when they said they will not vote on the biden presidential win. a sign that the pandemic is continuing to take a toll on americans all across the country. there are still ten million jobs yet to be recovered. we begin this hour on capitol hill where the nsenate is debating the veto to the military overhaul act. it was despite support from democrats, independents, some republicans, and the president. >> we heard some say that senate must send more cash to high earning households that have not seen any earning disruption. socialism for rich people is not

a way to help american families that are looking for help. >> what is the prop? you could vote no. joining me now is peter baker. republican strategist and senior advisor to the lincoln project susan del persio. is there any chance at this point that mcconnell could possibly change his mind and say okay, fine, we'll have a number down vote on this or will american vs. to wait until a new congress is sworn in to see if there is any chance of additional stimulus checks. >> it's highly unlikely that mitch mcconnell will change his mind. he has been digging into this position. he rejected the house passed

cash act. it includes the votes of 44 republicans, and there is no indication that he will allow that bill to come up. he faces conflicting pressures from president trump that wants the $2,000 checks to become law. but other members of the senate republican conference is strongly opposed to the idea of higher direct payments. many opposed the $600 payments in the latest round and there is an election coming up in georgia that seems to have forced mcconnell's hand somewhat where david purdue and kelly loeffler, one of them at least has to win. they have package it'd with two unrelated items that makes the bill guaranteed to fail. it likes highly unlikely that those $2,000 checks will be coming any time soap.

>> some democrats are saying they will delay the vote unless they hold a clean vote to raise the stimulus checks. the president keeps tweeting to pass the bigger check. between all of that you have people. american voters. mcconnell's subsequents. they are struggling right now. i know that mcconnell has said this will basically be a gift to a lot of people that did not need it. that it would go to people who are not wealthy and it raises the debt. what is mcconnell's goal here? it seems like this is just a big mess and politically it is hard to see what the benefit is for mcconnell. >> it is a big mess. we're doing the final hours of the congress, and the newly elected congress comes in to force at that point. anything done, not finished by then, has to start all over. look senator mcconnell obviously is taking the heat for the

position that a lot of republicans have. they don't think they should go to $2,000 stimulus checks. these are not necessarily targeted for people hurting the most they signed after holding it has damage it includes increased payments for unemployment. the checks are of a different category. they do not depend on whether or not you suffered anything as a result of the pandemic. what senator mcconnell is doing it taking the heat. they don't want to look like they're being ungenerous but they also have problems with the policy of it. the president of the united states made it complicated to begin with. he could have said in in the negotiations. he didn't bother to offer a view of this whatsoever until after his own administration signed off on the covid relief bill that has now been signed with the $600 checks.

after that he says hey, this has to be more. you're right as a matter of politics a lot of positioning and posturing. i don't know if it will add up for actual americans beyond the covid bill that was already signed. >> he did introduce a bill tieing the $2,000 checks to repealing liability platforms and the creation of a commission to study election issues. senator lindsey graham was on fox news this morning encouraging mcconnell to reverse course and bring up the bills separately. thereon what he said and we'll talk about it half. >> after january 3rd on all three measures and i would predict if you have a stand alone vote, it is better than 5050 that it would pass.

what does this mean moving forward and explain to us kind of what this is and what it will look like. >> yeah, it will be a messy day because holly joins a group of house republicans that will object. and they have to consider the issue. as you pointed tout is extremely unlikely to succeed. it is guaranteed to fail. in part because mitch mcconnell, the senate republican leader, they have urged fellow republicans not to go down this road. it forces a very very vote. it is their duty to accept the results of a legitimate election. it is not just from democrats, but from ben sasse.

those lines are unbelievably long. it is something to see. let me ask you what do you make of the numbers that we're seeing in terms of early voting turn out? >> i was comparing the vote counts. the total vote was 370,000 votes. those are both counties that went reliably to joe biden. right now those counties, 76% of that vote showed up in early voting. and 78% fulton county. that shows that democrats are showing up early. and in counties that are larger

counti counties, they're at about 65% of the vote that showed up. the republicans are lagging behind. it seems reliably democratic. will republicans show up on election day to take purdue and loeffler over the edge. some of that will depend on what president-elect joe biden does. they will say the senate hanks in the balance. you may need to give him a few democratic seats. he might say don't trust the system. he is still railing in georgia. so will he inspire the

today we learned that 787,000 americans filed for first time unemployment last week. and while the number of claims slightly beat expectations it is still a stark reminder of how many people are in need. nearly 200 million americans continued to collect unemployment benefits and many are turning to local 20 million, they are turning to local food banks that are struggling to keep up with the demand. he joins me live from france, and the city of san francisco announced today they're extending their stay at home order. it is not going to make things easier for those people that you're meeting and seeing in line today. what are you hearing and seeing there. >> this has been a very eye
