surveys, and in some ways it's the story how far behind he is at this point. details ahead. counter programming. what the democrats plan to do as the republicans hold their convention. the word of the week, chaos. we'll explain. word of the week, chaos. so hopeful as we enter sunday morning. i'm kendis gibson live. thank you for being here with us. we have breaking news that we're following right now. just moments ago we got the very latest tracking on these two very important storms that are about to hit the united states. two tropical storms taking aim at the u.s. the new hurricane and storm surge warnings posted just this morning for portions of the gulf coast for tropical storm marco. that is forecast to strengthen today into a hurricane possibly. tropical storm laura is dumping torrential rain on the dominican

republic and haiti as we speak. nbc's bill karins is live and just got that update. bill, good morning. >> reporter: good sunday morning to you, kendis. yes, we have these two storms. each is going to be completely different. each is different in size. each will be different in intensity. they still have the chance of going into the same location which will bring a different set of complexities if that does happen. we know for sure marco is first. that's going to happen in the next 48 hours. it's the 72 to 96 hours that we deal with laura. marco, hurricane warnings in effect for the louisiana coast line. that does include up to fidel, mississippi. a little bit on the coast line from fidel to biloxi. we think we have a chance of getting hurricane force winds on shore in louisiana.

it does not look like marco has a chance to become a major hurricane and be this incredible blow to southern southeastern louisiana. 70-mile-an-hour winds. if it gets one tick higher it will be considered a hurricane. it doesn't look like it has the chance of becoming a strong hurricane. that's very important with this forecast. the national weather center thinks by 1:00 monday, that's when it should be close to making landfall or be right along the southeast louisiana coast. near morgan city, as the morning goes monday conditions will deteriorate. then the storm weakens and goes through the swampy areas of southern louisiana. the winds dramatically weaken. as far as the storm surge, the worst of it, 3 to 5 feet monday late morning and monday afternoon. that will be the worst of that.

let's switch to laura. laura is over the top of the dominican republic. today goes over haiti. looks impressive on satellite imagery. 45 mile per hour winds. the problem with laura, what happens when it's over cuba it's weak. what happens tuesday, what happens wednesday when it hits the warm water if the storm is still together enough? that's when we could see intensification. kendis, this is the most important point, has the potential to be a 100-mile-an-hour hurricane approaching houston as we go into wednesday night. we won't know and able to fine tune the forecast until tuesday, tuesday afternoon.

that's when laura comes off of cuba. we'll know what the organization of the storm is and then we'll know how much it's going to intensify. it's a wait and see with laura. marco we know is going to hit southern louisiana. southern louisiana is meant for a category 1 storm. it will do a tree mmendous abou the storm. it will have the potential to be a strong storm and dangerous storm. >> a category 1 storm but when you have back-to-back storms like this, what does that do? >> well, then we start to worry about, well, if you lose power, do the power crews get time to get in there and get your power on before laura hits? and the rainfall in the same locations twice. thankfully they're moving quickly and not stalling out. yeah, it is a different set of

problems. dealing with the crews, a session damage we've not done it that often. >> forecast, we'll keep an eye on it. bill karins, thank you, bill. breaking news in the meantime out of californiament so -- california. some of these scenes epic. dry lightning, lightning without rain, mind you, is also expected. more than 500 fires are burning right now. more than a dozen of them are considered large fires. some of the biggest in california history. firefighters are working 72 hour shifts in an effort to put out the flames. say you're a postal carrier on your day off, vacation really, and you come into work, make this big heavy delivery to

a home and it turns out they don't want it. it's dead on arrival. kind of sort of what the house of representatives did this week end. they passed a big bill that would give $25 billion worth of emergency funds to the postal service and they even got 26 republican votes in support of the bill but now what? the folks living in the senate or at the senate may return to sender. nbc's jeff bennett is following this story for us. jeff, where are we with all of this? >> reporter: i'll tell you what, kendis, i think now it's going to be on lawmakers to do their oversight and on the american public to keep up the outcries so that louis dujoy keeps to his word commits to handling all election mail as first class mail so that it arrives in time in the various states. you're right, the house passed

legislation that will provide $25 million. 26 republicans breaking with their party, breaking with president trump and joining with democrats. these days it's hard to find two republicans to join with democrats to do anything, but on this issue, this vital issue of the postal service you had 26 republicans break ranks. dead on arrival in the republican-led senate and the president even if the senate did pass it said he wouldn't sign it. yesterday the house speaker gave a press conference and she asked about the president's conference and spread these unfounded rumors and attacked the postal service and mail-in voting. here's what she had to say. >> don't pay any attention to what the president is saying because it is all designed to suppress the vote. he's going to have law enforcement. that's in their playbook. it's a suppress the vote tactic, as is the suppressing of the

ability of the postal system to deliver on its responsibility. >> reporter: now when you hear the house speaker say the president wants law enforcement, what she's talking about is the president said he might have sheriffs deployed to different voting booths, voting stations to ensure that the vote is carried out effectively, safely, accurately. house speaker nancy pe poly said that the flat voting. you can't assume what the president says he doesn't mean it. >> it's hard to believe when you say that. it's true. the washington post, man, the scandal here. dropping a bombshell story overnight. president trump's sister bitterly criticizing him in secretly recorded audio. what do we know about this?

>> reporter: this is really something. mary trump twleet bombshell best selling book about her uncle, recorded her aunt for 15 hours in 2017 and 2018. what you hear mary trump berry criticizing her brother, president donald trump, refers to him as cruel. she also suggests that he paid someone to take his sats. remember that allegation is in mary trump's book. it came from her aunt. take a listen to what else she did say. this is a bite from the audiotape. >> jeff, i don't think we have the sound there. >> that's unfortunate. >> it's on the screen. >> that's actually the statement from the president.

no good place to go from that. she's insulting the base and him and the base for following him. all of that is unhelpful to him generically but i'm not surprised at the white house response. the president has over four years basically said who cares to any negative story about them and that people who are on the fence, people are start to go have a little bit less faith in him during the coronavirus period get this testimony directly from the sister who apparently is unaware that she's being recorded or at least, you know, is being presumably candid, you know, in these conversations with a family member. >> where do these recordings, you would say, fit in in the category of president trump's bombshells. there are 15 hours.

would you glean there's more to come? >> i mean, the thing with donald trump is that the bombshells are always the most public things. you know, not necessarily those which get revealed in books or by secret recordings, but oftentimes what the president says himself, what he says on twitter, what he does with his power of the presidency. so i actually think that they rank fairly low in terms of all the activities of the president and yet at the same time in terms of someone who is -- who has both proximity to him and has not before known to be upset at behavior, that's a pretty high matrix, pretty high index in terms of potential punch. we didn't know his sister felt this way until now. >> if there's more to that recording and it's a lot more salacious, she's warmed up and ready. thank you for being here. >> long island style next time,

we're back now with more from north carolina. republicans are scaling up for a scaled down republican convention. the four day event will give president trump a chance to make his case for re-election as he trails joe biden in multiple national and regional polls. nbc's amanda golden is in charlotte, north carolina for us. amanda, good morning. this is not the virtual convention like the democrats had last week so what can we expect to happen at least from that standpoint? >> reporter: kendis, good morning. here in charlotte the official business of the republican national convention is going to start during the week.

336 delegates were invited. the official business here in charlotte is to nominate or in this case renominate president trump. the rnc submitted a very detailed health plan to the north carolina state representatives to socially distance, temperature check, do all of these really important safety precautions for the delegates coming in for the formal business of the convention. this convention is a multi--pronged affair. we are expecting the roll calls to happen in person here in charlotte, much of the convention is not going to take place in charlotte. it will be scattered throughout washington, d.c., at the white house, rose garden and fort mchenry. president trump is going to be traveling to north carolina on monday. we are waiting to see if he will make a pop-in to greet delegates in charlotte. it's important to know, some very notable speakers throughout the washington, d.c., area,

we're getting fascinating new insight into what voters are thinking in the commonwealth of pennsylvania. pennsylvania has more registered democratic voters than registered republicans. you see the margin there. more than a million more. only 71% of registered democrats showed up to vote in 2016. so what does that mean for 2020? we have been talking with voters there in wilkes-barre. what are they telling you so far, cory? good morning. >> reporter: what does it mean and what can the candidates do to earn the votes? you would think with that many more registered democrats that the -- this would be a blue state, but it really is decidedly still republican. they rely heavily on manufacturing jobs. that has factored in. that was a major factor why

trump was able to flip the state in 2016 promising a lot of mill workers able to revive the economy, bring back jobs and making better than what they had previous. i spoke with a panel of voters yesterday about their thoughts on where we stand. a number of different issues we'll be diving into including president trump's recent visit to a town right outside of scranton, pennsylvania. that is the birth place of joe biden and we talked about their reaction to trump, just the issues that came along with the state with their voting and how the candidates can actually earn their votes. listen to what they told me. >> i do know a lot of people who will suffer four more years under a trump administration and that is terrifying. >> we rely on the president who is supposed to be our country's leader to fix it. we see him. we're seeing there's a lot to fix. >> is there anything trump could do to still earn your vote for

2020? >> coming around socially would be a huge step. definitely. >> reporter: something else that we talked about is also a lot of voters put their faith in trump when it comes to the jobs and economy. i asked if this was the same thing for joe biden reviving the economy after coronavirus. they told me, kendis, they don't think it should be a one party answer. they believe that the party needs to work -- the parties, i should say, need to work together on this. that's why they don't fully back biden or fully back trump. the latest poll shows that as well. the latest polling out of pennsylvania shows that biden is in the lead by 4 points, 49% support versus 45%. that's within the margin of error. that's neck in neck.

democratic voters largely tell me their main concern is coronavirus and making sure the next administration addresses that head on on day one, whereas, republicans i spoke to say they need jobs to be addressed on day one, specifically for this area and pennsylvania. this state is rich. it will be anyone's guess how they choose to vote. >> there was an event there earlier this week. you saw a lot of job signs because that is what he wants to harp on there. joe biden wants to continue to nail down the message of the coronavirus response by this administration. cori, we'll check back with you in a second. stay with me. let's bring in mike hopkins, a founding partner of northern strategies, star strategies. he's worked on the obama and hillary clinton campaigns. places like where cori is standing, luzerne county,

greater wilkes-barre, where trump won handily in 2016. does the biden/harris ticket take a big step in locking in communities like that? >> when he ran in 2016 ran as a populist. he's governed like a cartoon character. so i think where he got the benefit of the doubt in 2016 as someone who wasn't a washington figure, he won't get that same benefit of the doubt. joe biden who's a known commodity in pennsylvania i think stands a strong chance to win pennsylvania. if he wins pennsylvania it will be tough for trump to pick off other states. >> i think cori is still there. are you with us? >> yes, i'm here. i must have lost audio. what did you say, kendis? >> i know you wanted to talk about the convention.

president trump has been reacting to the dnc convention. let's pop up a sound bite and we'll have you weigh in on that. >> the current president's cloaked american darkness for much too long. too much anger. too much fear. too much division. >> the democrats held the darkest and angriest and gloomiest convention in american history. >> if you entrust me with the presidency, i will draw on the best of us, not the worst. i'll be an ally of the light, not the darkness. >> joe biden grimly declared a season of american darkness where joe biden sees american darkness, i see american greatness. >> history will be able to say that the end of this chapter of american darkness began here, tonight. >> it's time to reject the anger and the hate of the democrat party. fascinating side by side there.

micha michael, has he successfully could opted the theme of darkness and turned it? >> no, donald trump is coming in talking about american carnage. now we've seen millions of americans lose their job. 1.2 million americans just filed for unemployment and 200,000 americans by the time we get to thanksgiving won't be sitting around the thanksgiving table because of his lack of leadership on coronavirus. so, yeah, i think he's got darkness but not in the way he thinks he does. >> do you think this has confused voters? how can a biden campaign counter this? >> i think they need to continue to hammer home that donald trump has failed to show leadership when it comes to coronavirus. that there's still no plan. that hundreds of thousands of americans are -- have died and

even more will die and there's no plan in place. this is just an individual who loves to go on tv, loves to stir up the pot but has no real way of bringing the country together. that's not what a president does, especially during crisis. >> michael, i'll tell you, i was driving through that area this past week and there were some homeowners who said they had the biden signs out. they didn't have the signs out a few years ago. there was one more person who had a sign said no one will know if you vote democrat. it still is definitely trump country in a large part. >> reporter: it is a very interesting case study here as you drive through pennsylvania because it's such a large state. so many different communities have different priorities so you

will see that. you'll see different spots where they do feel that passion for joe biden that they didn't feel for hillary clinton four years ago. that hopefully should make a deference for the democratic party. that's what they're hoping. on the other side of things, i also spoke with some folks who are called trump democrats. they're happy with the job donald trump has done. they have faith he can bring the country back post election, post coronavirus. they're going to continue to vote for him because those are their priorities when it comes to jobs. they just don't know if joe biden is up to the task. then you have the folks in the mittle. am if you don't want to talk about it with their votes, they better not declare it. that is why pennsylvania is such an interesting case study and why it will continue to be.

for the eighth consecutive day the nationwide total is now 5.6 million cases. the world health organization says younger people are driving the spread. minnesota reports people ages 15 through 24 make up 1/4 of new cases. in los angeles county, 71% of new cases are those under 50. the university of alabama temporarily banning student activities including off campus parties and fraternity and sorority gatherings. 14-day order comes after officials noticed that large gatherings at bars during the first week back. a little bit of good news out of new york. the governor, andrew cuomo, announcing the rate of positivity, the latest tests that we got across the state is down to . .69. that's a record lee. a lot of potential and emergency

medicine physician and assistant professor at baylor college of medicine. doctor, thank you for being with us. if the country added fewer than 50,000 cases a day, is that a sign of progress? are we starting to slow the spread? >> it is a small sign of progress. our case count in houston has started to trickle down a little bit. most happy to report that our hospitalizations in the state and the houston area have started to go down. we're at half of where we were when we were peaked maybe about a month ago. that's good for our health care system. we still have to remember that we're dealing with a global phenomenon that's still a very deadly disease and remain vigilant by wearing masks, washing hands, remaining socially distant.

>> how troubling is it that with these new facts, younger people now make up the majority of the cases in many states? i thought that demographic was immune to it. many coming into the emergency room with it. >> the big issue that we are having is people that are older like my parents have taken a lot of precautions and stayed out. younger people are going on about their lives. you see people going off to college. i have a friend who just took her child to their first day of college at university of houston. one of the things that worries me is folks going out and about and are going to be introduced into new social bubbles are going to continue the spread of this disease. we've seen this happen in multiple institutions around the

country and colleges across the country. that's one of the areas we'll need to pay close attention. >> this study from harvard epidemiologist fascinating. he said parts of london and new york have already achieved substantial immunity and antibody testing has led experts to predict that some areas could be better protected from a secretary surge of the virus this winter as a result of this. what do you think. >> i mean, that might be true in very small, isolated pockets. unless those pockets remain isolated from the rest of the world, that's not going to work long term. sweden tried that and let the virus run rampant and hope we reach herd immunity and they found they couldn't do that. there was a study in the journal of royal medicine back earlier in the month where the

prevalence of the type of antibodies was closer 15% and that's not near enough what we need to prevent the halt of this disease. on the other hand, what we see in places -- in other places around the country, flu season is starting to ramp up. i have a colleague in atlanta who told me that there was their first flu case in their hospital yesterday that they confirmed so when we have these two viruses coupled on top of one another, it's going to make this fall much more dangerous. >> people calling about the pandemic this fall. doctor, thank you. >> thank you. back to politics and the latest polling that shows president trump trailing joe biden by 9 points, but how does that compare to recent incumbents at this very moment? steve kornacki goes to the big board for us. what remains to be seen that could happen. how does that compare to past presidents running for re-election? trump was down nine the last presidency with barack obama. 2012 barack obama came into his convention tied with mitt romney in the polls. of course, barack obama ended up winning that election. he came in in much better position than trump and got re-elected. before barack obama, it was george w. bush. he was running against john kerry. he led by two. he won the election by three. so, again, you see, better position going in and a victory. then '96, bill clinton, much better position than any moderate incumbent. he was up by ten points against bob dole. clinton, that held up. he won by eight points. you've got go back 28 years. let me show you this.

a protest against denver police evolved overnight as demonstrators gatheret outside police headquarters and marches downtown. they set fires, broke windows, and shot fire at officers. at least nine people were arrested. in portland, police declared a riot just at midnight in a standoff with protesters kwout side a government building. police say people threw rocks, bottles, and other objects at officers. the second protest came after dozens of right-wing demonstrators, some of them
