president needs to be using

every single measure to get the resources to the states so they can get tests available to the population. all right. stay with me, please. monica, what are you expecting to hear in the briefing? >> this has become a regular occurrence on the weekend, we are expecting the president to come out. he indicated it as much in a tweet and he's been all day making comments about the developments in terms of the coronavirus pandemic. along with this breaking news we've been following over the last few hours, that senator rand paul has tested positive for coronavirus after having been around other senators and in washington, d.c. for the better part of last week. we're going to be sure to ask

them questions about that. what happened? when was he tested? who else might have been exposed? because of course, the president himself has now been tested and tested negative. so another example how this comes closer and closer to the white house and all the people coming in and out. so often, of course. there are also many questions, people urging the president to use it. we're waiting to see when remarks or updates they'll have. there have been 15 days of the slowing of the spread as they're urging americans to social distance. we're heading into the second week. so what might they try to adjust? what might they signal that will be more of the priorities heading into this critical second week as cases and deaths

continue to climb. >> all right. i want to hear now from msnbc senior correspondent stephanie ruhle. stephanie? >> reporter: i'm so glad you were talking about people down the income scale. we can't just talk about certain businesses impacted. with a few exceptions, almost every business has. basically, we've turned our economy off. while steve mnuchin today has said he's looking to up the number of small business loans to help more americans and help more businesses, when the tarp money was given out, that was only 600 and some companies. we're talking tens of thousands of business that's need to get paid to stay afloat. what we need to happen is those

businesses keep their employees. think about people working at couldn't session stands. in one week is i am a 1st. do you know what's due then? credit card bills, rent, individuals and small businesses have to pay all these bills. and the home can't only be, let's hope bank of manager or citior jpmorgan will give us a waiver, some time so we don't to have pay right now. eventually this is going to roll up. the banks won't hold this forever. this is why there's more of a call in the last few days for the actual government to make some sort of national economic holiday for a period of time to step in here. what they can do, rather handle the just grant loans is create some sort of income replacement. think about all those people are so vulnerable. they're talking about sending the collection for $1,200. they're certainly not in the

mail. do you know what people need to do tonight? they need to eat. >> how would this national check holiday work? what would it dor for those wondering, what am i going to do today? what do i do april 1st? >> first if you want to talk about shutting down the markets, it is not something we saw exempt after 9/11 and that was a short period of time and that was more because of technical equipment that needed to be repaired. people are watching their 401(k)s disappear. people are watching the market, trading that is causing the market to die and hurt innocent people that have their retirement accounts, sitting, just watching this. so you can put things on hold for one.

and for two, what do you know to get money to people. what the government can do is actually pay all these businesses and make sure the money isn't just going to the top level people. put it through their pay roll system. the government can see where the money goes. and that way you keep all of these people employed. so when we get to the other side of this, they've got jobs to go back to. if we're faced with tens of thousands of bankruptcies by businesses in the next few weeks, what are we going to be looking at in a few months? >> all right. stephanie, stay with us for the next hour. let's go back to senator booker. i want to hear, let me ask you, senator, what do you think about a national economic holiday? let me ask you first. your reaction to senator paul

being diagnosed with coronavirus and the fact that he is in the u.s. senate, and now we're seeing it go into the chambers where you work. >> my prayers are with senator paul. we've had another senator that had some of the staffers sick. the senate is not immune to this and we need to be leading the advice of our doctors and making sure we are doing things to socially distance. i know a lot of people are talking about distance voting and i think that's something we should consider. >> are you concerned there could be some problems with distance voting where we've had the problem of voter suppression? we've had the problem of all kinds of different mechanism? particularly in our communities, you raised them during your presidential run. how do we know if we're going to distance voting that our votes will be protected, in those areas that we've seen a lot of shenanigans, frankly. >> i really appreciate that.

>> there should be paper ballots in everything we do. it should not be done digitally. we need to think about the 2020 elections. we need to think about how we do the cents thus year. there is a lot of things we have to start taking into account, to anticipate, that need to be happening over the coming months. and stephanie put something very much on point. she's a fellow jerseyian. right now, there are millions upon millions of american families are worried now because they've been laid off their job. their severance will come up. at the beginning of the month, they have bills to pay. what we could be doing in this bill. the republican version does not have. a lot more for small businesses to help them on their fixed costs, and get the kind of not just loans but folks need grant money. we need to do larger individual cash payments.

something a number of senators have been calling for. and they need to be broad and inclusive of everyone. people on social security, social security disability, children, adults. we need not only a one-time cash payment but structure it, so perhaps even quarterly, there's unemployment insurance that must be done. better replacement than a fraction of what people are doing. something to keep people whole through this crisis. this will be potentially the worst check impact crisis we've seen in our lifetime now. it is time for the federal government to step up and act in a significant way. not just to help the major corporations. but to help what is the main job driver of our country. which are small businesses. and help individuals out as well. and that means freezing mortgage payments, or helping with college student loans. it means helping with wage

replacements. it means helping folks address what's going on. the last group i want to tell you about, the city and state governments. we have to support them. the defense production act, such a critical tool in the tool box. it seems like president trump has had to be pushed to invoke it. he needs to invoke it in a very aggressive way to make sure we have the supply clans to get not only ventilators but personal protective equipment to our hospitals. every hospital in new jersey that i've talked with, the governor that i've talked with, this is a fundamental concern. as these rates of infection increase, they could overwhelm our hospitals. we don't get them resources we need. this president needs the act more, in a more resolute and more aggressive manner to make sure our hospitals have what they need. >> all right. senator cory booker, thank you. we're still awaiting a news

we're still awaiting a press it's conference from the white house with the latest on the coronavirus. we are now expecting to hear from the president and his team at 5:30 p.m. eastern. in the meantime, let's bring in the chairman of the democratic national committee, tom perez. chairman perez, as leader of the democratic party, what do you want to hear from the president and his team tonight that you haven't heard? you've operated throughout this in a way saying that we need to try to bring the country together, where we can. but that we may mean when we

bring people together. that means everybody of all economic levels. what do you want to hear tonight from the president as they continue to wrestle with this bill to really give some relief to the people of this country and businesses. >> we need real leadership. not the incompetence we've seen out of the white house. the president called it a hoax a couple weeks ago. we need a president who understands that he has a trust deficit with the american people. remember, he said when they pass that had reckless tax bill a few years ago, everybody would benefit from it. and we saw that was a bill that been fitted a few at the very top of the income level and corporation that's frankly didn't need that help. now he's asking the american people the trust that the help will trickle down to the

workers. fooled you once, shame on you. fool me twice, shame on me. i applaud senator booker and those leading the effort to make sure we treat the least of us as the people we need to help most. i used to come on and talk to you about the economic situation of the united states. we need to make sure folks who don't have enough to make ends meet are the people who are our target audience. under employment insurance. if you work part time, you ought to be able to be eligible for it. states have wide variability for unemployment insurance to give you a certain percentage of your wage. we need to lift those up to not hurt those most vulnerable around us. and then reverend sharpton, has the global pandemic and the only country in the world that had to

have a conversation about paid sick leave is the university. we're the only industrialized nation in the world that doesn't have paid sick leave as part of our social compact. you talked about it with cory booker. we need to make sure as part of package, we address the voting issues. we have to make should sure that every state has made provisions so people can vote absentee with no excuse, they can vote by mail. we make sure there are provisions put in place. if you mail it in on election day, that will still count. that we protect against violations that could possibly occur but we have to protect the right to vote. >> you and i have had a lot of gofrgss how we in the civil

rights community, the voting rights community, are concerned about things like purging of voters and other irregularities and other things around the country. how can the dnc help to make sure if we have to go into distance voting as method, that we are protecting all the voters equally and people's rights will not be violated by the recipients of who will get mailin vote or who will deal with absentee voting. >> i think that's a great question. i think it is a great first start. they have a number of provisions are important protections. for instance, requiring states to put in place mechanism that's not only allow vote by mail but also allow for early voting over a period of weeks as opposed to

a couple of days. when you spread that out, you can have less lines when people go vote early. people who do vote by mail. you can make sure those provisions are not subject to fraud. you have unique bar codes on all the ballot that's you send out. a number of states who have tested vote by mail if it is a fraud and they said no. another things to make sure that you can mail it in as late as election day. if it is received within ten days of the election pirgts counts. we need to make sure when people check your signature, that they're not using that as an excuse to invalidate ballots. we've seen it go at communities

of color. i think we can accomplish this. you and i talked about it a lot. the difference between democrats and republicans, we want it to be as easy as possible for eligible people to vote. the other side wants to make sure it is as hard as possible for eligible people to vote. now we have a public health imperative to do this. so i hope in the bill that comes out, that we make sure that the provisions i've outlined in those bills. it will cost about $2 billion according to a study. and you know what? that's a small price to pay to ensure democracy. >> all right. many thanks on dnc chair tom

perez. >> now for a news update. >> yes. some of the stories we're following here at msnbc headquarters in new york on the coronavirus. republican senator rand paul, now the first known senator to test positive for covid-19. he's in quarantine in his nome kentucky. he said he feels fine. it led to discussions on whether fellow senators who may have been in contact with paul should go home meldly or self-quarantine. mitt romney tweeted that he is now in self-quarantine as a precaution. meanwhile the latest coronavirus package referred to as phase three. that's still in need of bipartisan support, as you've been seeing on politics nation so far. earlier today, house speaker nancy pelosi said floss bipartisan deal. a procedural vote, by the way, that is set to be held at 6:00 p.m. eastern tonight. and also, german chancellor angela merkel has decided to

the coronavirus task force that he has set up under led by vice president pence, what do they need to say that could help push along this stimulus package that would deal with the fact that millions of americans are sitting home tonight, scared to death, not only about their health concern, certainbly that, but about their finances, how they're going to exist, week to week, many on low income level jobs. >> it is an honor to be with you. i would love the president to say he wants people capitol hill to put aside their opinions. to keep the economy moving, provide some sense of security to folks who are really deeply very afraid. and we have two big pressures here. one is the pressure to get

something done for our economy. the other is the pressure, as the health situation in the senate deteriorates, as senator booker. there is no provision for remote voting in the united states senate or the united states house. we need to get this bill done. get this help to people who need it before it is a real health emergency in the capital itself. >> your response to the same question? >> yeah. i think at this point, he has to make sure that democrats are rooting for making sure everybody makes it through this, regardless of party politics. we also have to make sure that we're ensuring that those who will be most affected by this pandemic get the resources they need. they're talking about a $500 million potential bailout. they're not saying for who it goes to. most likely it will go to the bigger corporations as opposed to the small businesses, the bars, restaurants, nail salons who others who might need it. so we have to make sure the

chriss that have been flattening the curve are very are success envelop doing so by really pausing a lot of their business in the area, making sure workers can make it through a time like this. >> one thing that has concerned me is the tone from us two. millions are sitting home. many in parts of the country, they've been told, don't go out. there are no restaurants. no places they can go. and they're watching. and they don't need president just defending himself on talking about how great he's done. they need some real concrete reason to believe that they can exist, for their family and they can get through this. we don't blank the time frame is. i don't think even the best of health experts can give that.

>> we don't need brinksmanship. this is not scoring parts for either party. this is about coming with something is reasonable that will cover everyone. at the same time, we have to move forward. people are sitting in their homes, hurting, period, full stop. we need to deal with them they're not excluded in the big business side but also not trying toer sko points. >> this is one of those times where you start to evaluate politically what is in the best interests, what can we do with our public health infrastructure. how can we make sure more tests are available, how can we make sure tests are happening. you see on twitter, a new celebrity has coronavirus. everybody is like, how is that possible? how did that happen so fast?

and local everyday citizens aren't having the access. we need for workers to be able to stay at home. those most vulnerable, in nursing homes, most vulnerable to getting this disease, are able to make sure that the centers are taken care of, they're clean, there are provisions for them where to go if somebody contracts coronavirus. so there are so many things to keep in mind. we have bother the what is in the best interests to get through it economically and as country, our health as a whole. >> let's bring in to this conversation, msnbc host ali velshi. we talked, and i've been watching you. people need to understand the bill that has been put out there. at least some of the components of it. does not cover everybody at every income level when we hear about this $1,200.

everyone does not qualify for it. in fact, as i've read it. those that made less income get less money, those that need it most are the ones getting less in the proposal. >> i'm trying to find words to use the describe this proposal that aren't going on get me fired. it is nonsense. that's the least of it. people who earn the least amount, or didn't file a tax return, are going to get $600. people who earn up to $75,000 will get $1,200. married couple that earns up to $150,000 jointly will get $2400. we're giving the least money to the least among us. this is not stimulus to go to a movie or a restaurant. this is to pay your rent. this is on buy your groceries. this is to pay for your prescriptions. guess what, the poorest don't have high, either. we've gutted obamacare and nobody wants universal health

care. you and i talked about this. we talked about what can be done to structurally fix what is happening in america. it has got very weak buyback language. so they can use that money to buy back stock which only helps shareholders and company executives. there is a very small limit on executive compensation. that you know the average ceo earns 220 times when the average worker earns in america. there is very little language on worker retention. the idea should be, if we help your company, you keep your workers or you make them whole before anybody takes dividend or a share buyback. that language is not there. there are no assurances whether or not work letters benefit. remember, after the last bailout. the companies ended up being remarkably profitable but a lot of workers didn't get rehired. none of that slang in a bill will be $4 trillion.

you can woip out all student debt with $750. we're we're finding half a trillion in the sofa every day to prop up stock markets. in $4 trillion, we cannot deal with basic structural inequality in america. if you went into this with money, with credit, you come out richer. if you went in broke, lacking credit on government assistance, you came out worse and took six to ten years to improve your position. you and i talked about this. poor people aren't at the table. children who get their meals at school are not at the table. parents of those children are not at the table. the people at the table are lobbying. they're going on get something. we have one chance to put conditions on this. i truly hope nancy pelosi and

we're still awaiting a news conference from the white house with the latest on the coronavirus which is expected to start at any moment. while we wait, i want to bring in my panel, political strategist democrat, and republican michael steele. also with us, msnbc host ali velshi. first to monica. >> reporter: we are still waiting for that press conference to begin. it was originally supposed to be at 4:30. then 5:00, now 5:30, and we're clearly well past that. i want to notice the split screen with everything happening on capitol hill as that procedural vote for a potential vote on the stimulus package was delayed this afternoon.

that was supposed to take place around 3:00 p.m. it is likely to be any time in the next 15 minutes or more. so these will be happening at the same time with all of these questions about what the senate will look like with many senators now saying they will be self-quarantining. isolating after senator rand paul tested positive for coronavirus. i think it is possible the white house is trying to frame that. . what that means going forward. what it means as many, many americans are waiting for news to see what will come from this large stimulus package which could be affected by this unforeseen circumstance with the senators diagnosis. as we look ahead tom, this is something that there isn't final language on it. the democratic side has said, they still have sticking points they're trying to work out. a lot remains to be seen. they may be working very late

into the night. not just what will go into the final bill but also, what it might mean if so many senators wouldn't be on capitol hill for these votes. what could happen. there is no vote in the senate. we don't have an answer. >> let me ask you this. we don't know what will happen in terms of the senators that may have decided to quarantine themselves. which could delay the procedural vote and the vote on the package. putting that to one side, which is extremely important, do we know will the president and the team comes out, that they will give their view on what is and is not acceptable to them, to them, it should be in this bill. we're hearing a lot of lower income people are not covered by

the bill at all. as they open for questions, do you think they're going to give a view, the president, particularly on, what is acceptable or unacceptable to him in terms of what is in the bill? i imagine they will press the officials on that. so much has been coming from secretary mnuchin has been on the hill with the leaders there. this is something where the president and the vice president have been briefed and involved in the conversations, but they're not necessarily meeting face to face and in these very, very knitty gritty situations handled by others. i think we'll expect a progress report. i think the goal really is bipartisan support for this, to bring relief to so many americans. it is not just them but small

businesses. all the industries so impacted. if you think about the airline industries, cruise industries, not just americans other are wondering what kind of a paycheck may be coming. the bigger picture. they were hoping to finalize this as early as friday. they were hoping for final language. that got pushed to saturday. now here we are with the complication of the senators and their role in this. i think they will have to speak to it. i'm certain they'll be asking the top officials about all of this. >> thank you. >> this is sunday evening. people in a major part of population will wake up tomorrow and not be going to work, not going to their business. they need to hear something that will give them hope and some

run into a doorman, into the guys keeping essential services open, i run into guys on bias cycles who are delivering food. none of them earn $75,000 a year. many of them earn low enough not to pay taxes. if your income is so low that you struggle paycheck to paycheck, you don't have -- we know many americans don't have $400 in case of an emergency. you may get $600 in total, for your rent, for your groceries, for all of your prescriptions. that's not stimulus. back in the old days when the economy was slowing down, you gave people $500 and they went and bought thing and that stimulated the economy. that's not what is happening right now. for the poor, for the homeless, for the int gent, for the hungry, for the 40 million people who are food insecure in this country, for every parent whose child was getting one to two meals at school every day and school is now closed, this

is a whole new set of problems. and guess what is the other thing for all of those problems. i don't have to tell you this, reverend al. you have worked with these people your entire clear. they don't get bank loads, they don't have collateral. don't have income against which to get a loan. when we put money out there and hope they are going to get it it works for a lot of americans but not the poorest among us. >> the fact of the matter is that communities at disadvantage, communities of color, the insensitivity here is something even beyond when those of us that have said there has been insensitivity all along. we are in the middle of the global pandemic. an administration that dismissed the pandemic experts when they came in. and now we are being told, even after you peopfinally get it we put in this position -- just one second. we just got the two-minute warning from the white house.

washington ensure that the national guard can effectively respond to this crisis. the national guard -- these are tremendous people. they are fully on alert. we signed what we had to sign. and it has been activated. we are dealing also with other states, these states have been hit the hardest. actually pretty much by far you can say the hardest. everybody can see that. just look at the numbers. through fema, the federal government will be funding 100% of the cost of deploying national guard on approved missions to stop the virus while the governors remain in command. so the governors locally are going to remain in demand. we will be following them. we hope they can do the job. i think they will. i spoke with all three of the governors today. and just a little while ago. and they are very happy with what we are going to be doing because we will be announcing some other things for those three states,
