. hi, everybody. i'm lindsey reiser good to be with you today from new york. let's get to some breaking news. another record day of coronavirus cases across the u.s. right now half of the states in this country are experiencing an increase. nine are seeing a spike, a spike by the way that equals a 100% increase in the past 14 days. florida's single day record comes a day after governor ron desantis announced he is shutting down beaches again. and in texas, governor greg abbott is shutting down bars and reducing restaurant capacity. the messaging from washington paints a rosy picture. let's listen to how vice president mike pence is seeing the situation compared to the

nation's top infectious disease expert, dr. anthony fauci. >> we did just that. we slowed the spread. we flattened the curve. we saved lives. the reality is we're in a much better place. >> this resurgence of cases, i don't think there's time enough now all day to try and analyze and figure out the multi-faceted elements that went into that, you know, everything from maybe opening a little too early on some to opening at the right time but not actually following the steps in an orderly fashion. >> so where is president trump in all of this? he's on the golf course today at his virginia club. before teeing up he showed where his concern is via twitter attacking joe biden and nancy pelosi, defending his political rally viewership earlier in tulsa and retweeting a cal for the pardoning of roger stone. not one word about the increasing spread of coronavirus. we begin with the troubling upward trend in coronavirus cases across many western and

southern states. states like california, texas, florida and arizona, all reporting record case numbers. the "washington post" is reporting that arizona in particular has "lost control of the end." they say multiple missteps including the governor's original banning of localinance state having more cases per capita than any other country in europe. i know some bars in scottsdale are closing because they're not following social distancing. vice president mike pence will be visiting arizona this week. what's the situation on the ground? >> you know, actually josh letterman, our own colleague, put out a note saying that vice president pence will not be coming to arizona or florida this week. this is particularly interesting because you just played the sound from the vice president

which echoed what governor doug ducey said a day prior on thursday, when earlier this week president trump came and held a campaign-like event with several thousand folks. almost nobody wearing masks. almost no social distancing taking place. the vice president was slated to come down to tuesday this tuesday for a campaign event. they were arguing that it was the right to assemble and the freedom of folks to engage in political speech. of course just today, just this morning the arizona department of health services announced that the past 24 hours was a single day record for new covid cases in the state of arizona. today also marks the most hospital hospitalizations, it also marks the most ventilators in use and icu beds in use. so the picture that vice president pence was painting yesterday is different from what

the folks in arizona are experiencing on the ground. >> you have been reporting from rallies and large gatherings in arizona, you're also quarantining with your family. you yourself wanted to get tested to protect everybody. what has your experience been like? >> it's a debacle quite frankly. we have been around a couple sites. we just pulled up here at another testing site in scottsdale. for anybody that's trying to get a test here, it's -- because on one hand you're saying the state recorded its most number of cases, at the same time the demand for testing exceeds the current capacity that the state of arizona labs are able to hold. what i'm saying is that if you go and try to plug in for a cvs appointment or a walgreen's appointment there's a slim shot you will get one on the day of or the following day. the arizona state fairgrounds have been allowing 1,000 people to come in every day. we went over there this morning,

that's where we saw mar tetika flores. i want you to hear her explain her own experience. >> you showed up here looking for a test? >> yes, i did. >> what did you find? >> so, nothing is open, and there's no new information online saying it was closed at all. >> is it a little frustrating to show up and there be no testing here? >> just little bit. it's kind of a treasure hunt right now. >> the main issue is the fact that there is not enough machinery to protest tcess the tests. that's why you're seeing results coming in seven days, ten days and then people are finally getting their results. banner health, the major health care provider in the state, they are turning away folks with asymptomatic symptoms orb no n symptoms at all because of that demand.

for a state not having covid under control, the idea is that you can test asymptomatic people so you can understand where the spread is in the community. that's not happening here. >> pretty dismaying to see how hard it was for you to get a test. thank you. let's get over to the white house, josh letterman with that breaking news. josh, what can you tell us? >> the rally, that pence event in florida is postponed, but it's not just arizona the vice president's campaign stop in florida this week also being postponed out of what a trump xain official te campaign official tells me is an abundance of caution as both states face major spikes in coronavirus cases. pence was supposed to stop in both states to do campaign

events aimed at evangelical voters. the vice president is still expected to go to vice president and florida where he was scheduled to meet with governors, talk about coronavirus response, but as far as the campaign stops that will no longer take place this week as the campaign sees it as politically unpalatable for him doing do be those kinds of events where you bring people together in the middle of this new crisis these two states are facing. just to do a blast from the past it was only the middle of last month that pence was blaming the media for creating this fake narrative scaring people about a potential second wave of coronavirus cases. now we're seeing he's having to cancel these events because of the same concerns. it was only four days ago that president trump packed that church in arizona with 3,000 people, almost none of them wearing masks, just a few days before that that he tried to get 100,000 people to attend a rally

in oklahoma. we know that at least eight staffers, both white house campaign officials as well as secret service officials have been tested and are positive for coronavirus in relation to that rally. we know there are major concerns about having these types of campaign events as this case spike we are seeing all across the country, even as the president tries to downplay those concerns and focus on positive economic messages. >> the president was supposed to go to bedminster, new jersey. he's now staying in the area. what is he doing today and why did he stay? >> he told us yesterday on twitter he cab selled that planned trip to his golf course in new jersey for the weekend because he wanted to focus on protecting the monuments and ensure law and order, which is a phrase he's been sporadically tweeting over the last couple of weeks. we know he spent the last four

hours on the trump national golf course in virginia getting a bit of recreation time during this steamy saturday afternoon. >> josh letterman at the white house, thank you. black lives matter protesters are gathering today outside a store in branson, missouri that sells confederate merchandise. dixie outfitterers markets its products to throngs of tourists, and owners of the store reportedly have ties to the kkk. there are protesters and there are counter protesters there. >> yeah. if you walk with me i can show you what it looks like and what it feels like to be here. this side of the street, you can see the people here who are against the confederate flag. they say this store needs to go. they are pro black lives matter protesters. more of them are on this side of the street as well. the further we get up here, you can see the people who have come

out in support of this store, carrying the confederate flag, many of them. this protest, the support of black lives matter, they have been protesting in front of this store three weeks ago. organizers say it started small and kept growing. now it looks like the other side has started to grow as well. they yelled racial slurs at the other side of the group. we saw them meet on this side of the street. things felt and became very tense. but some of the people we have spoken to organized this protest in support of black lives matter. they say they saw everything happening all across the country. they saw the video. they saw what happened to george floyd and they wanted to look around their community. they say they saw this store and they felt this was something simple that they could change in the community. they want this store to have a remodel and stop selling confederate flags, confederate -- what they call southern heritage t-shirts and

flags or just close down entirely. we know this store has some ties to the kkk. one of the owners of this store, it's a couple who owns it, his father replaced david duke and took over the knights of the ku klux klan in the '80s and is still in charge of that group. >> all right. thanks for bringing that to us. we want to get to breaking news out of mississippi, they are one step closer to removing the confederate battle flag from their state flag. mississippi's governor saying today he would sign the bill if the legislature passed it. david ingram joins us by phone. there was a procedural vote, as i understand it? what happens now? >> good afternoon to you. some historic developments in mississippi. the state house of representatives passed a key procedural vote that will allow them to move forward with the vote that would remove and replace the current state flag,

which as you noted is the last state flag in the nation that includes the confederate emblem. so this is significant for a couple of reasons. one, this vote needed two-thirds support, which is no easy task. it passed by a vote of 85-34. two, it's also significant because in talking to senior state lawmakers and capital aides, everyone has said there was no way the house was going to take this action unless they knew they had enough votes to do it in the house and senate. this a telling sign they have made this action today. what you'll see next is a vote and debate in the house on the flag its. you will see two pieces of legislation, one on removing the current state flag and another piece of legislation that will establish a commission to design

a new state flag that would be put to the vote of the people in november. that could happen as early as tomorrow afternoon when the house comes back into session. it will move on to the senate and then the governor said he would sign the bill if the legislature passes it. >> all right. that's moving quickly. thank you for that report. we're also watching a new report published by the "new york times" yesterday that according to u.s. intelligence russia has secretly offered afghan militants bounties to kill american troops. according to the report, u.s. intelligence officials concluded months ago that russia covertly offered rewards s ts to taliban-linked militants to american forces last year. u.s. intelligence officials briefed president trump on their findings in late march, but besides weighing potential options the white house has yet to authorize any response. coming up after the break,

in a pointed letter to governor doug duesy, ruben gallego challenged his state's coronavirus response plan and expressed concerns about the governor's failure to underscore the seriousness of the public health business that arizona is experiencing with covid-19. that was two weeks ago. since then coronavirus cases throughout the state of arizona have surged and are now over 70,000. this week the "washington post" published an article arguing that arizona lost control of the pandemic while the new york teams featured an opinion piece

from dr. bradley dreyfuss who believes the state's health care personnel are at their breaking point. joining us now to discuss is arizona congressman ruben gallego. thank you very much for being with me today. what are your thoughts on the situation in arizona. we are seeing the state is acting and sending bars notices they're not social distancing enough. are these steps in the right direction? >> in the right direction, but it's all too little too late. we have weeks of infections we have to get to now. there are icu beds fully occu occupied, hospitals are using hallways as places to put patients. this is what should have happened weeks ago. instead he took power away from local mayors that were trying to keep their population healthy, instead of coming down on businesses and making them social distance, he allowed them

to party it up as if there wasn't a pandemic. he basically abdicated his power and responsibility to keep citizens safe to make sure that we had an almighty economy going. instead now what we have is a pandemic that is going to potentially kill thousands of arizona e arizonans, and there will be a slowdown in the economy because nobody trusts now when the economy should reopen. >> we have a lot to talk to you about. i want to turn our attention to the border. a federal appeals court ruled that president trump cannot divert military funding to support the construction of additional barriers along the border without congressional approval. the doj is expected to appeal this to the supreme court, but you were against i vediverting funds from the beginning. to you consider this ruling a victory? >> i do consider this ruling a victory. we have a standard that if you want money from the federal government, you have to get it

appropriated from the congress. to make matters worse, the money that was coming from the department of defense, it was coming out of schools, it was coming out of the european defense initiative to counter russia, it came out of programs that specifically said we want to make sure they're funded. the president was coming in and swooping them out. if he wants the border wall and wants money for the border wall, he has to come to congress and ask for it. if they decide to give it to you, that's great. you can't go around using unconstitutional methods to rob the taxpayer. the "new york times" publishing an article citing evidence from u.s. intelligence agencies that russia secretly offered afghan militants bounties to kill american troops. and according to their reporting the trump administration knew of these efforts since march but did not act. since then the president has lobbied for russia to become a part of the g8.

you're a veteran, what's your reaction to this? >> it's heartbreaking. i remember being a young guy in iraq, sometimes feeling abandoned by my government. right now, there's a young man or woman in afghanistan that's reading this. what are they feeling? their own president is hanging them out to dry for some reason, some obsession for putin. it's heartbreaking. i want to apologize to all of our members of the military. i'm so sorry this man is your president. this is not how it should be. >> congressman, what reaction would you like to see from the white house in light of this report? >> russia does not understand being soft. we need to punish russia and punish them hard. number one, they need to be disinvited from the g7. putin should not be stepping one foot on this soil until we know what's happening here. number two, we need to redouble

our efforts to push back on russian aggression, especially in europe. this is what their goal is. specifically to overturn this order that the president has where he warrant wants to reduc troop pressure in germany. number three, we need to look at all available sanctions on russia, specifically when it comes to energy, to whatever type of industry they have, but there needs to be a reaction. russia is a bully, is an aggressor. given the opportunity they will try to destroy our country. the president needs to put his personal wants out of the decisionmaking process and truly care for the united states. >> congressman ruben gallego, i appreciate your time today. i know troop s overseas is an important topic for you. we appreciate you joining us. >> thank you for having me.

looking to ban american travelers. and eu diplomatic sources involved in the discussions say the u.s. is not on a final draft list of countries whose citizens would be allowed to enter. that's because the daily case rate in the united states is too high. the eu calculated per 14,000 day period, the average is 16. the u.s. is 107. the eu says they will make a decision based on the science, the numbers, but it gets tricky because based on the numbers travelers for certain countries like china could be allowed in. that touches on geopolitical as soon astive i sensitivities. this won't be great news for american travelers, but it is not great news also for european countries that rely on tourism.

he spoke to the greek tourism minister and he said he likes americans to come. for now, if this does go ahead, it won't be great for american travels who might have been planning to come to europe for the summer. they might have to strike that from their plans. >> all right. thank you. despite the rosy outlook on coronavirus given by the trump administration, cases of the virus are surging ahead of a holiday weekend that could make things even worse. multiple western and southern states are seeing spikes in cases from california to arizona, texas and florida, in california cases have surpassed 200,000. more than 5,500 new cases were reported on friday. governor newsom announced yesterday that he's working with one county in particular to reinstate a stay-at-home order.

the county has a testing positivity rate of 23%. hospitals are overwhelmed there. one california nurse describes her experience. >> i'm used to death. i'm used to encountering it in my professional and personal life, but this is not the same >> in arizona, more than 70,000 cases have been reported along with more than 1,500 deaths. governor doug ducey is asking residents to stay home but stopped short of rolling back reopening efforts. one doctor said the state is a tinder waiting to explode. >> i would say this is tinder waiting to explode, but i'm thinking that some of that has already been lit. that is concerning. both based on experiences in shifts over the last couple of weeks and based on what the data shows for the next couple of weeks. i think it's going to be really

bad. >> florida is shattering daily records for new coronavirus cases this week. more than 132,000 cases are being reported. that's a daily increase of more than 9,500. as a result of the spike, all beaches in miami-dade county will be closed for the july 4th weekend. the state banned the consumption of alcohol at bars, but the debate over wearing masks is still hotly contested by residents. >> in florida local mask requirements are ruffling feathers up and down the state. miami residents are divided on whether face coverings are worth i it. >> i don't think that's going to stop you from getting a sickness. >> in texas, one of the spots becoming a new epicenter of the virus, more than 142,000 cases have been reported. record numbers have been seen this week in daily case numbers and hospitalizations. governor greg abbott friday

ordered bars to close again and restaurants to reduce occupancy from 75% to 50% to try to stop the rapid spread. local officials and residents there are sharing their concern. >> officials from houston to austin raising the alarm. >> we find ourselves careening towards a catastrophic and unsustainable situation. >> this is crunch time for us. we need everybody to religiously wear their masks and to social distance. >> reporter: for one restaurant and bar owner in the lone star state, it was about time. >> what was your reaction to the governor's decision? >> i think the decision is correct. right now we need to be on the same page. if we don't get on the same page, there will be more and more and more. >> reporter: across town, another business making changes. this factory has brought back in-room dining only to take them

away and replace them with social distancing queues. what is your greatest concern at this point? >> my greatest concern is that we'll have to start laying off people. >> reporter: houston at 100% capacity for icu beds, doctors in east texas reporting problems there, too. >> i'm just having trouble finding somebody to accept your loved one. there's nothing i can say to make those feelings better. >> let's bring in msnbc's medical contributor, physician and fellow at the brookings institution. july 4th is next weekend. americans are itching to get out there and enjoy summer vacations. is there any way to do so safely? >> the safest way to do it is to keep those considerations we just heard in mind, to absolutely wear a mask, to avoid if at all possible any kind of medium to large-size gatherings. the cdc recommends less than ten people.

we know even in small house parties, that can be a place to spread the virus. so small gatherings outside, safe distances from each other with a mask and that's probably the safest way to enjoy not just the fourth of july but any aspect of this summer. >> a lot of the states that are seeing a surge are in the sunbelt. the president saying in the spring that summer heat could thwart the virus. the fear is now that because it is so hot, people are cramming inside in the air conditioning, that's further contributing to the spread of the coronavirus. what do we know now that we didn't know in the spring? >> i think in the spring we were modeling or making assumptions that potentially this coronavirus acted like other viruses such as influenza, and we know that influenza has a seasonal aspect to it. and that it does decrease with warmer temperatures. as you mentioned, we know this is not exactly the way it's playing out. i would also say that even in

the earlier months we saw countries that were more humid and hot, saudi arabia, iran, even brazil early on that had cases, so it was a hope, but it's not working out that way. >> do you think that other states should follow in the footsteps of texas and florida and start rolling back some reopening? >> i do. i think a couple of points. number one, we've always been talking about the fact that the safe way to reopen any part of the economy or any state is to take health into consideration. so it's not as if we're going backwards without knowing how to go forwards. so i do think states should -- what we saw florida and texas do, for example, is make rooms in their hospitals without putting into place mask requirements and without rolling back some of that restaurant and bar capacity. what other states should learn to do is the reverse, think about how we can increase mask mandates, how we can actually

help businesses safely reduce capacity without having to lie off workers or feel like they're economically pressured, and then also making sure we have the health care system able to take on patients. i will say this because it's been mentioned in reporting all week, we do not have enoughtrac. if you look at the lines in florida you call in the morning, you get there and it's filled up. we have to make sure other states look at this and think about the resources. >> before i let you go, i want to ask you about the trump administration, renewing their push to strike down obama care. since you worked in the obama administration on health policy, what's your reaction to this specifically in the middle of a pandemic? >> number one, it's disgusting to me. we're talking about tens of millions of americans losing their jobs, which is how they get their health benefits. president obama had confiden confidence -- he worked at the

time with a congress that was not readily to take on such an incredible law. he got the affordable care act passed for this type of situation. filing an 82-page brief at night on the same day that you hear about a record number of unemployment filings and cases is just a slap in the face to americans, they deserve better. i worry things like the coronavirus, if the supreme court overturns the affordable care act, things like the coronavirus could become a pre-existing condition and you would have limits on how much health care you can get. people need to speak out to federal and state officials that having affordable accept to health care is important, even more so now. still ahead, in the midst of worldwide protests against police brutality, president trump accuses the black lives matter movement of treason. what led up to that accusation

death for police officers is -- we know 2019 was the first year ever where black people were more afraid of being killed by a police officer than by community violence, even covid did not stop the police from killing people. in march and april of 2020, the police killed as many people as they did in march and april of 2019, which is wild. he refuses to engage in the details. >> there's forward momentum to police reform. there's a bill in the wake of george floyd's death that was passed by the house. it was a bill that nancy pelosi said will save lives. the legislation would ban all neck restraints including chokeholds, it would ban no-knock warrants in federal drug cases, create a registry to track officer misconduct and curb qualified immunity for police officers, but the bill is essentially dead on arrival to the senate. democrats have blocked a gop

plan in the senate. do you have faith that a compromise will happen before november? rn >> we'll see about a compromise. the single best thing in the democrats bill is the end of qualified immunity which is great. the registry in the democrats plan doesn't have a penalty. the no-knock, the end of no-knocks is a good thing, but there's an out in the dems bill that might do a knock and announce. so that could be permissible in some cases. brianna say loreonna taylor, thd say they announced in that case. i think we should acknowledge that one of the most powerfulis about moving money away from police departments and placing them in solutions and community-based alternatives. people talk about defunding the police, moving the money,

the latest poll by fox news shows vice president joe biden ahead of president trump in some key battleground states including a narrow lead in texas and a full nine points ahead in florida, a state trump won in 2016. "usa today" politics reporter nicholas wu joins me now. nicholas, you see the numbers there. democrats, even "the wall street journal," criticizing the president saying you doesn't have any clear plans in place for a possible second term. what do you think is playing into these poll numbers, and what do you think he needs to do to bring them up? >> well, i think what we're seeing from these poll numbers is continued weakness for the president among racial minorities and more recently softer numbers among elderly americans. traditionally a group that tilts more republicans but we're seeing the shift especially as the coronavirus pandemic affects older americans, towards joe biden. and we saw this even this past week. the trump campaign bought ads in

georgia. if they're playing defense in georgia, that's already a sign of trouble for them. >> well, the entire democratic party really seems to be on the edge of their seats. they're waiting to hear who joe biden is picking as his running mate. we've reported kamala harris high up on that list. that's a big step from when she went head to head with joe biden about racial issues. nicholas, that was one year ago today. let's look back. >> do you agree today that you were wrong to oppose busing in america? >> no. >> do you agree? >> i did not oppose busing in america. what i opposed was busing ordered by the department of education. >> again, that was one year ago. we're learning that jill biden seems to be playing a role in her husband's vp pick. jill biden and kamala harris had a virtual town hall yesterday. what can you tell us about jill biden's role and where the campaign is in this process of the veepstakes?

>> well, joe biden, ill biden h played a large role in joe biden's political life. the biden campaign is still figuring out where they're going to land on their vice presidential pick. there's been all these names floated around. even as we speak, vice president biden is addressing this asian-american town hall, so i think they're playing to lots of different constituencies here. we could see our very first asian-american vice president if it's kamala harris or tammy duckworth or our first african-american vice president and many different things here all within the boundary that they've placed with picking a female vice president. >> and we've seen some substantial primary victories for progressives this week, especially in new york. the results aren't final yet, but it looks like political newcomer and school principal jamaal bowman has ousted democrat eliot engel, who has served in congress for 30 years. here's what he told our joy reid this morning about his platform

and hopes for congress. all right. we don't have that, nicholas, but what do you think this says, all these primaries that we're seeing in new york that are going to progressives? what does this say about elections come november? >> well, i think what this shows is first of all, you have some shifts within the democratic party coalition. what brought jamaal bowman into office appears to be a broader-based group of racial minorities as democrats shift towards that and towards a younger base. additionally i think it goes to show how much voters in congressional districts care about how much you're there and how many constituent services you can do. the person bowman defeated, congressman eliot engel, wasn't even in his district for a good duration of the coronavirus pandemic. when he did come back, he had a

good afternoon. i'm alicia menendez. lots to get to this hour including a very bad week in the courts for president trump. as the president sends his saturday playing golf, three major rulings have threatened to deal major blows to his immigration agenda just months before the election. the first on daca. in a 5-4 vote last week, the supreme court rejected trump's attempt to end protections for dreamers and work permits for more than 650,000 people. on tuesday, the president traveled to arizona to sign the border wall with a sharpie, bragging to a group of students about it along the way. >> we won. we're building it, fully funded.
