way. the very latest on timing of the powerful storm taking aim at new orleans. $100 million worth of help. that's the gift joe biden received today. the familiar name and former foe making it happen and how the infusion of cash will be used. cyber attacks on presidential campaigns. it's happening. right now from russia, china and iran. is anything being done about it? let's get right to the west coast where the raging wildfires have killed at least 33 people, left dozens unaccounted for and forced hundreds of thousands to flee their homes across california, oregon and washington state. on top of the destruction, blankets of unhealthy heavy smoke are really complicating efforts to locate those on the missing list and hampering efforts to fight the fires that have torched close to four million acres of land. scott, we're seeing that air quality there and the fear is,

that the winds will pick up. how will that hamper efforts? >> reporter: yeah, that is probably the last thing you need in terms of trying to keep the fire down. we have been talking for the last day or so about this potential change in the weather pattern. that may be happening now because it's sunnier here than it's been in the couple of days since we been here which would suggest some of the smoke is getting blown out and that means that winds aloft are picking up. that's not good for keeping the fire down. what the crews have been doing, some 3,000 people in this north complex fire is going from structure to structure. they are trying to strengthen their contain m liment lines if fire picks up again. they are just going through the pain staking process of trying to contain this fire. >> right behind us, we have a

structure that's not been prepped. fire is backing down the hill now. it's exactly wa we want. we're going to go ahead and both crews are cutting lines around the structure. fire still burning. we do have a spot across the road which is not what we wanted. our only saving grace is we have the smoke above us which is keeping the fire down. >> reporter: that's smoke seems to be clearing a little bit. that means they are in a race against the clock to try to make sure that all of their containment measures are where they want them to be in case the fire kicks up again. we did get another grim statistics here in this fire, the north complex fire. 12 dead. three additional deaths confirmed overnight making this the 7th deadliest fire in california history. >> that is such tragic news. i'm have arizona. i know how dangerous those red flag warnings are when you already have wildfires burning. our thoughts are with those

first responders. thank you. weeks after hurricane laura devastated the louisiana coast, the state is bracing for another hurricane. tropical storm sally is rapidly strengthening in the gulf of mexico and the most recent forecast puts the new orleans metro area directly in its path. the latest forecast data suggests sally could make landfall as a category 2 hurricane this week. louisiana is no stranger to september hurricanes. it's been almost 15 years since lurk rita battered the state that was still reeling from hurricane katrina. >> we move to the presidential trail where former president joe biden and kamala harris are striking back against president trump. trump told audience members during rally last night that he's prepared to be vicious as the november election nears. how are biden and harts challenging this rhetoric?

>> that's right. we have heard some of these challenging words from president trump when talking about the democratic ticket but it's important to point out that both joe biden and kamala harris aren't holding back on their own account. we had an interview with kamala harris when she was doing some virtual events in arizona yesterday. they spoke with her talking about a lot of issues that impact the latino community which is something she's been focusing on just in the last couple of weeks. she used strong language herself condemning donald trump. take a listen to what she said. >> this is the bottom line. joe and i are committed to fighting for immigrants, to fighting for working people, to fighting to build back better. donald trump has spent time trying to sow hate and division. he's spent so much time being

concerned about the stock market than he is the corner market and supporting the people who run small businesses. he's been quite weak in terms of what we need in a leader, which is to protect the people and support them. >> reporter: you hear there, using words, calling donald trump quite weak. you see a bit of that prosecutor coming out using that strong rhetoric against the incumbent president and you also hear her talking about the latino community there. this is a voting block that will be extremely influnts shl in this election. this is group joe biden isn't doing great with and needs to catch up on that. you hear her talking to the latino community specifically. talk about how the pandemic has impacted them economically and from a health care perspective.

his aides continuing to defend comments in the book. we have a bit of breaking news from the president. in the last 60 seconds or so the president tweeted he's signed an executive order on prescription drug prices. he says just signed a new executive order to lower drug prices. my most favored nation order will ensure the country gets the same low price big pharma gives to other countries. we haven't seen the text of this order the president is describing. this is something the president has been discussing for weeks. back in july he announced a series of executive actions on drug prices, including this one that would tie the price of drugs here in the united states to the prices in university and other developed countries. that order never came out publicly. now the president does seem to be making good on what he had been describing and really making a center piece of his campaign for the last several weeks. that order coming out today add the president and his aides are

the corner on coronavirus. we should point out it was just this past week on msnbc that dr. fauci told andrea mitchell he disagrees be that. that's not the case. >>. out of georgia, a sheriff's deputy has been fired for excessive use of force after video of this traffic stop went viral. >> don't kill limb. he can't breathe. he said he can't breathe. officer, he said he can't breathe. he said he can't breathe. >> happened friday. you can see one clay county deputy punching the victim in the head. walker does not appear to be resisting. walker's lawyer says he was pulled over for a broken taillight. the sheriff's office did not identify the deputy but they say a criminal investigation of the incident will be turned over the the district attorney's office. two sheriffs deputies are

president is trailing joe biden by double digits and is behind in key swing states. i'm joined now by robert gibbs. i want to play for you something my colleague talked about this morning. he's been touring swing states. getting a feel for how people are thinking. he's in minnesota today. he spoked about current and former lawmakers. let's listen. >> as we turn into the fall here and people are tuned in in the middle of this who republican dus p -- horrendous pandemic, not just getting a president who will fix it and has compassion, which joe biden has but the day after tomorrow, people are starting to think, okay, as we get out of this next year, what is the economy going to look like. things like increasing the minimum wage, joe biden believes in it, donald trump hasn't done it. if you look at our suburban district, the third district and the second district, we flipped those from republican to dam.

thoeds voters care a lot about health care. that's what the last election was about and this is going to be about covid. >> also i feel like is that this is our time to make sure we get rid of trump and we elect someone who will be response ifr to the policy positions we are abdicating for. biden's economic package is one that gets us a step closer to addressing the economic and social neglects that have went unaddressed for so long. >> we're hearing from them after we also heard reports in the washington post that bernie sanders behind closed doors is saying he wants the biden campaign to stop just focusing on trump and move a bit more left. how the you feel the campaign is doing? what do you think they still need to do? >> well, look, i think if you look at the swing state polling that we have seen really over

the past couple of months, the one issue that donald trump maintains some advantage on is talking about the economy. i think you hear in what those lawmakers are saying as let's have joe biden go out here and make the case on jobs and wages, health care is an economic issue. talk about that. i think that will be tremendously important. minnesota's an important state. it's a state that trump and the campaign had believed they could flip because the margin was fairly close in 2016 but didn't go the way of wisconsin, michigan and pennsylvania. i think there's no doubt that joe biden will continue talk about covid, continue to talk about the response or lack thereof from the trump administration. i think layering in that strong economic message will be tremendously important between now and election day. the economy is definitely connected to the coronavirus and it's what voters rae want to hear about. >> i want to bring in also rick

wilson. gop strategist and co-founder of the lincoln project. this past week we learned president trump told bob woodward he played down coronavirus. do you buy that defense that we keep hearing? >> not in the slightest. donald trump is willing to panic americans over almost any subject under the sun. suddenly the idea he was strong, steady, calm leader trying to keep the country from flying off the cliff into panic is frankly absurd. i do think it's right the election will come down to a ref rep du referendum on donald trump's handling of coronavirus. >> we hear from his surrogates he acted quickly in stopping flights from china and a campaign manager saying if joe biden was president and chuck todd is quick to point out he wasn't president. do you believe those actions, those repeated statements of the actions he took will resonate with voters? is that enough?

>> i don't believe they will resonate at all. they have another number, another fact to compare them to. that is right now we have over 200,000 dead americans. donald trump's actions in delaying and deceiving the american people about the impact and we now know this from bob woodward's tape of them. it's not fake news. it's not taken out of context. these are the words out of donald trump's own mouth on tape admitting that he played it down. admitting that he understood the risk on the front end of this thing. we can see from the policy failures across the board and his constant talking about things like drinking bleach and talking about things over and over again. these were not the actions of a leader dedicating to stopping the pandemic. they were the actions of someone interested in his own political outcomes. >> robert, you and rick seem to be in agreement that coronavirus, the pandemic will be the umbrella issue that decides the election but things are still leaking like the

whistle-blower complaint this week. intelligence reports are being tweaked to match the president's own rhetoric. you played such a key role in the obama administration. have you heard of anything like that going on behind closed doors? >> no. it's stunning. i think it gives you a sense of what's going on in the administration. they are very focused on making sure that what the truth is, did you want get to the american people. whether it's intelligence reports, whether it is the example of stopping this deadly virus and using the information that they have to give the american people some steady leadership. they constantly try to make sure that the only news you hear is the positive state run news that donald trump wants you to hear about. voters have rejected that. they understand after watching this president for the past six

mob months, they understand his lack of leadership. these are his own words. this is not an anonymous source. we have probably not heard the last of bob woodward. he's just starting this book publici publicity. we heard about 45 seconds of nine hours of tape. i can only imagine what we have yet to hear. >> you say voters aren't buying what they hear from state run media. stick around to voter who ali spoke with in minnesota about some of president's messaging. let's listen. >> i am not a person who vote for a person or party. i looks into the shoes and vote on the issue. for me the important issue is the jobs and the economy. now we need to stand with the president again. unite as americans and make him in power so he can build the economy back again. >> it's mostly because i'm a big proprietor of lower taxes, freedom, keeping american jobs in america.

being tough on china who is the largest intellectual property theft in the entire world. >> does this show voters still associating the president with good economic outcomes and being hard on china? >> that was is a center piece of donald trump's argument is he is the economy president. i think what those voters are not yet fully factoring into this equation is donald trump's decision to lie to the american people for three months about the impact of covid has led us to a point where economic collapse that is pendant right now, we're going to face record foreclosures and evictions. we'll face economic hardship into the foreseeable future because donald trump chose not to be candid and forthright about covid. while those voters are definitely echoing a lot of the central talking points of trumpism. the argument about china has

been subsumed into the argument about covid. there's another factor too. donald trump has been great for china. donald trump has rolled over for china repeatedly in a number of trade negotiations and while i don't think china will become the center piece of this election, i don't think it's the strength that donald trump plooe believes it to be. >> a will the of those tariffs have hurt farmers in minnesota. robert, what's your take? >> i come back to joe biden has got to make sure that he's out there each and every day in these swing states with a very strong economic message. i don't think he expects he's going to get every voter. i don't think he expects he will get even up for grabs voter. if you look in places like minnesota, where he's polling in above where hillary clinton was. where donald trump is polling is in the low 40s. that's why you hear donald trump trying to drag down the outcome of this election. say this whole thing is rigged.

if i'm joe biden, i want to be out in these states every day. i want to be talking about covid leadership in the economy and i want to drive this home as we head into that first debate and the last several week offense th -- weeks of the campaign. >> are you disappointed to see he's not on the trial this weekend? do you want to see more of biden? >> yeah. i do. i'm cognizant of the fact when we had a perfectly good atmosphere in 2008, we didn't tend to campaign on sunday's either. your campaign has to breathe a little bit. i think it's important to have joe biden and kamala harris out in those swing states monday through friday, at the very least. garnering that national coverage. garnering that important local coverage. driving that message and getting people excited. the balance are going out. the vote by mail ballots are going out. it's important they are in these states as much as possible.

>> rick, before we let you go, these marches that we have seen, women's marches and racial justice issues, do you think the marches will provide enough momentum to be a referendum on donald trump? >> i think the referendum on donald trump is drif ven by his behavior and the failure of his residency and leadership. the people were enormously motivated to get out and vote this guy out of office. the marches are symptommatic secondary effect but the primary driver is donald trump himself. >> to the point, it's so interesting to listen to the voters this morning talking about well, if you put aside his twitter and you really can't do that, one in the same with the candidate. thank you both so much for

the russian oerptstives who injected chaos into the 2016 presidential election are targeting political parties once again. that's according to microsoft who says china and iran are trying to penetrate the e-mail accounts of people or organizations involved in the upcoming election. out of the three country, microsoft warning that russia remains the biggest foreign threat having tried to use old user name and password combos against 7,000 microsoft accounts. none of them were successful. joining me to discuss is executive director at the national cyber security alliance calvin coleman. do you believe we're better equipped to handle cyber attacks than four years ago?

>> first of all, thank you for having me today. absolutely we're so much more prepared today than we were four years ago. we have the benefit of looking at what we did not do so well four years ago and improving upon that. they audiocassette about the all of nation approach. it's going to take federal government, state government, local government. it's going to take private sector and organizations like the national siebcyber security alliance to make sure we're continuing to improve as these foreign add vversaries continue attack us. >> microsoft says hackers targeted more than 200 organizations but it took them this long to tie the activity to the russians because they have gotten so much savvier. how much does that concern you? >> it concerns me a great deal. the microsoft report was a great

report in highlighting hour aggressive these foreign actors are in trying to steal information. to your point, this is not unlike 2016. they have tried to attack over 200 different organizations connecting to presidential campaigns. they have not only attacked the presidential campaigns, they have attacked what acall the wrap around services for the campaigns. you look at phosphorous coming out of iran. continuing to attack the personal e-mail of president trump's campaign and coming out of china. they continue to have attacks against president biden's campaign and international leader. i see this continuing up until the election, for sure.

>> this is just coming two weeks after we're learning the in-person briefings with congress about election interference were halted. isn't this a time to ramp up the briefings, not stop them in. >> perhaps a bit out of my lane, but yes. i would say if asked to ramp up those briefings because in my estima estimation, i look at the director and his idea of this all of nation approach. you have to be able to create great partnerships at this time. our adversaries arecommunicatin cooperating on a high level. we should be doing the same thing. >> thank you so much. something we can all unify

with just 51 days until the november lek, lawsuits over voting access and mail in ballots are still under way across the country. in pennsylvania the trump campaign and rnc have interve d intervened. hearings in the case began this week. the naacp argues there's inadequate provisions. polling locations were closed and information about where to vote wasn't clear. joining me with more is the president of the pennsylvania naacp and nbc news senior

business reporter. i read about your experience voting. you have a pre-existing condition. you were confused the morning of about where you can vote. you consider uncomfortable waiting in line. tell us about your personal experience and why this is to important to you. >> thank you for having me. it's very important because one of the things that we have come to realize with covid-19, this has a profound impact on people of color. the lack and lack of access of polling stations and polling places that normally would be available for individuals in the great state of pennsylvania were closed. particularly, where i live, you're talking about a thousands polling places that were not accessible. i know from my own personal experience, it was very, very confusing. there was a lot of people in line and i could not help but think about those that have pre-existing conditions that

would be profoundly impacted by this. >> ben, what's the latest in this case right now and what impact could it have elsewhere in the country? >> on friday, the petition by the naacp petition for the preliminary injunction against the election was denied by the judge. the naacp was seeking to have the election postponed until different measures of relief could be achieved. seeking expanded polling locations, switch to paper ballots, making sure enough ballots were being mailed out. courts usually have a high standard for preliminary injunctions and the judge rules while the naacp having a lot of merits didn't meet the high standard. there are a lot of considerations occurring in the case. this case encapsulates what is

happening across america with regards to voting for minorities. coronavirus is harder for every one to do everything including voting. more at risk have less economic buffer to be able to deal with challenges that comming their way. make sure there are institutional right to those protected. >> what does that mean and what can you do between now and november? >> great disappointment. let's be clear. we're not going to allow the injunction that where we would not get stop us from moving forward.

people felt comfortable and understood that they're able to vote was being paramount as far as the naacp is concerned. we have a clear and present danger in the white house. there was a lot of interference from the republican national convention as well as the republican party in the state of pennsylvania. we in the naacp, we're not nooufred by that. the pennsylvania and naacp would work aggressively to ensure and assure that voting rights are protected. i believe at some point we will prevail. >> really is an issue playing out there that is reverberating around the country. >> thank you. in houston parks and churches are becoming virtual learning spaces for students to help students study remotely. they will get wi-fi, meals and
