paths. i'm signing off. thank you for joining us. i would encourage you not go anywhere. joy reid continues our special election coverage next. good evening and welcome tonight. night four of election night. more than three long days since we started kountding the votes. i know, america. i get it. waiting to exhale. so am i. one thing has become clear, former vice president gerrymander is weis well within striking distance. as vote counting continues. ahead in nevada, georgia, arizona and in pennsylvania.

although each for now is officially too close to call. we're expecting additional vote results from nevada any minute now. biden has doubled his lead over donald trump in that state. over 24 hours. and additional vote results will be coming from the crucial part of arizona where all those votes are. later tonight. of course today has largely been focussed on pennsylvania. which could put biden over the top just by itself. biden over took trump in the vote count this morning. state officials say overwhelming majority of mail in ballots have been counted. and they begun the process of counting the provisional ballots. we're keeping an eye on a hotly contested battleground in georgia. biden has the lead by the most razor thin of margins. about 4,000 votes. officials say a recount is likely. we haven't seen joe biden or

trump on camera today. after the appalling news conference at white house. tweeting lies and casting aspersions on the american electoral process. ready for a celebration. we'll get updates from the situation on the ground from nevada and pennsylvania. the latest on the vote count. with inexhaustible man of the hour. the man igniting twitter thirst all over the place. everyone in my phone is obsessed with. steve kornacki. tell us what's going on. >> we have a lot of things happening. let's start in pennsylvania. a few minutes ago joe biden statewide lead over trump expanded. it sits at 16,784. what has been happening here has been today a very slow version of what we saw happen last night and over night last night. it is just counties around the

state continuing to process, tabulate, report out the mail ballots. mail ballots they received before election day. they weren't allowed by state law to touch them. until election day. hence this delay. they are working through them. and every so often we'll get reports from different counties and hearing hooere's how the ma vote went. we got one a few minutes ago from north hampton county. about a thousand votes they added to the mix. joe biden won 73% of them. that continues to be the story. every time a county is counting up mail in ballots, joe biden is gaining votes. he's winning on average about 75% of all the mail in ballots cast in pennsylvania. we have seen that trend over and over again. seems clear that trend is going to continue. as long as there are mail in ballots to be counted. ask still tens of thousands of

mail in ballots to be counted in pennsylvania. joe biden is going to be winning the lion share of those votes. from the mail in ballots you can expect that lead joe biden enjoys statewide. 16,784. you can expect that to go up considerably. philadelphia has a lot of the mail in ballots. the biggest single source is pittsburg. 35,000 mail in absentee ballots. why do they have that many. there was a court issue there in involving a ballot mailing errors with the envelope and ballots. they were prohibited by the court from touching them yesterday. and then from touching just about all of them until 5:00 p.m. today. it's only in the last two hours folks there have been able to begin tabulating and counting most of the 35,000 mail in ballots. that process now under way out

there. again that's a blue county. you can expect biden will be doing very well with those. that's a big stash of votes there. you can expect when it is reported out we'll add to biden's lead statewide. you can expect the lead statewide to grow considerably. the x factor in pennsylvania then once you have counted the mail in ballots. provisional ballots. there are more in pennsylvania this year than in the normal election year. we think this is a rough number here. we think there might be somewhere in the neighborhood of 100,000 provisional ballots in pennsylvania. a lot are in heavily democratic areas like philadelphia. and normally you see the disproportional in democratic areas. and breaking favorably for the

democrats. and fair number of provisional ballots in the republican areas. what does this have to do? the nature of conducting an election during a pandemic. scrambling to set up a mail in system for the first time ever and the issue was anybody who requested and received at their home a mail in ballot, in decided to go to the polling place and deliver that in person. if they brought the ballot and didn't sl the ballot the envelope and inner envelope. it was considered spoiled. they were given a provisional. that could happen. or the other one is they had a mail in ballot and forgot it. lost it. threw it out. didn't care about it. got in the car and went to the poll. and voted in the poll. and the poll checkers saw you have a mail in ballot. you have to do a provisional.

the uncertainty that creates there's a bigger pool of provisional ballots than usual. and more republicans in that mix. however i have to say, given what we talked about here with this increasing lead that biden is building when it comes to the mail in ballots, it gets to a pint where i'm gifing you a case the provisional ballots are more co complicated than usual. do they look like they're going to be overwhelmingly republican? do they look like they're going to be for trump on the order of magnitude that would be needed to erase this lead for biden. once you have added in pittsburg and philadelphia and other counties. that gets to be a much harder case to make. a harder case to visualize. but, having seen these yet. question is the word with those. that's the lay of the land in

pennsylvania. at this hour. >> real quick. can i interrupt? i have a quick question. yesterday last night we were -- i don't know what time it was. 146th hour. it was a 13,000 ballot -- an hour pace they were going something like that. at the pace they're going, in your mind, how many ballots do you think total provisional, regular, every kind of ballot left. how many do you think pennsylvania has left? >> probably somewhere between 75 and 100,000. you have about 20,000 plus in philadelphia. we saw north hampton county report out. we have in fact i can cross check here. i want to say, the one other issue there i say 75 to 100. we aren't entirely clear. this is something we're striing to get clear. how many of those did our

uncounted mail ballots right now will turn into counted votes. for a variety of reasons there maybe some that don't make it into the count. counties that look like they completed reporting out. and still have uncounted mail in ballots. that might reduce the number of a little bit there. biden may not get quite -- 75% of 80,000. if you're doing the math. that pool may not be quite as large. still. we know it's considerable giving the pace -- >> that is helpful. thank you very much. don't leave. thank you very much. we appreciate it. we'll come back to you throughout the hour. if you get anything, holler. >> joining me from nevada. he is in north las vegas. first of all what's going on behind you? are you safe and what's going on. >> great question. couple things.

we did get the latest dump of votes from here in nevada. i shoruldn't say dump. they are regularly scheduled updates. i have been -- the margin -- 8,700 votes have come in. joe biden continues to maintain t lead and it's growing. we expected more votes today to come in over the course of the day. they said there were 60,000 out standing mail in ballots. tomorrow morning again we'll have another update around 10:00. local time. with the latest. the margin seems to be 49% to 48. context. joe biden maintains the lead here. there are votes to come in. who are the folks behind me? the group is excellent american citizens and patriots.

the election volunteers. i asked them what are they doing. they're show sg up to get paid for the election day. they deserve the money. they did a wonderful job. the people on the other side are people showing up and i found this particularly interesting. on top of the 60,000 mail in ballots. there's provisional ballots that will be counted last. in the group is same day registration and and people who may have had a problem election day and come back in order to check something. there are so many people in line -- it surprised me. almost looking like election day. democratic and republican state parties are contacting people on the list who voted pro provisionally. if they want to double check they can show up in person to do so. there's confusion about whether or not the votes are counted. what i want everybody at home it

know as they are coming out of the facility, most are saying few -- i have always counted. i feel reassured after coming in. it may look daunting. the number of ballots that are curable. or the signature didn't match through the verification process is much smaller. in the low thousands. all that considered, the margin continues to favor joe biden. we're not able to call it obviously because it's too close. and too many votes to count. we're staying on it closely. >> we'll come back if we hear ng else. thank you. we appreciate that information. steve kornacki has new information. we'll go back. i understand the mysterious county has updates. >> we got mail ballots. which we were just talking about. you can see the headline joe biden lead increases again

statewide getting close to 20,000 now. 19,584. this is not all -- this is not most. this is a small i would say initial batch of the absentee mail ballot. in the county. what happened here we got about 5,237 votes were just reported in. total. from the county. mail in ballots and joe biden just won 77% of them. once again that's what we keep saying. where you see mail in and absentee ballots coming in. you see joe biden making gains. he wins 77% of the 5,200 and change ballots that were counted. his statewide lead which was 16,000 and change is 19,584. there are still more mail in ballots to come. from philadelphia and other parts of the state. the margin as long as those are

out and continue to be reported in, that margin will continue to grow. this is a good example. to add a point to what we were talking about before. once we get through this mail portion of the count there's the provisional ballots. is there any suspense. the same county we're talking about there are 17,000 provisional ballots to be counted there. i point that out because again we say if there are about 100,000 statewide. that's ballpark. it would be less than that. 17,000 coming out of the county. where it's 100,000 total statewide or less than that. 17,000 from al gayny is high. is this a democratic friendly. traditionally they're democratic friendly. one indication is they are from

democratic areas. that number 17,000 coming from the county. suggests again that is disproportionately high. trump would need the provisionals to be overwhelmingly republican. if pittsburg and the area is represented in them -- that might not be a helpful thing. >> someone is calling you. we need you. >> thank you very much. i'll bring in white house correspondent. what we have watched steve do over three days is walk through all of the numbers. particularly in a place like philadelphia. the more that comes in the wider the margin gets for joe biden. what we have had out of the white house is this message of stop counting. if they stop counting, he's going to lose all the states.

do white house people inside the white house do they indicate to the donald trump understands that? if you stop counting, he will lose for sure. >> this is a president who has really been flailing all day. lashes out and angry. making calls. trying to figure out which republicans are backing him up. it's not clear the president understands if the counting continues he might get votes. the strategy is the he wants votes to count for him to be counted and the ones give b joe biden the lead in georgia and pennsylvania he wants those votes to stop. what we see from the president is him trying to stay there was a great red wave and the republicans are looking to -- also saying the same election that all the republicans is rigged and terrible and the democrats are trying to steal. it's an argument that doesn't

make sense. it's conflicting. it doesn't have integrity or an election was fair and president is mad his path to reelection is narrow. narrower by the hour. >> if the democrats pulled a big devious move, why did they led lindsey graham and mcconnell reelected? really quickly. you have donald trump tweeting out joe biden shouldn't wrongfully claim the office of the president. i can make the claim also. legal proceedings beginning. if he's telling joe biden not to do it. here he is doing the thing had says not to do. >> this is a fraud. on the american public. this is an embarrassment to our country. we were getting ready to win this election. frankly, we did win this election. >> is there anyone inside the

white house who is concerned that donald trump is essentially feeding his base with false hope that they can turn around and election that is only going in one direction and somebody maybe his favorite news channel. somebody ought to tell the people now, because when if they keep feeding them with the idea there's a magical thing that can happen to change the out come, there's a potential for a real combustion among the base. some walk around armed and q anon-. and extremists. some are already making trouble in the states and harassing people. is there anyone in the white house who is trying to explain to trump that he himself could be causing an uproar in his base because he's feeding them false hope. >> that's why today is so tense. everyone is trying to figure out

who can tell trump the hard thing. he might be losing this election. it seems family members are going to be the ones to pull him aside and say this is not going your way. you have to concede. my feeling talking to people is that there are people who are growing very concerned the president is a bit unhinged. en people who want to see him reelected. with spent so much time talking about disinformation from foreign countries. we're seeing a domestic disinformation campaign that is headquartered at the white house with president trump making false claims. last night was his most dishone dishonest speech yet. it was a lie. >> it's being done from inside the white house. which is owned not by trump. it's not trump tower. it's the american peoples property. he's spreading lies and lying to his base. it's extraordinary. what a time to be alive. great to have you on.

joining me now senator of delaware. i don't know if you heard what she was saying. give me a sense of what inside of the biden camp they are thinking. at this point, if this election concludes as the math seems to suggest it will, and joe biden is in fact the president-elect, he is going to be dealing with a republican base of nearly 70 million people who have been told now by the current president that the election is a fraud, that some trickery was done to take the election from him. somehow spare susan collins and lindsey graham and mitch mcconnell. that it's all there's a conspiracy. he's telling them this. how can joe biden even think that he is going to be able to govern a country with 70 million people who think like that. >> it's going to be a challenge. part of why since he got into

this race a year and a half ago i believe joe biden was the right candidate. the right man for the moment. he has lied his life and served in the senate and vice president and conducted himself as a candidate. in way that is designed to bring the nation together. as you pointed out it will be harder and harder the more that donald trump feeds his supporters false hope. it is nearly impossible at this point for president trump to be reelected. and joe biden continues to be calm, to be appropriate. and to wait for all the ballots to be counted. but we have an increasingly challenging and potentially dangerous situation here as president trump keeps pumping out misinformation. and creating false hope. >> i asked him this before when he was running in the primary, he didn't enjoy the question too much. i really do mean it. i watched mitch mcconnell for a listening time. he doesn't seem to be a person that any democrat should consider to be trustworthy.

he's interested in power and controlling the supreme court. and the president of the united states. he had one that was useful to him. does senator biden if he becomes president does he understand that mitch mcconnell will be his enemy and operate in a way to curtail him h stall his agenda, ruin his presidency. that's what mcconnell will do. is he going to approach mcconnell from that point of view? >> that's something that was raised repeatedly in the presidential primary. folks say joe was being naive. or looking a at the world through rose colored glasses talking about working with mitch mcconnell. it was joe biden as obama's vice president who was sent to the hill to try and work with mitch mcconnell on the fiscal cliff. on the recovery from the recession. on the judicial nominations. so joe knows better than anyone just how difficult and

manipulative mcconnell can be. it's a difficult challenge. if there's anyone that has the ability to bring the country together and use the mandate he will have from getting the most popular vote in the history of the country, it's joe biden. he will have won back from donald trump a whole series of large states and rebuilt the blue wall. and if things continue in the current direction, he will have won arizona, nevada and georgia as well. it will be difficult. mcconnell is an exceptionally hard man to work with. if anyone can pull it off, it's joe biden. >> a will the of the country will be rooting for him to do that. senator, thank you for your time. we are waiting more votes. from arizona. and of course that remains too close to call. at least at this point. we'll go there live next.

results at 9:00 p.m. eastern tonight. let's head back to steve kornacki and the big board. what does that mean? >> it's a big deal. the biggest single out standing source of votes in arizona. the biggest county in arizona. and sort of holds the key to the kingdom with the update tonight. donald trump is playing catch up statewide against joe biden. he's trying to make up a gap of 36,800 votes. this gets technical. we'll give you the cliff note version. it's this. the counties across arizona have for the last several days been working through one final particular group of ballots. this is how it goes in arizona. a group of ballots they process before election day. then a group processing on election night. and a group they get to in the days after the election.

that's where we are. the third and final group. when we began the counting of this group, donald trump needed to be winning 59% of all of them. if he would win 59% of the votes in this third and final group, that would erase all of joe biden's statewide lead in arizona. so far, again we're on the third day of counting of the third group. so far, trump has succeeded in narrowing the lead. it was in the 90,000 when we began. now it's down to 36,000. a big bunch coming in tonight. however, this morning, we got a big update. it showed that donald trump who had been hitting 59% in all the earlier updates is pace slowed. he was no longer hitting 59%. he only hit 52% this morning. he got 52% of the big batch of votes that came in.

and that's suggests that the tide might have turned in the group of ballots here. the portion is less favorable to trump. when we get this update here, at 9:00 eastern time tonight, here's the question for donald trump. he needs to be winning more than 59% of the update that comes in. by not hitting the number earlier today now he needs to get higher in the other ones to make up for it. he needs to be above 60% i would say. in the update that comes in tonight. and there's reason after this morning to wonder if he'll be back down to the 52% level. that's the suspense. it's a technical thing. at 9:00 we'll get a bunch of votes. if donald trump wins 60% or more let's talk about the possibility. if he's getting 52% of them again, or lower, that's getting very -- the idea of catching

coming in to this crowd. and engaging with the crowd here. it's the first time we have seen this. it's still peaceful. there is a lot of arguing. people armed obviously. both sides actually. people that don't support trump and do. have guns on their hips. and some of them slung across their chest. i have to tell you, this what you're seeing the parking lot of the place where they are countying t counting the votes. the election center. this is the scene. it's been the scene every night. where alex jones riled up the crowd. we hear the chants. we saw prayer yesterday and pledge of allegiance. and alex jones got here and they started chanting his name.

saying count every vote. and then chanting recount. so it's quite a scene here in a public parking lot. i'll swivel around. the roads have been blocked off. this is the county sheriff department. they have been on scene. they have somewhat of a perimeter set up. over night we have seen them when the county workers get off after counting all the votes, a couple times they have escorted those workers after working in their to count the votes and make sure everything is done above the board skb by the book. they have to escort them away from the crowd to the car. the deputies doing that twice so far. >> wow. that is a shame. they are not getting paid a lot of money. it's a shame they have to go through that t. be safe. in arizona. we'll bring the latest on the crucial state of pennsylvania. in those magical 20 electoral votes that both of the candidates want very badly.

early this morning former vice president joe biden took the lead over trump in total votes counted in pennsylvania. let's head back to steve kornacki at the big board. >> we continue to monitor this. we expect there's going to be more of the mail ballot and absentee ballot. i always like when they do this. they turn the board off for no reason. we can talk about -- there we go. pennsylvania here. 19,584 is joe biden's lead statewide. again, we expect tonight more of that mail in, more of the absentee vote to come in in pennsylvania. biden is winning 75% rate. we have a ton to come. i showed you an update from pittsburg. we reported out there. about 7,000 ballots. there's still well over 20,000

to come from the county. there's about a similar amount there due in from philadelphia. other pockets of the state too. significant vote here. and biden winning 75% of these. it's a question of the counties going through the process. it can be a null ber sm process. it's been a few days. there is just a question of the provisional ballot. preliminary data we have been able to get our hands on. looking at pittsburg and philadelphia. together. and the county in philadelphia. the share of the statewide total of provisional ballots what we think is roughly the total of the statewide provisional ballots is disproportionately coming from philadelphia and pittsburg.

they have a bigger share of the provisional ballot pool that we are aware of. than the population is. relative to the state. if that makes sense. two big democratic areas make up the punching above their weight. when it comes to the number of provisional ballots. that's a good sign for democrats. with biden building a lead here, trump has to win the provisional ballots by a crazy high margin. if he's going to be able to undo the lead biden is building. >> thank you so much. we appreciate you keeping us up to date. pennsylvania lieutenant governor joining me now. thank you. there's a lot of frustration out there. you probably feel it and getting it back. just to walk people through this, pennsylvania has never done early voting before. right? at this level. >> certainly not this magnitude. we the had primary in june.

this i have to say it went off without a hitch. we didn't have voter fraud or intimidation. and the people of pennsylvania this country and the world can trust the result will be a democratic will of the citizens. >> you near will 7 million people vote. that's at least so far. more than that. it's a huge turn out. that's what people need to understand. a state that doesn't typically do the mail in and all of that converting to do this. for the first time in a huge way. that's an issue. the people counting the votes is the second issue for me. these are people -- i'm sure it's not a hugely high paid job. are they state employees? who's counting? >> it's a mix. no one is getting wealthy over this. i would like it say you can see in the video they are wearing

masks. philadelphia put out a call for poll workers and to help. 20,000 responded. how patriotic and with willing to step up like that. no one is getting wealthy doing that. >> the other thing people don't understand, talking about counting the ballots. they are not physically opening and looking like a recount. they are feeding them into the system. it takes physical time. >> yeah. >> in looking at this. lieutenant governor the governor and the republican state legislature, have you started to have the conversation that now that we know that it can happen, there can be pandemics and emergencies and it can be i don't know hurricane. climate change. maybe the state ought to take the opportunity to change the system a little bit. to add more early voting. to add precincts. is that conversation happening

across the aisle. pennsylvania has a reputation of being the hardest state to vote in. >> lol. this is a group of individuals that wouldn't give an extra 24 hours to start precanvasing. we're talking on a friday night i wonder where pennsylvania will end up. they refuse to grant additional 48 hours for precanvasing. there's the trouble. hope springs eternal. not promising in that regard. >> so to be clear, the governor, lieutenant governor. is it the state house and state senate that are republican led? >> legislature is a real murders row of people that don't want to have any kind of making it easier to vote. it's really unfortunate. and their actions created this back up and this drama. for the unwillingness to allow more time to precanvas.

state in pennsylvania to direct all counting officials to keep separate any of the ballots that arrive after tuesday. until 5:00 tonight. under. extended ballot deadline and tell them not to count them. tonight justice the that handles emergency applications from that part of the country didn't give the republicans what they ask for. he said once again we tell them to keep them separate and count them separately. until today we didn't know that the guidance has been changed. it's important. he's asked for a response by 2:00 tomorrow. and says he's referring this to the full court. this is an interim response. it doesn't give the republicans everything they ask for. in fact it doesn't give them much. it says we'll get back to you later. after the full supreme court can discuss this. >> does that mean -- it doesn't give them much. it essentially segregates the ballots.

does that imply that there could be a case and want to leave them there to adjudicate it. or delay. and they are delaying and don't want to take up a full case. i don't understand the point. >> under the previous order from the secretary of state, the counting officials were already seg grating them. and already keeping them separate. what the republicans said today is we know the secretary of state gave this directive to the county. we can't be sure that all the counties are actually keeping them separate. because the republicans said we asked every counties and 25 never responded. to be cautious supreme court please order the directive again. they have done that. it shouldn't really change anything now. because the real change would have been if the supreme court said to the state, you can't count those votes either. until we resolve whether that deadline was legally extended or

absolute joy of what happened in georgia. and i think that all of us felt, people were all up, you know, watching was it philly or georgia. but in both cases, these are black communities, in detroit, in kenosha, in philly, in atlanta, that delivered for the democratic party. on the other hand, people like lindsey graham saying i don't trust philly, i trust arizona, newt gingrich implying there's something oddly corrupt about elections in these african-american communities. what does that mean to you? >> it's only fitting and proper that i start by congratulating the congresswoman elect. i'm a former resident of that district and, you know, we know each other from back in the atlanta delegates to the georgia -- to the 2008 convention days. i was really glad to see congressman lewis's district being taken over by someone who's so capable. and so i'm really happy to see that. to the point about georgia, you

know here's the thing. and i've been talking about this. you know, this is the 150th anniversary of the 15th amendment's ratification. and in 1870 that amendment was ratified to give african-american men the right to vote as a means of protecting the republic. the belief was that only enfranchising black people, particularly black voters in the south, could prevent the confederacy from rising once again and tearing the country apart. and now on the 150th anniversary we have expected black voters to do the same thing, to be the bulwark, the mechanism to defend the institution of democracy against a white nationalist movement that could very well have damaged the country, torn the country apart in a different way. and so i think that's the significance of what we saw in georgia. that's the significance of what we saw in philly too. and the allegations that people are making, oh, i don't trust

philadelphia. it's anti-metropolitan bigotry that we saw so frequently showcased by the trump administration. remember, he called baltimore rat infested. he called john lewis's district quote/unquote crime infested. we could come up with a glossary of the cities by the insults he's given for all of them. new york was a ghost town. remember all this. it's more of the same in a kind of bigotry that seems like it comes out of 1970s taxi driver. talking about american cities, the centers of really vibrant, developing and innovative economies of the engines that are really keeping the other parts of these states afloat. and so it doesn't make much sense but, you know, in the midst of their grief, and in kind of gnashing of their teeth i guess i'm not surprised by that. >> by the way he also started by saying that mexico was sending

rapists to the united states and now he might be laid low by -- i don't know what to tell you, man. representative-elect, talk about this january election because that is going to be so key now. you've got that victory in hand and now you can focus. how likely is it that the coalition that helped elect you and that may hand the state of georgia to joe biden can reconvene and coalesce again for those january elections. >> i think that's the beauty of the work that we've been doing on the ground, joy, like when people talk about stacy abrams she absolutely deserves the credit. but what stacy has said time and time again, this is not about one person, one candidate or one election cycle, it's about giving the power back to people who felt unheard and unseen for far too long. and so this is the way that we get people back out to vote. showing them their power and that's what we've been able to do, especially when georgia is finally called in the blue column and we can show them that they decided their president and i and they can also decide the
