if you were a second grader and trying to show you mastered a second great understanding of what corruption is and what it means to be a crooked and corrupt public official. one of the things you might conjure up is that like hypothetically you might have a person in the government whose job is that they are in charge of road building projects. right. that person could not also known part of a company that was the country's biggest supplier of road building materials. right. if you were a second grader trying to show you understood what corruption is. that would be an over simpliied example of what it means to be corrupt. being in charge of road building and also holding a personal financial stake in a company that does road building.

that stands to benefit financially from your actions as a public official meaning you can take actions as a public official that will put money in your own pocket. a second grader's understanding of corruption. oversimplified one. right. except for the fact that in real life in the trump administration when elaine chao was appointed to be secretary of transportation, she was told she needed to divest and sell her stake in a company described by "the wall street journal" as the largest supply of crushed sand and gravel used in road paving or road building. as transportation secretary you have a lot of say in, say, roads. you can't own a company that does road paving and building. elaine chao was advised that she needed to divest from that

company. you can't be transport secretary having stock in a road company. "wall street journal" had the scoop that elaine chao did not divest and held on to the stock. tons of it in fact. remember how the trump administration was always declaring it was infrastructure week. i mean every time there was a new scandal or indictment of a trump friend or something new they would declare infrastructure week. one of the material consequences of them repeatedly declaring infrastructure week. every time they announced that the stock price would go up at the crush sand and gravel company that she stayed invested in.

in your second grader project, explaining what corruption is, even beyond the holding stock in the road building company thing. a pair gone idea of what it means to be a crooked official. you might imagine in your job as public official or transportation secretary of the united states you took official action and arranged official travel and government meetings and photo ops to benefit your family business. is that a more simple idea of the basic idea of corruption? in 20 "new york times" they reported on a series of actions in which she brought or tried to

bring her father and other family members on official u.s. government trips and to official u.s. government events into what were supposed to be official government meetings. she brought her family membered or wanted to who run the family business. on her first trip to china as trump's transportation secretary. there as a high ranking government official. she tried to help arrange meetings with high ranking chinese officials for her relatives who were going to travel with her and want additional business from the chinese government. the u.s. embassy personnel in

china freaked out about how blatantly unethical that was. but i mean, come on. this is the kind that you can write in capital letters and fit on a bumper sticker. she quit the cabinet after the capitol attack in gone. she is famously married to the top republican in the senate, mitch mcconnell. the widespread and quite towering allegations of corruption against secretary elaine chao. you may remember in 2019 the scandals were reported one after another. at one point in 2019 there were like five separate corruption

scandals around her at the same time most dwarfing the other scandals and that is saying something. but it is interesting. senator mitch mcconnell and his wife never seemed that worried about any of the scandals. mcconnell joked about it as if it was no problem and they didn't have a care in the world about it. well, now we know why. tonight the inspector general at her department, the transportation department just released a public report on the matter. the letter tonight released to the public shows investigators found the allegations to be

substantiateiated and serious enough that she was referred to the u.s. justice department for criminal prosecution. this is the fourth trump cabinet official we know of who were referred to the justice department after looking into serious allegations against all of the trump cabinet members. if you spread it around thick enough, seems like nobody gets in trouble for it. under the trump administration, see if you can spot the pattern here. trump veterans affairs secretary was investigated for corruption. the investigation resulted in a referral to the doj for federal criminal prosecution. trump's doj declined to prosecute. trump's interior secretary, investigated for corruption.

the result of the investigation is that it was found to be sustainive and serious enough it was referred to the justice department for criminal prosecution. trump's justice department declined to prosecute. also, trump's labor second investigated for corruption. the result is that they were found to be serious enough where he was referred to the department of justice. the justice department declined to prosecute. it was now elaine chao as well referred to the justice department for criminal prosecution. and referred to the trump doj on an interesting timeline before they, too, decided they would not prosecute her. they started their corruption investigation into elaine chao in 2019 based on that

investigation they decided some of the allegations were serious and sustainive enough where they required a criminal referral and made it based on the findings of the investigation. december 16th, 2020. the following day, december 17th, referred her to the public corruption section at main justice for prosecution there as well. the trump justice department receives the criminal referrals to prosecutor mitch mcconnell's wife and they quietly decline the prosecutions. one other president was laser

focused enough to have four cabinet secretaries referred for corruption. this is a real investigation done by professional investigators. and what they found was serious enough where it should probably be a court case. possibly be a criminal matter. we need to refer this. that happening to one high-ranking government official of any kind is a big deal. he had four in the cabinet in four years. that is like. well, that tells you something about the trump justice department. all of those prosecutions of all of the highest ranking officials

in the government. when does merrick garland become attorney general? how are they going to fix that? are they going to look into that? will there be consequences for that? mitch mcconnell is still the top republican in the senate. if any ill-gotten gains made their way back to the family at least we know they are staying close to the most powerful people in republican governance, even today. we will have more on that story later this hour. we were expecting the senate would be taking their first action on the big covid relief bill.

when that he do debate they are going to string it out as long as possible forcing the clerks to read every word of the bill out loud and every word of every amendment. slowing down covid relief as long as possible. no need to rush like the funding if for vaccine distribution or relief checks to the people that are unemployed. on the other side there is a rush on, a surprise late in the day announcement from the house today that they are going to be

staying late and taking votes tonight on their big election reform bill. h.r. 1 as well as the big policing reform bill. they decided to rush to do both of those tonight, essentially so that the house would not be in session tomorrow. the reason why is for security concerns. it is not yet two months since the attack on the u.s. capitol by the trump supporting mob but the joint bulletin from the homeland security and the fbi all warned the same type of attackers might be coming back tomorrow, march 4. that is what militia groups have discussed, apparently. trying to attack the capitol again, tomorrow, on march 4th. they are fantasizing that tomorrow will be the day that

trump comes back to power. why? the day that new u.s. presidents used to be inaugurated before changing the date of the inauguration to january in the 1930s. for several weeks now, even before the capitol insurrection, that quirk in history has made march 4th, another day of focus for the extremists who think he secretly won the election and mike flynn and others are secretly going to install him back in the white house and kill everybody else. random and weird as these are. that there might be another

effort to attack the u.s. capitol. the trump hotel in washington d.c. thinks something special is going on tomorrow in washington d.c. it is still true that the trump hotel has marked up their hotel rooms for tonight and tomorrow to nearly triple their usual rate. usually at $500 a night. that is what they are the nights preceding march 4 and march 5. that is what they -- excuse me, march 3 and 4. that is what they go back to next week and in recent days. but for tonight, the eve of the 4th and for tomorrow night, the 4th itself, the trump hotel is

charging a minimum of over $1,300 a room and room rates go right back down. why is that? fbi and homeland security warn tomorrow may be the date of another attempted siege of the capitol. the trump hotel tripled cost for a hotel room tonight and tomorrow. it is not like something else is going on in d.c. that would explain hotel rates being jacked up. places like the four seasons. it is just the trump hotel for some reason you are going to be in town tonight for something special tomorrow, they are going to absolutely get triple the money they usually would. it is a special day for them for some reason.

state and local law enforcement agencies say that these trump supporting groups have discussed plans to take control of the u.s. capitol and remove democratic lawmakers on or about march 4th. remove democratic lawmakers. remove them from the capitol. really. two big votes so they won't have to meet tomorrow. that will seem nuts and necessary given how undefended the u.s. capitol was to disastrous effect the last time these nut balls said they were coming to install trump by force and then they did. today in the senate they tried to get to the bottom of one of the worrying questions of what happened on the day of the attack. when the trump mob started to

overrun the capitol and overran the police and police officers were being beaten and gassed. having their protective equipment torn off. police officials were begging for the national guard to come in to backstop them, why didn't it happen? the senate tried to get to the bottom of that today. it was a remarkable series of revelations. we learned the d.c. national guard was told the day before the attack january 5th, that they were going to need special permission from the secretary of the army himself, personally, if they wanted to employ a quick reaction force in case of attack. the next day when the attack in fact happened they refused to give that permission for more than three hours while the capitol was overrun. five people, including a police officer died. and the request to send in the

national guard as backup langished for hours. we also got confirmation, believe it or not, that at the pentagon one of the senior officials fielding the desperate call from the police expressed the opinion now would not be a good idea to allow the national guard in there to help was the younger brother of mike flynn. who was a focal point and hero of the extremists who carried out the attack and promoted and spoke at the events in d.c. that proceeded the attack and called for trump to use the military to overturn the election to stay in town. his younger brother at the pentagon was in on the decision on january 6 to hold the national guard back and not let them in to help the police who were being overrun by the rioters as they swarmed into the capitol. pentagon denied general charlie flynn had any part in the discussion and the army lied

about that. why did they lie about that? >> who made the statement? >> senior leaders in the united states army. general flynn and others. they got back to me saying -- and that was on the phone call with the district of columbia senior leaders that it would not be their best military advice to send uniform guardsmen to the capitol because they didn't like the optics. >> senior leaders in the u.s. army including general flynn and others. general charlie flynn, mike flynn's brother. why did the pentagon lie? >> 1:49 p.m. i received a frandic call from the capitol

zach plesac informing me the security of the perimeter of the u.s. capitol was breached by hostile rioters. his voice cracking with emotion indicated there was an emergency and requested the immediate assistance of as many national guards men as i could muster. immediately after that call i alerted the u.s. army senior leadership of the request. the approval for the request would eventually come from the acting secretary of defense and relayed to me at 5:08 p.m. about 3 hours and 19 minutes later. i already had guardsmen on buses ready to move to the capitol. consequently at 5:20 p.m., less than 20 minutes, the district of columbia national guard arrived at the capitol. >> i imagine the scene. the whole country and world is

seeing it on tv. you have the police line breached at this moment. you have smashed windows. you have insurrectionists going through the police lines. you are on the phones. everyone has seen this on tv. they are not immediately approving your request. in your recent testimony you just said that hey, i could have gotten them on the buses and ready to go. that is correct. >> that is correct, senator. >> as you just testified in response to senator peters, you believe it would have made a difference to have them at the perimeter at a sooner point, and i know the people in charge of capitol security felt the same. >> yes, ma'am. >> and so you could have had them there hours earlier if approved. then you had them on the bus. they were sitting on the bus for a short period of time waiting because you thought they just got to honor the request.

is that how your head is working. you actually put them on the bus so they were ready to go but couldn't let the buses go. >> yes, senator. i just came to the conclusion that eventually i am going to get approval. and at that point seconds mattered. minutes mattered. i needed to be ready to get them there as quick as possible. so, i already had the district of columbia national guard military police vehicle in front of the bus to help get through any traffic lights. we were there in 18 minutes. >> okay. >> they were sworn in soon as they got there. >> soon as the pentagon finally told them that yes, it is okay to go. the guards men were at the capitol in 18 minutes. they could have been there in 18 minutes. instead the pentagon, including mike flynn's brother.

they told them they don't like the idea of sending in the national guard and they were held back for more than three hours while the capitol was overrun. they could have been there in 18 minutes. but instead they were held back for more than three hours while everything that happened that day happened and five people died. joining us now is senator amy klobuchar. she also serves on a judiciary committee and commerce, science and transportation. her committee assignments are the nexus of all of the developing stories tonight. senator, you are right in the middle of it all. i felt like i learned a lot at the hearing today in terms of what happened with the national guard situation with that delay. i was frustrated to not hear from the pentagon officials who made the decision that the delay should happen.

do you expect that we will hear from general flynn, from the former defense secretary and from the chief of the army who actually made the calls? >> first of all, last week, and we talked about this, we found out the request happened on the capitol side. that wasn't requesting the guard earlier. that wasn't the defense department's fault. decisions made by the then sergeant at arms that were wrong. that would have made a big difference. i want to look at the big picture. the whole focus is on being constructive. we did it in a bipartisan basis. those were major issues. we have the structure where multiple people have to make decisions and give instructions to the capitol police. then what you are focused on. the day of. where we heard the stunning

testimony today from general walker where in fact he said that he was ready to go. he had a number of trained men and women of the national guard who by the way are guarding us today and tomorrow when we come in to do our work to get the covid package done. they were ready to go. he waited. he waited. he waited. yes. this raises many other questions and there are many ways we can get those answers. additional hearings, interviews, written questions. clearly we were left with a big fat question mark about what the motivations were. the head of the d.c. national guard, who was incredible today. his theory is that they were concerned somehow of how it would look. concerned that it would get the protesters going more.

there was a moment everyone in the world saw it on tv. when they made the call it was already on the tv the glass was breaking and they breached the lines and they were entering the capitol. bear spray and stun guns. to just delay at all is what shocked the head of the metropolitan police when he testified and this general said the same thing. they should have immediately made the decision. people say it doesn't matter. you look at the people there that were severely injured in that insurrection. >> senator, it has been jarring to see the testimony and look at what happened today. to get new information about what happened. also to see the warnings about

another threat from the same types of folks. i did not know how much attention to pay to them. how much to talk about them on television. there has been dramatic movement tonight. we are seeing the house deciding not to be in session. they changed the voting schedule. they don't have to be there tomorrow. we have seen security advice that members of congress and senators should use underground tunnels and have staff teleworking tomorrow if possible just in case there is more trouble. >> we are all listening to the acting police chief. the acting sergeant at arms and we have so much more security than we had. there were issues.

the senate, we have to get the covid package done. ron johnson decided as you pointed out on the show that he is going to make the parliamentarian read the entire bill into the record. read it out loud. he is going to make the senate do that. that is his choice. anyone can read the bill. it has been out there for a while. i am sure that he could read it at home or himself out loud if he would like. that is one of the things that we have to do tomorrow. we have a vote. that will happen. we will go into the week. we don't think the american people can wait. if he wants to delay them getting direct checks, people that need the help. if he wants to delay the money and the rest of the republicans want to delay the money going out there to pay for the vaccine distribution. we want to get the shots in the

the show we are following developing news concerning allegations of criminal activity by trump secretary secretary elaine chao who happens to be the wife of senate republican leader, mitch mcconnell. the "new york times" was forced to report the inspector general had made a criminal referral to the justice department of elaine chao's behavior that she misused her office to benefit her family's shipping company and concluded a formal investigation into misuse of position was warranted. we also learned from the i.g. the trump justice department gave the criminal referral on elaine chao to the justice department on december 16 and 17th, 2020. during the transition between the trump and the biden administration. the trump justice department declined to take up the investigation and are not

pursuing elaine chao despite the referrals. in 2019 the "new york times" broke the story that elaine chao had been using the role to boost the profile of her family's company and we know what the reporting sparked. joining me now "new york times" investigative reporter, eric lipton. thank you for taking the time to be here tonight. >> thank you. >> the inspector general described that investigation. did you learn anything from the inspector general's disclosure? >> yeah. in fact we learned that there are many more examples of her intervening in ways that were to benefit her father and at times her sister. her father was one of the founders of the shipping company which operates out of china and her sister is the chief

executive there. there were many more examples of her taking actions that were elevating the promotional aspects for the company, particularly as her father, who is now retired but still is associated with the company was promoting a book and described in chinese media as a major player in the shipping industry in china. >> the here is number of times and then declined to take up the case. from your long career of reporting on public corruption and bad behavior by public officials, is it a surprise that the justice department declined to take up the referrals in terms of the office in d.c. or

public integrity division? >> not really. you know, these are not matters where she was taking actions that brought her direct financial benefit or there were allegations of money being exchanged or anything like that. what the inspector general found are ethics violations and they made a referral to d.o.j. and made a refefrl to the office of the general counsel. that is up to an administrative process for the department of transportation to take up. i was surprised how many examples that the report documented, the department of transportation staff were used to help to promote her father's or sister's interests,

particularly as it pertained to china which is where their business operates, mostly. >> a quick last question for you. secretary chou is out of office any family benefit that might have mads it way home to secretary elaine chao and to mcconnell himself? is there any indication he might have benefitted from any ill-gotten gains? >> nothing direct. i think the benefits would be she used his or her staff and office to elevate her father and at times her sister who are executives, you know, her sister in particular is still an executive at this prominent building ships and frustrate in china. this is a company that got

barbara howard is a professor at jackson state university in mississippi. this picture was taken this week on professor howard's backporch in jackson. she left the silver pan outside overnight to collect rainwater. she told the newspaper it is getting complicated trying to schedule water pick up she

resolved. we are hopeful that the gains we sustained over the last few days that we can revisit early in the morning. >> do you need more help at the federal level than you had thus far? we were showing images of the national guard distributing water in the city. you talked about it being a problem at the state and at the federal level in terms of what jackson needs to make sure it never happens again. but in terms of immediate assistance to your residents, do you need something you are not getting right now that you are trying to get? >> absolutely. the city of jackson, like most cities is under resourced and not capable of making the corrections, you know, based on our own budgetary ability. so, i have penned a letter to the governor, because it takes the state to activate the federal resources coming to cities. i think in the midst of the challenge we have to consider how we create a direct pipeline,
