good evening fo you at home once again. welcome to a special edition of the "the 11th hour." this was day 1349. 35 days until the presidential election. first of what we think will be three presidential debates for this 2020 campaign. is now history. such as it is. as expected it was contentious. but it went beyond that in to darkness. the candidates spent a lot of time arguing over within another.

away. by the warm weather it would be gone. like a miracle. maybe you can inject bleach in your arm is that will take care of it. >> later in the debate chris wallace asked the president if he was willing to condemn white supremacist groups in the country. here's how that went. >> are you willing to tonight to condemn white supremacists and groups and to say that they need to stand down and not add to the violence in a number of the cities as we saw in kenosha and seen in portland. >> sure, i'm willing to do that. but i would say almost everything i see is from the left wing. not from the right wing. >> i'm willing to do anything. i want to see peace. >> say it. do it. >> do you want to call them. give me a name. >> white supremacist. >> proud boys. >> proud boys stand back and

standby. somebody has to do something at antifa and the left. >> we are happy to be joined at the top of the hour by the democratic vice president nominee. kamala harris. senator, thank you for joining us. my first question. what just happened? >> america was presented with a very clear choice. on the one hand you have joe biden who has experience who has poise and grace. who speaks with intelligence and directly in the camera to the american people. about their situation. and on the other hand you have an angry defensive donald trump. who spent full-time interrupting attempting to bully the process. including the moderators. when i watch the debate, i

couldn't help but think about people around the world watching the debate. and the people have mentioned it on this net work. just minutes ago. what it has done in terms of and continuously since he's been in office. to debase the office of the president of the united states. that is our office. it's not his office. that's the peoples office. and i think that the american people during this debate had a clear contrast in terms of what they got. and what is possible. and what they can have. if they vote. >> your name was invoked early. the nomine said i'm the democratic party right now. president injected not according to to harris. what do you think he meant by that? >> god only knows. i'm beyond trying to get in the

head of trump. i'm focussed on what he's done and what he has not done. joe biden said tonight donald trump was in possession of information as rlly as january this year there was a pandemic that could kill americans and he lied about what he knew. covered up what he knew and we're looking at over 200,000 americans who died in over 7 million people contracted the virus. while donald trump as joe said is also incourt trying to get rid of the aforethoughtable care act that brought health insurance comfort to 20 million people. >> president held an event recently. the center piece was make a change in parts of america school curriculum. unheard of at the presidential level the way he did it. he said it was because the curriculum was teaching people to hate the country. here's my question. did we witness dog whistle in realtime when he said the

following. quote. if you were a certain person, you have no status in life. it was sort of reversal. >> brian, what we saw was a dog whistle through a bull horn. donald trump is not pretending to be anything other than what he is. he will not condemn white supremacy. cannot say the phrase black lives matter. someone who is getting rid of training of federal employees around the issue of race and the need to be aware of bias. it's not a dog whistle. he's talking through a bull horn. >> because parts of your home state are burning up and because as part of my job i look at the cal fire map of ongoing fires in the state of california, on a daily basis. the president went there again

tonight. on dirty forest floors. mentioning forest cities. not clear what he was talking about. put the blame squarely on forest management. and not certainly not climate change. >> again, it's donald trump. attempting to distract, attempting to distract from failures. failure to embrace science. part of the question during the debate incorporated the fact he said science doesn't know. seriously. the man was asked one time science says this. and the president of the united states says science doesn't know. science does know. science knows that we are facing a crisis in terms of the rapid changes to the climate. most of which can be addressed by changing and adapting in terms of behavior. joe biden offered a clear plan.

for not only what we need to do so save the environment and climate but what joe's plan will do in terms of the creation of millions of jobs. and again, it's an attempt to distract from the fact donald trump on almost every issue discussed has had no plan. i was actually very impressed not in a positive way to hear that everything that donald trump talked about was what he was going to do. as opposed to what he has done. like track the debate. i don't know how many times he talked about what he's going to do. he's been president for four years. then when he feels like blaming and goes back@prior administration. and blames the prior administration for what he says its failures were without addressing he had no plan that has been about addressing some of the biggest challenges facing our country even before the pandemic. god knows what he has failed to do because of his incompetence

in dealing with the damage in terms of human life and economic harm resulting from the pandemic that he has failed to get on top of and address in a meaningful way. >> final question. as you look forward to requester debate with mike pence, it's been observed so many times. the president relies on hyper bole. and pence relies on what many called a straight face piety. he's still the head of the white house coronavirus task force. we are still in the middle of a pandemic. and the president on mike pences watch is now seemingly getting medical advice from a radiologist from your home state. >> that's a lot to unpack. where shall i start? the first of all the president has denied science since he

first came in office. i served for a while on the environment committee of the senate. and do you know when donald trump and mike pence came into office as an administration they took the word science and climate change off of various federal web sites? we have seen a theme. in terms of their approach to science. and fact. by the way, scientists are grounded in fact and proving fact. and there has been we have seen in the administration the that has been unburdened by fact. >> senator kamala harris, thank you so much for making time for us here at the top of the hour. following that event. whatever it was. that we just witnessed for 90 plus minutes. greatly appreciate it. with that, we turn our discussion to our tuesday debate night initial panel.

that would be former democratic senator from the great state of missouri. james car ville. veteran democratic strategist. with his presidential campaign work. cohost of the 2020 politics war room pod cast. host of the 10:00 p.m. hour on this net work and columnist for the "washington post." senator, let me begin with you. same question i asked your former senate colleague. kamala harris. what just happened in your view? >> well, i'm 80% sad. and 20% mad as hell. it was a terrible thing to happen in our democracy. i am really like had it up to here with anybody saying there's some kind of false e kwif si between the to debate participants.

joe biden by and large showed the self-control that we used to define as presidential. i thought donald trump showed exactly who he is. a bully, who is unmored. chaotic. no answers and exposed how badly he has been impacted by having the power he's had. and i don't think it will hurt him. with his supporters. but it's not going to help him anywhere he is bleeding voets. particularly among women and in the suburbs and older americans that know this isn't the way we do this in the country. >> james, is it comforting or disquieting to know this president was prepped. he always hates people it know work or challenge goes into anything. that anything is new to him chl i'm afraid this was the prep to just let it fly. >> it was interesting.

he chased the tv audience away. after 25 minutes, it was unwatchable. and he is seven to nine points down. not even trying to win the election. it was really strange. i did give biden he was sharp. he answered the questions. he was frustrated. who wouldn't be. to the extent people had concerns about whether or not he was good on his feet. he was really well tonight. trump needed a good story to get back in. he seemed to chase anybody any casual couldn't take it. i was paid to watch it and it was a struggle. that was tough tv. >> lawrence, how did joe biden do? >> joe biden did what he had to

do. go in and maintain his lead. when you have polling like james referred to. you have a very clear front runner who in the polls tonight is winning. and another candidate losing. really the only thing to watch is the guy who is in second place. what did he do to move up? the only thing i was watching from a professional standpoint was what did donald trump do to move up. what did he do to change votes in his direction. i didn't see a single moment where it happened. this is a debate that defies the tools that we normally bring to it at this hour. in the last hour rachel said she feels that the debate needs something other than fact checking. but wasn't sure what it is. i'm not sure i know what it is. i did get a lot of personal messages during the debate and i want to see my time to one of them. a mother in washington. who grew up in washington d.c.

and has the unusual life experience of mot working in politics or government. she respects government. she sent a photograph of her 11 year-old daughter and he wrote, my soul hurts. and i think she spoke for millions of americans. with that text. and i think she spoke millions of mothers like herself. mothers of 11 year-old daughters watching that debate. >> what do you think the reaction was in the householding where they lost a loved one to the coronavirus. or have a loved one in the armed forces. or lost a child. >> they must have been appalled. as much as much of the nation appalled. i don't know what the hell that was that we saw.

i would flip the percentage. i'm 80% mad and 20% sad. at the travesty. trump didn't come to participate in a debate. he came to disrupt a debate. he came to prevent a debate. because he was not prepared to engage in any sort of debate. on the issues. on who is more qualified to lead. on anything like that. he just came to try to demonstrate his i guess his supposed alpha maleness. and his ability to dominate the situation. but as james said and lawrence said to what end? he didn't succeed at all in advancing the trump campaign narrative about joe biden. which is that he is senile and

not up to the job. joe biden was sharp and on top of it. and right there. and actually trying to engage in a conversation. so he didn't help himself there. and i wonder if he did anything but cast into doubt the remaining two presidential debates. i'm not sure what the point would be in repeating the exercise if this is what it's going to be like. the american people didn't learn anything. really. except that donald trump is a bully. they knew that. >> claire, i imagine when you were in the u.s. senate regardless of who voted for you or didn't. you regarded the people of missouri as your constituents from kansas city to nevada. down to joplin.

what about the disdents on display. president speaking in the third person about new york city. and how it may never come back. mentioning states that had one thing in common. democratic party leadership. as if there is no other connection between him and those places. >> i do think that joe biden did a good job tonight. he got in at the end about uniting the country. this shouldn't be about who runs what city. we shouldn't determine who gets aid for natural disaster or excoriate based on party. we should come together and solve problems. and i thought joe biden did a good job on healthcare and covid-19. in the first part of the debate. i think he really made a strong case there. i think if you dropped in from another planet and watched this

or for the first time were being introduced to these people, and had no background whatsoever. you would say what's wrong with that guy? the other guy sounds like he knows how to do this job. that's really what i think joe biden wanted to do. he wanted people to see him as the president. and i think dhe that tonight. he's the one who looked presidential. the other one looked like a joke. >> i guess i'm looking through my notes. as is every journalist in the country. trying to pick out discussion points, points tla were made. i heard from a will the of people most of them were chiefly scared at when the president took a pass on supremacist groups. his message to the proud boys and the ilk. was stand down but standby.

>> i hate to accumulate the years of the experience the panel has. we're totally ill quipped to comment on something like this. because it's not in history that informs us to what we just saw. if you look a number of times chris wallace should get combat pay. the numb of times he had to chas stiz trump. nothing like this has ever happened. biden has to think long and hard if they put the country through this again. this accomplished nothing for trump. and i think biden did fine. it's not a very good night for american democracy. it was sad. tough to watch. >> lawrence, since you're my

television brother on this panel. can that serious discussion be had? should the next two debates go on as scheduled? and would the presidential commission ever boldly enter this century with maybe a kill switch on mikes? to enforce rules and time limit. >> the presidential debate commission is always decidedly behind the times and i'm sure will stick to the catechism on this. which doesn't work. the twitter was filled with suggestions the next moderator has to turn off the microphone. for two minutes of the speaker whose turn it is to listen. it's the only way for that to happen. trump the biggest violator of that. the rules have been agreed to by both parties as we all know. there's an intense negotiation

about the rules. turning off the microphone is something the presidential debate commission is not allowed to do without the agreement of both parties. the trump side will never agree to that. that's his entire debate strategy. to speak while joe biden is speaking. there's no other debate strategy. if we can call it that. going forward tomorrow night and not just through the week. through history. probably the biggest headline that will live through history of this debate is the president of the united states refusing repeatedly to take a stand against white supremacists. each moderator must, must ask that question. again and again. and ask that question more than once in each debate. of donald trump. it can't be allowed to end the way it ended tonight. if donald trump is going to go

through every one of the debates refusing to take a stand against white supremacy that is something we have to get etched into the history of the debate. >> do you concur? >> i absolutely concur. that was the in a night where james said we have never seen anything like this. don't ask us. but i do think that failure to just say i condemn white supremacy. and white mall shah groups. just say that. it was stunning. yes, ha he said about racial sensitivity training and about how it was almost as if roles were reversed. that was also more than a dog

whistle. it really was a bull horn. as senator harris said. this is a president who running on a white supremacist platform and needs to be challenged on it again and again. if there's another opportunity to challenge him on it. because again, are we really going to repeat this? and have another two of these and just one note about chris wallace who i think did try his best. but clearly it lost control. because the president insisted on speaking over him. as well as over biden. and wanted to make a mess of it. one mistake he did -- i don't think the integrity of the election was actually a proper topic. for an entire section of the debate. i think that framing plays in to president trump's narrative of

i'll start with you. why are we bothering with a discussion of the rules of formatt of time limits, of moderators at all. when we have just seen what is going to happen? >> well, going back to 1960, in every presidential election, there's fierce negotiation around rules and moderators. both side play along. trump now is broken all the norms. here's the thing. no moderator going forward will be able to control trump if he acts that way. joe biden can't not debate. you cannot cower to the bully. that didn't help trump. trump is losing. he has a poll vote and win undecided voters. i don't think he did anything to help himself tonight. he probably hurt himself quite a bit. there's a second debate. i don't think pence will act

that way. i think the second debate if trump acts that way. we'll have the same debate. it was a terrible night for trumps chances for reelection. terrible night for american democracy. it did nothing to hurt joe biden chances. maybe trump will come out and be somebody different. let's look at 2000, if al gore sighed throughout all three debates. it wouldn't have been close in florida. if he does this three times in a row. ratings will fall off a cliff. it was hard for me to get through it. and i'm a practitioner. third debate you'll have half the audience. you can't expect him to change. whatever meetings are held, trump will not listen to what the campaign says. he'll do what he wants to do. >> you have had an r after your name for all your years in politics. what's your guess? are there high fives going on in the trump base and political

circles tonight? >> i think he pleased his most loudish supporters. they don't matter. they are a cul-de-sac. a losing team. the question is did trump do anything tonight to get some of the votes he needs to win. the answer is no. the trump is in trouble because men are split on him and women hate him. particularly in the suburb. this performance this childish tantrum. destruction of norm he put on tonight. it didn't help him move the ball forward, it reframed the race a bit. this is a question almost regardless of ideology. do you believe in democratic norm? do you believe in respecting the rules that elections count. i'm a conservative republican. i can disagree with joe biden all day long. i watched tonight and never been more embarrassed and certain trump is unfit to be president. what does he have to do set himself on fire?

it was embarrassing. the question becomes -- i do think the biden people could start a nice fight for ten days over the idea of the next moderator having a mike cut off switch or fire hose. to regain some control. trump will never agree to it. biden does have to debate again. they can make a thing out of this. the as near as of the democracy a fair and civil debate was trashed and vandalized. there ought to be a price paid. >> let's talk about another center piece of the democracy. the presidency itself. we only have one at a time. they live in a house that belongs to the people. built by slaves. firs occupied by the adams and then the madisons. that was on display tonight. you get to be a temporary holder and keeper of that office. that was that guy on stage.

white supremacist. it was a rallying cry to the proud boys. they have a logo out staying stand back and standby. that was a call. he wants them out at polling places. after the election. so i think that's going to be a moment that the media is going to cover. the other thing, the moment joe biden talked about his son. his service. he was not a loser. as donald trump called service members. who died are cancer. he offered no sympathy and went on the attack. my suspicious for the swing voters that really was fwoing to turn them off. i look for in debates. now one of the moments that the average citizen will be sharing that we'll be talking about. this proud boy moment, it wasn't that he refused to denounce them. he basically gave them a rallying cry. they are running with it.

>> back to your point. if you're a citizen. if you can fog up a mirror. if you learn in conversation that someone lost a child. you have to suppress your human reflex to say i'm sorry for your loss. if you learn from someone that they have or had a kid in the service, it's reflexive to say thank you for their service. that's easy. breathing in and breathing out. the president of the united states took a pass on both. >> yeah. it's really amazing. one thing that even though this was such a train wreck. besides showing restraint that was impressive. vice president biden, these things are a mike scope on who you are. we saw what trump is. we saw bidens empathy. his defining thing. he turned to the camera and

defending his son. you can tell he cares about people. he's got a big heart. donald trump doesn't. it is his nature. it is his tragedy. that he is almost social pathic. he doesn't have the wiring. it was obvious. again, as the very few undecided voters who are left. who trump needs all of. are weighing two people. the despite the mess of this tonight that was crystal clear to people. i think that will auger to biden's benefit. he had shaky moments. he was in an impossible situation. the biggest thing that happened trump took what little he has left and blew it up. he just pushed himself way over the line. it was an epic fail. >> that actually was the strategy. he was prepped. that was the result of the prep.

president the leader of the country had to say? >> good to see yo. there's three categories i want to talk about. all related to coronavirus. in your opinion number one the discussion on healthcare. the president and vice president had. let's be cheer the president made a claim that 100 million people in the united states have diagnosed preexisting condition. that is false. if he was at the bedside caring for patients. or health officials were caring for patients. they would know preexisting illness is rampant throughout the country and mals show up to 129 million americans have a preexisting condition. the president pushed for the healthcare act. they wanted it passed. resulting in 30 million americans without health

insurance. it could be a disaster in the pandemic. this it.5 million lives saved number. he's inventing it. no one knows where that number is coming from. it's invented. here's a number you can take to the bank. 120,000 lives would have been saved if the following things happened. a shut down one week earlier nationally. strong federal directives. if he acted when he found out the virus was airborne. february 7. defense production ask. producing masks or surgical masks. if they delivered on their promise and sent five to every household in the country. lye lives would have been saved. there's a whole host of things to talk about regarding covid-19.

testing is terrible. people still don't have p.p.e. combination of covid-19 and wild fire smoke. you need high quality masks. wild fires specifically, the president doesn't take ownership for his responsibility. 60% of forests on the west coast are federal control. the majority of those lands are under federal control that are burning he's not doing a darn thing about it. he needs to take ownership. >> let's talk about masks. the president mocked his opponent for wearing one. out of caution. he didn't give a full throated endorsement of masks. and keeps wanting to frame it as if there was debate or dissent over masks. as if people were saying don't wear one. i have to say one thing the surgeon general will never live down was early on his first

public utter rans on tv about the virus was about the president stamina and ver rilty. is said he didn't think people needed masks. and later admitted that was because he was worried about hording. and worried about getting masks to people like you on the front line. who need it. the time has come to be full throated in the endorsement of mask wearing. because the math is right there. with know how many lives it will and is saving. >> i have two comments. number one the surgeon general solution to his mix messaging was to tell us how to put up videos showing how to fashion under wear. and jean jackets into robust cloth masks. that is not a solution. our country is better than this. we can do high quality masks that protect all of us.

were you happy with the percentage of times he did choose to engage? >> what i'm happy with is we sa u a leader on the debate stage. that was joe biden. we saw a liar. that was trump. i think joe biden was like many of us out there tonight. he's talking and trying to talk about the pressing issues. and you have this other guy over there just talking about something that doesn't make sense. what you saw is how many people akrsz the country feel. they want to hear the country for families across the country. how are we going to get out of covid-19? put more money in my pocket to put food on the table for families. donald trump had an option and opportunity to speak to the american people and talk about his plan for them. and make a case. we heard a lot but department hear a plan on how to turn the

corner on covid-19. or a plan for working families in the country. we didn't hear him call out white supremacy. i hear a shout out. it was frankly unfortunate and despicable. from the president of the united states. i was hopeful in what i saw from joe biden. >> final question. please share confidential inside stuff with the audience. if i had been in the joe biden comes off stage. and meets with all of you guys the campaign staff. did no one on the payroll say i know why we're going to do this again. all the norms were blown up tonight. why bothers with rules or moderators and time limits. no one expressed that view? >> when vice president came off the debate stage we told him he did an excellent job. he spoke to the american people.
