good afternoon. we begin with the latest out of portland, oregon. the mayor is scheduled to address the deadly shooting overnight. it happened on a night when supporters of donald trump and black live matters protesters clashed. however, it's not clear whether the shooting was connected to those protests. when the mayor stepping up to the mike, we'll bring that to you. a chaotic scene on the sfreets of washington, d.c. police officers in riot gear flashing off pepper spray. they con fronted police and toppled newspaper boxes and set some of them on fire. police say five officers were injured and some proterss received minor injuries.

in kenosha, wisconsin, a vigil ended with arrests. it was being held for the two people killed during protests in the city following the shooting of jacob blake. the protest, rallies and marches have been under way throughout the weekend. joining me with the laits on the portland shooting is erin. what are you hearing? >> homicide investigation is currently under way. authorities in portland are working to establish the facts. they have yet to name publicly the victim of this shooting, pronounced dead at the scene. he was shot in the chest according to a still image from getty images of the scene. he was wearing patriot prayer hat which is the logo of far right group. we are speaking to a citizen journalist who is there at the time of the shooting managed to capture it on camera.

he said that heard some yelling. it was a relatively calm situation in portland at the time. he heard yelling. followinged by mace and fgunfir. the victim dropping to the ground. he saw two individuals running in the opposite direction. no arrests made at this point in time. authorities still trying to peace together t piece together the facts. the fs t the shooting happened at 8:46 p.m. saturday evening. there were dualing demonstration, pro-trump demonstrators had a vehicle rally. they were seen driving their trucks through the streets of por la portland. driving aggressively through the streets of portland. arrests were made according to the police during the clashes that ensued.

we are expecting an update. we had expected it this hour from the mayor of portland. we're just getting word that has moved to next hour. >> thanks for catches us up. another story that we're following at this hour. the director of national intelligence doubling down on his decision to no longer continue in-person briefings about election security. josh letterman joins us from the white house. even though the dni says it will stop the in-person briefings, any word from other department ws whether they will continue? >> reporter: the fbi and homeland security are going to continue. just to break this down for viewers who might not be familiar with the office of the director of national int intelligen intelligence, john ratcliff is the president's top adviser on entell jens matters. that job is to oversee the more than dozen u.s. intelligence agencie

agencies. the fbi, the cia, the nsa as well as the military intelligence units. the office of director of national intelligence which has been reporting to congress on things like which foreign countries are interested in interfering in our elections. they will no longer provide the in-person briefings. fbi and homeland security department will continue in-person briefings for lawmakers on things like misinformation campaign, cyber attacks that are threatening the election. system of those practical matters of getting into the weeds of it. as far as the big picture stuff that lawmakers want to hear from the administratioadministration going to get the in-person hearings there. fbi is saying the fbi is committed to keeping congress informed on election security and maligned foreign influence threats. protecting our elections remains a top priority for the fbi. fbi saying it will not comment

eugene, you wrote a piece highlighting the president's effort to try to appeal to undecided voters and suburban women. he's struggling with both of those groups. o he spent most of the time attacking people he knows won't vote for him. is that the approach? >> so far it has been. i think what the president has done so far demonstrates he believes the best attempt he has at winning voters who are not already on the trump train is by trying to convince them the alternative is worse than he is. he's having a difficult time convincing many voters that america is what he says it is on the other side of the aisle in they can see these things for themselves. we have video tape showing that trump supporters have actually incredibly aggressive in attacking their political opponents and we have video tapes and other evidence showing many of the protesters that trump is calling thugs have been

protesting peacefully. what he is doing right now instead of offering a counter argument and alternative to the issues they find to be so troublesome is just by painting his opponents in a way that they would not recognize. >> from rour reporting does something like that resonate with suburban women? >> it can. very small percentage points as well. we know what trump is hoping to do with the groups that he is not likely to win is just decrease the amount of loss he's helping to receive. some of these swing states, if he can shave off a couple of percentage points, it could keep biden from winning that state and in the long run benefit trump. >> i want to go to a piece you wrote. two former top officials

them over the years when you go in there and brief the president and brief other top white house officials there are certain words that you really should avoid using and key terms. those include white supremacy, election interference, russia and domestic terrorism. on the point of domestic terrorism, he's soften some because he found out earlier this year he would use that term to brandish against antifa and other left wing radicals who he doesn't like. the problem with the term domestic terrorism or d.t. and white supremacy in years leading up if you were going to go to the white house and brief the president on the terms, it would boomerang on his rhetoric and remind him of criticism of what some of his own top officials believe is feeding some of this right wing terror in the

country. it's another position these top fishes have been put in where his ego and feelings take precedence over effective policy making and decision making. >> if there's one thing we have seen from the last couple of weeks is the president goes back to his safe space and that is energizing the base. we saw that in his rnc speech feeding off the energy of the crowd that he does. will that work this time? >> he is hoping so. it's been very effective for him so far. the trump campaign said their primary strategy would be to turn out the base. that's an interesting re-election campaign approach. most often presidents try to connect with voters they didn't win the first go around trying to convince them maybe you should have given me another chance and this would be the time to do that. that's not been the approach from trump. the thing the president may need to keep in mind is the base is much smaller than he seems to be

aware of. he tweets about how high the support level he has with republicans but there's recent polling showing that one in four americans is actually a republican. the reality is probably serve him better to try to reach out to people outside of his political tribe. >> eugene stcott, we value your reporting so much. we want to get to breaking news from the biden campaign regarding kenosha, wisconsin. what can you tell us? >> reporter: we got a statement from vice president biden in his campaign that is connected to the violence you saw in portland, oregon overnight. we know one man was shot and killed after you had that clash of a pro-trump protest. a vcaravan of some 600 cars driving downtown. that interacted counter protesters and police are investigating.

2020. >> you even have marco rubio has come out and said and called it an and indication and leaks don't justify this move. how big of deal are leaks and how much do we weigh that with transparency? >> leaks are a very big deal. he still reenforce we need this briefing. it is important. think if you have all of these intelligence officers anda ag analysts working to try to protect the election, fry tryin win over partners and allies and they can't protect their sources and methods. it doesn't matter whether it's election security or any national intelligence. those sources and methods are coveted. we're trying to protect people that are providing information. i think we can do both.
